In boating, the best way to be safe in a storm is to avoid it. But that’s not always possible. And when it isn’t, the sailors who make it through the maelstrom are those with strong craft and skills. There’s no question the boating industry has endured a storm over the past couple of years. Yet, just as they have plenty of times for more than 30 years, a core group of the Southwest Virginia Boat Dealers Association are carrying on though challenging times. These dealers form the backbone of the upcoming Southwest Virginia Boat Show at the Roanoke Civic Center on Feb. 26-28. “Everybody that’s in it is solid,” said Virgil Naff of Virgil Naff Sea-Doo, a Lynchburg business that has been an association stalwart for years. The association comprises eight boat and personal watercraft dealers, who will display their wares in the Civic Center’s Coliseum and Special Events Center.

As usual, the show will also feature a wide variety of vendors, from dock builders to insurance agents, whose products and services are related to water recreation and lake living. Darrel Ross, the show’s longtime promoter, said he is excited about the event’s participants. “We’ve got some new vendors this year,” he said. “We’ve even got an RV dealership that will be displaying outside.” While the recreational vehicle dealership will have its rigs in the parking lot, the other vendors will all be inside for the third consecutive year – though a few boats will be on display outdoors to help bring attention to the show. The move to an all-indoors show was made possible by the addition of the 46,000-square-foot Special Events Center a few years ago. The new set-up has gotten rave reviews. “I think everybody is really, really happy about it,” Naff said. When vendors had outside displays they

were at the mercy of the weather. If the weather was beautiful, as it sometimes can be in late February, outside traffic was often excellent, though some visitors would never make it inside. When weather conditions weren’t so good, outside traffic was generally poor. Once the show moved completely indoors the dealers also had plenty of room, particularly as the association has lost a few members in recent years. “I think everyone is just really tickled with the space they have,” Naff said. “In the old days it was really cramped. “Now the smallest space is as big as the biggest space used to be before we had the Special Events Center.” There will be no watercraft displays or vendors in the Civic Center’s Exhibit Hall. Instead, plans are to use that space to host a boating education course.

A new law that requires all boaters to eventually complete a boating education course has created a high demand for the courses, which class organizers suspect will require a move out of the smaller classroom where the course is usually held on boat show weekend. For dealers, strong crowds of interested buyers would be welcome in the Civic Center’s two vendor areas. Despite the difficult economy in 2009, last year’s show was solid for many dealers. Show attendance was down slightly, Ross said, but many of those who showed up were serious shoppers. Last year was certainly an interesting year in the boat industry. Because of the slow economy and uncertain job market, many people held off on making non-essential purchases. For those who were willing to buy, the so-called credit crunch had to be dealt with. Simply put, lenders were more conservative in lending.

Consumers with good credit scores and solid debt-to-income ratios were still able to obtain favorable financing terms. Shoppers without great track records were able to get loans, too, but terms were more reflective of their credit history. The credit crunch has eased, though shoppers with excellent credit history still stand to get the best deals on financing. For shoppers who were active in the market, last year was a great time to buy. Many dealers came into 2009 and with leftover inventory. Some manufacturers further sweetened the pot by offering dealers spectacular incentives in order to move products. “It was definitely a buyer’s market last year,” said Rusty Richardson, who works in the sales department at Webster Marine. The market has been correcting itself. Many manufacturers cut back on production in 2009, and that has helped reduce inventories.

Some dealers still have a few previous model year boats and personal watercraft available, but carryover inventory is definitely less than it was last year. This has evened out the market, and has also added to the appeal of boat shows. In 2009, boat shoppers didn’t have much sense of urgency. So even though incentives such as special financing deals and extended warranties were available at boat shows, some shoppers still held off because they knew there were so many new boats available at low prices. In 2010, boat shows are again regaining their stature as the time and place to get the best deals of the season.

Hours for this year’s Southwest Virginia Boat Show are 1-8 p.m. on Feb. 26, 10 a.m. to 8 p.m. on Feb. 27, and 10 a.m. to 5 p.m. on Feb. 28. The admission fee is $7.50 for adults, with children 12 and under admitted free with a paying adult.

