    ABOUT THIS REPORT

    IN THIS REPORT

    This report contains a summary of crime statistics for York Regional Policepertaining to incidents reported between January 1 and December 31, 2010. A one-

    year and five-year comparison is made. Miscellaneous statistics are also included.

    HOW ARE CRIMES COUNTED?

    York Regional Police publishes crime statistics based on the number of reportedviolations using the Incident-based Uniform Crime Reporting (UCR2) methodology.UCR2 classifies incidents according to the four most serious violations in theincident (generally the violations which carry the longest maximum sentences underthe Criminal Code). Violent incidents are classified differently from other types ofcrime. For violent crime, a separate incident is recorded for each victim. In

    categorizing incidents, violent violations always take precedence over non-violentviolations. For the purposes of this report, all violations within an incident areincluded and robbery violations are counted per incident.

    All data in this report is based on reported crimes and represents a snapshot atthe time of extraction from the records management system at year-end. Unlessotherwise noted, any updates or revisions to data for the years previous to 2010 arenot reflected in this report.

    MAKING COMPARISONS

    Unless otherwise noted, all crime statistics in this report are compiled usingIncident-based reporting methodology. These statistics should not be compared withthose provided by the Canadian Centre for Justice Statistics (CCJS), a division ofStatistics Canada, who publish the data received to an Aggregate-based UCR2format which measures only the most serious offence related to an incident. Inaddition, CCJS includes the number of offences reported by the Toronto NorthDetachment of the Royal Canadian Mounted Police with York Regional Polices crimestatistics.

    CCJS data should be used for comparisons between policing jurisdictions becauseall data is compiled using the same reporting methodology.

    TERMINOLOGY

    Actual totals include only those incidents for which an occurrence report was madeand have been substantiated through police investigation.

    ATM robberies include robberies at ATM machines within financial institutions orat stand-alone locations where the victim is approached and forced to withdraw

    money or is robbed as they are leaving the machine.

    Calls for service occur when information is provided requiring a police responsethat generates an incident number.

    Car Jacking includes robberies where the intent is to steal a motor vehicle with theuse or threat of violence against the person(s) in care or control of that vehicle.

    Clearance rates are calculated by the number of violations cleared by charge orotherwise (persons processed by other means) divided by the number of violations.These violations may not necessarily have occurred during the reporting period butsome time prior.

    Crime rates are expressed as a rate per 100,000 population using year-endpopulation estimates supplied by the York Region Planning and DevelopmentServices Department and have been rounded to two decimals.

    Criminal incident refers to a set of connected events which usually constitute anoccurrence report. One incident can include more than one violation.

    Deposit robberies include robberies where a business deposit is stolen from aperson using force.

    Financial robberies include robberies occurring at banks, credit unions, orinvolving armoured cars.

    Hate crime means a criminal offence committed against a person or property whichis motivated by the offenders bias, prejudice or hate based on race, national orethnic origin, language, colour, religion, sex, age, mental or physical disability,sexual orientation, or any other similar factor.

    Home invasion is an intrusion into a residence with the intent of robbing theoccupants therein.

    Offence is defined as a statistical fact for aggregate-based reporting. Thisterminology is not used in incident-based reporting.

    Other robberies include robberies that do not meet the criteria for any of the othercategories. Examples include hotel robberies, robberies by uninvited guests at house

    parties, and break and enter occurrences that result in a robbery occurring.

    Retail robberies include robberies occurring at retail or commercial premisesincluding convenience stores, restaurants/fast food establishments, massageparlours, gas stations, and donut/coffee shops.

    Street robberies include muggings and intimidation style robberies and all otherrobberies by force or threat of force that occurs in a public place.

    Violation refers to a contravention of the Criminal Code, Federal, or ProvincialStatutes.

    Young person refers to a person aged 12 - 17 years inclusive (Youth Criminal JusticeAct).

    Youth refers to a person under the age of 18 years.

    Youth crime refers to the number of youths formally charged plus processed byother means for committing a criminal or federal offence.

    TYPES OF VIOLATIONS:INCIDENT-BASED REPORTING

    Crimes Against Persons are crimes involving aggressive action (with the intent todo harm) or threat of such action by one person against another. These includeviolations causing death, attempt capital crime, sexual violations, assault, robbery

    and other violent violations, and violations/deprivation of freedom.

    Violations Causing Death include murder 1st degree, murder 2nd degree,manslaughter, infanticide, criminal negligence cause death, and other relatedoffences causing death.

    Attempt Capital Crime violations include attempted murder and conspiracy tocommit murder.

