The student has the following rights:

a. the right to personal privacy in the room;

b. the right to read and study without undue interference, unreasonablenoise, and other distractions;

c. the right to sleep without undue disturbances;

d. the right to live in a clean environment;

e. the right to have full access to his/her room and facilities;

f. the right to host guests under the provisions of the Residence HallsContract with the understanding that the guest will honor otherresidents' rights;

g. the right to redress his/her grievances;

h. the right to be free of physical and emotional harm;

i. the right to enjoy safe and secure living areas that are kept safe andsecure by student residents and College staff;

j. the right not to participate in the visitation program;

k. the right to participate, actively, in hall government.

RESIDENTIAL LIVING

Welcome to your home away from home! We think you made a great decision to live on campus.

In doing so you are now a member of the Cochise College Residence Hall community. We are so

excited you are here. Campus living has many exciting facets, the most significant of which may be

your personal growth and experiences. The people you meet here and the relationships you build

while in the residence halls will become an important part of your life so GET INVOLVED!

We encourage you to utilize your time in the residence halls to actively participate in

activities, take advantage of out-of-classroom learning experiences and develop new friendships.

As such, living in the residence halls allows you many freedoms and personal choices.

Responsibilities also accompany these freedoms. As a member of our community, we expect that

you are considerate and respectful of all residents. And that you do your part to promote a safe

and secure living environment. It is important to remember that living on campus is a privilege.

This handbook will serve as your guide to the services, facilities, policies, and procedures for

the halls. It is important that you read it and become familiar with its contents. Keep it in your

room for future reference.

These guidelines have been established to insure the rights, responsibilities, and privileges of

each member of the residence hall community. Those mutual considerations that must be made

when living in a residence hall will help to promote a healthy and comfortable environment for

everyone. In addition to abiding by applicable federal, state, and local law, residents are expected

to understand, support and live by community standards, rules and regulations established for

campus living. Guidelines and information about the conduct process at Cochise College will be

available at the beginning of the year.

If you have any questions, the entire staff is always available and willing to assist you.

Title IXCochise College prohibits any discrimination, as defined by Title IX of the Education Amendments

of 1972 to include, but not limited to, gender based discrimination, sexual harassment, sexualmisconduct, and sexual violence. Such acts can interfere with a student’s ability to participate in orbenefit from the college’s academic and non-academic programs, an employee’s ability to function inthe workplace, or a campus visitor’s ability to utilize the college. Accordingly, these behaviors arestrictly prohibited.

Cochise College Administrative Policy 5009 Title IX Compliance describes the college’s policy andprocedures in detail. In an effort to ensure broad scale awareness of students’ rights andresponsibilities under Title IX Compliance, the college conducts training for students, required to betaken within the first two months following initial registration. Failure to complete the requiredtraining shall result in the student being unable to register for classes following the two month perioduntil the training has been completed.

Director of Residential/Student Life

The Director of Residential and Student Life supervises the housing staff and is responsiblefor the administrative personnel, business, and facility management of the department, reportingdirectly to the Dean for Student Services.

Department Assistant Residential/Student Life

The Department Assistant performs a variety of clerical and secretarial duties in adepartment or work unit. Drafts correspondence, schedules appointments, establishes andmaintains file and interacts with students, faculty, staff and the public.

Administrator-On-Call (AOC)

Administrator on call is a college representative from the Housing Department on aparticular shift. The AOC participates in the after-hours on-call schedule, provides support tostudents in the evenings and on weekends, and contributes to a vibrant and developmentalresidential experience. The AOC will respond to all calls if the Resident Assistant (RA) isunavailable.

Resident Assistants (RA’s)

Resident Assistants are student employees of the College who live and work in the studentresidential areas. Their primary purpose is to assist in community building and programming forresidential students. Whenever possible they help to maintain a healthful, safe, wholesomeenvironment conducive to academic pursuits and comfortable living. RA’s also function asservice desk staff and issue supplies, (e.g., toilet tissue, printer paper) and recreational items forresident use. In addition, they supervise the lobby and therefore provide the checkpoint for thevisitation program.

Service Desk Hours

After the normal workday, service hours for residents continue at the Central Housing /Huachuca Hall Office. A resident assistant and/or student staff are there to help students with any questions or concerns they might have.

Service Desk Hours: Daily, 8:00 p.m. to Midnight

Please note: Extended Weekend Desk Hours will be determined at the beginning of every semester.

This handbook is distributed to residents during room check-in. Additional copies are available in the housing office.

Opening dates for this group will be at 1:00 p.m. on the Sunday before the first Monday ofclasses. Closing for graduates will be at 5:00 p.m. the Saturday of the last week of the phase.

HOLIDAY PERIODS

Cochise College observes holidays during which residence halls may be closed to studentoccupancy. These holidays include the following:

• Thanksgiving Recess, November 22-25, 2018

• Spring Break, March 11-17, 2019

(Halls closed March 11 @ noon, Re-open March 16th @ noon)

Students wishing to stay in the residence halls for the Thanksgiving Recess and Spring Break must notify the Housing Office at least 1 week in advance.

RESIDENTS' BILL OF RIGHTS

The student has the following rights:

a. the right to personal privacy in the room;

b. the right to read and study without undue interference, unreasonable noise, and other distractions;

c. the right to sleep without undue disturbances;

d. the right to live in a clean environment;

e. the right to have full access to his/her room and facilities;

f. the right to host guests under the provisions of the Residence Halls Contract with the understanding that the guest will honor other residents' rights;

g. the right to redress his/her grievances;

h. the right to be free of physical and emotional harm;

i. the right to enjoy safe and secure living areas that are kept safe and secure by student residents and College staff;

j. the right not to participate in the visitation program;

k. the right to participate, actively, in hall government.

