    RWC 2011 Fan Zone Proposals

    The following is a list of the currently proposed Fan Zones throughout the various New Zealandregions. This list is current as at 12 March 2010. There are still some regions who are determiningwhat, if any, Fan Zone proposal the region will put forward. Should any of these regions decide topropose an official RWC 2011 Fan Zone, then that proposal will be added to this list.

    While some regions have submitted proposals for official RWC 2011 Fan Zones, other regions have putforward proposals for regional non-aligned events as opposed to official RWC 2011 Fan Zones. Pleasenote that this is not an exhaustive list of such non-aligned events.

    The proposals contained in this document are in various stages of planning. For example some aresubject to conditions such as funding or big screen availability. Other regions are still progressing theirplans and intentions to determine their final Fan zone proposals. RNZ 2011 will work with regional

    stakeholders to progress the planning of these regional proposals. Once RNZ 2011 has finalised theFan Zone license agreement with RWCL , RNZ 2011 will then sublicense the regions to deliver their fanzone proposals as agreed.

    Regional Festival Proposal Summary

    Region Ashburton

    Fan Zone Proposal(s)

    1.

    CelebrationAshburton Trust Event Centre

    At the moment the region is looking to use the Ashburton Trust Events Centre for an off icial Fan Zone. While plansare still to be worked through, it is likely to operate around the matches of the team hosted by the region. The centrehas the advantage of being indoors and already has big screen facilities. The region is looking at the centre as analternative to the original proposal at the Ashburton Racecourse.

    Ashburton FestivalAshburton Domain

    An event during the school holidays or during a weekend, it will be a Rugby themed festival celebration withentertainment, live bands childrens activities and food stalls. Event to occur for a day and a night.

    Methven Big Air

    The Methven Big Air Festival will be occurring in the region at the end of September.

    Regional Festival Proposal Summary

    Region Auckland

    Fan Zone Proposal(s)

    1.

    Auckland CBDQueens Wharf

    As an official RWC 2011 Fan Zone, the Queens Wharf site will act as the central focus for all Auckland City activitiesduring the six-weeks of the Tournament. This waterfront fan zone will have the capacity to host up to 30,000 peopleon the Wharf, and 50-80,000 people for the opening mass public celebration incorporating Quay Street.

    The programme will involve strong community involvement from across the region and highlight Aucklands culturaldiversity to the world. This festival space will be programmed every day and promoted as an essential site to visit forall Aucklanders and visitors to the city during RWC 2011.The aim of the main CBD fan zone will be to act as the hub ofpublic tournament activity for the city, with rugby, festival, community engagement and tourism related activity.

    2. North Shore City

    North Shore City Council wishes to host a major official fan zone at the Civic Lakes in Albany and be in operationwhen North Harbour Stadium is activated as well as on the opening night, the weekend of the quarter finals and thefinal game.

    The Civic Lakes RWC 2011 official fan zone will utilise the park area and surrounding Civic Crescent to create avibrant site incorporating family entertainment, lighting and water features, music, concerts and interactive activities.The fan zone will have the look and feel of RWC 2011, show the broadcast of live matches and provide opportunitiesfor merchandising and provision of tourist information, creating a festival atmosphere and building communityenthusiasm and involvement in RWC 2011.

    3. Waitakere City

    Waitakere will host an official fan zone at the Trusts Stadium commencing the weekend of the semi-finals. The RWC

    2011 themed site will host live bands/entertainers, interactive family activities and live viewing of rugby games on a bigscreen. There will be licensed and non licensed family areas and a range of booths selling food and services to visitorsand residents. An i-site will be located with the fan zone to provide tourism information to visitors.

    Other Non Aligned Events

    1.

    The Opening Match

    The Auckland region is looking to host the opening match at Eden Park, and to design a mass public participationevent to coincide with the opening match. The event would involve a huge outdoor celebration of RWC 2011acrossNew Zealand, not just the Auckland region. The event would involve both live and interactive content and featureAuckland icons, feeds from other regions and numerous locations throughout the region. The region wishes to discussthis proposal further with both RNZ 2011 and the New Zealand Government.

