    MOTORCYCLES AND STOPLIGHTS 101In the past it has been reported that the Motorcycle Saety Advisory Council has been pursuing the problem with

    trafc light sensors not recognizing motorcycles waiting or the green light. It can be rustrating. In pursuing this

    issue the Council has met with engineers rom the Ada County Highway District (ACHD) and is continuing to

    address this problem. Somewhat heartening is that ACHD, who happen to control the majority o the intersections

    in Ada County, has been paying attention.

    ACHD recently started a publicity campaign Getting the Green to help. There are 270 intersections that are

    supposed to detect waiting vehicles. Most o the time they detect motorcycles as they should. However, i you

    have an unusually long wait ACHD advises that your bike may be in the wrong place to be detected. They

    recommend that you position your bike tires along the yellow sensor marks or other designated area installed in

    the pavement. It should then detect your presence. I you fnd an intersection with sensors that still wont work

    call ACHD Trafc Department at 387-6190 and ask that they better mark that intersection.

    In any event, be patient. Sometimes it is the timing o the green light you are waiting or and not any ailure to

    detect.

    There are times when a motorcycle will not trigger the trafc signal. In this case, you may proceed with caution

    through an intersection. However, only do so i you have been stopped at an intersection through an entire cycleo the trafc signal. Also, you must yield to oncoming trafc. Be sae! Reer to your motorcycle manual provided

    by the DMV or more inormation on this exception.

    NATIONAL HELMET LAW?

    It has been circulated that our new head lady at National Highway Traffic Safety Administration(NHTSA), Mary Peters, is making a run at (again) getting a federal universal mandatory helmet.On February 13, 2008, she wrote letters to Dick Cheney, President of the U.S. Senate, and to NancyPelosi, Speaker of the House, asking that they amend section 2010 of the Federal Highway FundingAct to use some of those funds to promote motorcycle helmet use.

    Now that creates problems. The first is that the 2010 money is to be used for motorist awareness ofmotorcycles (remember the short video on television of the guy pulling out in front of the bike) andfor rider education. So she wants to dilute those funds for her pet project.

    Secondly, Congress has said that mandatory helmet laws are for the states to decide. Do you recalSenator Lautenberg trying to amend that highway funding bill to add mandatory helmets? Hisattempt was soundly defeated. The states were tired of the federal highway funds blackmail thathadnt held up in the past and Congress got the message.

    Thirdly, Congress has previously prohibited NHTSA from using its funds to lobby states (bikers wereinstrumental in getting that done). So Mary Peters goes back to Congress.

    At Senate hearings the end of February, Mary Peters was told in no uncertain terms to quit trying toskirt the intent of Congress and to quit moving money around to fund her pet projects.

    Some of the continuing problem over the mandatory helmet issue is that the National Traffic SafetyBoard came out with a helmet recommendation just prior (September, 2007). And they have noexperience or expertise in motorcycle traffic issues.

    On February 15, 2008 (2 days after Peters letters), Idahos own head of highway safety, MaryHunter, made a pitch to introduce mandatory helmets in Idaho. Her audience at that introduction

    was not very receptive. Is she following Mary Peters lead or is this her own? After that presentationof Ms. Hunter, the consensus of opinion was that what she had was a better tool to sell mandatoryrider training and a right of way violation bill than to sell mandatory helmets.

    Pet projects? ICMS can do that too!

    MOTORCYCLING LOSES ONE OF ITS CHAMPIONS

    Ron Shepard, State Coordinator for the Idaho STAR motorcycle safetyprogram, died suddenly of heart failure at home on February 20, 2008.

    Ron, with his wife Beth, came to Boise in 1996 to help implement therider education program for Idaho. It became one of the premierrider education programs in the nation. It is difficult to list all of the

    things Ron did for motorcycling and motorcyclists in this short spaceHis life was motorcycling, locally and nationally. Ron believed in themotorcyclists rights movement. It was bikers, for the most part, whomade rider education happen. Ron was supported by the SMROsin his home state, ICMS, ABATE of North Idaho and ABATE of IdahoRon worked nationally with the Motorcycle Riders Foundation (MRF)in getting federal funding to the state motorcycle safety programsThe 2010 money has his fingerprints all over it. Ron participated inMRF seminars. Ron was chairman from 2002 to 2004 of the NationalAssociation of State Motorcycle Safety Administrators (SMSA) which he

    helped organize. He was with the Motorcycle Safety Foundation from 1974 until he came to Boise in1996, all the while training others and organizing training programs.

    Ron was one of those people without whom motorcycle safety would not be as good as it is todayThousands have been trained by Ron and multi-thousands more benefited indirectly from hiscommitment.

