Bapco signed a US$65 million engineering, procurement and construction management (EPCM) contract with Technip France - Abu Dhabi for the installation of new steam turbo-generators (STG) with new housing and substation on Monday, October 12.“This project marks a significant step towards improving the reliability and operability of the power generation system in the Refinery and other facilities,” Oil & Gas Affairs Minister and Bapco chairman Dr. Abdul-Hussain bin Ali Mirza said.“It will result in significant maintainability improvement and hence cost savings, and most importantly will further enhance the safety within the power plant,” he said.“Technip, with its international branches, is not a stranger to the Middle East and Bahrain. In the Middle East, Technip is accounting for around half of the onshore workload where it is implementing many major projects in Saudi Aramco, Qatar and Yemen. “In Bahrain, Technip France - Abu Dhabi completed in 2003 a services contract for the Bapco FCC Unit revamping, and in 2001 Technip Germany implemented the Coke Calciner Project for Alba.“In 2007 Technip completed the Hydrogen Plant as part of the LSDP Project utilising its own hydrogen reforming technology,” he said.The project replaces the existing 1946/1958 vintage numbers

8, 9, 10, 11, and 12 turbo-generators and associated auxiliaries with 2x10 megawatt steam turbo-generators with new housing and a new substation.“The successful implementation of the STG project is bound to open new opportunities for further cooperation, particularly as Bapco moves forward with its plans beyond its current Strategic Investment Programme.“The programme addresses projects being developed under the Refinery Master Plan, and in its joint search with Nogaholding for new business and investment opportunities anywhere in the world, that will bring the highest return on investment for Bahrain,” Dr. Mirza said.The total value of the project is US$95m. The agreed project execution period is 26 months, starting from October 20 this year.

Bapco signs contract for STG project

Oil & Gas Affairs Minister and National Oil & Gas Authority (NOGA) chairman Dr. Abdul-Hussain bin Ali Mirza received a delegation from the U.S. Trade Mission at Bapco headquarters in Awali on October 11.During a lunch for the delegation hosted by Dr. Mirza, he highlighted the achievements of NOGA and Bapco in the energy field. Dr. Mirza expressed the hope that the dialogue between the two sides would lead to a greater degree of co-operation between Bahrain and

the U.S. in the commercial arena generally, and particularly in the energy field.He emphasised the importance of the oil and gas sector in Bahrain’s economy and its role in supporting the diversification drive.He said it has been a long-standing strategy of the government to attract companies in the energy sector to Bahrain, and outlined the major role that the oil industry has played in the long-standing strategy of the government.

Currently, there is an ongoing Refinery Master Plan Study which is being conducted in conjunction with the U.S. company Chevron Lummus Global. It will propel Bapco to the forefront of the industry and the region. This shows the cooperation between Bapco and U.S. companies.During its visit to Bapco, the delegation met with representatives from Marketing Division and Bapco’s procurement function to discuss possible cooperation between Bapco and U.S. companies.

Bapco has made a BD10,000 contribution to the production of a documentary series about the strong relationship between Bahrain and Saudi Arabia.The series, which will be broadcast in December to coincide with Bahrain’s National Day celebrations, will consist of six 50-minute episodes detailing the two countries’ relationship in all areas, including in the political, social and economic spheres, from the reign of King A. Aziz to the current leadership of King Abdulla A. Aziz Al-Saud and Bahrain’s King Hamad bin Isa Al-Khalifa.The documentary will feature interviews with members of the two royal families as well as experts and authors.The cheque was recently presented by Bapco’s Acting Chief Executive Faisal Al-Mahroos to TV presenter Shaikh Isa bin Khalifa Al-Khalifa.

Marketing Division is now included in Bapco’s Quality Management System (QMS) scope of certification, after the successful conclusion of the 29th assessment visit by British Standards Institution (BSi).The assessment was carried out from October 11 to 13, and included the regular, continuous assessment visit and the initial assessment of Marketing Division in order for it to be included under the scope of Bapco’s QMS certification. The BSi auditors visited the areas scheduled for the audit which included Quality Assurance, Shutdowns & Major Maintenance, Technical Services Lab, Power & Utilities, Information Technology, Technical Services (Thermal & Hydro-treating Section),

Procurement (Outsourced Processes and Purchasing), Engineering Projects, Security, and

Marketing Division.The expansion of certification to include Marketing Division was a team effort with every employee contributing to the successful implementation of the Quality Management System. At the close-out meeting held on October 13, General Manager - Marketing Nowrooz Faraz congratulated and thanked Marketing Division staff and

Quality Assurance, and all who were involved in the successful inclusion of Marketing Division in the QMS. Manager - QAD A. Redha Haqiqi expressed his appreciation to all departments that contributed in these assessments and showed commitment to the Bapco QMS.The next BSi audit visit is planned for April 2010.

