TITANS DRAFT HEADQUARTERS

While the NFL conducts the draft from New York, the Titans are situated in Nashville at Baptist Sports Park, located in MetroCenter. Titans executives, personnel staff and coaches are stationed at a long conference table in the draft room, located on the second floor of the team’s facility. Members of the local media also station them-selves at the Nashville headquarters. Inside the rectangular-shaped draft room, the four white, mag-netic walls are lined from top to bottom with information on NFL personnel. Every team’s current roster is displayed on two walls, broken down by position within each club. On another wall, hun-dreds of draft-eligible players are divided among position groups and ranked by grades, which place number values on the team’s final assessment of the players. A “Top 150” board ranks draftees regardless of position. Finally, another of the room’s walls is divided in half, listing the order of draft picks by team (sometimes called the “trade grid”) and by round. With each draft selection, the media has access to the player and at least two other members of the organization. Typically after each pick, head coach Jeff Fisher and a Titans scout or assistant coach are made available to answer questions in the Baptist Sports Park auditorium. Additionally, the media is placed on a conference call with each of the team’s picks. At the conclusion of each day of the draft, general manager Mike Reinfeldt is available to reporters. The team also typically brings its top one or two selections to team headquarters to meet with reporters the day after they are drafted. The team’s draft class is brought together for the first time at Baptist Sports Park, along with the prospects signed as undrafted free agents, a week after the draft. NFL rules allow for a three-day rookie minicamp, during which time the players go through orienta-tion, positional meetings, practice and media interviews. After their initial minicamp, the next date the rookies are allowed to take part in team activities is May 16, barring any remaining final exams at their respective universities.

WHO’S IN NEW YORK?

Representatives of all 32 NFL clubs will be present at Radio City Music Hall in New York. The representatives are in constant phone contact with their clubs, who instruct the representatives to turn in a card with the selected player’s name on it. The Titans are represented by Frank Fitzgerald Sr., who has enjoyed a decades-long association with the NFL and has had a relationship with the Titans franchise since the early 1990s. Also present are his son, Frank Fitzgerald Jr., and Harry Pritts. Frank Sr. and his wife, Adelaide, reside in Larchmont, N.Y.

TYPICAL TIMELINE FOR EACH PICK

The following is a typical series of events for each draft pick the Titans make:

¾ The Titans’ personnel staff, coaches and other staff members are stationed in the draft room on the second floor of Baptist Sports Park in Nashville, monitor-ing the draft as their selection nears and updating their draft board. The team has a separate, direct phone line dedicated to each of the other 31 NFL clubs for use in discussing trades.

¾ The Titans go “on the clock” (10 minutes for Round 1, seven minutes for Round 2, five minutes for Rounds 3-7) immediately following the announce-ment of the previous team’s pick.

¾ After the organization decides upon the pick, Fisher calls the player on the phone to inform him of the selection.

¾ Reinfeldt communicates the pick to the team’s draft representatives (Fitzger-ald Sr., Fitzgerald Jr. and Pritts) at Radio City Music Hall in New York.

¾ The team representatives in New York submit a card to NFL personnel with the player’s name, school and position.

¾ The selection is announced at the podium in Radio City Music Hall by NFL commissioner Roger Goodell (first round) or vice president Gene Washing-ton (second through seventh rounds).

¾ Media at Baptist Sports Park in Nashville receive bios and other information on the selection and are placed on a conference call with the player.

¾ Fisher and another member of the team’s coaching or scouting staff meet with the media in the Baptist Sports Park auditorium to answer questions on the player who was just selected.

¾ The process repeats itself until the end of the draft day, when Reinfeldt and Fisher meet with the media for a final time. During the second or third day, the team’s top pick is typically flown into Nashville to meet with the media.

This will be the fourth draft for the Titans under GM Mike Reinfeldt.

