SUMMARY

The new timber administration rules have been issued and have been implemented on 1st January 2007. These changes will affect timber procurement for reconstruction and rehabilitation in NAD and Nias Island. Most of the timber products used for reconstruction and rehabilitation are processed wood products. The documentation required would be based on the type of products procured. If an NGO or contractor wants to buy and transport semi-finished products such as sawn timber, veneer, chip, plywood, and laminated veneer lumber (LVL) from mills or vendors, it requires a FA-KO. The FA-KO is issued by the mills or vendors and its number is registered by the Forestry Office. If an NGO or contractor wants to buy and transport finished products such as moldings, dowels, doors, windows, furniture and other end products (such as finger joint for flooring or wall)) from mills or vendors, it requires an invoice from the mills or vendors. The invoice does not need any registration with the Forestry Office. If an NGO or contractor wants to buy round wood or logs from mills or vendors, it requires a SKSKB (for logs taken from State Natural Forest), FA-KB (for logs taken from State Plantation Forest), or SKAU (for logs and processed wood products taken from Private Forest). For further information on this, it is suggested that you read thoroughly all the timber information in this guideline. What is timber administration?

Timber administration is called Penatausahaan Hasil Hutan (PUHH). The new timber administration policies (Minister of Forestry Regulation No. P.55/Menhut-II/2006 jo, Minister of Forestry Regulation No. P.63/Menhut-II/2006 for State Forest, and Ministry of Forestry Regulation No. P.51/Menhut-II/2006 jo Minister of Forestry Regulation No. P.62/Menhut-II/2006 for Private Forest) have been issued and their implementation was started on 1st January 2007. The previous policy (Decree of Minister of Forestry No. 126/Kpts-II/2003 jo P.18/Menhut-II/2005) was valid until the end of 2006. The Timber Administration System is now implemented throughout Indonesia. This means that all provinces (including NAD and North Sumatra province) and districts/cities have to follow the current PUHH assessment system.

Penatausahaan Hasil Hutan is defined as administrative activities for the utilization of forest products; that includes production planning, harvesting, recording, assessing, transporting, processing, and reporting.

STATE FOREST

There are four main types of forest products harvested from State Forests that apply for the current timber administration system, which are round wood (log), medium round wood, wood processing products, and non-timber forest products. A log is defined as a part of a tree that is cut into round wood with the diameter 30cm or above. A medium log is defined as a part of a tree that is cut into round wood with the diameter below 30cm. Some timber that is categorized as medium logs are as follows: poles, firewood, railway sleeper (tie), tree branch, and round wood/log with a length below 1.3 m. Forest products that are categorized as wood processing products are as follows: sawn timber, veneer, chip, plywood, and laminated veneer lumber (LVL). Non-timber forest products could be rattan, wax, resin, tree bark, etc.

PRIVATE FOREST

There are two main types of forest products harvested from Private Forests that are within the current timber administration system, which are round wood (log) and wood processing products. The medium log here is classified as round wood (log). Currently there are only three species of trees that apply for timber administration for Private Forests, which are (1) Sengon (Paraserianthes falcataria), (2) rubber wood (Hevea braziliensis), and (3)Coconut wood (Cocos nucifera). Other species may be proposed by Provincial Forestry Service to the Minister of Forestry for approval.

What documents are required for these products?

STATE FOREST

Round wood (Log) would use the SKSKB that stands for Surat Keterangan Sah Kayu Bulat. This is used to indicate the legality of timber harvested from State Forests. The SKSKB has attached to it the DKB (Log Document/Dokumen Kayu Bulat). The SKSKB is used from the Timber Collection Point inside State Forest to

either the Timber Collection Point outside the State Forest, the Timber Collection Point at the Harbor outside the State Forest, or the Timber Collection Point at the Industry outside the State Forest. The SKSKB would be issued if the PSDH and DR (forest levies) have been paid by the owner of the forest concession. The SKSKB is issued by a Forestry Government Official. Logs transported either from a Timber Collection Point outside a State Forest or Timber Collection Point at a Harbor outside a State Forest to the processing industry do not need a SKSKB, but a FA-KB (Faktur Angkutan Kayu Bulat) is required. The FA-KB is issued by the company that has a timber permit from the Government.