Studies have shown that the process of buying a car can be among the most stressful decisions a person can make. Considering the many variables when it comes to buying a boat, that’s a situation that can also be difficult. But it doesn’t have to be. By mapping out the process and following a few basic steps, a consumer can make a stress-free jump from tire kicker to boater.

GETTING STARTED There are two basic types of boat shoppers. Some will be new to boat ownership. Others are looking to replace a boat, or perhaps to add a craft to their stable. The key step for both groups is to have a clear idea of what the craft will be used for. For those who hope to spend leisurely days at the lake with a big group of family and friends, perhaps a pontoon boat or deck

boat is in order. If competitive waterskiing or wakeboarding will be an important activity, a boat especially designed for those sports would be critical. Will fishing be the boat’s primary use? And, if so, what kind of fishing? The best boat for trolling for striped bass is not the best boat for fishing for largemouth and smallmouth bass. Another consideration will be when the boat will be used. A boater who doesn’t plan to use the craft through the winter can get a boat with a motor that must be winterized. But that boat won’t work well for someone who wants the option of boating year-round. All major boat manufacturers have excellent Web sites that can help with the shopping experience – and add to the fun. Some sites even allow browsers to custom build their dream boat from the keel up. In short, there is no single boat that

is perfect for everything, so the key is to prioritize what the boat will be used for and then find a craft that best suits those needs. Boat dealers are experienced in helping customers determine the best match for their desires, so shoppers should not be shy about asking for help.

BUDGET BASICS A critical aspect of boat shopping is to have a clear budget picture early in the process. Finding the perfect boat won’t do you any good if that boat is unattainable. Fortunately, boat manufacturers do an excellent job of offering most boat types at various price points. In other words, if you’re shopping for a fish and ski combination, you will be able to find one at a modest price, a middle-of-the-road price and at a premium price for a top-of-the-line model.

Of course, the cost of the boat is just part of the picture. You must also figure into the budget the cost of insurance and maintenance. If you will be storing the boat at a marina or boat storage facility, those fees must also be considered. Fuel costs are another consideration. Boat engines continue to become more fuel efficient. Still, just like with autos, the larger the boat and its engine, the more fuel it will burn. Don’t forget about extra, important options, such as the electronics an angler will want on a fishing boat. Finally, if you plan to tow your boat, make sure your vehicle is up to it.

CLOSING THE DEAL Boat shows are a great place to seal the deal on the boat that’s perfect for you. Not only do they provide consumers with an opportunity to see many different boats in one place, but the dealers are often offering their products at best-

of-the-year prices and with valuable incentives such as special financing and extended warranties. Shoppers at boat shows shouldn’t plan to spend a lot of time negotiating over price. For one reason, dealers will be so busy they simply don’t have the time for haggling. Because of this, they tend to price the boats as competitively as possible right from the start. Once you’ve decided on your boat, you should be prepared to put down a modest deposit to hold the boat. Some shoppers will choose to stroke a check for the boat to complete the transaction. For those who will finance the boat, options include working the deal through the dealership or through a private lender. The stronger a shopper’s credit score and debt-to-income ratio, the better financing deals will be available.

LET’S START BOATING An excited owner of a new boat will

be eager to the hit the water. New boaters should strongly consider taking a boater education course before the season. The courses are excellent primers. And, because the courses will eventually be mandatory for all boaters, taking one sooner means you won’t have to take one later.At least for the first couple of trips on the water, new boaters should invite along a friend or two who has some on-water experience. It’s also a good idea to make those first few trips on days when the lake isn’t too busy. Learning to back a boat trailer down the ramp is much easier when there isn’t a crowd watching and waiting. And those first few runs with your new boat are also much more enjoyable when you can spend your time taking in the scenery and trying out your new boat without having to worry about lots of boat traffic.

Every year in Virginia, hundreds of thousands of boaters enjoy fun days on the water. Most are safe and sensible, understanding that boating requires certain precautions and preparation. But a few are careless and suffer the consequences, either with a mishap or in the form of a conservation police officer with a citation booklet. Lt. Tony Fisher is a conservation police officer with the Department of Game and Inland Fisheries, supervising conservation officers who patrol Smith Mountain Lake, along with other public bodies of water in the Lynchburg, Bedford and Roanoke region. It is not the mission of Fisher’s team to simply write lots of tickets. Rather, they seek to educate boaters about safety, rules and regulations. Fisher said his officers, in their patrols,

encounter the same kinds of problems over and over again. Sometimes the problems arise from a boater using poor judgment. Sometimes, the boater just doesn’t know any better. Being aware of potential problems can help boaters be safer on the water, while also keeping them from getting citations.