They attended the programme one day every week over the last two years, including workshops, and chose Nursing Documentation as an area needing change and updating. This was initially implemented at SMC and shortly the Bapco nurses will be introducing the

new documentation and policies at Awali Hospital.Ahmed Jaffer Jassim was also invited to become a trainer for future courses and completed an additional course to enable him to teach the LFC programme.They were presented with their certificates by Dr. Abdul-Hay Al-Awadi, Under-Secretary at the Ministry of Health.

Bapco employees will play an instrumental role in a pioneering project to develop Bahrain’s onshore oilfield, contributing up to two-thirds of the manpower to the joint operating company (JOC) which will operate the project.This follows a meeting between Bapco management and employees, at which it was announced that Company employees would be managed by the JOC but would continue to receive support and training from Bapco to enhance their expertise and refine their job skills. Furthermore, Bapco will continue its Scholarship Initiative to provide suitably skilled employees to the JOC, and in this regard recently sent four secondary school students to the U.K. to study petroleum and geological engineering.The JOC was formed in early 2009 by Bahrain’s Nogaholding, Occidental Petroleum (Oxy) of the U.S. and the U.A.E.’s Mubadala Development Company. The partners signed a Development and Production Sharing Agreement (DPSA) in May 2009 which is expected to raise oil and gas production of the Bahrain Field and enhance recoverable reserves.Bapco will contribute high-calibre geologists, engineers and other skilled employees to the JOC, many of whom

have been instrumental in maintaining existing field production levels and helping increase recoverable oil reserves by 300 million barrels over the last 30 years.Their experience in techniques such as water immersion and gas thrust, artificial thrust, horizontal drilling and well maintenance - which has led to certificates of appreciation from international institutions and has been the subject of technical papers presented at international oil conferences and forums - is expected to combine with Oxy’s thermal production expertise to successfully enhance field production and increase expected reserves.The meeting was attended by Bapco’s Acting Chief Executive Faisal Al-Mahroos, Deputy Chief Executive

Adel Al-Moayyed, General Manager - Production & Drilling A. Rahman A. Raheem, and General Manager - Exploration & Petroleum Engineering Anwar Khalaf, in addition to employees of Production & Drilling and Exploration & Petroleum Engineering divisions.Hisham Zubari, Manager - Bahrain Phased Field Development Project, gave a presentation on the project, outlined DPSA objectives and key points of the agreement to loan Bapco employees to the JOC.Meeting sessions were also attended by A. Ghaffar A. Hussain, chairman of the Bapco Trade Union; Mohammed Dulabi, vice-chairman; and Bapco Trade Union and Union board members, who participated in discussions on the contribution, rights and obligations of Bahraini workers in the JOC.

Bapco held a three-day workshop and boom deployment exercise, named “Amwaj”, from October 13 to 15, in the Oil Spill Command Centre in Awali.The workshop was facilitated by Oil Spill Response Ltd. (OSRL), which is Bapco’s Tier-2 and Tier-3 Oil Spill Response Contractor and also an accredited training provider.The workshop was opened by General Manager - Maintenance Division Hussain Al-Ansari, who said that he was proud that Bapco was an Associate Member of OSRL, since 40% of the world’s oil is shipped through the Gulf region; it made good sense to have this partnership in order to protect the sensitive environment and to respond to an oil spill in the shortest space of time. This is the fourth time that Bapco has hosted Incident Command System (ICS) training and this workshop was targeted at Oil Spill Team Members who have not received training in oil spill response before.Incident Commander Mahdi Hassan said he was confident of the capabilities of the Bapco Oil Spill Response Team and that this workshop would further hone the skills required to respond to any oil spills in Bapco’s sensitive and

associated areas.Mr. Hassan thanked Bapco management, Mr. Al-Ansari and Deputy Chief Executive Dr. Eion Turnbull, for their support over the years and added that management support and leadership was an integral part of raising awareness and changing the culture about today’s sensitive environment.During the first day of the workshop, topics covered were Fates and Effects of Marine Oil Spills, Environmental & Economic Considerations, Response Strategies, ICS General Overview, and introduction to the Bapco Oil Spill Contingency Plan.The second day focused on training

for the five main elements of the ICS, namely Command, Operations Section, Planning Section, Logistics Section and Finance and Administration Section, and this enabled the participants to gain valuable insight into how the ICS functions.A table-top exercise took place on the third day in which participants had to develop an Incident Action Plan (IAP) together with the

