Welcome to Roscoe Village!
Living and working in Roscoe Villageoffers the type of city living that we allhope for. Within walking distance aregood schools, fine restaurants, uniqueshops and friendly and involvedneighbors. As your local DistrictCommander, my role is providing asafe environment to enjoy all that theneighborhood offers.
Our officers have more time to spendaddressing problems, rather thenreacting to them. A good startingplace to meet and talk with your policeofficers is by attending your local beatmeeting. A call to the CommunityPolicing Office at 312-744-5574 willtell you when and where your nextbeat meeting is. They are held everytwo months, start at 7:00 PM and lastless then an hour.You will learn whatcrimes are occurring in the area andhear some tips on safety and cityservices. We will bring you up to dateon problems we have addressed sincethe last meeting, and give you time toask about any new problems you oryour neighbors have.
Appointments can be made to havechild safety seats installed by ourofficers.
During the time between beatmeetings any questions aboutcommunity problems or concerns canbe handled by calling the CommunityPolicing Office. There are policeofficers on staff specializing in helpingseniors, youth, and domestic violencevictims. We work with various serviceagencies so even if a problem mightnot be criminal, we can help youconnect with someone who can help.
Many of our services work hand inhand with both the Roscoe VillageChamber and the aldermanic offices.All of our staffs interact on a regularbasis. A call to any of us leads to all ofus working together.
Roscoe Village has become thecommunity it is today because it hasattracted people who want thatcommunity. Become part of it. Give alittle time to the neighborhood.Thechoices are vast whether it is attendinga festival, beat meeting, school eventor just doing business with our RoscoeVillage shops and restaurants.
BEAT 1913's Meetings will be held at the 19th District Station, located at 2452W. Belmont Avenue. The meetings will be held at 7:00 pm on the first Tuesday ofodd months. The following are the meeting dates for the remainder of 2010-2011:

This directory was created by the RoscoeVillage Chamber of Commerce (RVCC) as aresource to keep residents in Roscoe Village, Hamlin Park andneighboring communities informed to the wealth of dining, shoppingand services that our neighborhood offers. We suggest you keep ithandy and use it all year long. Additionally, the directory isdistributed to the Tourism Bureau to let visitors to Chicago knowthat Roscoe Village is on the map and a short cab or L ride fromdowntown.
The majority of businesses in Roscoe Village are locally owned, withowners living in the Village and children attending schools nearby.Our schools are some of the best in the city and getting betterthrough increased parent participation. I would also like to welcomethe new Alcott High School for the Humanities (2957 N Hoyne)which opened last September.

Which three local businesseswould you miss if they closed theirdoors? Maybe it’s that deli on thecorner where you grab the bestsandwiches. Perhaps it’s the videostore down the street where theclerk stashes the latest release behindthe counter so it will still be therewhen you stop after work late onFriday night. Is it the florist whoalready seems to know exactly whatyour wife will love for her birthday—and is good enough to give you areminder call so you never forget thedate?
Small business (defined as having 500or fewer employees) are the lifebloodof the American economy,accounting for an astounding 99.7percent of all employer firms,according to a 2007 study by theU.S. Department of Commerce.Yetlocally owned independentbusinesses are under far morepressure than ever. Trying economictimes that have consumers closingtheir wallets, the credit crunch, andshoppers searching for perceivedbargains at large chain stores have
taken a severe toll, while buyouts ofcorporations that are “too big to fail”largely don’t benefit the little guys. Itwas that combination of factors thatwas weighting heavily on CindaBaxter, a Minneapolis-based retailconsultant, early in 2009. “It beganwith a really rotten week in March,”Baxter explains.
That Monday, a friend told her toturn on Oprah. “I flipped it on andsaw an hour-long program tellingconsumers to stop discretionaryspending. As someone who knowshow small business works, it wasdevastating. Then CBS did a pieceon consumer saving and howconsumers were now doing such agood job of it. The headlines werejust dire and abysmal; by the end ofthe week, more people I knew hadturned off the news than were stillwatching it.”
A few days later, after seeingCNBC’s Erin Burnett discuss howthe headlines were impactingconsumer psychology on theTodayShow and a later interview on Meet
the Press in which Burnett said partof the problem was dire mediacoverage, Baxter decided to takematters into her own hands: “I amnot a person who thinks the glass ishalf empty with holes drilled in thebottom, so three days later, I wrote ablog post.”Baxter’s idea was simple:if half of the employed U.S.population chose three locally ownedindependent businesses they wouldhate to lose, and then spent acombined total of $50 a month withthem, it would have a majorimpact—generating an estimated$42.6 billion of revenue annually.What Baxter couldn’t haveenvisioned was how quickly whatshe dubbed the 3/50 Project wouldtake off. “I thought maybe a dozen ofmy friends would see the post. Icame up with a flyer explaining theidea that businesses could hand outto customers, and I thought thatperhaps half of that dozen would gothat far,”
Baxter recalls. Instead of the six sheinitially envisioned, “within 48 hours,I had more than 350 emails fromtotal strangers asking, ‘This is great,what else have you got?‘”She spenta Sunday afternoon designing awebsite—www.the350project.net—that launched on Monday, March 30,2009. It drew 7,600 absolute uniquevisitors in seven days. By earlyNovember, more than 12,800
businesses had become supporters,there were 21,600 Facebook fans,and absolute unique hits were at203,700.
What caused the groundswell?Perhaps it’s the straightforward wayBaxter presents the facts: For every$100 spent in locally owned stores,$68 remains in the local economy. Incontrast, only $43 of every $100remains local when spent in nationalchains, and little or no local revenueresults from online purchases.
“No one has talked this through withconsumers,”Baxter says. “Theexperts all talk in terms of macro ormicro-economics—not howconsumers talk to each other overthe dinner table. We simply say,‘Here’s the impact.’ It reallyresonates that even a small amountof spending can make a bigdifference.”
Another difference is that the 3/50Project takes a realistic approach.“We’re the only buy local movementthat doesn’t ask consumers to stopgoing to big boxes. I understand thatwhile you can find many things in alocal business, there are some itemsthat people will continue to go to bigboxes for. We just ask them tobalance their spending a little better;that all or nothing mentality is whatgot us into this mess in the first

