Will oral health care be included in a final plan, shouldit be included in such a plan, and will its inclusion depend on theway such a final plan looks? In this session we will take a look atthe big picture related to universal care from Earl Fox, a formerHRSA Administrator, familiar with the type of high-level negotiationsthat are necessary for such a plan to become a reality. We willalso hear how oral health care was highlighted under hisadministration and learn about his thoughts on the potential fororal health to be included in any future universal health care plan.We will then hear from the, Senior Vice-President of Governmentand Public Affairs and Washington Office Director for the ADA.He will discuss the association’s thinking on whether oral healthcare should be included in such a plan and the benefits or drawbacksof inclusion. Multipleproviders are involved, including physicians, nurses, and dentalhygienists to assure regular preventive oral health care is providedto children by the age of one. Given the limited preparation of dentalpublic health professionals in areas of law and public policy, thereis need for an improved understanding of law, including thedynamics of adopting, implementing, and defending public healthregulations. It is localized tourban centers, lacks adequate manpower, and is expensive. In the1980’s, WHO reported that LAC had the highest DMFTworldwide. The success of water fluoridation in the United Statesand other parts of the industrialized world was difficult to replicatein Central and South America and the Caribbean where manycommunities are poor, geographically isolated and did not haveaccess to a clean water supply. Two community trials done byPAHO and the NIH using fluoridated salt in Colombiademonstrated a 50% reduction in dental decay compared to nointervention.