associated documents and elements required to develop an IAP. The boom deployment exercise named “Amwaj” took place at Sitra Wharf, and the IAP which was developed in the table-top exercise was put into place. Oil Storage & Export Department provided the oil spill response vessels for the boom deployment exercise which was viewed on CCTV in the Command Centre 12 kilometers away in Awali - the Command Centre being the focal point in any oil spill response incident.The boom deployment exercise ended at 1.30 pm on October 15 and was followed by a debriefing by the Command Team members.Mr. Al-Ansari addressed the participants in the closing ceremony and stressed the importance of time when responding to oil spills.He added that when he was Incident Commander in 1993 a large oil spill hit Jeddah Island and if the response then had been five hours sooner, 45% of the overall costs associated with responding to the oil spill would have been saved.

As part of Bapco’s commitment to the health of all employees and their families, and following the increase in outbreak of H1N1 influenza cases all over the world including the Kingdom of Bahrain, employees have been given guidelines on seeking advice and treatment if concerned about the possibility of contracting the H1N1 virus.Bapco’s Medical Services continue to maintain close contact with Ministry of Health (MOH) officials and doctors who provide valuable information, support and guidance, not only in overall policy but also in making clinical decisions relating to management of individual cases. The following advice, which is based on Ministry of Health guidelines, is being used by Bapco as the basis for dealing with suspected cases.Any employee with the following symptoms should seek medical advice:

· Temperature (or history of fever) of 37.8° C or greater.· Two or more of the following flu symptoms: cough, sore throat, runny nose, headache, body pains, joint pains, vomiting or diarrhea.If you think that you might have any of the above symptoms of influenza or H1N1 (Swine Flu), you should go to your local health centre, Refinery Clinic or Awali Hospital for assessment and advice.On arrival at the medical facility it is most important that you notify reception staff that you think you may be suffering from influenza or H1N1 flu.Your case will then be handled according to current MOH medical protocols to minimise the risk of spreading the disease.When you notify reception staff about your condition on arrival, they will summon nursing staff to place you in an isolated area to minimise the risk

of spreading infection to others.You will then be assessed by medical staff and given appropriate instructions and medication according to their diagnosis. This may include “Tamiflu” medication as a precautionary measure.As most cases of influenza and H1N1 flu are relatively mild, it is most likely that you will be given medication and instructed to rest at home in isolation from other family members.It must also be noted that all employees should follow general good hygiene practices such as washing hands and avoiding close contact, seek immediate medical advice and take prescribed medication according to your doctor’s instructions to avoid any complications or spread of disease to others.

Dealing with H1N1 Flu (“Swine Flu”)

Bapco’s Health Promotion Section, in cooperation with the Training & Development Committee of Karbabad Charity Fund, recently held a presentation about the H1N1 flu (Swine Flu).The presentation began with an introduction by S. Hussain S. Hashim about the aim and activities of the Health Promotion Section in Bapco. Dr. Mohamed Mutawa, head of the Health Promotion Section, then gave an overview about the H1N1 flu, its origin and how it developed. He also presented a number of scientific statistics about the numbers of people affected and who have died from this flu in different countries. He explained the difference between the H1N1 flu and the normal flu and their risks.

He also talked about ways to prevent infection and precautions. During the presentation, members of the audience asked questions about Bapco’s Health Promotion Section and about the H1N1 flu.At the end, head of Karbabad Charity Fund thanked Bapco for its cooperation, in particular Dr. Mohamed Mutawa and S. Hussain S. Hashim.

In line with Bapco’s long-term goal to continually develop and train its employees, Finance & IT Division has identified a need within the new Procurement function for employees to become more professionally qualified in order to improve their knowledge and continue to undertake their duties in a modern, professional manner. Forty employees have been given the opportunity to study for the Chartered Institute of Purchasing & Supply (CIPS) qualification. CIPS is the leading body representing the field of purchasing and supply chain management, and

Bapco management have provided approval for these candidates to start their qualification at Level 4 and 5, with tuition and examinations to be held in Bahrain conducted by a visiting tutor.London Metropolitan Enterprises (LME) has been chosen to provide the necessary tutoring. LME has a proven track record in the successful teaching of CIPS and has achieved CIPS “Centre of Excellence” status in recognition of their high standards and results.The successful completion of Level 5 will entitle the candidates to become a

member of CIPS. Candidates for Level 6 will be evaluated and selected at the time, with the successful completion of Level 6 enabling the candidates to obtain full CIPS membership status and earn the right to proudly use the designatory letters, MCIPS (Member of the Chartered Institute of Purchasing & Supply). The first batch of fifteen students has been selected, based on their English language proficiency. The first module started in October 2009 and the students are currently preparing for the first exam which will be held at

the end of November 2009. The remaining candidates will be provided with the necessary training which will enable them to be ready for the start of the next CIPS Level 4 course in 2010.