ELIGIBILITY FOR HOUSING

To be a residential student, you must be registered for 12 semester units or be enrolled in one of the active phases of either the AVT or Pro-Pilot programs in order to be considered a full-time student and eligible for on-campus housing.

Students who drop below the 12-semester-unit minimum must secure permission from the Director of Residential/Student Life to continue residing on campus.

VACCINATION POLICYStudents living in the residence halls are not required any vaccinations.

CONTRACT AND DEPOSIT

Each on-campus residential student must sign the Residence Hall Contract and pay a $150deposit prior to occupying a room in Cochise College housing. The housing deposit will beforfeited if the Housing Office is not notified two weeks prior to the check-in date that he/shewill not be staying in the residence halls.

The housing deposit is retained by the College against possible losses or damages incurredby residents during their period of residence. The deposit, less any charges which include a $30per semester laundry charge will be returned only when a student:

1. Has returned all residence property in good condition.

2. Has met all financial obligations to the college.

3. Has not renewed his/her housing contract for the next academic year.

4. Has terminated his/her enrollment at the College.

5. Has been declared ineligible to enter or return to the College due toacademic or disciplinary reasons.

6. Has properly completed all checkout procedures.

7. $30.00 will be retained for the use of laundry facilities per semester.

ROOM AND BOARD REFUNDS

Students living in the residence halls (excluding family housing) are required to participate inthe food service plan as provided by the College. Students withdrawing from the College may beeligible for a meal plan refund, prorated on a weekly basis, up to four weeks after the start of thefall/spring term. Students who are enrolled in only a first or second eight week term will becharged a prorated meal plan rate of 50% of a full 17 week meal plan. Departing eight-week onlystudents are eligible for refunds, prorated on a weekly basis, up to two weeks after the eightweek term begins. Any refund exceptions to this policy must be made in writing to the Dean ofStudent Services and must contain the rationale for the request along with any documentationrequested by the Dean. Requests for exceptions to this policy will not be accepted by the Deanafter 15 working days from the departure of the student.

CANCELLATION OF CONTRACT

CANCELLATION: A student must be officially released from the obligations under theResidence and Food Service Contract by the Director of Residential/ Student Life before vacatingthe hall or leaving the meal plan. Without official release and proper check out, charges continueand the student is obligated to fulfill the terms of the contract.

CONSOLIDATION

Cochise College Residential Life reserves the right to require single occupants of rooms,(non-paid for private rooms), to consolidate. Should consolidation not be possible perResidential Life staff, and you are permitted to stay in your current room without a roommate,you are required to leave half of the room free of your belongings, to be available for aroommate that is assigned to your room. Be advised you may receive a new roommate at anytime during the semester. If a student is assigned to your room and cannot move in because oflack of space, you will automatically be billed for a private room from the first day of thesemester.

FORMAL “COMPLETE" CHECKOUT: Students, who acquire a release from their contracts andare vacating their hall assignments must checkout properly with the hall staff. (See sectionIMPROPER CHECKOUTS). If the resident's room or common area has not been damaged beyondnormal wear and tear, and further, if the student has no outstanding financial obligations to theCollege, the student will receive the $150 deposit minus any amount owed, and less the laundryfacility charge. It will be mailed to the student within 30 days.

IMPROPER CHECK-OUTS

Students who do not follow the procedures below will forfeit their deposit and may bearfurther liability should the room evidence damages. Students who do not check out of theresidence halls properly may not receive transcripts or other official documents until theircontractual obligations have been met.

You must follow the procedures below to be “properly” checked out:

• Make an appointment with an RA to check out of your room.

• Remove all belongings from your room.

• Clean the room (including bathroom). Sweep floor, empty trash, remove all tape anddecorations from walls, doors, windows and ceiling.

• All college property that was in your room at the start of the year must remain in the room (i.e. cable wire, desk chairs, bed frames, and mattresses).

• Verify your check out time with the RA. Be at your room at your scheduled time!

• Return all keys to the RA (room, entrance and post office). Charges will be assessed for damages and missing items.

Copier: There is a copier available for resident use in the Central Housing Office Building.

Cable for Television: Each room has a television cable hookup to satellite.

Service Desk Hours: Daily, 8:00 p.m. to Midnight

Services include: Guest registration, game check-outs.

Garbage Removal: Students are responsible for removal of their personal garbage to thetrash cans in the quads and apartments. The College will remove the garbage from the trashcans to the dumpsters with no additional expense to student.

Laundry: A $30 per semester charge will deducted from resident’s deposits for their use.Residents are not to use more than one washer and one dryer at a time. Laundry privileges arenot extended to non-residents and abuse of machines may result in the revocation of laundryprivileges. This $30 per semester charge will be deleted from your Housing Deposit at the endof the year.

Cochise College is not responsible for lost, damaged, or stolen items. Student residents areadvised to acquire personal property insurance, unless the parents' homeowners' plans provideadequate coverage.

TELEPHONE SERVICE AND USAGE

Limited telephone service is available in the residence hall rooms at no charge to theresidents. However, the College does not provide telephone instruments with the exception ofthe townhouses. Students must bring their own touch-tone instruments. Students may receiveincoming calls from off-campus, including long-distance, non-collect calls. The student will have access to local calls. For long-distance calls, the studentmust call collect, using a calling card or a toll-free number.

Misuse of the College phone service (e.g. obscene calls) can result in phone servicecancellation, disciplinary action, and civil prosecution.

To make an on campus phone call, dial the last four digits of the campus phone number. To make an off campus call, you must dial”9” and then the 10 digit telephone number (area code +7-digit number).

WIRELESS INTERNET

All buildings have wireless internet. The student is responsible for proper use of the Internetservices provided. Excess use of bandwidth, unlawful downloading and any other illegal activitywill be monitors red and may result in termination of this service.

