    Important InformationRocky Mountain Bighorn Sheep in Unit 101 and 102

    RockyMountainbighornsheepare experiencingadiseaseevent thiswinter,causedbypneumonia.Itisunknownhowmanyanimalsitwilleffect.

    AtthetimeoftheJanuary2010seasonadjustmentmeetingtheknownmortalityratesinUnits101and102wasrelativelylow.AsofprinttimeinlateFebruary,thenumberofanimalsthathadsuccumbedtopneumoniahadrisensubstantially.AninvestigationhasbeenongoingandtheNevadaDepartmentofWildlife(NDOW)veterinarianandstaffareworkingproactivelytotreatanimalsandmonitorthesituation.DuetothepossibilityofhighmortalityinUnits101and102,huntersareadvisedofthepotentialforlowramnumbersandpoorhuntersuccess.NDOWurgeshuntersto

    checktheNDOWwebsite(www.ndow.org)forfurtherdevelopments.Changes to Bighorn Sheep Hunts this Season

    Hunt 9251-ThenonresidentRockyMountainbighornhunthasbeenclosed,asthestatewidetagquotawillbeinsufcienttoallowforonenonresidenttag.Thisclosurewillhavenoimpactonnonresidenthuntersaccumulatedbonuspointsduetothisseasonsclosure(NAC502.4187).Inaddition,applicantswillnotbeabletopurchasebonuspointsforthishunt,astheycanonlybepurchasedforanopenhunt.

    Unit 221Desertbighornhunthasbeenclosedduetoinsufcientinformationonthestatusofthebighornpopulationandavailabilityofmaturerams.

    1. DEFINITIONS (As used in these regulations)NAC 502.008 Antlerless deer dened. Antlerlessdeermeansany

    NAC 502.0085 Antlerless deer only dened.Antlerlessdeeronlymeans,inadesignationofdeerthatmaybetakenduringanopenseason,onlydeerwithoutantlers.

    includedinacategoryofaspeciespursuanttosubsection2;2.Thecategoryofthespeciestobehuntedasdescribedinsubsection1ofNAC502.4188;3.Theweaponstobeused;4.Theresidencyofapplicants;and5.Themethodofdrawingapplicationsfortheawardoftags.

    Section 1. Chapter 502 of NAC is hereby amended by adding theretothe provisions set forth as sections 2 to 10, inclusive, of this regulation.

    Sec. 2. Antelope with horns longer than its earsmeansanypronghornantelopehavingatleastonehornthatislongerthaneitherearoftheantelope.

    Sec. 3. Antelope with horns longer than its ears onlymeans,inadesignationofantelopethatmaybetakenduringanopenseason,onlyanantelopehavingatleastonehornthatislongerthaneitherearoftheantelope.

    Sec. 4. Antelope with horns shorter than its earsmeansanypronghornantelopewithouthornsorwithbothhornsthatareshorterthanitsears.

    Sec. 5. Antelope with horns shorter than its ears onlymeans,inadesignationofantelopethatmaybetakenduringanopenseason,onlyanantelopewithouthornsorwithbothhornsshorterthanitsears.

    Sec. 6. Antlermeansanybonygrowthoriginatingfromthepedicleportionoftheskullofabiggamemammalthatisannuallycastandregeneratedas

    partoftheannuallifecycleofthebiggamemammal.

    Sec. 7. Antlered deermeansanydeerhavingatleastoneantlerthatisvisibleabovethehairlineofthedeer.

    Sec. 8. Antlered deer onlymeans,inadesignationofdeerthatmaybetakenduringanopenseason,onlydeerhavingatleastoneantler.

    Sec. 9. Antlered elkmeansanyelkhavingatleastoneantlerthatisvisibleabovethehairlineoftheelk.

    Sec. 10. Antlered elk onlymeans,inadesignationofelkthatmaybetakenduringanopenseason,onlyelkhavingatleastoneantler.

    2. LEGAL WEAPONS NAC 503.142 Hunting big-game mammal with rearm.TheBoardofWildlifeCommissionersherebyestablishesthefollowingexceptionstoparagraph(b)ofsubsection1ofNRS503.150: 1.Duringatypeofhunt that is restrictedtomuzzle-loadingrearms,