The merger between Contracts Department and Materials Department was successfully completed earlier this year. The newly-created Procurement Department now falls under the responsibility of Finance & IT Division. The organisational structure for the new department, headed by A. Ghani Ismail, has been approved and will be implemented as from January 1, 2010. Under the new organisation, all Contracts Department personnel, including the Divisional Contracts Officers (DCOs), will be relocated to Materials Department building (now renamed Procurement Department building). Any requirements for materials will still be handled in the same manner as previously and will be directed to the relevant commodity group (e.g. mechanical, process, electrical/

instrumentation and general items). Any requirements for services which were previously handled by the Contracts Department, including requests administered by the DCOs, will now be directed to one of the Superintendents in the Procurement Department building and allocated on a commodity basis (as per material requirements, e.g. mechanical, process, electrical/instrumentation and general items) which is a change to the current practice where work is distributed on a divisional basis.In conjunction with the above, a new Procurement Research & Support Department has been created and is headed by Hassan Muradi, also under the control of Finance & IT Division. This department is responsible for ensuring all policies and procedures are in place to protect the Company’s

interests and to ensure the information needs of their internal and external customers are met. This department will be responsible for e-Procurement, Purchasing Cards, KPIs, liaison with the Tender Board, Tender Law issues, strategic direction, departmental procedures, supplier/contractor pre-qualification, market analysis, and many other research and support functions.Procurement Department is currently arranging for information sessions to be held during December for all user departments to further inform internal customers about the organisational change, and will also describe the procurement process for materials and services. The necessary detailed information and departmental contacts will be provided in due course.

As part of International Society of Petroleum Engineers (SPE) Distinguished Lecturer Program, the Bahrain SPE section held its first presentation of the 2009-2010 season on October 8. Jeffery Jeter from the European Bank for Reconstruction and Development (EBRD) conducted a presentation under the title “Environmental Due Diligence for International Finance of Oil and Gas Projects”.The development of large-scale oil and gas projects is complex and expensive, cash flow is very crucial on these projects, and securing of financing is important; otherwise project shareholders will have further unanticipated delays of their projects. The objective of the presentation was to describe the requirements and process of environmental due diligence implemented by the EBRD, and to share lessons learned from two recent projects: the Baku-Tbilisi-Ceyhan pipeline and the Sakhalin Energy Investment Company Sakhalin

II project. Such understanding can help in avoiding postponement in securing future project financing.Mr. Jeter is a Geologist and Senior Environmental Advisor at the EBRD. He has been recently involved on the detailed review of the British Petroleum-led ACG oil development and associated Baku-Tbilisi-Ceyhan export pipeline, as well as the Shell-led Sakhalin Energy Company Sakhalin II project in far eastern Russia. Prior to joining EBRD, Mr. Jeter worked

for the international environmental consulting firm Dames & Moore for over 17 years, and ultimately was Vice-President of CIS Operations.The presentation was attended by Bapco management, engineers and geologists from Bapco, Occidental and many others interested in health, safety and environment issues. At the end of the presentation, Deputy Chief Executive – Exploration & Production Adel Al-Moayyed presented a memento to Mr. Jeter as a token of appreciation.

international finance of O&G projects

Recently Bapco bid goodbye to one of its long-serving and distinguished employees, Jim Brotheridge, who passed away unexpectedly on September 20.Jim joined Bapco in November 1990 as Superintendent - Rigging in the Rigging Services Section of Shutdowns & Major Maintenance Department. He joined the department following a major lifting incident in 1987. In those days there was no centralised rigging organisation and every department used to make its own rigging arrangements. Following the incident, the investigation team recommended that rigging operations should be centralised, be given authority for all lifting operations and be given strong leadership. Jim duly took up this role on joining Bapco.In his time as Superintendent - Rigging, Jim was

responsible for the establishment of a highly professional rigging organisation, and supervised the implementation and maintenance of the highest possible level of rigging standards, including the timely periodic inspection of every piece of lifting equipment used by

Bapco. He also oversaw the replacement of Bapco’s entire crane fleet. As a result of this, Bapco is now proud to boast one of the best lifting records anywhere in the world and its rigging operations set the standard for refineries in the Gulf.Jim participated fully in the development of all of Bapco’s new strategic projects and made a valuable contribution not only at the design stages but also ensuring that all lifting operations during the construction phases were carried out without a single incident.Jim also made a huge contribution to the development of young Bahrainis entrusted to his care; taking young Bahrainis fresh from colleges and institutes and, using his extensive experience, training them to become Bapco’s next generation of rigging specialists.Jim was a strong and forceful personality who did not compromise his rigging operations. His enduring professionalism, experience and behaviour made Jim one of the most popular and respected people in the Refinery and his presence will be sorely missed for a long time to come.Jim leaves behind a wife, Ellen, and three children: Laurence, Elizabeth and David.