DINING SERVICES

The dining service is located inside the student union, building 500, and is currently operatedby Aviand’s. Access to the dining areas (Que Pas, Servery, and Dining Hall) is for College faculty,staff, and students who have paid for the privilege. Guests of the above groups can access theseareas provided payment is made before (in the Dining Hall) or after (in the Que Pas) the selectionof food items.

ALCOHOL

The possession and consumption of alcoholic beverages and/or the possession of alcoholicbeverage containers on campus is strictly prohibited by the Cochise College Code of Conduct.

Students in possession of, in the presence of, under the influence of alcohol or creatingdisturbances on campus while under the influence will be subject to disciplinary action, dismissal from the College, and/or civil prosecution.

($50 fine for an alcohol violation and year-long hall probation)

APPLIANCES

For reasons of safety and specifically to conform to fire codes, only certain appliances arepermitted in the residence halls. Refrigerators (not to exceed five cubic feet), microwave ovens,popcorn poppers, coffee pots, electric teakettles, and blenders are acceptable if they are ULapproved. Clothes dryers, hot plates, deep-fat fryers, electric heaters, electric blankets, and sunlamps are some of the appliances not allowed. The Director of Residential/Student Life may beconsulted should the student have an appliance that does not appear in the above lists. Allappliances must be turned off or shut down when not in use. Failure to comply may result inconfiscation of the appliance.

APPROPRIATE ATTIRE

Nudity or exposure of undergarments in public areas is prohibited.

BANNED GUEST

A banned guest is a non-resident or previous resident deemed disruptive to the populationof the residence. The person is not allowed to enter Housing facilities for either a specified timeor indefinitely and will receive a written statement (sent to the address provided during guestregistration) from the Director of Residential/ Student Life or Dean of Student Services regardinghis/her status. Because it is officially considered trespassing, should the person appear in theapartments, he/she will be subject to arrest.

BUSINESS ENTERPRISES

Residents are not permitted to establish businesses of any kind on campus within theresidence hall complexes.

CANDLES, INCENSE, AND OIL BURNING LAMPS

The use of candles, oil lamps, or any device producing an open flame is strictly prohibited inall residential living area. In the event of power outage, flashlights are encouraged. ($25)

COOKING IN ROOMS

Cooking in the rooms is discouraged. The use of many implements constitutes a $35violation. Microwaves are acceptable. Woks, Hibachi’s and other such apparatus are violations andsubject to fines. George Foreman type grills are allowed to be used in your outside area.

DECORATIONS AND ALTERATIONS

Pictures, posters, calendars, pennants, and other decorations are important parts of thestudent's decorating scheme. However, to ensure that wall surfaces aren't unnecessarilydamaged, the student must use the proper hanging devices. Poster putty and masking tape areacceptable means of hanging decorations. Nails, screws, highly adhesive tapes, drawing,painting, writing on walls are not permitted. Do not block air vents when hanging decorations.You may be charged $10.00 per hole in walls and ceilings. The ornamental use of bottles andcans identifiable as alcoholic beverage bottles or containers is not permitted.

DISEASES

Residents must immediately report to the Director of Residential/Student Life any infectiousor contagious diseases - measles, hepatitis, lice, scabies, etc. (other than common colds orrespiratory ailments) that occur in the residence halls.

DRUGS

The sale, use, and/or possession of narcotics or dangerous drugs are strictly prohibited onthe Cochise College campus. Possession, use, sale or distribution of illegal drugs and/or drugparaphernalia is against the law.

Possession, use, and/or sale or distribution of illegal drugs and/or paraphernalia is prohibitedin the residence halls and the entire campus. It is also illegal to sell/distribute prescription onlydrugs to those without a prescription. Selling or distributing prescription only drugs, to thosewithout a prescription is prohibited in the residence halls and on the entire campus. Offendersare subject to dismissal as well as civil prosecution. ($100 fine and subject to hall removal)

Personal use or Possession

Students found responsible for the personal use of marijuana or paraphernalia of marijuanain the residence halls, as a result of a Social Standards hearing, will be fined and placed on halland social probation for one calendar year from the time of the violation and are subject to civilprosecution. The College Administration will report all marijuana incidents to local legalauthorities. Any second housing violation that results in a Social Standards Hearing, where thestudent is found responsible, will result in removal from the residence hall for one calendar yearfrom the time of the second violation. If the second violation involves the personal use orparaphernalia of marijuana, the student will be reported to local legal authorities for civilprosecution and will be permanently removed from the residence halls.

Distribution Violations

The College Administration will determine if the use of marijuana was personal or fordistribution. If the use is deemed as distribution the student will be removed from the residencehalls permanently. The student will be reported to the local legal authorities.

EMAIL – Official Communication of Cochise College and Residential/Student life

The official method of communication with students for official business is through astudent’s Cochise College email address. Students are highly encouraged to set up their CochiseCollege email account. Official business from the Housing Office will also be conducted throughyour Cochise College email account. All other types of communication such as posters must beapproved by the Director of Residential/ Student Life.

Door to Door solicitation is not allowed in any residential area. This includes postering, fliers, etc.

ENTRY AND SEARCH POLICY

Cochise College recognizes and respects the student's desire for privacy, especially withinthe context of a group living environment. In its effort to protect and guarantee that privacy,Student Services has defined and restricted conditions under which authorized collegepersonnel may enter and/or search a room or apartment. Since it is occasionally necessary forthe College to exercise its contractual right to room entry, the following procedures have beendeveloped as a guide for housing staff and other College employees to perform their duties andyet maintain the rights of student privacy.

1. No student room/apartment shall be entered without knocking. Entry shall bepreceded by a time lapse of sufficient duration to provide the occupant(s) ample timeto open the door.

