    NEW FOR 2010e ollowing are changes to fshing regulations or 2010: Iron Horse Trail Lake is added to the list o waters with a 21-inch minimum length

    limit on black bass. It is unlawul to harvest wipers at Zorinsky Lake. Wipers have been stocked into

    Zorinsky to prey on abundant gizzard shad. e regulation will reduce premature

    harvest o small wipers. e new walleye spawning ree habitat at Sherman Reservoir is included in the area

    closed to fshing rom sunset to sunrise, April 1 - 20. It is unlawul to possess live baitfsh at Hedgefeld Lake in Lancaster County. e

    lake is being rehabilitated, and the goal o the regulation is to reduce introduction oundesirable fsh.

    It is unlawul to possess live baitfsh at Lake Wanahoo in Saunders County. e goalo the regulation is to reduce introduction o undesirable fsh.

    e ollowing have been added to a list o waters managed as High Use FishingAreas: Open Fields and Waters program lakes and ponds, Big Springs City Pond,Birdwood Lake, Friend City Lake, Hedgefeld Lake, Hooper City Lake, HumphreyPond, Kramer Park Lake, Lake Wanahoo, North Platte Interstate 80 Lake, OxordCity Lake, Papio 4, Schwer Park Pond, Silver Creek City Lake, and Stanton Lake.

    Regarding bait collection and dealer regulations, the maximum legal opening size oa baitfsh trap throat increased rom 1.5 to 2 inches.

    PERMITSA Nebraska permit is required o residents and nonresidents age 16 and over.Nonresidents under age 16 need not have a fshing permit i they are accompanied bysomeone who has a Nebraska fshing permit.

    Residentse requirements to qualiy as a Nebraska resident: Reside in Nebraska continuously or 30 days or more beore making application

    or a permit and intend to become a resident o Nebraska. Residents attending school in another state, or stationed outside the state o

    Nebraska as part o a military assignment, who have maintained Nebraska astheir state o legal residency.

    Military personnel and ull-time students stationed or attending school inNebraska or a period o at least 30 days.

    NOTE: A new resident should be prepared to provide documentation o residency(drivers license, voter registration, etc.) to an ocer when in possession o a residentpermit.

    Nonresidents A nonresident fshing permit is required o all people who are notNebraska residents, except those listed above and those under 16 years o age who areaccompanied by someone with a Nebraska fshing permit.

    WHY BUY A PERMIT?It is important or anglers to buy a fshing permit to support Nebraska fsheriesmanagement and habitat protection and restoration projects.

    WHO NEEDS A FISHING PERMIT?A fshing permit is required is required to take, or attempt to take, fsh, bullrogs,snapping turtles, tiger salamanders, or mussels by any method. An angler must carry thefshing permit while actively fshing.

    WHEN FISHING PERMIT IS NOT REQUIREDe owner or a guest o the owner o any totally private body o water is not required tohave a fshing permit on that body o water i that body o water:

    is located entirely on private land is entirely privately stocked does not connect by inow or outow with any o-property body o water

    is not commercially operated is a licensed, commercial put-and-take operation

    OTHER TYPES OF PERMITSFee-ExemptPermits ese are available to resident veterans who:

    are 50 percent disabled as a result o armed orces service receive a pension rom the Veterans Administration as a result o a total and

    permanent disability not incurred in the line o duty while in military service obtained ee-exempt permits beore Jan. 1, 2006

    VeteranandSeniorPermits An annual fsh/hunt permit is available or residentveterans age 64 and older and residents age 69 and older.

    SpecialFishingPermit is annual permit is or physically or developmentallydisabled residents who cannot cast or retrieve unassisted.

    is entitles the disabled person and one person assisting him or her to take,fsh, catch, harvest, or possess any aquatic organism in compliance with state

    regulations. I the person assisting does not have a valid fshing permit, they are restricted to

    one daily bag limit between the two anglers. Disabled person is defned as a person certifed by a physician to have a

    permanent physical impairment or developmental disability that results in theinability to use fshing equipment unassisted.

    Applications are available rom Commission district oces, as well as oces inOmaha and the Ak-Sar-Ben Aquarium.

    EducationalFishingProjectPermit is may be obtained by instructors at anyuniversity, college, or high school rom the Fisheries Division or his/her students, 16years o age and older, who are participating in an educational fshing project.

    PaddlefshPermit Required, along with a Nebraska fshing permit, or takingpaddlefsh by snagging or bow and arrow.

    BORDER WATERSAnglers holding a Nebraska, South Dakota, Iowa, or Missouri sport fshing license mayfsh all waters o the Missouri River in the state they are licensed, as well as MissouriRiver waters o the state immediately across the river.

    Missouri River waters are defned to include all owing portions andbackwaters, sloughs and chutes that draw water rom the Missouri River.

    Oxbows and backwaters separated rom the Missouri River by land are includedi the state boundary line passes through some part o such waters.

    Mouths o tributaries may be fshed only in the state that the angler is licensed. Anglers may fsh rom either bank or boats. Anglers fshing in the state or which they do not hold a fshing permit must

    abide by the more restrictive o the two states regulations.