وقد ان�شم جيم اإىل بابكو يف نوفمرب 1990 كمراقب لتثبيت االأحمال

بق�شم خدمات تثبيت االأحمال التابع لدائرة اإيقاف الوحدات واأعمال

ال�شيانة الكبرية. وان�شم اإىل الدائرة بعد حادثة رفع كبرية حدثت

عام 1987. ويف تلك االأيام مل توجد منظومة مركزية لعمليات رفع

وتثبيت االأحمال، وكانت كل دائرة تقوم باإجراء الرتتيبات اخلا�شة

بها لرفع وتثبيت االأحمال.

وبعد تلك احلادثة، اأو�شى فريق التحقيق اأن يتم �شم كافة عمليات

رفع وتثبيت االأحمال اإىل جهة مركزية يكون لها ال�شلطة يف كافة

اأكمل على الق�شم هذا باإدارة جيم وقام والتثبيت. الرفع عمليات

وجه عند ان�شمامه اإىل بابكو.

وخالل �شنوات عمله كمراقب لق�شم تثبيت االأحمال كان جيم م�شئواًل

عن اإن�شاء جهة تخت�س بعمليات تثبيت االأحمال على م�شتوى عال

من احلرفية، كما قام باالإ�رشاف على تنفيذ و�شيانة اأعلى املعايري

لكل املحدد الدوري الفح�س فيها مبا االأحمال بتثبيت املتعلقة

جيم وتنباأ بابكو. ت�شتخدمها والتثبيت الرفع معدات من قطعة

بابكو تفخر لذلك، ونتيجة بابكو. يف الرافعات اأ�شطول با�شتبدال

As part of BOOST’s ownership strategy, selected employees attended a one-day training course on October 7 at Training & Development building. The training was attended by 12 Refining Division employees who are already BOOST observers, and was facilitated by the BOOST implementation team of Ismail Mohamed and Hussain Marzooq. Part of the training was how to process observations using BOOST software and how to generate reports. “We now call these employees who attended this one-day intensive training ‘BOOST Facilitators’”, Ismail noted. “BOOST Facilitators will champion the BOOST

process within their sections; that is to say, from entering observations, to motivating observers, to analysing data, to generating reports,” Ismail

continued. This training will be repeated to include other operations and support departments within Bapco. In his opening remarks, General Manager - Refining Ebrahim Talib commended the efforts made by all employees in making Bapco a safe place and thanked all for their contribution to the achievement of three million employee-hours without a lost-time accident. He further emphasised the role the BOOST programme is playing in complimenting and strengthening existing safety management systems. “I just did an observation yesterday - not because I had to, but because I enjoy doing them,” Ebrahim said. “In addition to many great benefits, BOOST observations bring employees of all levels closer; employees start to feel that safety is a personal matter,” Ebrahim added. He attributed the success of

BOOST in specific locations (such as Oil Storage & Export, Technical Services, etc.) to ‘active leadership’ involvement. “With your involvement as BOOST Facilitators and our active engagement as management, I am very certain that we in Refining Division will be a role model for all other departments within Bapco to follow,” he concluded.

General Manager Maintenance recently met with a group of Students from Bahrain Training Institute (BTI), who had just started their training with various departments in Maintenance Division.One of the divisional objectives is to assess the quality of industrial training Bapco provides to summer industrial trainees with a view to continually improving the training quality to help future student-trainees. At the outset, General Manager - Maintenance Hussain Al-Ansari welcomed the students to Bapco, expressing his sincere hope that the training experience they would gain within Maintenance Division during their three-month training would prove

beneficial and that they would be better equipped to handle real work situations when they start their employment with prospective employers. He advised them to think positive and have a positive attitude towards work and life. He added that they should always try to associate with people exhibiting positive energy. He also exhorted the students to work hard and try to gain maximum benefit from their relatively short period of training in Bapco. The meeting was attended by Manager - Shutdowns & Major Maintenance Mahdi Hassan, Manager - Plant Maintenance Mahmood Mirza, Manager - Special Projects Ahmed Al-Khan, and Acting Manager - Plant Maintenance Noorudding Ebrahim,.