2. Rooms/apartments shall be entered in the absence of the occupant(s) only when anemergency exists (the authorized staff member has cause to believe that a situationexists within the room that represents an imminent hazard to the occupant, property,or building), or to provide routine maintenance and housekeeping services, or toconduct a sanitation, safety, or room inspection.

3. Should it be necessary under the conditions outlined above for authorized collegepersonnel to enter a room/apartment, the occupant(s) will be notified prior to theentry or after the entry if the occupant is not in at the time of a needed entry.

4. The College is obligated to recognize proper search warrants. Proper search warrantsare those signed by a court of appropriate jurisdiction. When a proper search warrantis presented to Student Services staff, the College will authorize entry.

5. Should compelling evidence demonstrate that a violation of established conduct,health, or safety standards exists; entry and search may be authorized and conducted.

6. At least one of the room or apartment occupants must be present, except in cases ofextreme emergency or where the occupant(s) cannot be found.

7. A search will be conducted by no fewer than two authorized college staff. (see #13)

8. No search shall be conducted, except in case of an emergency, without priorconsultation between the Hall Director, Director of Housing and Student Life and/orStudent Services.

9. Clearly identifiable College property not provided as part of the room or apartmentfurnishings shall be removed and returned to its proper place.

10. Occupants shall be given the opportunity to open all closets, drawers, luggage, andstorage containers during a search.

11. Before a search commences, the occupant(s) of the room or apartment shall bepresented with a written statement signed and authorized by a Student Services staffmember or his/her designate setting forth the item(s) being sought in the search.However, this provision does not apply in case of any emergency. If unauthorizedgoods are subsequently found during the search, the occupant(s) will be subject todisciplinary or legal action.

12. General room or apartment searches, except in the case of an emergency, will bepermitted only after authorization by the Douglas Campus Dean or his designate.

13. College personnel authorized to enter rooms or apartments are as follows:

a. College President;

b. Dean of Student Services or his designate;

c. Campus Dean;

d. Director of Residential/Student Life or designate;

e. Administrator on Call;

f. Resident Assistants;

g. Non-college personnel contracted to perform maintenance repairsor other services on behalf of the Housing Office;

h. College maintenance staff contracted to perform maintenancerepairs or other services on behalf of the Housing Office.

ENTRY TO ROOMMATES’ ROOMS

The housing contract is for one bed space only, therefore, residents should not enter anyroommate’s rooms without their permission. To do so without permission is a violation of thelaw. Empty rooms should not be entered without permission from the Residential Staff.Entering/using a vacant bedroom may result in disciplinary action. Residential Staff will notallow non-staff access to a resident’s room without written consent from the resident. Thisincludes, but is not limited to:

• Guests • Friends or significant others

• Parents or other family members • Apartment-mates

EVICTIONS/LOSS OF HOUSING

A student who has violated the conditions of his/her housing contract is subject to eviction.Living on campus is not a student's right but a student's privilege. Residents demonstratingspecific or general undesirable behavior or an unwillingness to cooperate in the living�learningcommunity may be removed from the residence hall system and/or from the College. Residentsremoved from the Residence Hall system for reasons of conduct will be held financiallyresponsible for the ENTIRE academic semester rent.

FIGHTING

Fighting (whether physical or verbal) is considered disruptive to the educationalenvironment and thus prohibited on Cochise College campus. Anyone, no matter what theinvolvement, will be subject to disciplinary action and possible legal ramifications. ($100 fine andhall removal)

FIRE

All fires, no matter how small, must be reported to the Hall Director and Security Office.Whenever an alarm is sounded, ALL RESIDENTS MUST, BY LAW, EVACUATE THE BUILDING.Residents may return to their rooms only after a thorough inspection of all rooms has beencompleted.

FIRE DRILLS

Fire drills will be held periodically in the residence halls. All students, staff, and employeesmust, by law, leave the premises as directed during the fire drill. Exit plans are posted nearapproved exits in each facility. Residents are individually responsible for familiarizing themselveswith those exit routes. Remember: Failure to leave a building during a fire drill is a violation ofArizona Statutes and may result in legal charges being filed and/or the resident's removal fromon-campus housing.

FIRE EQUIPMENT

Fire extinguishers are provided for small fires. Any tampering with fire detection equipment,fire extinguisher(s), or alarm systems can endanger individual lives, is illegal, and carries veryserious penalties, both legal and disciplinary. Do not, under any circumstances, jeopardize thelives of your fellow residents. ($100 fine for tampering with fire equipment)

* Any individual(s) responsible for a false fire alarm are subject to expulsion from school and legal ramifications.

FIRE SAFETY

The following are prohibited in the residences: halogen lamps; overloaded electrical outlets;damaged or non-UL approved cords; unsafe placement of cords or improper use of electricalitems; obstruction of room door or windows; ceiling hangings or other decorations which areflammable or otherwise could contribute to fire spread; paper or other combustibles (includinghats, scarves) hung on or near incandescent fixtures; use of any open flame device (candles, etc.)or open coil appliance; burning of incense; possession/use of fireworks or other explosives;possession/storage of gasoline or other fuels/flammable chemicals; damaging or tampering withfire safety equipment (smoke detectors, extinguishers, fire horns, etc.); dismantling or otherwiseinterfering with exit signs; blocking open or otherwise interfering with the intended smoke-barrier purpose of fire doors; blocking hallways or building exits; failure to evacuate according todesignated procedures during a building alarm and/or failure to follow instructions of College orfire safety personnel; false report of fire or other dangerous conditions (bomb threats, etc.);activating false alarms. Being responsible for a malicious or intentional false fire alarm will resultin expulsion from the residence hall system, referral to the Dean of Student Services for possiblesuspension or expulsion from the College, criminal prosecution and the possibility of a $350charge and/or other fines.