    Iowa and Missouri resident anglers may fsh waters o Hamburg Bend WMA and the

    Nebraska portion o the Missouri River rom the chute entrance (adjacent to Iowa) to thechute exit (adjacent to Missouri).

    BAG, POSSESSION AND LENGTH LIMITSBag and possession limits may vary between inland waters and waters o the MissouriRiver. For this purpose only: inland waters include all waters o the state except the waters o the Missouri River waters o the Missouri River include all o the river along Nebraskas border and

    all reservoirs, oxbows, sloughs, chutes, backwaters, and marshes that have annualsurace water connection to the river and the frst 300 yards upstream rom themouth o all tributary streams

    Any fsh that is not to be counted in the bag limit must be returned immediately to thewater with as little injury as possible. Any fsh placed on a stringer or in a container, ornot returned to the water must be counted in the bag. Culling and high-grading is notallowed.

    DailyBagLimit e number o fsh harvested rom midnight to the ollowingmidnight. No person may possess more than one days bag limit o fsh while on thewater or actively fshing.

    PossessionLimit e total number o fsh that a person may possess in portablecoolers, home reezers, registered in his/her name in a commercial cold storage locker,or in any way under their control. Fish or aquatic animals placed in public storage ortranserred must be labeled with the owners name, address, phone number, date o birth,

    signature, date taken, species and numbers, and the name o recipient, i transerred.

    HowtoMeasureaFish Lay the fsh on its side with its mouth closed and the tail lobespressed together. With a yardstick or tape measure under the fsh, measure the lengthrom the tip o the snout to the end o the tail. Do not ollow the contour o the fsh.

    MinimumLengthLimit A fsh must be equal to or longer than the defned length tobe legally harvested.

    MaximumLengthLimit A fsh must be equal to or shorter than the defned length tobe legally harvested.

    ProtectedSlotLimit A range o lengths o a particular species that may not beharvested legally. For instance, a 28- to 34-inch protected slot limit on northern pikemeans that only northern pike less than 28 inches in length or greater than 34 inchesmay be harvested.

    One-OverLengthBagLimits For some species, such as largemouth bass and walleye,the number o large fsh that may be harvested may be limited on some or all waters. Forexample, while it may be legal to harvest our largemouth bass more than 15 inches roma given lake, statewide regulations prohibit an angler rom harvesting more than onelargemouth bass 21 inches or longer each day rom any waters. ereore, or lakes with a21-inch minimum length limit on largemouth bass, the daily bag limit becomes one fsh.

    LENGTH LIMITS AND CLEANING OF FISHWhere length and bag limits apply, fsh may not be flleted until fshing is completed or

    the day and anglers are o the water. Fish subject to bag and possession limits but notlength limits, may be processed beore transport i the fllets are kept in one piece untilcooked, so the bag and possession limits can be determined.

    Fish species subject to a length limit may not be possessed with more than the gills,viscera and scales removed while on the water, wading or engaged in fshing. Any fshin possession while actively fshing or on the water will be subject to length and baglimits that apply to the water being fshed. Once o the water, the fsh may be flleted or

    transportation and storage.

    OTHER RESTRICTIONSWhitePerch It is illegal to transport or possess live white perch away rom the bodyo water rom which they were caught. e introduction o white perch into new bodieso water may destroy the quality o the fsh community and may require the totalrenovation o the fshery.

    Dumping It is illegal to release baitfsh or any fsh caught rom a dierent body owater into public waters.

    ARCHERY AND SURFACE SPEARFISHING Game fsh may be taken by bow and arrow statewide rom July 1 through Dec. 31

    rom sunrise to sunset. Game fsh may not be taken with surace spears. Nongame fsh may be taken by archery or surace spear statewide rom sunrise to

    sunset between Sept. 1 and March 31, and 24 hours a day rom April 1 through Aug.

    31. Artifcial lights are allowed. Only hand-drawn longbows (including compound bows) are legal. A disabled person who has a medical certifcate on fle with the Commission may

    use a crossbow or a bow ftted with a draw-lock type device. Arrows may have only one point, which must be barbed, and must be attached by a

    HOOK-AND-LINE REGULATIONSHook-and-line fshing is allowed year-round throughout the state, except as noted or asposted at an area.

    DefnitionoaHook One hook means a single, double, or treble-pointed hook. Allhooks attached to an artifcial bait or lure shall be counted as one hook.

    Ponds,LakesorReservoirs Anglers are limited to no more than two lines, with amaximum o two hooks on each line, with these being any type o attached line (rodand reel or fshing pole) on all lakes, ponds or reservoirs or in their inlets, outlets andcanals within one-hal mile o these bodies o water, with the exception o ice-fshingline limits. is includes Lewis and Clark Lake rom Gavins Point Dam upstream to theSantee boat ramp in Knox County.

    Ice-Fishing A total o fve lines with two hooks on each line are permitted. Each linemust be under direct supervision and within unaided observation o the angler. Holesmade or ice-fshing may not exceed 10 inches in diameter on any area controlled by theCommission. A special $5 permit is required or a permanent shelter on state recreationand wildlie management area lakes. Applications and regulations are available romconservation ocers or Commission oces. is does not apply to temporary sheltersused and removed each day.