ALCOHOL Intoxicated boaters are not a major problem on Smith Mountain Lake, or other bodies of water in the region, Fisher said. “Alcohol is not on every boat, three-quarters of boats or even half of boats,” he said. Still, the subject of alcohol on board remains a primary concern. Not only does an intoxicated boat operator endanger himself, his crew and other boaters, but the danger continues when the fun at the lake ends.

“A drunk boater is eventually going to get on the highway and become a drunk motor vehicle operator,” Fisher noted. Unlike with motor vehicles, Virginia law does not prohibit open containers of alcohol aboard boats. But boat operators can still be charged with operating their craft while intoxicated, with the legal threshold the same .08 blood alcohol content level that applies to automobile drivers. Fisher said he recommends that boat operators don’t drink anything. “We try to stress that the operator not consume any alcohol at all,” he said. “One beer can lead to two beers, which can lead to three beers, and so on.” If patrollers encounter a boat operator they suspect is impaired – “If someone is out there zigging and zagging, they are going to

draw attention to themselves,” Fisher said – officers may conduct field sobriety tests. If the boater fails, he or she will be requested to submit to additional blood alcohol testing. Fisher said the agency’s officers conducted more than 100 field sobriety tests at Smith Mountain Lake last year. In a typical year, between 25 and 50 boaters will be convicted of operating their craft while under the influence. Given the amount of boating at the lake that’s a relatively low number, but one that Fisher would like to see be even smaller.

SAFETY GEAR Virginia regulations require that boaters have specific gear aboard their craft. The requirements are straightforward, yet many boaters fall short when it comes to being properly and legally outfitted. Boats must have at least one wearable life jacket per passenger. Those personal flotation devices must not only be in “serviceable” order – not ripped or with broken buckles, for example – but they also must be of appropriate size for the passengers.

The Virginia General Assembly is considering legislation this winter may clarify rules regarding children and life jackets. Two bills seek to bring the state youth lifejacket law in line with the federal law already in place. The rule would apply only to waters under federal jurisdiction, a lengthy list that includes Smith Mountain Lake and most large public waters in Virginia. On those waters, federal rules require youth 12 and under to wear lifejackets when topside aboard under way recreational boats. The Coast Guard currently can enforce the law, but state officers can’t, leading to confusion among boaters. Rules also require throwable flotation cushions aboard most boats. Fisher said officers also will ask to see the boat registration, and will ensure that the boat’s registration numbers are properly affixed. On boats that must have a fire extinguisher, it’s not uncommon to see extinguishers that have lost their charge due to leakage. Fisher said it’s also not unusual to find

boats that don’t have properly functioning navigation lights. Boaters should ensure their lights are in good working order before every trip, even if they expect to return to shore before dark. Completing a boating education course – a legal requirement being phased in for all boaters – can help a boater gain better understanding of safety equipment requirements and guidelines.

RULES OF THE ROAD Some boaters don’t realize that certain rules of the road apply to the water.“People think they are out there recreating, there are no lines on the water, and they can just go anywhere,” Fisher said. There are actually detailed guidelines for on-water navigation. Knowledge of basic rules of the road is critical for safety and order. The best way to get a solid foundation in the rules of the road is, again, a boating education course. In fact, Fisher said, as more boaters complete boating education courses, he’s already seeing things improve.

In 2007, the Virginia General Assembly passed legislation requiring that most recreational boaters meet boater education certification requirements by a certain date, depending on the boater’s age. There are some exemptions, including boaters who have already passed an approved test or completed a certified course. In addition, individuals who rent boats for a short period won’t be required to meet the mandatory boater education requirements. However, all rental businesses are required by law to review a detailed boating safety checklist will all customers. Also exempt from the rule would be boaters under the direct supervision of a certified operator. For example, a man who has completed the course would be able to turn the controls over to his non-certified wife. Personal watercraft operators 20 and younger were required to complete boater education requirements by July 2009.