FIREWORKS AND EXPLOSIVES

The use and/or storage of fireworks, ammunition, or any other explosive materials on campusare strictly prohibited. (Fine is the same as firearms)

GAMBLING

Residents are prohibited from gambling in the residence halls, Cochise College-ownedproperty, or in any public area of the college.

GRILLS

The use of portable gas or charcoal grills is prohibited in the residence hall rooms and in thecommon areas of the townhouses. This includes grills such as George Foreman grills.

HALL SPORTS

Behavior that may result in personal injury or damage to property is prohibited. Thisincludes, but is not limited to: hall sports, water fights, practical jokes or “roughhousing,”dropping items out of windows, improper behavior on balconies, skateboard and roller-skatingor roller-blading, basketball bouncing, baseball catching, chair roping, and other like activitiesand failure to observe fire safety rules and procedures. ($25 fine and damages)

HOSTING & VISITATION/OVERNIGHT GUESTS

One overnight guest per room will be permitted, at no charge, for one to three consecutivenights per semester if pre-arranged with the Housing Office. Residents may register their guestwith the Central Housing Office during office hours, the on (-) call resident assistant or at theService Desk.

Overnight guests, whether friends or relatives, must be at least 18 years-of-age, and the same sex as the hosting resident.

Each resident is responsible for the behavior of his/her guests and for informing visitors of hall policies. All guests need to be escorted by their host at all times while visiting in the building.

Overnight guests are allowed only with the consent of roommate(s) for three consecutive nightsonce per semester, (only) and are not allowed during the first two or last two weeks of a semester.

Two visitors per occupant may visit a student room at any given time.

The student resident host AT ALL TIMES must escort visitors WHILE IN THE LIVING AREA.

Access of residents and visitors will be monitored at all times.

Children must be monitored AT ALL TIMES by an ADULT when visiting the Residential areas.

Residents will have the responsibility to scrutinize access and control their own and their friends’ behavior.

All visitors must register at the Central Housing Office during normal working hours or the Service Desk during their open hours. A roommate’s signed consent will be required forovernight guests. During a visitor’s stay access is available to all services, except dining privileges which must be paid on an “as-you-go” basis.

GUESTS ENTERING THE RESIDENCE HALLS AFTER 12:00PM CONSTITUTE A VISITATION VIOLATION.

Visitation in the residence halls is a privilege that can be taken from both the visitor and theresident host or hostess. All students must acknowledge the importance of maintaining a secureenvironment by controlling who enters and occupies the residential living areas and, therefore,cooperate in keeping those environments secure from possible harm.

ILLNESS OR PERSONAL EMERGENCY

Residents should report their illnesses to the Resident Assistant, Administrator on Call or theHousing Director--especially in cases where the illness may prevent the student's return to thehall or necessitate the student's departure from the hall. Should the student need to leavebecause of illness, death in the family, or other personal emergency, the Campus Dean’s Officemust be notified. Instructors will then, in turn, be notified of the student's impending absencefrom the campus. Should the resident student be unable to attend meals in the dining hall dueto illness, authorization may be given for meals to be delivered to the student's room.

In emergency cases, the resident must contact the Security Office (520-417-4022) forassistance. Resident Assistants are not authorized to transport students to the hospital. Onlyauthorized personnel can request ambulance assistance to the Cochise College campus.

IMPLIED CONSENT

All students in a room/area will be held responsible for their behavior/objects in that roomor area. Residents who are not observed participating in misbehavior or in possession ofinappropriate items/objects, but are in the presence of a policy violation, can be heldresponsible. If a resident is not present, he/she will be held responsible unless it can be clearlydemonstrated that he/she had no knowledge of the violation.

INITIATION/HAZING/HARRASSMENT

An individual shall not engage in any activity involving hazing, intimidation, harassment,assault or other activity related to group affiliation that is likely to cause or does bodily danger,physical harm, mental harm, or personal degradation or humiliation. All initiations, includingthose related to any College club, athletic team, or other groups are subject to the aboveprohibitions whether or not the conduct occurs on College property. Reports of initiation, hazingor harassment will be fully investigated and offenders may be prosecuted.

MISTREATMENT OF STAFF

Intentional and deliberate antagonistic behavior toward staff members, attempts to degradeor attack staff, or assault on a staff member will not be tolerated and appropriate disciplinaryaction will be taken.

NON-DISCRIMINATION

Discrimination based on race, color, religion, national origin, gender, physical ability, sexualorientation, age or war veteran status is prohibited.

PETS

Pets, such as birds, hamsters, ferrets, rabbits, snakes, cats, dogs, etc., are prohibited in theresidence halls. The only allowable pets are fish and turtles in a small aquarium.

PORNOGRAPHY

Magazines, computers, and posters that contain pornography are inappropriate material for theresidence halls. These items will be confiscated, and will be subject to disciplinary action and a fine.

PROPPING DOORS OPEN

For the safety and security of the students living in the residence halls we ask that no lobbydoors or exterior doors be propped open. Anyone seen propping such a door will be subject todisciplinary action and a fine ($25).

QUIET HOURS AND EXCESSIVE NOISE

Noise, which is disruptive to others, is prohibited. "Courtesy hours" are always in effect andresidents are to respect requests of others for quiet. Night-time hours are "quiet hours,” whenresidents are to be especially aware of the volume and impact of their noise. At no time shouldamplified sound or yelling be directed out of or at residents’ windows, and residents also need tomaintain reasonable quiet in courtyard areas at all times. No disc jockeying is allowed.

To accommodate those students who wish to study in a quiet atmosphere and/or who haveearly classes and wish to go to bed early, the residence halls maintain a quiet hour’s schedule.Quiet hours will be from 10:00 p.m. to 8:00 a.m. Sundays through Wednesdays and frommidnight. to 9:00 am Thursdays through Saturdays.