    apersonmayhuntabiggamemammalonlywithamuzzle-loadingrieormuzzle-loadingmusket,andmayuseonlyaleadball,aleadbullet,asemijacketedbulletorametalalloybulletthatexpands.Theuseofsmokelesspowderisprohibited.OnlyblackpowderorablackpowdersubstitutesuchasPyrodexorTriple7maybeusedasapropellant.Asabotroundmaybeused.Themuzzle-loadingrieormuzzle-loadingmusketmusthavethefollowingcharacteristics: (a)Awheellock,matchlockorintlockignitionsystem,orapercussionignitionsystemthatusesaprimerorpercussioncap; (b)Asinglebarrelofcaliber.45orlarger;and (c)Opensightsorpeepsights.Theuseofasightthatisoperatedorpoweredbyabattery,electronicsoraradioactiveisotopesuchastritiumisprohibited. Themuzzle-loadingrieorthemuzzle-loadingmusketisdeemedtobenotloadediftheprimingcompoundorelement,suchastheprimingpowderortheunredprimerorpercussioncap,isremoved. 2.Duringatypeofhuntthatisrestrictedtomuzzle-loadingrearms,itis

    unlawfulforapersonhuntingundertheauthorityofatagforsuchahunttocarryintheeldarearmorlongbowandarrowexceptfor: (a) Amuzzle-loading rifle or amuzzle-loadingmusket with thecharacteristicssetforthinsubsection1;or (b)Aintlockorpercussionhandgun.However,itisunlawfultousesuchahandguntohuntabiggamemammal. 3.DuringatypeofhuntinwhichtheuseofanylegalweaponisauthorizedbyaregulationoftheCommission,apersonmayhuntabiggamemammal

    withamuzzle-loadingrieormuzzle-loadingmusketonlyif: (a)Themuzzle-loadingrieormuzzle-loadingmuskethas: (1)Asinglebarrelofcaliber.45orlarger;and (2)Opensights,peepsightsorariescope. (b)Thepersonusesaleadball,aleadbullet,asemijacketedbulletorametalalloybulletthatexpands.Asabotroundmaybeused. Themuzzle-loadingrieormuzzle-loadingmusketisdeemedtobenotloadediftheprimingcompoundorelement,suchastheprimingpowderortheunredprimerorpercussioncap,isremoved. 4.Apersonmayhuntbiggamemammalswitharieiftherieusesacenterrecartridgeofcaliber.22orlarger. 5.Apersonmayhuntbiggamemammalswithahandgunifthehandgunusesacenterrecartridge,hasabarrellengthof4inchesormoreand: (a)Usesacartridgeofcaliber.22orlargerwithanoverallloadedlengthof2inchesormore;or (b)Usesacartridgeofcaliber.24orlargerwithacaseoflengthnolessthan thelengthof thecaseofacartridgeforaRemingtonmagnumof

    caliber.44.

    6.Apersonmayhuntdeerandmountainlionwithashotgunnolargerthan10gaugeandnosmallerthan20gauge.Onlyriedslugsorshotgunroundswithsabotsthatcontainasingleexpandingprojectilemaybeusedwhenhuntingdeer.Ashotgunthatisusedtohuntdeerormountainlionpursuanttothissubsectionmaybeequippedwithasmoothborebarrelor

    abarrelthatispartiallyorfullyried.NAC 503.143 Crossbows1.Acrossbowmaybeusedtohuntabiggamemammalinatypeofhuntthatallowstheuseofanylegalweaponifthecrossbowhas: (a)Aminimumdrawweightof125pounds; (b)Aminimumdrawlengthof14inchesfromthefrontofthebowtothenockingpoint; (c)Astockthatisatleast18incheslong;and

    (d)Apositivemechanicalsafetymechanism.2.Crossbowarrowsorboltsusedinhuntingbiggamemammalsmustbeatleast16incheslongandhave: (a)Fixedbroadheadsthatareatleast7/8inchwideatthewidestpoint;or (b)Expandable,mechanicalbroadheadsthatareatleast7/8inchwideatthewidestpointwhenthebroadheadisintheopenposition.3.Itisunlawfulforanypersonto:

    (a)Huntabiggamemammalwithacrossbowduringa typeofhuntrestrictedtotheuseofarcheryormuzzle-loadingrearms. (b)Except as otherwiseprovided in this paragraph, carryacockedcrossbowcontaininganarroworaboltwhileinoronanymotorizedvehiclewhilethevehicleisonapublichighwayorotherpublicright-of-way.Theprovisionsofthisparagraphdonotapplytoapersonwhoisaparaplegic,hashadoneorbothlegsamputatedorhassufferedaparalysisofoneorbothlegswhichseverelyimpedeshiswalking,ifthemotorizedvehicleisnotinmotion.

    (c)Huntanywildlifewithanarroworboltthathasanychemical,explosiveorelectronicdeviceattached.