    Sexual violations include aggravated sexual assault, sexual assault with a weaponor cause bodily harm, sexual assault, and other sexual crimes (including sexual

    interference, invitation to sexual touching, sexual exploitation, incest, analintercourse, and bestiality). Effective April 1, 2008, this category also includescorrupting morals of a child, voyeurism and luring child via computer.

    Assault violations include aggravated assault, assault with a weapon or cause bodilyharm, assault, unlawfully cause bodily harm, discharge firearm with intent, assaultpeace/public officer, criminal negligence cause bodily harm, and other assaults.Effective April 1, 2008, this category also includes use firearm/imitation incommission of offence and point firearm.

    Robbery and Other Violent Violations include robbery, extortion, criminal

    harassment, uttering threats, explosives causing death/bodily harm, arsondisregard for human life, and other violent violations. Effective April 1, 2008, thiscategory also includes intimidation of a justice system participant, intimidation of anon-justice system participant, and indecent/harassing telephone calls.

    Violations/Deprivation of Freedom include kidnapping, forcible confinement,hostage taking, Trafficking in Persons, and abduction.

    Crimes Against Property involve unlawful acts with respect to property but do not

    involve the use or threat of violence against an individual. These include arson,break and enter, theft, have stolen goods, fraud, and mischief.

    Drug violations include violations under the Controlled Drugs and Substances Actand the Food and Drug Act. These violations are comprised of possession, trafficking,and importation/exportation or production of various illicit controlled drugs andsubstances.

    Weapons violations include violations under the Criminal Code which involve anything used, designed to be used or intended for use in causing death or injury to anyperson or used for the purpose of threatening or intimidating any person. Theseinclude possession, use (effective April 1, 2008, this category is included in assaultviolations), trafficking, pointing (effective April 1, 2008, this category is included inassault violations), unauthorized import/export, firearms documentation andadministration, and unsafe storage.

    Public Morals violations include prostitution, indecent acts, production/distributionof child pornography, gaming and betting, and public morals.

    Other Criminal Code violations include the remaining non-traffic Criminal Codeviolations that are classified as neither violent nor property violations. Theseviolations are divided into two parts:

    Part A: include bail violations, counterfeiting currency, disturb the peace,escape custody, luring a child via computer (effective April 1, 2008, thiscategory is included in sexual violations), obstruct, unlawfully at large,trespass at night, fail to appear, breach of probation, andthreatening/harassing telephone calls (effective April 1, 2008, this category isincluded in robbery and other violent violations).

    Part B: include offences against public order, offences relating to terroristactivity, offences against administration of law and justice, invasion of privacy,offences against the person and reputation, offences against the rights orproperty, fraudulent transactions/contracts and trade, intimidation of justicesystem participant, wilful/forbidden acts/respect of certain property, offencesrelated to currency, proceeds of crime, attempts/conspiracies/accessories,offences relating to criminal organization, and all other criminal code.

    Federal Statutes violations include violations under all other federal statutes. Theyinclude the Bankruptcy Act, Income Tax Act, Canada Shipping Act, Public Health Act,

    Customs Act, Competition Act, Excise Act, Immigration Act, Firearms Act, NationalDefence Act, Young Offenders Act, Youth Criminal Justice Act, and Other FederalStatutes.

    Traffic violations include all traffic violations under the Criminal Code. Theseinclude dangerous operation, evade police, impaired related violations, street racing,and other criminal traffic violations.

    Other Criminal Traffic violations include fail to stop or remain and drive while

    prohibited.

    CHANGES IN REPORTING METHODOLOGY

    In December 2006, Bill C-19 received royal assent amending the Criminal Codebymaking street racing an offence. To correspond with this, the CCJS implemented

    violation codes relating to dangerous operation while street racing. These violationcodes fall under the Criminal Code Traffic category.

    In June 2007, Bill C-59 received royal assent amending the Criminal Code toaddress the illegal recording of movies in theatres. To correspond with this, theCCJS implemented a violation code for the unauthorized recording of a movie. Thisviolation code is included in the Other Criminal Code category.

    In April 2008, multiple changes were made to the reporting methodology of Incident-based reporting by the CCJS. These included extractions of certain componentsformerly part of multi-offence codes, code repositioning from one crime category toanother, or aiming to respond to statistical needs expressed by their stakeholders.The following is a list of changes that have an impact on the reporting of crimewithin this report:

    Corrupting Morals of a Child moved from Other Criminal Code Part A toCrimes Against Persons

    Voyeurism - moved from Other Criminal Code Part A to Crimes AgainstPersons

    Violations.

