2 Political principles


Basic Principles-Not more restrictions than necessary

-Nature conservation stimulates innovation en sustainability

-Allow fisheries where and when possible

-Measures apply to all fishermen (also foreign)

-Insight into the economic consequences

-Regulation of fisheries activities through CFP

-Wide support from the stakeholders

Has been sufficiently validated with the input of all relevant stakeholders to guarantee its quality

Has sufficient consent of all partners involved

Measures in the Natura2000 sites Measures are yet unknown They depend on the advice from ICES and the support this gets from stakeholders Government wants to achieve the conservation objectives within a reasonable period Conservation of ecosystem values in these areas will stimulate more sustainable fisheries industry by establishing requirements for fishing techniques

Key question: how to involve stakeholders?

Participation of stakeholders is necessary to provide and to improve of the quality of the data

Stakeholders’ views are necessary to get a solid view of practice

Stakeholders have alternative views and solutions that may generate the same protection


How to arrive at CFP measures: National 12 nm process

•Minister installed independent mediator •To lead process between stakeholders (nature NGOs; fisheries sector) to come to agreement on necessary fisheries measures•Based on scientific input; outcome must deliver conservation objectives•Outcome is advice to Minister•Ministry will process to legal proposal•Subsequently notification procedure

Fishing measures: What preceded?June 2008: Private agreement between the Dutch Ministry of Agriculture, NGOs and fishing industry

Request to organize an international ICES-led process for MPA’s in EEZ

Following the German EMPAS example

Ambition to learn from EMPAS (e.g. wider involvement ICES working groups; settling the information basis at early stage; provide conservation objectives at outset)


Relevant questions for a Dutch Empas project

This project aims at identifying two questions: (i) To what extent do specific fishing activities significantly threaten attainment of the conservation objectives of the Natura 2000 sites? (ii) What management measures would reduce these conflicts and how effective would they be at helping to ensure the favourable condition of these sites?