    NAC 503.144 Hunting with longbow and arrow 1.Exceptasotherwiseprovidedinparagraph(c)ofsubsection3,thebowstringofalongbowusedinhuntinganygamemammalorgamebirdmustbemovedorheldentirelybythemusclepoweroftheshooterthroughallpointsofthedrawcycleuntilreleaseandmayonlybereleasedbydirectandconsciousactionoftheshooter,eitherbyrelaxingthetensionofthe

    ngersorbytriggeringthereleaseactionofahandheldreleaseaid. 2.Alongbowusedinhuntingabiggamemammalmust,inthehandsoftheuser,becapableofthrowinga400grainarrow150yardsoverlevelterrain.Arrowsusedinhuntingbiggamemammalsmustbeatleast24incheslongandhave: (a)Fixedbroadheadsthatareatleast7/8-inchwideatthewidestpoint;or (b)Expandable,mechanicalbroadheadsthatareatleast7/8-inchwideatthewidestpointwhenthebroadheadisintheopenposition.

    3.Itisunlawfulforanypersonto: (a)Carryanyrearmintheeldwhilehuntingunderarcheryregulations.

    (b)Exceptasotherwiseprovidedinthisparagraph,carryalongbowwithanarrownockedonthebowstringwhileinoronanymotorizedvehiclewhilethevehicleisonapublichighwayorotherpublicright-of-way.Theprovisionsofthisparagraphdonotapplytoapersonwhoisaparaplegic,hashadoneorbothlegsamputatedorhassufferedaparalysisofoneor

    bothlegswhichseverelyimpedeshiswalking,ifthemotorizedvehicleisnotinmotion. (c)Huntanygamemammalorgamebirdwithalongbowthatusesanymechanicaldevicethatcananchoranockedarrowatfulldraworpartialdrawunlesstheperson: (1) Carrieswrittendocumentation,signedand dated bya licensedphysician,statingthatthepersonhasapermanentdisabilityintheuppertorso;or (2)Hashadoneorbotharms,orapart thereof,amputated,andthepermanentdisabilityoramputationpreventshimfrommanuallydrawingandholdingatfulldrawalongbowthatmeetstherequirementsofsubsection2. (d)Huntanywildlifewithanarrowthathasanychemical,explosiveorelectronicdeviceattached.

    NAC 503.145 Sight attached to rearm or longbow. TheBoardofWildlifeCommissionersherebyestablishesthefollowing

    exceptiontoparagraph(f)ofsubsection1ofNRS503.150.Exceptasotherwiseprovidedbyparagraph(c)ofsubsection1ofNAC503.142,asightattachedtoarearmorlongbowthatisusedtohuntagamemammalorgamebird,orasightattachedtoacrossbowthatisusedtohuntabiggamemammalmaybeilluminatedorpoweredby: 1.Abatterycontainedwithinthesight; 2.Light-gatheringberoptics; 3.Aradioactiveisotopesuchastritium;or 4.Iridescentoruorescentpaint.

    Itisunlawfulforapersontohuntabiggamemammal,agamemammaloragamebirdwithaweaponthatisequippedwithasightthatiscapableofcastingorprojectingabeamoflightfromthesighttotheanimal.

    3. LICENSE AND RESIDENCY REQUIREMENTSNRS 502.010 License or permit required for hunting or shing;exceptions; limitations on hunting by minors 1.Apersonwhohuntsorshesanywildlifewithouthavingrstprocuredalicenseorpermittodoso,asprovidedinthistitle,isguiltyofamisdemeanor,

    exceptthat: (a)AlicensetohuntorshisnotrequiredofaresidentofthisStatewhoisunder12yearsofage,unlessrequiredfortheissuanceoftagsasprescribedinthistitleorbytheregulationsoftheCommission. (b)*** (c)Exceptasotherwiseprovidedinsubsection5or6ofNRS202.300,itisunlawfulforanychildwhoisunder18yearsofagetohuntanyofthewildbirdsormammalswithanyrearm,unlessthechildisaccompanied

    NRS 502.015 Qualications for resident licenses, tags and permits 1.Forthepurposeofissuingandusingresidentlicenses,tagsorpermits

    pursuanttothischapter,apersonisconsideredtobearesidentoftheStateofNevadaif: (a)Heisacitizenof,orislawfullyentitledtoremainin,theUnitedStates;and (b)Duringthe6monthsnextprecedinghisapplicationtotheDepartmentforalicense,tagorpermit,he: (1)MaintainedhisprincipalandpermanentresidenceinthisState; (2)WasphysicallypresentinthisState,exceptfortemporaryabsences;