    The motorcycle procession at his funeral was a token of the respect riders held for Ron. Ron wasinterned in the Veterans Cemetery with military honors and the patriot guard (U.S. Air Force).

    One wonders what its like to ride the twisties in heaven where the sun always shines on the likes ofRon.

    NEW STAR CLASS UNDER CONSIDERATION

    The STAR rider education program is currently

    pursuing the idea o a class intermediate between the

    basic course and the experienced course. This would

    be targeting those who know the basics but need to

    reresh, learn or hone the riding skills that can keep

    the rider sae.

    This class would be ideal or people who have ridden

    bikes beore but maybe took time o to go to school,

    raise a amily or pursue a career. Now theyd like to

    get back into riding. Practice alone may not be the

    saest course o action. I a person practices unsae

    riding techniques those just become ingrained. Why

    not practice skills that could save you rom going

    down or risking a crash?

    Hopeully, this intermediate curriculum will happen

    soon. We will keep you posted.

    TOP MOTOR COP RETIRES

    Many of you know Sgt. Rich Fuhriman, Boise CityMotor Cop. He has been a friend of motorcycle ridersfor a long time, close to 30 years. He has been thesupervisor of the Boise City motorcycle unit. Sgt.Fuhriman has retired. Bikers will miss his support.

    He has supported ICMS on the annual MotorcycleAwareness Rally each year, a supporter of ridereducation (STAR) and an advocate for motorcyclesafety.

    Hopefully, he wont venture too far from motorcycling.He has been a good friend. Good Luck Rich!

    DAVE MONDT

    1961-2008I.C.M.S recently lost one our great supporters and contributors, Dave Mondt. Dave

    served on the I.C.M.S. Board rom 1991-1994. Dave had a lielong love and passion

    or motorcycles-always Harleys. Dave participated in many rodeo events, winning

    many awards, and humbly participated on the back o his girlriend, Midges bike, as

    well.

    Dave was always seen riding one o his two blue bikes, sometimes in winter. I you

    came across to him stopped on the side o the road he was more than likely doingthe Axl Shufe, a slight dance that goes rom side to side swaying your shoulders

    like Axl Rose while the song Sweet Child o Mine would be so loud that your ears

    would bleed. That was Dave!

    Dave will be loved and missed dearly by all who had the opportunity to experience

    his presence (which sometimes was more famboyant than most o us would care

    to deal with)! Dave always had a heart o gold, contributing and giving to those in

    need, those less ortunate, and causes he believed in. We will miss you Dave! A ride

    in memory o Dave to be announced.

    A Biker Story (A slanted News Report)A biker is riding by the zoo, when he sees a little girl leaning into the lions cage. Suddenly, the lion grabs her

    by the cu o her jacket and tries to pull her inside to slaughter her, under the eyes o her screaming parents. The

    biker jumps o his bike, runs to the cage and hits the lion square on the nose with a powerul punch. Whimpering

    rom the pain the lion jumps back letting go o the girl, and the biker brings her to her terrifed parents, who thankhim endlessly.

    A reporter has seen the whole scene, and addressing the biker, says, Sir, this was the most gallant and brave thing

    I saw a man do in my whole lie.

    Why, it was nothing, really, the lion was behind bars. I just saw this little kid in danger, and acted as I elt

    right.

    Well, Ill make sure this wont go unnoticed. Im a journalist, you know, and tomorrows papers will have this on

    the frst page. What motorcycle do you ride? A Harley Davidson. The journalist leaves. The ollowing morning

    the biker buys the paper to see i it indeed brings news o his actions, and reads, on frst page:

    *BIKER GANG MEMBER ASSAULTS AFRICAN IMMIGRANT * AND STEALS HIS LUNCH.***

    This years awareness rally will be held on Saturday May 3rd. As in the past we will gather

    starting at 10:00 AM at Sandy Point Park, below Lucky Peak Dam. The ride will leave at 1:00 PM

    and end at MK plaza.

    Please gather at MK for a few speeches and thank-yous.

    If your club or riding group has a ag, I.C.M.S. invites you to display it at the front

    of the pack as a show of unity.

    Please gather after the rally at Municipal park where the Christian Motorcycle Association will

    hold a BBQ. Have a cheap burger and a soda and visit with your friends, old and new.6

    Swan Falls Scenic Overlook near end o

    Swan Falls Rd. The alls are actually on

    the other side o the dam. Its about a mile

    downhill rom here to Swan Falls.

    To the right is the winding road going

    downhill to Swan Falls.

    Built in 1901 to provide electricity to nearby

    mines, Swan Falls is a historical point o interest

    because its the oldest hydroelectric generating

    site on the Snake River. A new power plant

    was built in the mid-1990s. The old plant was

    decommissioned and converted into a historical

    display.