    2.

    Manukau City

    Lloyd Elsmore Park, Pakuranga that will be the site of a non-aligned festival event. This will be a family friendly rugbyparty in the park with a sports based theme and pre game entertainment on stage. It will be facilitated by council(infrastructure, entertainment, regulatory requirements, security, promotion) and operated by the sports clubs residentat the Park (food and beverage stalls, promotion, volunteer support.)

    Manukau will also host a non-aligned event at the Telstra Clear Pacific Events Centre. The intention is to provide afamily friendly zone for all ages, with family entertainment and kids activity onsite, a controlled R18 Hospitality zoneand Maori and Pacific Arts, Crafts and food marketplace.

    This will be an opportunity to showcase these cultures to potential tourist market. The theme for the non-aligned eventwill be Polynesian reflecting our strong Maori and Pacific populations. The event will be facilitated and delivered bycouncil and will maximise the inclusion of local Maori and Pacific people, their legends and traditions this will also be

    reflected in the onstage pre-game entertainment showcasing local bands and dance groups with a strong Maori andPacific flavour.

    3. Franklin District

    FDC is not hosting an official Fan Zone (live site), as there is no budget provision in Franklins LTCCP. However, ACCunderstand that the option for other local operators / organisations (e.g. CMRFU or the local business association)within Franklin District to run non-aligned, festival-type events, remains open as part of the wider Stadium of 4 millioncelebrations / festivities that may be staged around RWC2011. If these proceed, they would be organised

    independently by the local community of Franklin.

    4. Papakura

    Papakura will host a non aligned festival event at Massey Park Stadium, with the intention that this is a one day event.

    5.

    Rodney

    RDC is looking to host seven district wide community events. Four larger events (up to 5,000 people) in the north, eastand west of Rodney, and three smaller events (up to 500 people) in the district. None of the 4 larger events will beofficial RWC 2011 events and the 3 smaller events will be community delivered at key Rugby Clubs in the region, alsowill not be official RWC 2011 events.

    Regional Festival Proposal Summary

    Region Bay of Plenty

    Fan Zone Proposal(s)

    BOP sees the aim of fan zones in the region as to significantly enhance the experience of rugby fans, our families, ourcommunity and our visitors during RWC 2011. They are areas where people of different cultures and backgrounds will beable to come together and truly experience the excitement of sport in vibrant, festival atmospheres created in the mostpicturesque parts of the Bay of Plenty Region.

    1.

    Tauranga

    The region originally proposed a Fan Zone on the Strand in the Tauranga CBD, however the region has now decidedthat the new Indoor Sports and Exhibition Centre currently being constructed at Baypark Stadium is the preferredvenue for the Tauranga Fan Zone. The regional coordination group is currently in consultation with the local council,(the owners of the venue) and will provide further information on their proposal as soon as it is available.

    2. Rotorua - Rotorua Energy Events Centre

    The aim is to create an atmosphere similar to that in the Stadiums to enable locals and visitors to feel part of RWC2011. The intention is to put on activities and entertainment to provide a destination for locals, families and visitors togo prior to RWC 2011 matches in the region and to watch other key matches. There would also be RWC 2011merchandising tents, a RWC 2011 hub and other local market stalls outside the centre. Elements of Maori culturewould be incorporated into the site.

    The region is looking at activating the Fan Zone around 10 key matches, including the New Zealand matches and theKnockouts. If the Fan Zone proves successful they have a further 5 matches that they may activate for. During thepools the site would run inside the 6,000 capacity Events Centre, but depending on the popularity of the fan zoneduring the latter stages of the Tournament the fan zone could be expanded to utilise the nearby park.

    If the fan zone did expand then ideas include moving the timing of the annual GLOBALfest cultural festival to align withthe fan zone. A new Mud Festival has been proposed, including rugby games on a field of mud.

    3.