    and (3)Didnotpurchaseorapplyforanyresidentlicense,tagorpermittohunt,shortrapinanotherstate,countryorprovince. 2.ApersonwhodoesnotmaintainhisprincipalandpermanentresidenceinNevadabutwhoisattendinganinstitutionofhigherlearninginthisStateasafull-timestudentiseligibleforaresidentlicense,tagorpermitif,duringthe6monthsnextprecedinghisapplicationtotheDepartmentforalicense,tagorpermit,he: (a)WasphysicallypresentinNevada,exceptfortemporarytripsoutside

    oftheState;and (b)Didnotpurchaseorapplyforanyresidentlicense,tagorpermittohunt,shortrapinanotherstate,countryorprovince. 3. Aresident license, tagorpermit issuedby thisStateisvoid if thepersontowhomitwasissuedestablishesormaintainshisprincipalandpermanentresidenceinandobtainsanyhunting,shingortrappingprivilegeorentitlement conditionalonresidency fromanotherstate, countryorprovince.

    4.Asusedinthissection,principalandpermanentresidencemeansaplacewhereapersonislegallydomiciledandmaintainsapermanenthabitationinwhichhelivesandtowhichheintendstoreturnwhenheleavesthestateinwhichthepermanenthabitationislocated.Thetermdoesnotincludemerelyowningaresidenceinastate.

    NRS 502.060 Information to be furnished by applicant; signature andstatement of parent or guardian required for minors; penalties forfalse statements; use of invalid license unlawful

    residenceaddress,whichmustbeenteredbythelicenseagent,manuallyor electronically in a record specied by the Department,togetherwiththedateofissuanceandadescriptionoftheperson.Ifachildundertheageof18yearsisapplyingforalicensetohunt,thechildsparentorlegalguardianmustsigntheapplicationandanattachedstatement

    acknowledgingthattheparentorlegalguardianhasbeenadvisedoftheprovisionsofNRS41.472. 2.Exceptasotherwiseprovidedinsubsection3,anypersonwhomakesanyfalsestatementorfurnishesfalseinformationtoobtainanylicense,tagorpermitissuedpursuanttotheprovisionsofthistitleisguiltyofamisdemeanor. 3.Anypersonwhomakesany false statement or furnishes falseinformationtoobtainanybiggametagissuedpursuanttotheprovisionsofthistitleisguiltyofagrossmisdemeanor. 4.Itisunlawfulforanypersontohunt,shortrapusinganyhunting,shingortrappinglicensewhichisinvalidbyreasonofexpirationorafalsestatementmadetoobtainthelicense. 5.Any person convicted of violating the provisions of subsection2 or 3 forfeits any bonus point or other increased opportunity to beawarded a tag in a subsequent drawing conducted for that tag if thebonus point or other increased opportunity was acquired by the falsestatement or false information.

    6.Asusedinthissection,biggametagmeansatagpermittingapersontohuntany speciesofpronghornantelope,bear,deer,mountaingoat,mountainlion,bighornsheeporelk.

    4. HUNTER SAFETY REQUIREMENTSNRS 502.330 Safety for hunters: Requirements for license;

    completion of course in responsibilities of hunters 1.Except as otherwise provided in section 3 of this act, nohuntinglicensemaybeobtainedbyanypersonbornafterJanuary1,1960,unless

    hepresentstotheDepartment,oroneofitsauthorizedlicensingagents:(a)AcerticateofsuccessfulcompletionofacourseofinstructionintheresponsibilitiesofhuntersasprovidedbyNRS502.340;(b)Anequivalentcerticateofcompletionofacourseintheresponsibilitiesofhuntersprovidedby:

    (1) Anotherstate;(2)AnagencyofaCanadianprovinceforthemanagementofwildlife;or(3) An agency of a foreign country whose course of instruction

    meets or exceeds the standards established by the InternationalHunter Education Association, or its successor organization; or (c)AhuntinglicenseissuedtohiminapreviousyearbytheDepartment,anotherstateoranagencyofaCanadianprovince,whichbearsanumberorotheruniquemarkevidencingsuccessfulcompletionofacourseofinstructionintheresponsibilitiesofhunters. 2.AnypersonwhohasbeenconvictedofviolatingNRS503.165or503.175maynotobtainahuntinglicenseuntilhehassuccessfullycompletedacourse

    intheresponsibilitiesofhuntersconductedpursuanttoNRS502.340.

