This memo addresses lakes assessed for aquatic recreation use and wetlands assessed for aquatic life use.
Lakes assessed for aquatic recreation use [303(d) level assessment] require the following minimum data requirements: Eight water quality samples of total phosphorus, chlorophyll-a corrected for pheophytin-a, and Secchi disk depth Samples must be collected between June and September to be included in analysis Samples must be collected over a minimum of two years
Lake Preliminary Assessment Summary String:
= total phosphorus in ug/L = chlorophyll-a in ug/L = Secchi transparency in meters
Wetlands assessed for aquatic life use [303(d) level assessment] must meet the following criteria: Either the plant or invertebrate index of biological integrity (IBI) score falls below the established impairment threshold for the ecoregion The impaired wetland is hydrologically connected (perennial or intermittent) to a downstream 303(d) impaired lake, wetland, or stream There is reasonable potential that the cause of the hydrologically connected impairments is interrelated
Wetland Preliminary Assessment Summary String:
*Only pertains to invertebrate IBI; methods for invertebrate data collection include: Dipnet Composite (dipnet activity trap sampling combined)
(Parameter Mean/Standard Error/count of samples)
(IBI Type-Method*:IBI Score)

TP and chl-a exceed the standard; Secchi is within the standard. A closer look at the data reveals that 5 mid-late summer sampling events over 2006 and 2008 had quite high TP and chl-a pairings with low Secchi. Recommend a nonsupport for aquatic recreation use.

Lake Shallow Lake/Reservoir
TP, chl-a, and Secchi greatly exceed both the deep and shallow nutrient standards for this ecoregion. DNR staff provided depth and littoral information and indicated that the lake stratifies during the summer months. With greater than 80% littoral area it is recommended that the lake be listed as impaired based on the shallow lake nutrient standards.

Wetland
This wetland is located within Franko Wildlife Management Area approximately 2 miles west of Clara City, MN. Biologists sampling this wetland have noted the presence of carp and a dense mat of filamentous algae coating the water surface. Water exits this wetland to the southeast and flows through a ditch approximately 0.5 miles to Hawk Creek, a stream on the impaired waters list for turbidity.
The MPCA monitored this wetland in 2002 and 2003 with both plant and macroinvertebrate IBIs indicating that it was not supporting the aquatic life designated use. Water levels were lower in 2003 compared to 2002 and yet IBI scores did not vary much between these two years.

TP, chl-a, and Secchi all exceed the nutrient standards for shallow lakes. This basin is heavily managed by DNR for waterfowl production and is known to switch between a clear and turbid state (high year to year variation in water quality). As the basin is connected to Anka Lake (21-0353-00) it is recommended that the lakes be addressed together.

Wetland
This wetland is located approximately 4 mi northeast of Kensington, MN near the west margin of Freeborn Lake. The amount of sediment and runoff received from the adjacent field is likely extensive given the slope of the land, the lack of a vegetated upland buffer, and the presence of swales/ditches shunting runoff into this wetland. The unnamed creek (07020005-901) flowing from this wetland into Freeborn Lake is on the 303(d) Impaired Waters List because it is not supporting its Aquatic Life designated use based on an assessment of turbidity. The MPCA Biological Monitoring Unit collected data from this wetland in 2007. Both plant and macroinvertebrate IBIs indicate that this wetland is not supporting its aquatic life designated use.

TP and chl-a exceed the nutrient standard; Secchi is within the standard. Strong improving trend in Secchi transparency exists. A closer look at the chemistry data revealed a possible outlier on 7/13/06 of chl-a of 93 ug/L; with this value removed, the chl-a still exceeded the nutrient standard. Recommend listing the lake as not supporting aquatic recreation use.

Lake is 87% littoral with a maximum depth of 32 feet. No profile data is available; however high TP values have been measured in April and October, indicating that lake likely stratifies during the summer months. For this reason, the lake will be held to the deep lake standards.
TP, chl-a, and Secchi all exceed the deep lake nutrient standards; chl-a also exceeds the shallow lake standard.

TP and chl-a exceed the standard. The lake is protected by DNR as a wetland. However, the VLAWMO provided profile and bathymetry data that were not available during the original assessment. Given the size of the basin, sheltered nature of the lake, and the local input that the basin is utilized as a lake (beaches and nonmotorized boating). Will recommend listing the lake as impaired.

TP and chl-a greatly exceed the deep and shallow lake nutrient standards. Secchi is within the standards. The maximum depth is 23 feet with a littoral area of 41%. The lake does not appear to stratify - temp dropped about 4 degrees C and DO dropped only about 2 mg/L over the 5 m depth of the profile. It is likely the lake intermittently mixes. No depth TP was collected. Recommend that the lake be held to the deep lake standards at this time.

Lake Shallow Lake/Reservoir
TP, chl-a, and Secchi all exceed the deep and shallow lake nutrient standards. A closer review of the data revealed that a targeted algal bloom sample was included in the dataset (6/6/07 TP of 544 ug/L and chl-a of 400 ug/L). After excluding this data point, the 10 year average was recalculated as follows:TP = 176 ug/LChl-a = 57.8 ug/L.
A LAP report from 2005 indicated that Dutch Lake is behaving as a shallow basin with increasing nutrient loads across the summer; a likely result of internal loading of phosphorus. The lake is a point source impacted lake.
Recommend the lake be listed as impaired and held to the shallow lake nutrient standards.