    Whakatane Ngati Awa Arts and Cultural CentreWhakatane are looking to host a Fan zone in unique and historically significant location. The region has recentlyfinished the Ngati Awa Arts and Cultural centre and is looking to host a Fan Zone in the venue. The region is looking tooperate for all the major matches of the Tournament. The venue has the capacity for 400, with facilities including bar,large screen, toilets and food. See diagrams below.

    Rotorua CBD

    Rotorua is investigating the possibility of closing off part of Tutanekai Street in the CBD as an area of activity for theduration of RWC 2011. The intention is to make this a non aligned event. This will provide space for those to

    congregate for those who chose to watch the matches in the local restaurants, bars and hotels.

    Regional Festival Proposal Summary

    Region Christchurch

    Fan Zone Proposal(s)

    1.

    World Ruckthe Worlds home of Rugby, Cathedral Square

    A large level one fan zone in Cathedral Square with a centre piece of a dome structure , the World Ruck. The domewill hold up to 650 people at any one time. The Dome which will be a seven day per week hub for i nformation on theTournament with merchandise, information and entertainment within. This will include screens with rugby and regionalcontent. CCC is continuing to develop entertainment concepts for inside the Dome as they want to provide reasonsfor return visits.

    In designing the graphic skin for the Dome, CCC would like to look at options that may align more with the Tournamentbranding rather than the originally proposed scrum design. CCC will work with the design guidelines provided by RNZ2011 and follow approval processes for the final design. Reasons for this are to more clearly identify the Fan Zone asan Official RWC Fan Zone.

    Outside the Dome will be the entertainment area with the big screen(s). CCC has tested the bubble screens identified

    in their initial proposal and found that they do not provide enough resolution to effectively broadcast rugby. The currentproposal will more than compensate for this with two 20 x 20 big screens in place within the Fan Zone. The concept isto create a stadium feel which includes a mini rugby field (CCC will bring grass into Cathedral Square) with seatingflanking this. Big screens will be placed behind the banked seating on either side, so they can be viewed directly fromthe seating areas. The field will be the entertainment space allowing a wider range of entertainment including Ripparugby, theatre and music, in addition to the screening of games. The grass field will be another area where people cansit to view the big screen in addition to tiered seating).

    CCC has met with Heineken and can include a licensed area within the Fan Zone if required (subject to approvalprocess).

    Other Non Aligned Events

    1. Spring Event Season

    The region will look to tie in its already established festival events with RWC 2011, e.g. Rugby on Ice as part of theAntarctic Festival and the Dance of Rugby in the Body Festival. Festivals which could potentially tie in include TheBody Festival, Christchurch International Antarctic Festival, Akaroa French Festival, BECA Heritage Week, NewZealand Cup and Show Week and SCAPE Christchurch Biennale of Art in Public Space.

    2.

    Victoria Square

    CCC propose that Victoria Square becomes a non aligned festival event area, ut ilised as an events space thatcompliments what is happening in the official area.

    3.

    Rugby Road

    The route to Stadium Christchurch from the CBD will be referred to as Rugby Road and themed appropriately.Themed guides and bands will lead groups along the road as a way to encourage walking.

    Regional Festival Proposal Summary

    Region Dunedin

    Fan Zone Proposal(s)

    1.

    The Octagon

    Dunedin City Council is proposing to set up an official Fan Zone in the Octagon, in the centre of the Dunedin CBD.The Octagon is flanked by restaurants, cafes bars and small retail outlets, as well as the Dunedin i-Site, Public ArtGallery and Regent Theatre. (See diagram below.) The aim would be to close the Octagon to traffic, to create apedestrian friendly space.

    The Octagon has a strong history of use as a public event space. It is used annually for New Years Celebrations with10,000 people in attendance, mid-winter carnivals, and during All Black tests in the city. The Fan Zone would bethemed in RWC 2011 look and feel as well as, to the extent permitted with Spin It Wide themeing. There will also bemerchandise facilities within the fan Zone.