    5. BONUS POINT INFORMATION AND REGULATIONS

    Bonus Point Program Guidelines Hunterswillagainhavetheoption toapplyforabonuspointwithoutapplyingforatagforaspecies.Participationrequiresanonrefundable$10applicationfeeforeachbonuspointonlyapplication,andthepurchaseof

    thehuntingorcombinationhuntingandshinglicense.Anapplicantcannotreceivearefundontheirhuntinglicense.Thereisaspecialbonuspointcodeforeachhuntanditislistedabovetheseasontable. Resident andnonresident tagapplicants receiveabonuspoint foreachhuntthathasaquotasetbytheWildlifeCommissionwhentheyareunsuccessfulindrawingatagthroughthecomputerizedrandomdrawsystem. Bonus points are awarded by specific species categories, each

    encompassingall separateweaponshuntsavailable in that category.Thosecategoriesare:antleredmuledeer;antlerlessmuledeer;muledeerdepredation;antelopehornslongerthanears;antelopehornsshorterthanears;bullelk;spikebullelk;cowelk;depredationelk;desert(Nelson)bighornsheep;Californiabighornsheep;RockyMountainbighornsheep;mountaingoat. Thosepointscannotbe transferredtoanotherperson,or intoanotherspeciescategory.Applicantsareonlyabletoaccumulateonebonuspointperspeciescategoryeachyear.Soifyouappliedforanantlereddeerany

    legalweapontagandwereunsuccessful,andthenappliedforanantlereddeerarcherytag inaseparatedrawing,andwereunsuccessful,youstillonlyaccrueonepointbecausethesearebothintheantlereddeercategory.However,ifyouapplyforanantlereddeeranylegalweapontagandareunsuccessful,andthenapplyforaantlerlesstagandareunsuccessful,youwouldreceiveabonuspointforeachbecausetheyareintwodifferentcategories-antlereddeerandantlerlessdeer. Anybonuspointsaccruedinthejuniorhuntwillautomaticallytransferto

    theantlereddeercategoryatthetimethejuniorhunterbecomesineligibleforthejuniorhuntbyeitherage,orafter4yearsofapplicationforthejunior hunt.Seedetails,page16. Thoseapplyingasapartyhuntwillhavetheirpointsaveraged(totalpointsofallhuntersintheparty,dividedbythenumberofhunters)androundedtotheclosestwholenumber.Bonuspointsaresquaredbyspeciescategory,resultinginthenumberofdrawnumbersthatanindividualhunterorhuntpartywillreceiveinthatdrawing.Ahuntersbonuspointsreverttozeroinaparticularspeciescategorywhenheissuccessfulatobtainingatagorfailstoapplyforthatspeciescategoryfortwoconsecutiveyears. Ifapersonrequestsahuntinglicenserefund,theywillnotearnbonuspointsforthecurrentyear.

    NAC 502.4188 Bonus points: Categories of species 1.Except as otherwise provided in subsection 2,anybonuspointsawardedbytheDepartmentpursuanttothebonuspointprogrammustbeawardedinoneofthefollowingcategoriesofspecies: (a)Antleredmuledeer; (b)Antlerlessmuledeer;

    NAC 502.4187 Bonus points: Award and accumulation; effect of refund1.ExceptasotherwiseprovidedinNAC502.416to502.4225,inclusive,anapplicanttoobtainatagforaseasonwhoisunsuccessful,oranapplicantforabonuspointwhodoesnotwishtoobtainatagandisapplyingforthesolepurposeofearningabonuspoint,mustbeawardedabonuspointfor:(a)Thehuntnumberofthespeciesforwhichheappliedifheappliedfora:

    (1)Tagtohuntwildturkey; (2)Depredationhunttag;or (3)Bonuspointforatagdescribedinsubparagraph(1)or(2);or (b)Thecategoryofthespeciesforwhichheappliedifheappliedforatagtohuntdeer,elk,mountaingoat,antelopeorbighornsheep,orforabonuspointforsuchatag. Regardlessofthenumberofapplicationstoobtainatagorbonuspointforaseasonsubmittedbyaperson,theDepartmentshallnotawardhimmorethanonebonuspointperseasonforeachspeciesorcategoryofa

    speciesforwhichthepersonapplied. 2. Except as otherwiseprovided in subsection 3, thebonuspointsawardedtoapersonaccumulateuntilheissuccessfulindrawingatagforaseasonforthatspeciesorcategoryofaspeciesorhefailstoapplyforaseasonfor2consecutivecalendaryearsduringwhichthattypeofhuntforaseasonisopen.Ifanapplicantissuccessfulindrawingatagforaseasonforaspeciesorcategoryofaspeciesorfailstoapplyforaseasonfor2consecutivecalendaryearsduringwhichthattypeofhuntforaseason

    isopen,helosesallofhisbonuspointsforthatspeciesorcategoryofaspecies. 3.ExceptasotherwiseprovidedinNAC502.4189,apersonmaynotuseanybonuspointsawardedtohimforbeingunsuccessfulinajuniorhunttoapplyforadrawingforatagforanyothertypeofhuntafterthepersonisnolongereligibletoparticipateinajuniorhunt. 4. Ifanapplicantrequestsandreceivesarefundforthevalueofhishuntinglicense,theDepartmentshallnotawardhimabonuspointforanyspeciesorcategoryofspeciesappliedforduringtheperiodthattheapplicantpossessedthehuntinglicense.

