Welcome to NALHFA’s 2007 Fall Educational Conference—Strengthening the Wind in Your Sails.

Miami-Dade County is home to people from more than 156 countries, who communicate in 64 different languages. In the last few years, the county hasbeen transformed into an exciting area of growth and development.

Much of this advancement is due to the leadership of the Housing FinanceAuthority of Miami-Dade County from successful homebuyer education programs to building green. I look forward to learning about their successes through speakers, panelists, tours and receptions.

I would like to thank our conference hosts for their help in preparing for the 2007 Fall EducationalConference. I especially want to thank Patricia Braynon and Jose Pons for their hard work and dedication to making this conference a success.

NALHFA is thrilled to celebrate its 25th anniversary in Miami-Dade County. It is important that housing financeagencies creating green affordablehousing find the right partners toensure success. HFAs face an addi-tional obstacle in adding energyefficient features while keeping costsat a minimum. Experienced partnerswho understand both the designand building materials and the

affordable housing component are essential.

The architect and the builder of the first affordableyet comprehensively constructed sustainable “green”home in Miami-Dade County and the City of Miamihave joined forces to share their stories from conceptto construction.

Ariovistus Lundy, owner of Palmetto Homes, aproven affordable housing builder, specializes inhigh-end affordable homes in the City of Miami’sLiberty City neighborhoods. Steve Luria, owner ofRoomscapes Inc., the architect, was courageousenough to put his academically acquired greenknowledge on paper to be cast into mortar. Together,they have successfully incorporated more than 89points of green in a breathtaking affordably built sustainable house.

This innovative project has been qualified to partici-pate in the LEED for homes pilot program, and sub-stantially exceeds Florida Green Building Coalitionstandards.

This session discusses the different types of bondsissued for multifamily rental housing and the rulesand regulations governing their use. Agency boardmembers and staff learn about “good money” vs.“bad money,” the qualification of rental housing,income rules for tenants and combining the use oftax-exempt housing bonds with federal low-incomehousing tax credits.

The session provides a concise overview of how tofinance affordable rental housing, including the step-by-step process from application to bond closing, thevarious roles of all parties in the transaction and theflow of funds.

Green affordable housingdirectly benefits individuals andfamilies by reducing energy bills andcreating healthier living environments. Thissession re-examines the definition and requirements forLeadership in Energy and Environmental Design (LEED)Certification. Find out about financial rebates andincentives from utility power companies. Turbulent markets make for exciting times. This certainly has been the case for the past few monthsin the single-family marketplace. The liquidity crisishas created a different landscape for issuers andother program partners. We must now re-evaluatehow to serve a diverse group of potential borrowers,particularly those in need of non-traditional financ-ing. In addition, the recent boom in single-familybond issuance also has left many issuers dealing withthe challenge of limited volume cap.

The session addresses these changing conditions andhow they are being addressed through expanded mort-gage products, such as 40-year, interest-only periodsand second mortgages, as well as through the use oftaxable bonds. Presenters highlight the unique natureof second mortgage servicing as well as the increasingimportance of maintaining lender relationships.