    RiversorStreams A total o 15 hooks are allowed, ranging rom 15 lines each with

    a single hook attached, to three lines with a maximum o fve hooks attached. Anglersmust be at least one-hal mile rom any lake, pond or reservoir that is associated witha river or stream. ese can be rods and reels, poles, bank lines, or set lines that areattached to the bank and not ree-oating. Float lines are illegal and defned as any linenot attached to the shoreline or a pole. All bank lines and setlines must contain theanglers name, address and fshing-permit number or drivers license number.

    NOTE: Upon completion o fshing, all bank lines and set lines must be removed.

    From Gavins Point Dam to 0.6 miles downstream, snaggers and archers must possessa valid Nebraska resident or Nebraska nonresident snagging or archery permit or a

    South Dakota resident snagging or archery permit. In the remainder o the river open tosnagging, South Dakota nonresident permits also are valid.

    Tagging A paddlefsh must be tagged immediately in the dorsal fn with the anglerstag upon addition to the creel. Any paddlefsh tag that is locked beore attachment,altered or modifed shall be void and will not be replaced.

    SNAGGINGSnagging o paddlefsh and nongame fsh in the Missouri River is permitted rom theGavins Point Dam downstream to the mouth o the Big Sioux River at mile marker 734.

    AQUATIC NUISANCE SPECIES PREVENTIONDefnitionoAquaticNuisanceSpecies is is any waterborne, non-native organismthat threatens the diversity or abundance o native species, the ecological stability oimpacted waters, or threatens a commercial, agricultural, aquacultural, or recreational

    activity.

    Impact Nuisance species may cause signifcant ecological problems because theyhave been introduced into habitat in which there are no natural pathogens, parasites orpredators. Lack o these natural controls in new habitat may allow a nuisance speciesto grow exponentially. Introduced nuisance species may prey upon or compete directlywith native species and could transmit diseases to native species.

    PreventiveSteps Anglers and boaters should take precautions to prevent theintroduction or spread o nuisance species. is is especially important to boaters whotravel to waters that have nuisance species not present in any Nebraska waters.

    Follow these procedures: Inspect boat, trailer and all boating and fshing equipment and remove any visible

    plant material and organisms beore leaving water access sites. Drain water rom the livewell and bilge on land at water access site, with exception

    being livewells used to transport game fsh or baitfsh, which then must be disposed

    o properly. Wash mud o o waders. Zebra and quagga mussels can survive up to two weeks out o water, so aer boating

    in inested water and beore transporting your boat, rinse boat and all equipmentwith hot tap water (more than 140 degrees F); spray boat and trailer with a highpressure sprayer or dry boat and all equipment or a least fve days.

    Be sure to run the water out o the lower unit.

    STATE RECORDS AND MASTER ANGLERSI you make an outstanding catch, it may qualiy or either a State Record or a MasterAngler Award. Application orms are available rom Commission oces, conservationocers, permit vendors, this guide and at OutdoorNebraska.org

    STATERECORDRULES Fish must be caught in accordance with Nebraska fshing regulations by rod and

    reel, underwater spear-fshing, surace spearing, or archery and must be taken romNebraska waters.

    Fish must be weighed on an accredited or certifed scale. A commercial measuringtape or stick should be used to measure the fsh.

    Only fsh that exceed the current record by at least one ounce are eligible or a staterecord.

    Two witnesses, one o which must be a permanent employee o the Commission,

    must witness the weighing and measuring o the fsh and sign the application. e angler must display a Nebraska fshing permit to the Commission employee that

    witnesses the weight. One clear photograph showing a close-up side view o the fsh and one clear

    photograph showing the angler with the fsh must accompany the completedapplication. All photographs become the property o the Commission.

    A Commission fsheries biologist must veriy the species o fsh, and the fsh must bepreserved at until the species is verifed.

    e Commission may collect fsh scales, tissue or spine samples to check fshidentifcation and to reuse any questionable application.

    e Commission may revoke a state record i the record holder is ound inpossession o illegal fshing gear or has been cited or repeated fshing violations thatcast suspicion on the authenticity o the record catch.

    No fsh caught rom any aquaculture or commercial put-and-take acility is eligible. Applications must be submitted within 30 days o the date the fsh was caught.

    MASTERANGLERRULES All fsh must be taken rom Nebraska waters. I a fsh is caught rom private waters, a valid fshing permit is required to receive the

    award. Fish must be taken by hook-and-line, not bank lines. Fish must be legally hooked, played and landed by the applicant. e catch must be verifed by an employee o the Commission, a permit vendor, a

    witness, or a photograph. Anglers 16 years o age or older must possess a valid Nebraska fshing permit and

    enter the permit number on the application. Only fsh immediately released are eligible or an award based on length. Any fsh

    kept in a livewell or on a stringer must meet the minimum weight requirement. Anglers may receive only one award based on weight per year or each species.

    Catch-and-release awards are unlimited. Anglers who release a Master Angler fsh will receive a Catch and Release Master

    Angler pin in addition to the Master Angler certifcate.