    NAC 502.4177 Submission of application for sole purpose of obtainingbonus point 1.Exceptasotherwiseprovidedinsubsection2,apersonwhoisatleast12yearsofageanddoesnotwishtoobtainatagmayapplytotheDepartmentforthesolepurposeofobtainingabonuspointforatag

    otherthanarestrictednonresidentdeertag.Suchanapplicationmaybesubmittedbyapersonwhoisunder12yearsofageifhewillattaintheageof12yearsbeforethecommencementoftheearliestseasonforthecategoryofthespeciestowhichtheapplicationrelates. 2.Apersonwhoisineligibletoapplyforatagforacategoryofspeciesmaynotapplyforabonuspointforthatcategoryofspecies. 3.TheDepartmentshallawardabonuspointtoapersondescribedinsubsection1ifthepersonhascompliedwithallapplicableprovisionsofchapter502ofNRSandtheregulationsadoptedpursuantthereto.

    NAC 502.4189 Bonus points: Use; transfer; applications by groupfor deer tags 1.Eachapplicantinadrawingforatagforaseasonreceivesanumberofadditionaldrawnumbersthatisequaltothenumberofbonuspointsthathehasaccumulatedsquared,asexpressedinthefollowingequation:n=b2wherenisthenumberofadditionaldrawnumbersandbisthenumberofbonuspoints.Thenumberofadditionaldrawnumbersdeterminesthe

    numberofdrawnumbersforthespeciesorcategoryofthespeciesforwhichtheapplicationwassubmitted.Theapplicantslowestrandomlyassigneddrawnumberisthenumberusedforthedrawing. 2.Except as otherwise provided in subsection 4, bonus pointsaccumulatedbyapersonforaseasoncannotbetransferredtoanyotherpersonoranyotherseasonunless: (a)Theapplicantchangeshisstateofresidence; (b)TheapplicantrequestsinwritingthattheDepartmenttransferthosebonuspoints;and

    (c)TheDepartmentapprovestherequestforthetransfer. Bonuspointstransferredpursuanttothissubsectionapplytothesametypeofhunttowhichtheyappliedbeforethetransfer. 3.ThenumberofbonuspointsapplicabletoapplicationssubmittedbyagrouppursuanttoNAC502.4185fortagstohuntdeeristhequotientofthetotalnumberofpointsheldbythemembersofthegroupdividedbythenumberofmembersinthegroup,roundedtothenearestwholenumber. 4.Ifapersonhasappliedforajuniorhuntfor4yearsorbecomesineligible

    toparticipateinajuniorhuntbecauseofhisage,eachunusedbonuspointaccumulatedbythatpersonforajuniorhuntautomaticallytransferstothecategoryforantleredmuledeer.Theprovisionsofthissubsectiondonotapplytoabonuspointaccumulatedbythepersonforajuniorhuntinayearinwhichthepersonalsoaccumulatedabonuspointinthecategoryforantleredmuledeer.

    6. APPLICATION PROCESS, PAYMENTS, REJECTION OFAPPLICATIONSNAC 502.331 Limitation on number of big game tags; application andfee for tag or bonus point 1.UnlessotherwiseauthorizedbytheCommission,itisunlawfulforany

    persontoobtainmorethanonetagforanantelope,anysubspeciesofbighornsheep,anelkoramountaingoatforaseason. 2.Anapplicationforatagorbonuspointmustbe: (a)CompletedinaccordancewiththeregulationsoftheCommissionandtheinstructionsontheapplication. (b)Madeforoneapplicantonly.Iftwoormorepersonsapplyononeapplication,theapplicationmustberejected. 3.Thefollowingnonrefundablefeesmustbechargedforactinguponeachapplicationforatagorbonuspoint: (a)Elktag$15 (b)Anyothertag,otherthanamountainliontag$10 (c)Bonuspoint$10

    NAC 502.4175 Application for tag or bonus point; fees 1. A person desiring to obtain a tagor abonuspointwithout theopportunitytoobtainatagmustapplytotheDepartmentonaformprovidedbytheDepartmentthatincludesspacesfortheapplicantto:

    (a)Specifyhisname,addressanddateofbirth; (b)Specifythespeciesorcategoryofspeciesforwhichtheapplicantisapplying; (c)Iftheapplicantisapplyingforatagtohuntdeer,elk,antelope,bighornsheep,mountaingoatorwildturkey,selectnotmorethanvehunterchoicenumbers;and (d)Signtheapplicationor,iftheapplicationissubmittedelectronically,acknowledgetheafdavitthatisincludedintheapplicationprovidedbytheDepartment.