    The aim is to provide a public space as a focus for region celebration, in a venue that can accommodate up to 10,000

    people, that will run for the duration of the Tournament. The venue will operate before and after matches in Dunedin,but will also operate to show key matches being played elsewhere in New Zealand. However the Fan Zone will showthe Dunedin matches live if and only if Otago Stadium has sold out. There will also be a stage featuring liveperformance entertainment.

    As the reserve is alcohol free and there are many bars surrounding the Octagon, the intention is to have a familyfriendly event within the reserve space. The Council would then work with the bar owners surrounding the Octagon tomanage the serving of alcohol.

    Other Non Aligned Events

    1.

    Spin it Wide

    The Southern Region has developed the Spin it Wide as a brand that can be used to drive participation in and

    excitement about RWC 2011 in the region. Regional Tourism Offices are already thinking about ideas to support anddevelop Spin it Wide into the Spin It Wide Southern Festival, a large united regional festival to coincide with RWC2011. The concept of a Spin It Wide Passport has been floated that will introduce people to the region, show what ison and the attractions on offer.

    The aim of the festival is to have events all linking up with and supporting the wider RWC 2011 festival. A number ofsuggestions of new events and current events that could align with the festival have been put forward by eachcommunity.

    Dunedin City has proposed civic receptions, public training sessions, street parades and after match functions.

    Regional Festival Proposal Summary

    Region Hamilton

    Fan Zone Proposal(s)

    1.

    Garden Place

    Hamilton is looking to utilise Garden Place in the centre of the CBD. There will be seating for approximately 1,500 withlive entertainment, merchandising and a big screen. The aim of this Fan Zone is to have a more family friendly zone.The site will be themed and branded. When there are matches on in Hamilton, at a designated time Match PiedPipers will strike up to lead ticket holders to Waikato Stadium. Hamilton City Ambassadors will also be on hand toprovide assistance and information.

    The CBD entertainment zone is an area with a wide range of bars, restaurants and cafes, and is only five minutes walkfrom Garden place.

    Hamilton City is currently reviewing the role of the CBD and the district plan and how that links in with the role of thecity centre. In addition a new CBD organisation has been now been formed. Hamilton therefore may look to further

    develop their concept for the Garden Place Fan Zone, and will advise RNZ 2011 accordingly once plans areformalised.

    Regional Festival Proposal Summary

    Region Hawkes Bay

    Fan Zone Proposal(s)

    The Hawkes Bay regions original plan was to locate a live site at HB Opera House in Hastings for RWC 2011 semi-finals and Final. The region intended to use the street outside for the big screen and utilize the three venues that makeup the Opera House complex as a bar, an entertainment venue and a dinner venue. Hawkes Bayhad expressed thewish that this Fan Zone be non-aligned.

    However, four critical factors are making the region begin to think that it may wish to change this plan:

    1. That several free to air TV channels will be carrying these matches live.2.

    That purchase of a live feed for a non-aligned fan zone looks to be almost impossible given the wording ofagreements with these broadcasters.

    3. That a 9pm kick off and/or poor weather (not unknown in October) could seriously affect the numbers thatattend.

    4. That the cost of this plan ($60K+) may leave us facing severe criticism politically if we attract only modest

    crowds to the fan zoneand the factors listed above may together produce that result.

    The Regional Coordination Group is at present consulting with all affected groups and this process will take anothermonth or so, however the current thinking is that Hawkes Bay would look to establish 4 Official Fan Zones, each in thelocal town hall or cinema. These would be located in Wairoa, Napier, Hastings, and Central Hawkes Bay.

    This change has several positive effects

    1. The huge cost of big screens is removed

    2. The adverse weather threat is removed

    3.

    Expenditure is lowered to an estimated $16K to $20K

    4.

    There is regional inclusion with all major communities involved in the stadium of 4 million.

    The region has stressed that the consultation process is not yet finished, but the region wishes to advise RNZ 2011 ofits thinking.

    Other Non Aligned Events

    1.