Every resident is expected to observe those quiet hours and, therefore, respect the rights ofothers to enjoy peace and tranquility. During finals week, Quiet Hours are in effect 24 hours aday. Of course, those who choose to violate the quiet hour schedule will be referred fordisciplinary action, which may involve a monetary fine and/or eviction from the residence hall.($20 fine)

Note: If Residential Staff can hear your music, television etc. outside your door it is too loud.

Sexual Misconduct/Harassment/Assault

An individual shall not engage in conduct that constitutes sexual misconduct, whetherforcible or non-forcible, including but not limited to, sexual assault, public sexual indecency,indecent exposure. Sexual misconduct encompasses a range of behaviors including but notlimited to inappropriate touching of a person’s breast/chest, buttock, inner thighs, groin, orgenitalia, either directly or indirectly, indecent exposure, public sexual indecency and sexualassault. An individual shall not engage in sexual harassment which consists of any unwelcomesexual advance, request for sexual favors or other written, verbal, or physical conduct of a sexualnature when: (1) submission to or rejection of the conduct is made either an explicit or implicitcondition for access or decisions relating to any college-related opportunities; (2) the expressionor conduct substantially interferes with an individual’s work or academic performance or createsan unreasonably intimidating, hostile or offensive work, learning or other college-relatedenvironment; or (3) the expression of sexual or social interest in an individual continues afterbeing informed that the interest is unwelcome.

SMOKING

(Smoking is not allowed in Residence Halls, in lounges, laundry room areas, or other commonareas. Designated smoking areas are available outside all residence halls. See Housing Staff forthese locations.

WATER FIGHTS

Residents participating in water fights within the residence halls will be placed on probationand will be fined ($25 and damages).

WEAPONS

Cochise College Policy 5007: Firearms (including BB guns), ammunition, bows and arrows,hunting knives, paintball guns and any other implements or items that could be considereddangerous are prohibited on entire campus either in student rooms or student vehicles. ($100fine and hall removal).

DAMAGES OR LOSS

The student resident's signature on the check-in form establishes the student's acceptanceof the condition of the room and contents at the time of occupancy and(,) therefore, becomesthe standard for the condition of the room and contents at the termination of occupancy.

The student will be held liable for damage or other loss incurred to the building, room,furniture, and equipment that is not the result of ordinary wear and tear. Damages that occur topublic areas (e.g., rest rooms, lounges, recreation rooms, etc.) which are not attributable orchargeable to a specific individual or group will be shared equally by the residents of the livingareas where those damages occur.

FEES: Room/Damage Deposit

A room/damage deposit of $150 is required and payable in advance of occupancy. Thisroom/damage is not included in the room and board charge. The deposit assures a roomreservation if space is available; and it becomes a damage or loss deposit in the event thestudent damages college property.

This room/damage deposit also serves as payment for the use of the laundry facility of$30/per semester ($60 per year) that will be deducted from the room/damage deposit at the endof the year or pro-rated per semester at the time of an official checkout.

FLAMMABLE MATERIALS

The storage and/or use of kerosene, gasoline, naphtha, benzene, or other similar explosives orflammable materials, including certain types of flammable furniture, are prohibited on campus.Cooking is not permitted in residence hall rooms (coil heater, hot pot, etc). The use of portablegas or charcoal grills is prohibited in the residence halls. A picnic area is provided for those whowish to cook out. Candles and incense are prohibited in residence hall rooms. In the event ofpower outage, flashlights are encouraged.

FURNITURE REMOVAL

The movement, removal, and/or alteration of furniture, fixtures, and/or other Collegeproperty without written permission from the College is expressly forbidden. ($25 fine / $10 perday charge)

KEYS

Building entrance keys and room keys are issued at check in. Residents are responsible forthe security of their rooms and are encouraged to keep doors locked at all times when notpresent and when sleeping. Propping of building doors, allowing non-residents to follow oneinto the building, duplicating, loaning, or other misuse of College/Residence keys is strictlyprohibited. The replacement cost for keys are: $5 mail key, $20 front door key and $50 forreplacing a room key and changing the lock(charges subject to change). The resident will becharged regardless of whether the key is found later. You are not to give out your keys to anyone.

LAUNDRY FACILITIES

Washers and dryers are available for residence students’ use and their guests during theovernight guests visiting period (three consecutive days per semester). Daily visitors do not haveaccess to laundry facilities.

LOBBIES/COMMON AREAS

The lobby areas of the residence halls are furnished for the student comfort and relaxation.The areas and furnishings should be treated with respect and consideration; they are the livingrooms of the halls. Lobbies/common areas are public areas, so behavior should reflect matureand respectful attitudes on the part of students, guests, and visitors. Lobbies/common areasfollow the same guest hour policy as the residence halls.

LOCKOUTS

Should residents lock themselves out of their rooms or apartment, they may contact theirResident Assistant on the On-Call cell phone # 520-234-2950 and access will be provided (afterasking for an ID). You may also contact Anna Molina during the regular Housing Office hours,Monday through Friday, 8:00 a.m. to 4:30 p.m. However, if the lockout is the result of a lost key,staff will not continue to open the door for the resident; they will order a new lock and keys andthe resident will be billed accordingly.

LOCKS

Residents are not permitted to change or modify locks or to install additional locks. Locksreplaced due to student negligence will be charged to the student resident at the $35 rate.

LOST AND FOUND

The Security Office (extension 4022) is the location for “lost and found” on the Douglascampus. Cochise College will not assume responsibility for items left for more than 30 days.

MAINTENANCE

Requests for repairs or replacements can be made by any residential student.