    2.Ifanapplicantdesiringtoobtainabonuspointwithouttheopportunitytoobtainatagspeciesahunterchoicenumberonhisapplication,theDepartmentshallignorethespecicationofthehunterchoicenumberbytheapplicantandprocesstheapplicationforthebonuspoint. 3.AnapplicationmustincludetheapplicantsSocialSecurityNumberorauniquenumberwillbeassignedbytheDepartment.TheCommissionwillestablishtheseasonsandquotasforahunt,andthemethodforsubmissionanddeadlineforreceiptofapplications.

    4.Exceptasotherwiseprovidedinthissubsection,anapplicationmaybewithdrawnafteritisreceivedbytheDepartmentonlyiftheapplicantsubmitstotheDepartmentbeforethedrawandwithsufcienttimeforprocessingawritten request that includes,without limitation,hisclientnumber.AnapplicationmaynotbewithdrawnaftertheDepartmenthasrejectedtheapplication.TheDepartmentshallnotconsiderawithdrawnapplicationintheprocedureforawardingtagsorbonuspoints. 5.Anapplicantmustobtainavalidhuntinglicensebeforesubmittinghisapplicationforatagorbonuspoint,exceptthatanapplicantmayapplyforahuntinglicensewhenhesubmitshisapplicationforatagorbonuspointiftheapplicantis:

    orbonuspointmustbeaccompaniedby: (a)Theappropriatefeeforthetag,asprovidedinNRS502.250,iftheapplicationisforatag; (b)Thefeeforahuntinglicense,asprovidedinNRS502.240,iftheapplicantisanonresidentwhosubmitshisapplicationforatagorbonuspointandhasnotobtainedahuntinglicense; (c)Thehabitatconservationfee,asprovided inNRS502.242, if theapplicantisanonresidentwhosubmitshisapplicationforatagorbonuspointandhasnotobtainedahuntinglicense; (d)ThefeerequiredpursuanttoNRS502.253forthesupportofprogramstocontrolpredatorsandprotectwildlifehabitat;and (e)Theapplicable fee required pursuant to NAC502.331 for theDepartmenttoactupontheapplication.TheDepartmentshallapplytheproceedsofthefeetothecostofprocessingapplications,conductingdrawingsfortags,awardingbonuspointsandperformingsuchrelatedactivitiesastheCommissionmaydirect. 7.Ifaresidentornonresidentapplicantsubmitshisapplicationforatag

    orbonuspointelectronically,theapplicationmustbeaccompaniedby: (a)ThefeerequiredpursuanttoNRS502.253forthesupportofprogramstocontrolpredatorsandprotectwildlifehabitat; (b)Anydonationtheapplicantwishestomaketoaprogramspeciedinparagraph(a)oranyotherprogramconductedbytheDepartment; (c)Thefeeforahuntinglicense,asprovided inNRS502.240, if theapplicationisfor: (1)Atagandtheapplicant:

    (I)Hasnotobtainedahuntinglicense;and (II)Indicatesonhisapplicationthathewishestopurchasethehuntinglicenseregardlessofwhetherhisapplicationissuccessfullydrawn;or (2)Abonuspointandtheapplicanthasnotobtainedahuntinglicense; (d)Thehabitatconservationfee,asprovided inNRS502.242, if theapplicationisfor: (1)Atagandtheapplicant: (I)Hasnotobtainedahuntinglicense;and (II)Indicatesonhisapplicationthathewishestopurchasethehuntinglicenseregardlessofwhetherhisapplicationissuccessfullydrawn;or (2)Abonuspointandtheapplicanthasnotobtainedahuntinglicense; (e)Theapplicable fee required pursuant to NAC502.331 for theDepartmenttoactupontheapplication.TheDepartmentshallapplytheproceedsofthefeetothecostofprocessingapplications,conductingdrawingsfortags,awardingbonuspointsandperformingsuchrelatedactivitiesastheCommissionmaydirect. 8.Ifanapplicationforatagspeciedinsubsection7is:

    (a)Successfullydrawn,theDepartmentshallcollectfromtheapplicant: (1)TheappropriatefeeforthetagasprovidedinNRS502.250;