    Art Deco Weekend

    The Art Deco Napier Trust has agreed to consider the development of a programme of events for the RWC 2011festival in the Hawkes Bay. Proposed events include; Art Deco cocktail party, parade of vintage cars, Art Deco Ball,Palm Court Afternoon Tea Dance and a Rhythm and Bruise dine and dance evening.

    Community Festival

    Manawatu is proposing a community festival that will focus on developing a programme of events targeting the localcommunity and visitors to the region. The aim is that fans and visitors will move from key community events into thebars, cafes and restaurants to watch matches during the Tournament. The region believes this approach provedsuccessful during the 2005 Lions Series.

    According to Manawatu, the Manawatu Community Festival will encapsulate a number of events that are alreadysuccessful and then draw in some new innovations that celebrate best practice and create a wow factor. While notfocussed totally on a rugby theme the community festival has a wider vision to create a continuous atmosphere of funand vibrancy within a safe and sustainable environment.

    The community festival focuses on the following:

    Multiple communities collaborating to show the best of their region

    Recognising that visitors will traverse many regions and the scope for cross marketing between neighbouringregions.

    Strong focus on youth.

    The festival commences in 2009 and will progress beyond 2011.

    Each participating regional community will be invited to hold a significant event in their town or city.

    Region Nelson Tasman

    Fan Zone Proposal(s)

    1.

    Nelson Fan Zone

    Nelson proposes setting up fan zone in upper Trafalgar Street. The aim is to set up a central focal point for the Rugbymeets the Arts section of the festival in Nelson, with a family friendly welcoming carnival type atmosphere, liveentertainment and big screen rugby. It will also provide an opportunity for visitors and locals to mix and enjoy the RWC2011 atmosphere. It will provide an opportunity to showcase local talent, produce, products and artists. Note: ThisFan Zone proposal is conditional upon the appropriate solutions being found with regards big screens, theiravailability, specifications and hire estimates being brought into line with budgets.

    Upper Trafalgar Street is already known as a key party zone for major events in the region. The area can be closedoff and can host up to approximately 5,000 people. It is noted that the South Island Masters Games are also occurringduring the same period meaning there will be an additional 3,000 visitors in the region. The iconic cathedral will serveas the backdrop and add to the Nelson branding of the site, the large screen will either be located on the Cathedral

    Steps or at the lower end of the cobbled area on Upper Trafalgar Street as indicated on the plan of Upper TrafalgarStreet attached.

    The region would set the site up around the semi finals and final. The fan zone will be merged into the Nelson ArtFestival with the fan zone itself being dressed and undressed accordingly in RWC 2011s kit of parts for use as a fanzone and a Nelson Arts Festival space. On the 14 th, 17th 22nd and 24thof October the site will be part of the NelsonArts Festival, and on the 15 th-16thand 23rdof October the site will be a RWC 2011 Fan Zone.

    The Fan Zone will be enclosed in a clearly designated area in line with the Commercial Rules document. The intentionis to serve alcohol (RWC 2011 Partners and sponsors products) within the site.

    2.

    Motueka Recreation Centre

    The aim here is to create a Fan Zone as the central focal point for the Tasman area. The venue would offer rugby onthe large screen, with food and beverage outlets, pre and post match entertainment and family orientated activities formatches during the day. It will also provide an opportunity for visitors and locals to mix and enjoy the RWC 2011atmosphere. The region would set the site up on the semi finals and final.

    The Fan Zone would operate from the Motueka Recreation Centre. Note: This Fan Zone proposal is conditional uponthe appropriate solutions being found with regards big screens, their availability, specifications and hire estimatesbeing brought into line with budgets. The centre has capacity for approximately 1,000 people.

    The aim of the Fan Zone is to bring live world class rugby to Motueka and create a colourful and vibrant Fan zonewith real atmosphere and entertainment.

    Region Northland

    Fan Zone Proposal(s)

    The Northland Region is not proposing to have any official RWC 2011 Fan Zones in the region.

    Other Non Aligned Events

    1.