Mike Reinfeldt is entering his 31st season in the NFL, his fourth as executive vice president/general manager and 12th with the Oilers/Titans franchise. Originally an All-Pro safety with the Oilers from 1976-83, he re-joined the franchise in 2007 after spending seven years with the Seattle Seahawks. This is the fourth draft process over which Reinfeldt has presided as Titans general manager. In his 18 post-playing years as an NFL executive with Tennessee, Seattle and Green Bay, his teams have won a combined seven division titles, made 12 playoff appearances, four NFC Championship game appearances, three Super Bowl appearances, captured one world title (1996) and amassed 14 winning seasons. Reinfeldt has directed three previous offseasons in his current role, supplementing the roster with tal-ented young contributors and experienced veterans through both the draft and free agency. The 28 players the Titans have drafted in his tenure include two first-round picks that already have been selected to the Pro Bowl: safety Michael Griffin (2007 first-rounder) and running back Chris Johnson (2008). In 2009, Reinfeldt and the Titans selected Rut-gers wide receiver Kenny Britt in the first round. Britt led the team and finished fifth among NFL rookies with 701 receiving yards. In Reinfeldt’s first first three years of free agency with the Titans (2007-09), key players added to the roster included cornerback Nick Harper, wide receiv-er Justin Gage, guard Jake Scott, wide receiver Nate Washington and defensive tackle Jovan Haye. In 2010, the club already has added veteran linebacker Will Witherspoon. Reinfeldt also has worked to retain several key players through contract extensions. Since the start of the 2008 offseason, nine projected starters in 2010 have signed new, multi-year deals: Gage, fullback Ahmard Hall, defensive tackle Tony Brown, guard Eugene Amano, cornerback Cortland Finnegan, bookend offensive tackles Michael Roos and David Stewart, nickel defensive back Vincent Fuller and guard/center Eugene Amano. Additionally, Reinfeldt helped bring aboard new members of the team’s administration upon his arrival, including Senior Director of Football Administration Vincent Marino and Director of Pro Personnel Lake Dawson. Each has made significant contributions to the team since arriving in 2007. In Seattle, Reinfeldt last held the title of Vice

President of Football Administration and was responsible for player contract negotiations, salary cap management, player evaluations and numerous aspects of the day-to-day football operations. In eight seasons with the Packers, he served a num-ber of roles, including Chief Financial Officer for three years (1991-93) and VP of Administration from 1994-98. Before joining the Packers in 1991, Reinfeldt spent three years (1988-90) at the University of Southern Cali-fornia as the associate athletic director and spent another three years (1985-88) with the L.A. Raiders as CFO. A former safety for the Oilers franchise from 1976-83, Reinfeldt earned Pro Bowl and All-Pro honors in 1979. He ranks seventh on the club’s career interception list with 26 and matched the team record for interceptions in a season with 12 in 1979. An undrafted free agent out of the Univer-sity of Wisconsin-Milwaukee, he originally signed with the Oakland Raiders and played in two games before being released and signed by the Oilers.

RB Chris Johnson (first round in 2008) -- Has 3,234 rushing yards in his first two NFL seasons, the third-highest total in NFL history in a player’s first two years. Johnson rushed for 2,006 rushing yards in 2009 and was named to his second Pro Bowl.

DT Jason Jones (second round in 2008) -- Led all NFL rookie defensive linemen in 2008 with five sacks. He had four sacks in 2009 while being limited to seven games due to injury.

The draft is a culmination of thousands of hours of work by the club’s personnel department. Ten fulltime employees are solely devoted to the ac-quistion of college talent, starting on the front lines with the college scouts. Information they provide on hundreds of draft-eligible players is used to ultimately determine, on average, nine or 10 draft choices plus a handful of undrafted free agents. Scouts are generally assigned a geographical region to research dur-ing the year. They attend countless college practices and games, speak with coaches and watch film of prospects. Below is a breakdown of the Titans’ scouting regions.