    (2)Thefeeforahuntinglicense,asprovided inNRS502.240, if theapplicant: (I)Hasnotobtainedahuntinglicense;and (II)Indicatesonhisapplicationthathewishestopurchasethehuntinglicenseonlyifhisapplicationissuccessfullydrawn;and

    (3)Thehabitatconservation fee, asprovided inNRS502.242, if theapplicant: (I)Hasnotobtainedahuntinglicense;and (II)Indicatesonhisapplicationthathewishestopurchasethehuntinglicenseonlyifhisapplicationissuccessfullydrawn;or (b)Notsuccessfullydrawn,theDepartmentshallcollectfromtheapplicantthefeeforparticipatinginthePartnershipinWildlifeDrawing,asprovidedinNAC502.427,iftheapplicanthasindicatedontheapplicationthathewishestoparticipateinthatdrawing. 9.Anapplicationtoobtainatagthatisissuedbyrandomselectionmaybesubmittedbyapersonwhoisunder12yearsofageifhewillattaintheageof12yearsbeforethecommencementofeachseasontowhichtheapplicationrelates.Anapplicationtoobtainatagthatisissuedonarst-come,rst-servedbasismaynotbesubmittedbyapersonwhohasnotyetattainedtheageof12years. 10.TheDepartmentanditsagentsandemployeesshallnot: (a)Amendorotherwisealteranapplicationtoobtainatagorbonuspoint.

    (b)Issueatagorawardabonuspointtoanapplicantwhofailstosubmitthefeesrequiredpursuanttothissection.

    NAC 502.4179 Restriction on applicationsApersonmaynotsubmitanapplicationfora: 1.Tagandanapplicationforabonuspoint forthesamecategoryorspeciesinthesamedrawing. 2.Bonuspointinasubsequentdrawingifatagorbonuspointwasobtainedforthatcategoryofspeciesinapreviousdrawingthatyearunless

    authorizedbytheCommission.

    NAC 502.418 Rejection of application 1.TheDepartmentshallrejectanapplicationtoobtainatagorbonuspointifanyofthefollowingoccurs: (a)Theapplicantfailstospecifyhisname,dateofbirth,cityorstateontheapplication,unless thatinformationexists inthecomputerleoftheDepartment,inwhichcasetheapplicationmustnotberejectediftheapplicanthasspeciedhisnameandclientnumber.

    (b)Theapplicantfailstospecifyorincorrectlyspeciesontheapplicationthenumberofhishuntinglicenseandtheyearthelicensewas issued,unlessthatinformationexistsinthecomputerleoftheDepartment,inwhichcasetheapplicationmustnotberejectedforthatreason. (c)Theapplicant fails to specifyhisSocialSecurityNumber on hisapplicationforahuntinglicenseif: (1)Theapplicationforahuntinglicenseisincludedwithhisapplicationforatagorbonuspoint;and

    (2)TheSocialSecurityAdministrationhasissuedasocialsecuritynumbertotheapplicant.

    (d)Anapplicantwhoisatleast12yearsofagebutnotmorethan17yearsofagefailstoobtainthesignatureofhisparentorlegalguardianonhisapplicationforahuntinglicense. (e)Theapplicantfailstospecifyontheapplicationthespeciesorthecategoryofthespeciesforwhichtheapplicationwassubmittedand,ifthe

(h)Theapplicant fails to submit the fees required pursuant toNAC502.4175orhisbankfailstohonorhischeckordraftforthosefees. (i)Theapplicant failstocomplywith theprovisionsofNAC502.405,unless,onorbeforethedeadlinesetforthinthatsectionfortheyearinwhichtheapplicationissubmitted,hepaystheapplicableadministrativeneandsubmitstheproperlycompletedquestionnaireissuedaspartofthetagortheinformationrequiredbythequestionnaire. Each hunter shall possessabinocularwith aminimumpower

    of5magnicationsoraspottingscopewithaminimumpowerof15magnicationswhilehuntingbighornsheep. 7.Apersonwhokillsabighornsheepregardlessofsubspeciesshall,within5daysafterkillingit,personallypresenttheskullandhornsoftheanimaltoarepresentativeoftheDepartmentforinspection.Theinspectorshallpermanentlyattachasealtoorpermanentlybrandanidenticationnumberononeofthehorns.Itisunlawfulforanypersontopossessorsellthehornswithoutasealhavingbeensoattachedornumbersobranded.

    8.AnypersonwhotransfersownershipofaskullofabighornsheeptowhichasealhasbeenattachedoranidenticationnumberhasbeenbrandedpursuanttothissectionshallgivewrittennoticeofthetransfertotheDepartmentwithin10daysafterthetransfer.