    Prior to 2009, motor vehicle collisions that were reported to the York Regional PoliceCollision Reporting Centre were entered into a stand-alone database (YRPCOL).Beginning in 2009, these collision reports were entered into the York Regional PoliceRecords Management System (Versadex RMS). Due to this business practice change,the number of Criminal Code Fail to Remain violations increased significantly. This

    must be noted when making comparisons with the Traffic Violations data.

    In 2009, new dispatch call types of fraud intake and vital signs absent wereintroduced.

    In January 2010, Bill S4 came into force introducing a new law codifying IdentityTheft. To correspond with this, the CCJS implanted new violation codes for IdentityTheft and Identity Fraud. For the purposes of this report, these two violation codesare included in the Fraud category.

    In June 2010, Trafficking in Persons under the age of 18, Bill C-268, came intoeffect amending the Criminal Code. This new section is coded to the existing UCRcode for Trafficking in Persons.

    EXECUTIVE SUMMARY

    265,533 CALLS FOR SERVICE were received in 2010 compared to 242,491 duringthe corresponding period in 2009. This represents an increase of 23,042 callsor 9.5 percent. Based on the rate of Calls for Service per 100,000 population,there has been an increase of 6.5 percent.

    36,412 CRIMINAL& FEDERAL violations were reported between January 1 andDecember 31, 2010 compared to 36,809 during the corresponding period in2009. This represents a decrease of 397 violations or 1.1 percent. Based on therate of Criminal & Federal violations per 100,000 population, there has been adecrease of 3.8 percent.

    7,051 CRIMES AGAINST PERSONS (violent crime) violations were reported betweenJanuary 1 and December 31, 2010 compared to 6,981 during thecorresponding period in 2009. This represents an increase of 70 violations or1.0 percent. The violent crime rate in 2010 was 663.95 compared to 676.06

    during the corresponding period in 2009. This represents a decrease of 1.8percent.

    7 VIOLATIONS CAUSING DEATH (Homicide and Criminal Negligence Cause Death)were reported in 2010 compared to 2 during the corresponding period in 2009.This represents an increase of 5 violations or 250.0 percent. Based on the rateof Violations Causing Death per 100,000 population, there has been anincrease of 240.3 percent.

    28 ATTEMPT CAPITAL CRIME violations were reported in 2010 compared to 12during the corresponding period in 2009. This represents an increase of 16violations or 133.3 percent. Based on the rate of Attempt Capital Crimeviolations per 100,000 population, there has been an increase of 126.9 percent.

    428 SEXUAL VIOLATIONS were reported in 2010 compared to 404 during thecorresponding period in 2009. This represents an increase of 24 violations or5.9 percent. Based on the rate of Sexual Violations per 100,000 population,there has been an increase of 3.0 percent.

    3,537 ASSAULT violations were reported in 2010 compared to 3,478 during thecorresponding period in 2009. This represents an increase of 59 violations or

    1.7 percent. Based on the rate of Assault violations per 100,000 population,there has been a decrease of 1.1 percent.

    414 ROBBERY violations were reported in 2010 compared to 388 during thecorresponding period in 2009. This represents an increase of 26 violations or6.7 percent. Based on the rate of Robbery violations per 100,000 population,there has been an increase of 3.7 percent. Car Jacking incidents represent 2.2percent of the total Robbery violations while Home Invasions represent 5.8

    percent. Street related robberies during this period represent 66.0 percent of allrobberies.

    6,558 DOMESTIC RELATED occurrences (criminal and non-criminal) werereported in 2010 compared to 5,000 during the corresponding period in 2009.This represents an increase of 1,558 occurrences or 31.2 percent. Of the totaloccurrences reported, 20.9 percent resulted in charges, while no probable

    grounds for charges were found in 79.1 percent of the cases.

    HATE CRIME reported in York Region increased 41.3 percent in 2010 comparedto the corresponding period in 2009. There were 106 criminal occurrences ofhate motivated crime reported in 2010 compared to 75 in 2009.

    21,910 CRIMES AGAINST PROPERTY (property crime) violations were reportedbetween January 1st and December 31st, 2010 compared to 22,610 during thecorresponding period in 2009. This represents a decrease of 700 violations or3.1 percent. The property crime rate in 2010 was 2,063.12 compared to2,189.61 during the corresponding period in 2009. This represents a decreaseof 5.8 percent.

    1,026 STOLEN VEHICLES were reported in 2010 compared to 1,329 during thecorresponding period in 2009. This represents a decrease of 303 vehicles or22.8 percent. Based on the rate of stolen vehicles per 100,000 population, therehas been a decrease of 24.9 percent. Automobiles continue to represent almosthalf of the vehicles stolen (42.8 percent) with Honda continuing to be the mostcommon make (20.6 percent). Ford (18.3 percent) was the most frequent makeof truck stolen.