    Russell Rugby Palace

    The region is proposing a non aligned event, The Russell Rugby Palace in the town centre in Russell from Sunday16thto Sunday 23rdOctober. The rugby Palace will be erected creating a huge town centre event venue complete withmini stadium, stage bar, hot beverage facilities, food outlet and offering local merchandising opportunities. Throughoutthe day visitors will be able to sit back and enjoy the laid back atmosphere of the Rugby Palace whilst taking in filmfootage from the National Archives about the Bay of Islands and New Zealand, local comedian acts and pub quizgames. At night festival-goers will meet up to watch live international rugby then celebrate in real style with late night

    dancing to the sounds of fresh kiwi music.2. Captains Welcome

    Northland is awaiting formal confirmation of the hosting of the confidential Captains Welcome/Powhiri at the WaitangiTreat Grounds. As it is our understanding this official function is to be by invite only an open -to-the-public Fan Zonewould be considered on an adjacent large green open space. Further working up of this concept will only occurfollowing receiving formal confirmation of the Captains Welcome from RNZ2011/NZ Govt.

    Other Non Aligned events

    The region has provided to NZ 2011 proposals for 21 festivals/events that are confirmed as being staged (leading upto and) over the course of the RWC 2011 Tournament. Of these 21 it is anticipated that there will only be one whichwill be screening live international rugby, that of the Russell Rugby Palace (as discussed above) - the majority ofevents being held in places where it would be inappropriate/not possible nor conducive to have rugby television

    screening and or the actual staging of the festival/event would be at times and or on days when there are no matchesbeing played.

    There are a number of communities/event organisers spread throughout the region that are still working up theirfestivals/eventssome of which are at this time at an embryonic stage and may take upwards of 6 months to beworked up into a coherent offering Mangawhai, Tutukaka, Whangarei CBD, West/Kaipara, Kaitaia.

    It is understood that the NZRU has a Legacy Project in mind to be worked up to complement RWC 2011. Northland2011 intends to work collaboratively with the Northland Provincial Union and Sub-Unions etc with regards effortsassociated with the regions numerous rugby clubspassport concept, clubrooms being open and inviting to visitingsupporters etc.

    Region Queenstown

    Earnslaw Park

    Queenstown are proposing on the following Fan Zone as detailed below. This Fan Zone will be subject to fundingandconsists of a proposal with a number of options. Subject to funding and their final decision, Queenstown will be locatinga large 20sq m screen themed with flags, picket fencing and signage at Earnslaw Park. The region will have Livecoverage of the match play only. Other opportunities re screenplay activity such as Destination Queenstown filmfootage are yet to be determined. The options yet to be finalised are whether the site is either liquor free zone or has baroperations or both and whether the site operates for semi finals and Finals or Finals only. The current intention is tooperate a beverage area with a separate alcohol free family zone.

    The concept for the Fan Zone is to keep the format simple and compliment the significant amount of tourism andhospitality activity that is expected during the Tournament. The aim is to attract visitors and the local community fromtheir accommodation and homes into the central district with the specific objective to filter these patrons into the various

    bars, restaurants and retail outlets in the CBD.

    The Fan Zone will consist of a large screen, sound and themeing in line with the tournament look and feel There may bean information kiosk operated by the local i-site and information boards with background on the Tournament and localrugby. The Fan Zone has not been developed to compete with local business rather act as a draw card and activity thatwill add value for both the community, local businesses and tourists. At present the concept is simple and will offer acentral gathering and information point. Pending budget and or volunteer community engagement the proposal maygrow to feature some live entertainment from local groups. The weekly Queenstown Art and Craft markets will continueto operate within the commercial guidelines of the Commercial Rules for Fan Zones document.

    Earnslaw Park has a capacity for between 8,000 and 10,000 people, however sightlines to the screen will onlyaccommodate approximately 2-3,000 patrons. Earnslaw Park is used regularly for markets, events and festivals.Restaurants, bars, retail outlets, public amenities and transport are all in close vicinity to this location.