Any problems requiring the assistance of maintenance in your room, floor or Townhouseshould be placed by email at [email protected]. Emergency needs only should be reporteddirectly to a Resident Assistant, Administrator on Call and/or phoned immediately to CentralHousing Office, ext. 4062 or after hour’s campus security, ext. 4022.

Requests should be made promptly to allow the maintenance staff to take immediate action to correct the problem.

DO NOT LIVE WITH THAT LEAKY FAUCET OR THAT STICKY LOCK! REPORT IT!

If the work has not been completed in a reasonable period of time, please come in and speakto the Central Housing Office. However, DO NOT attempt to perform repairs or maintenance oncollege equipment. You may incur financial liabilities needlessly. Qualified College personnelONLY are authorized to perform maintenance.

PERSONAL FURNITURE

The residence hall rooms are fully and adequately furnished to meet the student occupant'sneeds. In keeping with safety codes, personal furniture such as large refrigerators (over five cubicfeet capacity), freezers, dishwashers, waterbeds, and other large items (of furniture) areprohibited. A student with a specific requirement for health reasons needs to consult with theDirector of Residential/Student Life to seek an exception to this rule.

ROOM CONDITION REPORTS (RCR's)

When you move in, you will be given a room condition report which lists the furniture that should be present in your room. This is your opportunity to note any missing or damagedfurniture or any damages to the room itself. If a report is not filled out and returned to theDirector of Residential/Student Life, the College assumes that everything is in order and willexpect to find it that way when you move out.

You will be responsible for any damages that occur throughout the time of your residing inthe room. Damages will be taken out of the deposit, and should they exceed the deposit, theymust be paid or a resident’s transcripts may be encumbered.

Your RA can answer any questions about filling out the report and you must have the RAsign the RCR before you turn it in. You and your roommate must each fill out a report since room and roommate changes may occur throughout the year.

ROOM INSPECTION

Rooms may be inspected for health, safety and security reasons on a periodic basis and prior to each vacation period, by housing staff members, with or without notice or the presence ofresidents. The inspections are conducted for the primary purposes of pest control and determiningthe condition of the College’s property (maintenance inspections), but with a secondary purpose of determining that student residents are following health and safety procedures.

During routine inspections the standards for the maintenance in the residence halls andtownhouses will be evaluated, including the furniture, and the resident(s) may be required toremove, correct or make other necessary changes to meet college safety and buildingmaintenance guidelines.

Occupants of the rooms in the residence halls or townhouses that are not found to be inacceptable condition will be charged a fee to cover cleaning costs. In addition, the collegereserves the right to terminate immediately the residence hall license agreement of anyresidents(s) in whose room or apartment excessive damage or loss occurs.

Things we check when conducting health/safety inspections include, but are not limited to:

• Smoke detector is intact and functioning properly

• Visible damages such as holes in the wall, broken locks, etc.

• Floor is clean and free of food, sticky substances, or any other items that may attract bugs or rodents

• Sink and bathroom areas for plumbing leaks, mold issues or anything else that may contribute to sanitation concerns

• Refrigerator for mold or other sanitation issues that may attract bugs or rodents

• Excessive debris that may contribute to safety/fire hazards

If an unusual situation arises or if there is suspicion of illegal use of the room (i.e. to storestolen goods, liquor or drugs) the situation will be reported to campus security, and/or anyfederal, state, or local statutes and student will be subject to disciplinary action. Prohibited itemswill be confiscated.

Residents who do not pass the inspection will be given 48 hours to make the necessarychanges. If the second inspection results in a failure, each resident will be assessed a $25.00charge and any labor charges to correct the deficiencies. Subsequent failures may result inadditional charges and a referral to the Dean of Student Services and/or cancellation of aresident’s housing contract.

ROOMMATES / ROOM CHANGES

The Housing Office prefers to make roommate assignments in accordance with the students'wishes; that is, both students must choose each other for such an assignment to be made. Thatchoice is made on the housing application before occupancy. If no roommate preference isindicated on the housing application the Housing Office assigns rooms according to similarinterest indicated on the housing application.

Part of the living learning advantage of on(-)campus living is having roommates. Learning tolive with people of different cultures and background is part of the experience. We discourageswitching rooms and roommates due to differences in lifestyles or personalities. However, thereare occasions when a room or roommate change may be necessary.

When a room or roommate change is necessary the Director of Residential/Student Life orDesignee will authorize the change. Changes can only take place two weeks after hall opening.

SATELLITE DISHES

Satellite dishes for personal use are not allowed in the residence halls.

SCREENS

Window screens may NOT be removed except in emergency situations. A charge will beassessed for screen replacement. ($30)

SECURITY & PARKING

Security is every resident's concern. Locks can provide the potential for security, but, inreality, each resident student must ultimately provide the security by being diligent andresponsible in keeping doors and windows locked. That means always carrying the room key.

SECURITY CAMERA EQUIPMENT

Anyone caught tampering with the security camera equipment will automatically becharged a $100 fine.

MISSING STUDENT NOTIFICATION POLICY

If a member of the college community has reason to believe that a student who resides inon-campus housing is missing, he or she should immediately notify the Security Office at520-417-4022. When residential or professional staff is informed of a missing student, he or shewill notify the Security Office. The Security Office will generate a missing student report, contactthe Dean of Student Services who will notify the Cochise County Sheriff’s department, andinitiate an investigation. After investigating a missing person report, should the Security Officedetermine that the student has been missing for 24 hours; the Security Office will notify theDean of Student Services who will notify the student’s emergency contact person no later than24 hours after the student has been determined to be missing. If the missing student is underthe age of 18 and is not an emancipated individual, Cochise College Dean of Student Serviceswill notify the student’s parent or legal guardian immediately after Cochise College Security hasdetermined that the student has been missing for 24 hours.