place,” she states.What is essentialto helping small business is gainingand maintaining local support. “The3/50 Project is definitely having animpact,”Baxter says. Facebook isfilled with comments from businessowners and consumers echoingBaxter’s sentiments, like these byMartha Pesta Smith, who ownsPeafunk Designs inWickford, R.I.“As the owner of a small gift shop, Icannot thank you enough forlaunching this website!! BRILLIANTidea. I hope enough people followyour advice! If so, it will literallychange the lives of people like myselfand so many of my fellow smallbusiness owners.”Baxter’s own email box is happilylogged. “I now average 350 to 450emails daily. I hear from businessowners who are grateful to finallyhave a message that’s positive and aridiculously easy way to explain it—they simply hand customers a flyer. Ihear stories about long-lostcustomers coming back and newcustomers coming in. I even hearthat consumers are printing out theflyers and taking them to businessesthey want to support. I never wouldhave dreamt of that.”Baxter also never imagined theimpact that post would have on herown life, as she now speaks aboutThe 3/50 Project to audiencesacross the country. “I quiteinadvertently created a second full-time job for myself. It has completely
up-ended my personal life, which justdemonstrates how obviouslynecessary this is,” she says.Future plans for additionalmembership levels and Canadian,UK and Australian sites are in theworks. “I’m also looking at corporatesponsorships that will allow us tokeep growing,” she says, then addswith a laugh, “At some point,though, I just hope to get a goodnight’s sleep.”

2Embrace what makes usdifferent. Chicago is a city ofneighborhoods. where we shop,
were we eat and hang out-all of itmakes our neighborhood home. Chainbusinesses change the character of ourneighborhoods. If we wanted to livesome place that looked like everywhereelse, we wouldn't be living in Chicago.
3Get better service. In a localbusiness, you know the personbehind the counter and they
know you.They have a deepunderstanding of the products they'reselling, and they take time to serve theircustomers.
4Create and keep good jobs.Small local businesses are thelargest employer nationally, and
small businesses account for the vastmajority of job growth. Locally ownedbusinesses are far less likely to pull upstakes and move operations to anothercity or country, taking their jobs withthem.
5Promote competition anddiversity. Amultitude of smallbusinesses, each selecting
products based on the needs of theirlocal customers and not on a nationalsales plan, guarantees a much broaderrange of product choices.
6Help out the environment.Locally owned businesses canmake local purchases, requiring
less transportation, and they generallyset up shop in commercial corridorsrather than developing on the fringe.This means less sprawl, congestion,habitat loss, and pollution.
7Support community groups.Non-profits receive and average350% more support from local
businesses owners than they do fromnon-locally owned businesses.
8Put your taxes to good use.Local businesses in neighbor-hoods need comparatively less
infrastructure investment and makemore efficient use of public services ascompared to nationally owned storesentering the community.
9Vote with dollars.A study inAustin, Texas showed that if eachhousehold redirected just $100 of
planned holiday spending from chainstores to locally owned merchants, thelocal economic impact would reachapproximately $10 million.
10Invest in community.Local businesses are ownedby people who live here,
work here, and are invested in thecommunity with much more than justdollars.

"As a gal who wears her heart on her sleeve, I cannot help but create art in the same way. Focusing on the joyfulmoments in life, I paint images inspired by my beloved adopted pets, nature, dreams, travel, and my dailybiographical sketchbooks." Working out of her Chicago storefront studio, Anne Leuck Feldhaus celebrates lifewith paint. Her simplified forms, paired with sophisticated compositions and bold color palettes, can best bedescribed as a mix of contemporary folk and urban pop art. Feldhaus went to art school, focusing in sculpture, butis self-taught in painting, where she retains her childhood aesthetic, surely influenced by many Sunday morningsstaring at the stained glass windows in a Catholic church. Her color sense was further developed mixing her ownfrosting colors while baking cutout cookies with her mother. Many of those colors still make up her palette today.Anne has exhibited nationally in galleries, at fine art fairs, and on-line. Specializing in custom Dog and PetPortraits, she is also an illustrator and has licensed her designs for stationery and home decor products. Her workhas appeared on expressway billboards (in Kansas & Georgia), neighborhood banners, t-shirts, movies (TheNumber 23 and The Break Up) and even farm fields (an 11 acre field sculpture). Her work has been featured inpublications such as The Chicago Tribune and The Chicago Sun-Times, Modern Dog and on programs such as ArtBeat Chicago and Animal Planet. Anne’s works hang in private collections in over 30 U.S. States, as well asinternationally. In the Spring of 2009 Anne realized her dream of opening a storefront Art Studio & Gallery inRoscoe Village where she also hosts pet adoption events for local rescue groups. Anne is strongly committed tousing her work to encourage animal adoption and financial support of animal welfare and shelter organizations.