    Queenstown note that the region believes a Fan Zone in Queenstown will be very successful; however funding is a veryreal issue. As well as funding from Queenstown Lakes District Council, the region is keen to explore the possibility ofRWC 2011 Partners and Sponsors, in particular Heineken, helping contribute towards the costs of the area, as coveredin Rule 6 of the Commercial Rules for Fan Zones document.

    The Southern Region has developed the Spin it Wide as a brand that can be used to drive participation in andexcitement about RWC 2011 in the region. Regional Tourism Offices are already thinking about ideas to support anddevelop Spin it Wide into the Spin It Wide Southern Festival, a large united regional festival to coincide with RWC

    2011. The concept of a Spin It Wide Passport has been floated that will introduce people to the region, show what is onand the attractions on offer.

    The aim of the festival is to have events all linking up with and supporting the wider RWC 2011 festival. A number ofsuggestions of new events and current events that could align with the festival have been put forward by eachcommunity.

    Queenstown has proposed the Spin It Wide through the South a rolling festival through the region including; a car rally,air extravaganza, regional walk, cycle or horseback ride and ASB Jazzfest.

    Located just a block from the CBD, Nga Wai e Rua in Gisborne is located next to the meeting point of two local riversand is a popular open space in the region. It also has purpose built mini amphitheatre, and is bordered by cafes,restaurants and bars. The region proposes using this space for a level two fan zone to create a family friendly partyzone.

    Depending on the ability to attract sponsorship the aim would be to operate the site during the knockout rounds and ifsponsorship is allowed and available the duration may be extended to key matches during the pools. The site wouldinclude broadcast of matches, pre and post match entertainment and limited food so as not to compete withneighbouring hospitality businesses.

    Puke Ariki Landing

    Taranaki is proposing to stage an Official Fan Zone Park on the Puke Ariki Landing within the centre of NewPlymouth. The area has a proven history as a space for large scale public events. The area will become the centre ofRWC celebrations and information for those visiting Taranaki / New Plymouth. It will enable those who are visiting andor those who are unable to get a ticket to the venue to watch the matches of Rugby World Cup 2011. It will be a semi-enclosed area by a Bedouin tent (non-branded), allowing shelter from the elements, but also allowing the atmosphereand spectacle of the area to be felt from outside.

    The location for the zone is adjacent to Puke Ariki (Taranakis combined museum, library and i-site hub) allowingvisitors to gain information about the province in one area. With adjacent roads closed to pedestrians, support ofadditional catering areas from local bars, restaurants and business allows the area to become a social and safe focalpoint for all. Puke Ariki Landing is right in the heart of New Plymouths CBD. Being a centrally located reserve it often

    acts as the town square and social meeting place for residents and visitors alike. It is also only 15 minutes walk fromthe match venue.

    Adjacent to the landing, Puke Ariki is New Plymouths shared Museum, Library and visitor information centre. In theexhibition space there will be a Taranaki Rugby Themed display. NPDC are fully aware of the commercialsensitivities of this area and can confirm that no commercial branding or reference to RWC2011 and its associatedsponsors will be displayed. Due to the close proximity of these elements, shuttle bus transportation point, visitorcentre, Fan Zone it reinforces the One Stop Shop experience.

    Along side near the main entrance gate is an area approx 62m. This is the prime location for the official RWC2011retail outlet this will easily allow for the proposed footprint of a 7m x 3m unit. Appendix Aidentifies this location.

    Timing -It is proposed we open the zone starting with the RWC2011 Opening Ceremony and match between the AllBlacks v Tonga (9th September) with selected matches throughout the tournament period, including the Final on

    October 23rd

    . The Fan Zone opening timings will vary for the 3 games held at New Plymouth to those off site gamesbeing shown. The proposal is as follows ;

    3 x New Plymouth Games The Zone will open 3 hours prior to kick off. This allows those with tickets tosocialise, plan to meet friends/colleagues within the area and then head off via the Pedestrianised route or catchthe free stadium shuttle buses, which will depart from Ariki Street.

    Non New Plymouth Staged GamesThis is very dependent on what time kick off is for the particular match withgames being played during the working week. However we anticipate a minimum of 2-1 hours prior to kick off.