SOLICITATIONSolicitation of funds, clothing, books, votes, signatures, memberships and subscriptions, sales

of tags, tokens, or literature is not permitted in the residence halls by outside agencies,commercial enterprises or by students who represent such enterprises.

SKATEBOARDS, ROLLLERBLADES, SCOOTERS AND BICYLCES

These are prohibited on campus sidewalks.

THEFT

Student residents must assist in all forms of security by remaining continually vigilant. Forexample, residents should immediately report to Campus Security any suspicious activity,wherever it may occur. The student needs to file a report with the Security Office and contactthe Director of Residential/Student life as soon as an incident occurs.

Any student found in possession of stolen property will be disciplined and face criminal charges.

TRAFFIC AND PARKING REGULATIONS

The purposes for traffic and parking regulations are to ensure the safety of all persons whouse the campus and to provide for the optimal use of parking facilities.

PARKING REGULATIONS

Campus residents may park their vehicle on campus in a properly marked parking space.There are no charges for parking.

RESIDENCE HALLS PARKING

Each of the residence halls on campus has its own parking area. Parking regulations prevail24 hours per day, seven days per week. On-campus residents are expected to park their vehiclesin the lots next to the residence halls.

TRAFFIC REGULATIONS

The speed limit on campus is 15 mph. Due to the prevalence of foot traffic on campus,drivers are cautioned to maintain an especially watchful eye for pedestrians. Speeding,imprudent or reckless driving will result in the loss of driving and parking privileges on campus.

PROHIBITED PARKING

It is unlawful to park or stop a motor vehicle in any of the following places except incompliance with a traffic control device or order of an officer:

1. on a sidewalk;

2. in front of a driveway;

3. within 15 feet of a fire hydrant;

4. on a crosswalk;

5. within an intersection;

6. any place where official signs prohibit or restrict parking, stopping, or unloading;

7. on any grassed or dirt surface;

8. on any roadway;

9. in those areas bordered or outlined by curbs, unless outlined as an authorized parking area;

10. outside a marked stall or outlined parking area;

11. on the driver's left-hand side of the street facing the wrong lane of traffic;

12. over 18 inches from any curb;

13. in front of any area allowing disabled access;

14. within 20 feet of a crosswalk or intersection;

15. within 30 feet of the approach to any stop sign, yield sign, or trafficcontrol signal located at the side of the roadway;

16. in or near a residence or building.

DISABLED OR SPECIAL PERMIT PARKING

Disabled parking is available to those individuals who have acquired a disabled license platepursuant to Section 28-881, Arizona Revised Statutes.Under certain circumstances (for example,where a temporary physical impairment may be involved), students may acquire a special permitfor parking from the Security Office. Further information regarding the Cochise College trafficand parking regulations may be acquired through the Douglas Campus Dean’s Office.

VANDALISM

The willful and wanton destruction of property belonging to Cochise College, staff, faculty, orresidents of the College is forbidden. ($50 fine and damages).

VEHICLES

Vehicle repair or servicing is not permitted on campus. Vehicle parking/storage is a privilegeextended only to currently registered students, faculty, and staff. Unauthorized vehicles will betowed away at the owner's expense.

Vehicle Search

Alcohol, tobacco products, illegal drugs or drug paraphernalia are not permitted on campus or in student vehicles. Student vehicles are subject to search by Campus Security officers investigating alcohol, drug, fireworks, weapon, or pornographic materials violations.Permission must be granted by student, if not, Arizona legal authorities will be contacted.

VIOLATORS OF THESE RULES AND REGULATIONS

BY RESIDENTS AND THEIR GUESTS MAY

BE SUBJECT TO REMOVAL FROM THE

RESIDENCE HALLS AND THE COLLEGE.

The student has the following rights:

a. the right to personal privacy in the room;

b. the right to read and study without undue interference, unreasonablenoise, and other distractions;

c. the right to sleep without undue disturbances;

d. the right to live in a clean environment;

e. the right to have full access to his/her room and facilities;

f. the right to host guests under the provisions of the Residence HallsContract with the understanding that the guest will honor otherresidents' rights;

g. the right to redress his/her grievances;

h. the right to be free of physical and emotional harm;

i. the right to enjoy safe and secure living areas that are kept safe andsecure by student residents and College staff;

j. the right not to participate in the visitation program;

k. the right to participate, actively, in hall government.

RESIDENTIAL LIVING

Welcome to your home away from home! We think you made a great decision to live on campus.

In doing so you are now a member of the Cochise College Residence Hall community. We are so

excited you are here. Campus living has many exciting facets, the most significant of which may be

your personal growth and experiences. The people you meet here and the relationships you build

while in the residence halls will become an important part of your life so GET INVOLVED!

We encourage you to utilize your time in the residence halls to actively participate in

activities, take advantage of out-of-classroom learning experiences and develop new friendships.

As such, living in the residence halls allows you many freedoms and personal choices.

Responsibilities also accompany these freedoms. As a member of our community, we expect that

you are considerate and respectful of all residents. And that you do your part to promote a safe

and secure living environment. It is important to remember that living on campus is a privilege.

This handbook will serve as your guide to the services, facilities, policies, and procedures for

the halls. It is important that you read it and become familiar with its contents. Keep it in your

room for future reference.

These guidelines have been established to insure the rights, responsibilities, and privileges of

each member of the residence hall community. Those mutual considerations that must be made

when living in a residence hall will help to promote a healthy and comfortable environment for

everyone. In addition to abiding by applicable federal, state, and local law, residents are expected

to understand, support and live by community standards, rules and regulations established for

campus living. Guidelines and information about the conduct process at Cochise College will be

available at the beginning of the year.

If you have any questions, the entire staff is always available and willing to assist you.