C.O. Brocato: Since entering the NFL as a scout with the Oilers in 1974, Brocato has become one of the most respected personnel men in the NFL. As national supervisor of college scouting, he helps oversee the entire scouting process. Additionally, he scouts Texas schools and crosschecks players in the Central United States. Mike Ackerley: As director of college scouting–east-ern region, he crosschecks prospects east of the Mis-sissippi River. Blake Beddingfield: Among his duties as scouting coordinator, he organizes the evaluation and ranking process of NFL draft-eligible prospects. He also scouts a portion of the Southeast, from Kentucky to Mississippi, and crosschecks the top prospects in the draft.Ray Biggs: The team’s combine scout contributes to an alliance between several NFL clubs known as The National. Barring a trade in which the Titans deal or acquire picks, the Titans will have nine total selections in this year’s draft—one in the first, fourth and fifth rounds and two in the third, sixth and seventh rounds. The New England Patriots own the Titans’ original second-round pick as a result of a 2009 draft-day trade that yielded the Titans a third-round pick that they used on tight end Jared Cook. However, the Titans added compensatory selections in 2010 at the end of the third, sixth and seventh rounds. Compensatory picks are awarded by the NFL based on net unrestricted free agency losses the previous year. This year’s draft could mark the sixth time in the last seven drafts they have had at least nine picks, with 2008 being the only exception (seven picks) since 2004. Also, since the draft went to seven rounds in 1994, the only time the Titans have had fewer than seven picks was 2003, when they had six picks.

At the conclusion of the 2009 season, 30 of the 59 players on the Ti-tans’ active roster or reserve lists were originally were drafted by the team. In particular, the four most recent drafts have supplied many of the cur-rent Tennessee players. The Titans selected 49 players from 2005 through 2009, a number that ranks second in the NFL in that period behind only Green Bay (51). Of that group of Titans, 27 players were still on the roster or reserve lists at the conclusion of the 2009 season. All 11 picks from 2009 are currently still with the club, including nine who made the active roster as rookies and two who spent the season on the practice squad.

For the third time in their history, the Titans own the 16th overall pick in the draft. In February they won a coin flip to break a tie in the selection order with the San Francisco 49ers (received pick from Carolina in a trade), who will pick 17th. Draft position is determined by reversing the league standings from the preceding season, meaning the team with the lowest winning percentage picks first and the Super Bowl Champion drafts 32nd out of 32 clubs. Although the Titans will pick midway through the first round of the draft, their spot historically has been able to yield Pro Bowl—and even Hall of Fame—caliber players. Notable 16th selections include Jerry Rice (San Francisco, 1985), defensive end Hugh Douglas (N.Y. Jets, 1995), safety Troy Polamalu (Pittsburgh, 2003) and cornerback Dominique Rodgers-Cromartie (Arizona, 2008). The Titans acquired the 16th pick in back-to-back years in the late 1990s. In 1998, they chose wide receiver Kevin Dyson 16th overall, and in the same spot the next year, they drafted defensive end Jevon Kearse. Those two players had memorable careers in Tennessee and were key fig-ures in the team’s run to Super Bowl XXXIV.

More often than not in recent history, the Titans’ draft is altered by at least one trade. The 2007 draft was the only selection process in the last eight years in which the Titans did not deal or acquire picks via trade. They changed position at least once in each draft from 2002-06, including the swapping of choices within the first three rounds for additional picks in 2002, 2004, 2005 and 2006. More recently, under Mike Reinfeldt, the Titans have negotiated a move up in the draft. In 2008, they traded up for the first time since 2003, when they moved up to acquire Donnie Nickey in the fifth round. The 2008 trade with Washington allowed them to leap 23 spots in the fourth round to acquire defensive end William Hayes. Then, during the 2009 draft, Ten-nessee swapped their second-round pick in 2010 for the rights to New Eng-land’s 2009 second-round pick. With that pick, the 89th overall selection, the Titans chose tight end Jared Cook. The Titans have not been involved in a trade in the first round since 2004, when they swapped their first- and fifth-rounder with Houston for ad-ditional picks in the second, third, fourth and fifth rounds.