    4,016 OTHER CRIMINAL CODE (INCLUDING WEAPONS & PUBLIC MORALS) violationswere reported in 2010 compared to 3,999 during the corresponding period in2009. This represents an increase of 17 violations or 0.4 percent. Based on therate of Other Criminal Code violations per 100,000 population, there has beena decrease of 2.4 percent.

    3,790 CRIMINAL TRAFFIC violations were reported in 2010 compared to 4,084during the corresponding period in 2009. This represents a decrease of 294violations or 7.2 percent. Based on the rate of Criminal Traffic violations per100,000 population, there has been a decrease of 9.8 percent.

    1,095 IMPAIRED OPERATION/RELATED violations were reported in 2010 comparedto 1,181 during the corresponding period in 2009. This represents a decrease of86 violations or 7.3 percent. Based on the rate of Impaired Operation/Relatedviolations per 100,000 population, there has been a decrease of 9.8 percent.

    305 DANGEROUS OPERATION violations were reported in 2010 compared to 360during the corresponding period in 2009. This represents a decrease of 55violations or 15.3 percent. Based on the rate of Dangerous Operation violationsper 100,000 population, there has been a decrease of 17.6 percent.

    YOUTH CRIME (the number of youths formally charged and processed by othermeans) in York Region decreased 15.8 percent in 2010 compared to thecorresponding period in 2009. The number of young persons charged decreased23.2 percent and the number of youths processed by other means decreased12.0 percent. The Youth Crime rate decreased 19.0 percent.

    The CLEARANCE RATE for Crimes Against Persons increased to 80.4 percent in2009 compared to 78.6 percent during the corresponding period in 2009. TheProperty Crime clearance rate decreased slightly to 41.2 percent from 42.0percent. The overall clearance rate for Criminal Code & Federal violationsincreased from 59.1 percent in 2009 to 59.5 percent in 2010.

    19,597 REPORTABLE MOTOR VEHICLE COLLISION REPORTS were processed in 2010compared to 19,267 during the corresponding period in 2009. This representsan increase of 330 reports or 1.7 percent. Based on the rate of reportable motorvehicle collisions per 100,000 population, there has been a decrease of 1.1percent.

    24 FATALCOLLISIONS occurred on our roadways in 2010 compared to 22 duringthe corresponding period in 2009. This represents an increase of 2 collisions or9.1 percent.

    25 PERSONS DIED on our roadways in 2010 compared to 22 during thecorresponding period in 2009. This represents an increase of 3 persons or 13.6percent.

    In 2010, 238,829 9-1-1 calls were received in the COMMUNICATIONS BUREAU

    compared to 210,322 during the corresponding period in 2009. This representsan increase of 13.6 percent. The number of non-emergency calls increased 0.3percent (410,979 from 409,769). The total number of calls received increased4.8 percent (620,091 to 649,808).

    INFORMATION MANAGEMENT processed 9,454 requests for motor vehiclecollision/incident summary reports in 2010 compared to 11,755 during thecorresponding period in 2009. This represents a decrease of 2,301 requests or19.6 percent. The number of police clearance letters processed in 2010increased 23.0 percent from the corresponding period in 2009 (23,351 to28,717) and the number of volunteer screening letters also increased 36.6

    percent (22,867 to 31,243).

    During 2010, a total of 2,446 FREEDOM OF INFORMATION requests were receivedcompared to 2,085 during the corresponding period in 2009. This represents anincrease of 361 requests for information or 17.3 percent. Formal requestsincreased 62.3 percent (265 to 430) and the number of informal requests alsoincreased 10.8 percent (1,820 to 2,016).

    The ALARM PROGRAM saw a 1.8 percent decrease in alarm calls received (19,252from 19,601) in 2010. The number of false alarms continues to be problematicwith 99.4 percent of the calls being false. This increased decreased slightly0.1% from 2009.

    Tips received by CRIME STOPPERS increased 10.9 percent in 2010 compared to2009 (1,382 to 1,532). Arrests made as a result of Crime Stoppers tipsincreased 74.1 percent (116 to 202). Authorized rewards increased 8.5 percent($34,475 to $37,410).

    The VICTIM SERVICES OF YORK REGION program saw decreases in on-sceneoccurrences (1.1 percent) and the number of telephone crisis calls/office visits(4.1 percent). In 2010, female clients represented 57.0 percent of the totalclients served while male clients represented 7.8 percent and childrenrepresented 35.2 percent.
