“The only thing you can count on in this lineof work is that things are always changing.”

 This is often the mantra of Healthy Familieshome visitors. Whether it is in-home visitschedules, funding, or fiscal agent, Healthy Families staff and supporters must always beflexible, yet diligent in finding ways to providequality, uninterrupted services to young 

families and children in Shenandoah County. This year has been particularly challenging withstate budget cuts and the reorganization of Healthy Families Shenandoah County (HFSC)operations. Through it all, however, we have maintained the highest caseload of any year since the program opened, and our home visit completion rate for home visitors

 was the best it has ever been over (90 percent).

 After 11 years as fiscal agent for HFSC, Valley Health Systems recently restructuredits management of nonprofits that it hosts. While Shenandoah Memorial Hospital, as

a part of Valley Health, continues graciously to provide and maintain the HFSC officeon the SMH campus a new partnership with James Madison University’s Institute forInnovation in Health and Human Services (IIHHS) moved fiscal responsibility forHFSC to JMU in October 2010. Many hours and much thought went into thedevelopment of this new partnership.

On behalf of everyone associated with Healthy Families, we would like to thank  Valley Health for hosting the program in Shenandoah County for the last decade. Welook forward to our continued collaboration with Shenandoah MemorialHospital/Valley Health, and we are very excited about the possibilities that may emerge from our new association with JMU.

Since 1999, HFSC has offered screenings and assessments for all first-time parents

delivering at Shenandoah Memorial Hospital (SMH). Nearly 250 and families haveparticipated in HFSC home-visiting services in that time. Services begin prenatally orshortly after birth. HFSC supports overburdened parents and their young childrenthrough consistent and meaningful home visits that provide information and guidanceregarding child development, parent/child relationships, nutrition, health and safety,and other issues important to the child’s well being. Referrals to health care and socialservice agencies, free materials including newborn supplies, home safety devices, andchildren’s books assist families in creating a safe, nurturing home environment.Services are individualized for each family and generally continue for about 5 yearsuntil the child enters preschool or kindergarten.

HFSC operates as a grant-funded, non-profit agency under fiscal management of  James Madison University in collaboration with JMU’s Institute for Innovation inHealth and Human Services. Healthy Families Shenandoah Country receives grants tosupport home visiting and other services. Community support and donations areessential for continued services to young families. Grant funding this year includes

 Virginia Department of Social Services, United Way Northern Shenandoah Valley,Quality Child Care Initiative, Safe and Stable Families, Shenandoah Memorial

Hospital Foundation and Shenandoah Community Foundation. We are grateful to allour partners.

Healthy Families is a line item in the Virginia state budget, with funds coming throughthe Department of Social Services, child abuse prevention division. This year, Healthy Families programs across the state are facing a nearly $3 million cut in funds from thestate, which could result in forced closure of many Healthy Families programs,including HFSC. We need to advocate with our general assembly to maintain funding.Please contact your Virginia General Assembly members NOW urging them to

support Healthy Families’ continued funding as a part of the 2011-2012 state budget.

Our Services

Educational and support groups continue to be offered in conjunction with

community organizations. Families really enjoy these groups. Grace BaptistChurch in Woodstock has provided the meal for several of our groups. Staff hasprovided transportation. A series of Teen Mom groups, lead in part by internsfrom Shenandoah University and JMU, have been well received, with about 6teens attending each session. These will continue in 2011. 

Creative outreach services continue to be utilized by home visitors to gain ormaintain consistent home visits. Workers send cards and curriculum by mail,provide transportation, give goodie bags, children clothing, books and otherincentives to encourage weekly visits. All workers are available for early morning,

late evening, and even weekend visits to accommodate parents work and schoolschedules. Efforts are made to make visits when both Mom and Dad can be there.

!  The target population was redefined by the Executive Board in January 2010 as “First-time families who receive prenatal care at Shenandoah Women’s Care, Woodstock, Va.”It was also decided that the program would serve families referred from outside thetarget population, on a case by case basis, as caseloads allow. This would primarily include families who received prenatal care outside of the county or specialcircumstances in which the newborn is not the mother’s first child.

!  Four family graduated from HFSC this year—All four of the children are now enrolledin preschool programs and will be attending kindergarten. Parents have made greatstrides to better the lives of their families through improved housing, employment, and

parenting skills.

!  All staff members are newly certified in the Parents As Teachers (PAT) curriculum,the current recommended home visiting curriculum of HFV. Following a week of training, staff members are now collecting and compiling PAT kits with activities andeducational materials to use with families. This new curriculum focuses largely on braindevelopment and has materials appropriate for all literacy levels, as well as, Spanishspeakers. It has been well received.

!  Healthy Families Shenandoah County affiliated with JMU’s Institute for Innovation inHealth and Human Services (IIHHS). Already this affiliation has resulted in three new 

interns contributing over 500 hours this semester. HFSC is working more collaboratively  with Healthy Families Page County (HFPC), also a part of IIHHS, with both theProgram Manager and bilingual FSW working part time for each Healthy Familiesprogram.

!  This year’s Cultural Review of the program focused on the impact of media andtechnology(both positive and negative) this year. In keeping with the cultural sensitivity review, staff received training at UVA on the effects of media on risky behaviors of young women. This enlightening information is helping staff to guide participants, andhas given us some new tools with which to approach our families. Our participants

continue to be primarily young mothers, mostly under 22 years of age. Education is aprimary focus with these families as well as finding inexpensive ways to provide learning opportunities and activities for children.

!  We were saddened to lose our long time office assistant, Lin Manual, this year, as apart of budget reduction. Lin has been a wonderful asset to the program over the years.Even though she was only in the office 6-8 hours each week, her contributions aregreatly missed.

 We primarily serve first time families, allresidents of Shenandoah County, first timeparents. About 25% of our families are teens.

 We provide family assessments, ongoing home visiting, and parent education and supportgroups.

helped me find where I needed to be.” 

“It can be extremely overwhelming, especially if that first-time Mother, is a single-Mother. I found myself in that very situation about four years ago. I had just found outthat I was expecting my first child. I was by myself, my daughter’s father was not in thepicture. I had no idea what I was going to do. I finished my first year of college and afterthe spring semester, I moved back home to have my daughter.

I eventually met a Healthy Family worker through the help of a friend. The worker,

Laurie, came over to my Mother’s house, where I was staying, and we talked. We talkedabout all the options that were available to me and my daughter. Without the help of Laurie and the Healthy Families program, I honestly don’t know what I would have done.

 Very cliché, but with their help, I was able to find an apartment, apply for aid, among many other things. There were also many get-togethers with other single-mother’s who

 were in just about the same situation as I was.

 The Healthy Families Program is an amazing program. I have to give due credit where itis deserved and this program helped me find where I needed to be. I am now back withmy daughter’s father, and we are married and have another daughter. I am back in school

perusing a Bachelor degree in Nutrition Science. If this program had not helped methroughout the first few years, I’m not sure what I would have been doing. They helpedkeep me grounded and they guided and helped me with many things.”