The Titans currently hold six picks in Rounds 4-7, commonly termed “second-day picks” until 2008, when the third round was added to the sec-ond and then-final day of the draft. For the first time this year the draft will be spread over three days. The Titans have found in recent years a number of “hidden gems” in the second half of the draft who have become productive players and start-ers. Since 1995, the franchise has found 22 regular starters (started 10 games or more in at least one season) through the years with selections in Rounds 4-7. In the last six drafts, significant second-day choices who remain start-ers with the Titans include guard Eugene Amano (seventh round in 2004), tackle David Stewart (fourth round in 2005), linebacker Stephen Tulloch (fourth round in 2006), tight end Bo Scaife (sixth round in 2006), corner-back Cortland Finnegan (seventh round in 2006) and defensive end Wil-liam Hayes (fourth round in 2008). Additionally, late-round picks who could play a larger role in 2010 include guard/center Leroy Harris (fourth round in 2007), defensive end Jacob Ford (sixth round in 2007) and linebacker Gerald McRath (fourth round in 2009).

At the conclusion of Round 7 of the draft, the TItans personnel depart-ment remains at work. At that point, general manager Mike Reinfeldt, his staff and coaches contact undrafted players the team hopes to sign as free agents. Last year, the Titans added eight players after the draft as rookie free agents. Three of those players—running back Rodney Ferguson, wide re-ceiver Phillip Morris and punter A.J. Trapasso—spent at least part of the season on the practice squad. Morris remains with the club this offseason. In 2008, the Titans signed 10 rookie free agents in the days immedi-ately following the draft. Of those players, center/guard Fernando Velasco is still with the organization. The number of Titans undrafted free agents has declined over the last four years. Prior to signing 12 rookie free agents in 2007, 10 in 2008 and eight in 2009, a minimum of 20 undrafted free agent signings were an-nounced by the Titans in every year from 2001 through 2006 (22 in 2001, 20 in 2002, 34 in 2003, 27 in 2004, 36 in 2005 and 23 in 2006). Veteran players currently on the Titans roster who originally entered the NFL as undrafted free agents include LB Colin Allred, LS Ken Amato, K Rob Bironas, DT Tony Brown, FB Ahmard Hall (signed following sup-plemental draft), CB Rod Hood, P Brett Kern and WR Nate Washington.

LATE-ROUND PICKS UNDRAFTED SUCCESS

On March 23, the NFL Management Council awarded a total of 32 compensatory draft picks to NFL teams, including three additional selec-tions for the Titans. Under terms of the NFL Collective Bargaining Agreement, a team los-ing more or better unrestricted free agents than it acquires in the previous year is eligible to receive compensatory draft picks. The number of choices a team receives equals the net loss of free agents up to a maximum of four, and the selections are positioned at the end of Rounds 3-7 based on the value of the compensatory free agents lost. Using a formula developed by the Management Council, compensa-tory free agents are determined by a formula based on salary, playing time and postseason honors. Not every free agent lost or signed by a club is covered by this formula. None of the selections awarded through the com-pensatory draft pick formula are not eligible to be used in trades. The Titans lost a total of six unrestricted free agents and signed three, netting them three compensatory picks in 2010.

Since the team’s initial draft as a charter member of the American Football League in 1960, the Titans have made 45 first-round selections, using that pick on an offensive player 25 times and on defense 20 times. On offense, running backs lead the list, having been chosen eight times in the first round, three of which were Heisman Trophy winners: Billy Cannon (1960), Earl Campbell (1978) and Eddie George (1996). The most recent was Chris Johnson, the 24th overall selection in 2008 who went on to rush for 1,228 yards as a rookie and eclipse 2,000 yards in his second season. On the defensive side of the ball, linebackers have been selected the most -- seven times -- by the Titans in the first round. Robert Brazile (1975), Lamar Lathon (1990) and Keith Bulluck (2000) headline the line-backers chosen. A complete breakdown of Tennessee’s first-round selec-tions follows below.