    Throughout we propose a 30 minute drink up time, once the broadcasting of the game has finished. In thattime patrons will be asked to leave the area. Once the site is vacated the area will be locked and closed to thepublic. Security will remain on site and the area is monitored by CCTV

    For matches shown from and including the QFs, SFs and final stages we would look to ticket entry. Collection

    of the tickets will be available from prime visitor sites around New Plymouth and will be based on a first comefirst serve basis. NPDC would work closely with the Police to negate any persons arrested or ejected from theZone previously from re-entering the site.

    Layout - The Fan Zone area will cover approximately 2,340m which with a mixture of standing and seating areas willallow a capacity of approximately 3,200 persons. (See below for a proposed layout). Due to the potential weatherconditions that may be experienced in September and October the Zone will be semi covered. NPDC propose aBedouin style tented roof, which provides a cover from the elements, but with open sides allowing good ventilation andmovement from within the zone.

    The area will be ringed by fencing which will be covered by branded RWC2011 Green Mesh, promoting the officialRWC Fan Zone site. Entrance to the site will be via a one way double wide gate, situated next to steps that lead up toPuke Ariki. Exits will be located alongside as well as directly opposite gaining access to coastal walkway. By havingdedicated entrance and exit access points it will create a one way pedestrian stream, reducing any possible

    congestion. Additional emergency exit gates will be placed either side of the big screen, allowing easy egress fromthe site in the event of an emergency. Each entrance and exit will be managed by security guards. At no point willpatrons be allowed to leave the zone with drinks or food items, all are to be consumed within the Fan Zone fenced

    NPDC is committed to the creation of a safe, welcoming, family friendly environment. To achieve this, a full health andsafety, emergency and communication plan will be produced to include the road closures, security and crowd controlmeasures. A site / zone manager will be on site during all operational hours. He/she will be close contact via radiocommunication with security and emergency services. Conditions of Entry and Rules of Behaviour will be clearlyplaced at all entrances as well as communicated via local media prior and throughout the event. Full planning

    meetings and briefings with the Police, emergency services, security, F&B staff will take place on a regular basis tomake sure the events run smoothly and without incident.

    As mentioned the area will be dominated by a Bar area, which will serve both food and drinks for the patrons. Thearea will be split into 2 distinct areas, Bar and entertainment area and seated / cinema style area at the screen end.During the build up to the games, entertainment will vary with a mixture of entertainment sources from the localcommunity and could include live bands, comedy acts, roving entertainers like face painters. They will interminglewithin the crowd and encourage family participation. This type of activity has potential to align with sponsorscompetitions/products if required.

    Regulatory / Commercial- NPDC recognise that Heineken is one of RWC2011 Worldwide Partners and therefore willallow the serving of alcohol within the Fan Zone area. Arborio Bar which is situated within Puke Ariki is currently aHeineken stocked bar. As well as the details mentioned above strict controls will be monitored to make sure wecomply with the national laws as well as our own by-laws to create and maintain and area where all feel safe and

    welcome. The Council has considered the various consents required and considers none as unobtainable. There areno exclusive commercial arrangements with Puke Ariki landing or the Puke Ariki building itself.

    Courtenay Place (Fan Zone 2)

    During the Quarter Finals weekend Courtenay Place will become party central. The precinct will be closed to trafficand become one large street carnival. As well as Courtenay Place from Taranaki Street to Cambridge Terrace, Blairand Allen Streets will also be closed to traffic and form part of the precinct. There will be big screens along withmultiple stages with live bands, DJs, VJs, circus and street performers, cultural groups and dancers. There will be

    themed zones created ranging from Pasifika through to Carnival; visitors will be encouraged to dress up.

    Wellington believes crowds of up to 30,000 will enjoy the festivities. The aim is to attract all ages to the event. Theevent will run from 12.00pm on the Friday until 2.00am on the Monday. While the venue will be alcohol free there are alarge number of licensed premises within the precinct. The concept was extremely successful during the second LionsTest in 2005.