In six of the last 10 drafts, Tennessee has chosen a defensive player with its initial pick: S Michael Griffin (2007), CB Pacman Jones (2005), CB Andre Woolfolk (2003), DT Albert Haynesworth (2002), CB Andre Dyson (second round in 2001) and LB Keith Bulluck (2000). The offensive players selected first by the Titans in the last 10 years include TE Ben Troupe (second round in 2004), QB Vince Young (2006, Johnson (2008) and WR Kenny Britt (2009).

The Titans began the offseason with 12 players due to reach unre-stricted free agency. They have re-signed four free agents and have lost two players to other teams. Five unrestricted free agents remain unsigned, and four restricted free agents have yet to sign their tender offer from the Titans or sign a contract with another team (the latter option would allow the Titans to collect a draft pick as compensation from the new club). Unrestricted free agents are players who have completed six or more NFL seasons and whose contracts have expired. Linebacker Will Witherspoon was signed by the Titans as a free agent on March 10. In eight NFL seasons, he has collected 20 sacks and nine interceptions in 127 career games with the Carolina Panthers, St. Lou-is Rams and Philadelphia Eagles. He spent the majority of the 2009 season with the Eagles, collecting 68 tackles, one sack, one interception and one forced fumble in 10 games. He started the 2009 season with the St. Louis Rams but was traded on October 20. A product of the University of Georgia, Witherspoon was originally drafted by the Panthers in the third round of the 2002 NFL Draft. Defensive end Jason Babin signed with the Titans on March 20. En-tering his eighth NFL season, he has appeared in 66 career games and registered 197 tackles and 17.5 sacks. Last year as a member of the Philadelphia Eagles, he played in 12 contests and notched 20 tackles and 2.5 sacks. Originally a first-round draft choice by the Houston Texans, the former Western Michigan standout spent his initial three NFL seasons in Houston before joining the Seattle Seahawks for all of 2007 and part of 2008. He finished the 2008 campaign as a member of the Kansas City Chiefs and joined the Eagles during training camp in 2009. Cornerback Tye Hill signed with the Titans on March 31. A former first-round selection, Hill has compiled 24 NFL starts and five interceptions during his first four NFL seasons with the St. Louis Rams and Atlanta Fal-cons. In 2009, he played in eight games with three starts for the Falcons and registered one interception—a 62-yard interception return for a touch-down. Originally a first-round selection by the Rams in 2006, he was traded to Atlanta prior to the start of the 2009 season.

The Titans might have one of the toughest paths to success in 2010 if past results are an indication of what lies ahead. Their 16 opponents in 2010 went a combined 140-116 during the 2009 regular season for a win-ning percentage of .547. That ties the AFC South rival Houston Texans for the most difficult schedule in the NFL. In addition to home and road games against each of their AFC South rivals, the Titans will face every team from the AFC West and every team from the NFC East. Additionally, every team has two conference games scheduled based on order of finish within its respective division. Home dates will be set with the Texans (9-7), Jacksonville Jaguars (7-9), Denver Broncos (8-8), Indianapolis Colts (14-2), Oakland Raiders (5-11), Philadelphia Eagles (11-5), Pittsburgh Steelers (9-7) and Washington Redskins (4-12). On the road, the Titans will face the Dallas Cowboys (11-5), Texans, Colts, Jaguars, Kansas City Chiefs (4-12), New York Giants (8-8), Miami Dolphins (7-9) and San Diego Chargers (13-3). The Titans will play five total games against playoff teams in 2009. The Colts (two games), Cowboys and Chargers all won their respective divisions, while the Eagles were a Wild Card team.