Medium Round Wood (Medium Log) does not use a SKSKB but a FA-KB (Faktur Angkutan Kayu Bulat Kecil) must be attached to indicate the legality of timber harvested from State Forests. The FA-KB is used from a Timber Collection Point inside State Forest to either a Timber Collection Point outside a State Forest, a Timber Collection Point at a Harbor outside a State Forest, or a Timber Collection Point at the processing industry outside a State Forest. The FA-KB is issued by the company that has a timber cutting permit from the Government.

Wood Processing Products (sawn timber, veneer, chip, plywood, and laminated veneer lumber (LVL)) do not require a SKSKB, but need a FA-KO (Faktur Angkutan Kayu Olahan) to indicate the legality of timber from State Forests. The Wood Processing Products being transported from and to industry have to attach a FA-KO (Faktur Angkutan Kayu Olahan). The FA-KO is issued by the industry that processes the timber.

Such products being transported from warehouses to other storage facilities (with the exception of wood industries) use an invoice (Nota Perusahaan) issued by the company selling the processed products. Transportation of manufactured wood products such as moldings, dowels, doors, windows, furniture and other end products (such as finger joint for flooring or wall) do not need to be accompanied by a FA-KO. A supplier invoice is adequate documentation.

The document is distributed by the Government and is issued by a Head of a Village. The SKAU is applied only for such products being transported from the Private

Forests to the processing industries. Wood processing products being transported from inside the private forests to the processing industries including panglong require a SKAU. However, the wood processing products being transported from the industry (located outside the private forests) to other wood industries or to panglong only require a FA-KO issued by the primary industry company. Transportation of manufactured wood products such as moldings, dowels, doors, windows, furniture and other end products (such as finger joint for flooring or wall) do not need to be accompanied by a FA-KO. A supplier invoice is adequate documentation.

How can I ensure such documents are legal?

SKSKB is issued by Forestry Government Officials. Tips: If you want to purchase round woods or medium logs from State Forests from the timber concession companies, you should ask the seller to show the SKSKB for the products. You need SKSKB to bring your products to the primary processing industries. The FA-KB is issued by the company that has a timber permit granted by the Government. The FA-KO is issued by the processing industry company that has been registered by the Government. Tips: if you want to purchase wood processing products (Sawn timber, veneer, chip, plywood, and laminated veneer lumber (LVL)) from primary timber industries, you should ask the seller to show the FA-KO for the products. You need a FA-KO to bring your products to your warehouse. However, if you want to purchase end products such as moldings, dowels, doors, windows, furniture, finger joint for flooring or wall, an invoice from the seller is adequate documentation for the transportation.

The SKAU is issued by a Head of a Village. The forms for this purpose are distributed by the Government Tips: if you want to purchase timber (round woods) or wood processing products directly from the owner of private forests or from the primary timber processing industry, you should ask the seller to show the SKAU or FA-KO for the products. You need a SKAU or FA-KO to bring your products to your warehouse. However, if you want to purchase wood processing products directly from secondary processing industry, an invoice from the seller is adequate documentation for the transportation.

How do I deliver the timber and what is the requirement for timber documentation?

Timber can be delivered by land or river. The SKSKB, FA-KB, FA-KO, and SKAU are legal timber documents for transportation. Such documentation is applied for as follows:

1. Only used one time. 2. Only one owner. 3. Only one type of product. 4. Only one mode of transportation. 5. Only one destination.

However, one mode of transportation can have more than one timber document. For example, one vessel can have several containers. Each container has to attach a FA-KO (for wood processing products). Another example is that the final destination of sawn timber delivered from West Kalimantan Province is Biruen in NAD Province. The delivery is not directly to the final destination by one mode of transportation. It requires both boat and truck. The sawn timber is delivered from a port in West Kalimantan to a port in Belawan, North Sumatra by boat. Then, the delivery from Belawan to Biruen uses trucks. Since the shipment is processed wood products, then the delivery by boat needs one set of FA-KO documents. However, the FA-KO has to be changed if the same timber is delivered by land transportation (from Belawan, North Sumatra Province to Bireun, NAD Province). The new FA-KO is issued by the representative selling the sawn timber. If the selling sawn timber company does not have a representative office in Belawan, the original FA-KO can be used by mentioning the Biruen as the final destination place and adding truck as additional mode of transportation on the document.

How to procure timber?

It is important that the buyer understands the definition of legal timber. Legal timber here means that the timber is harvested from legal concessions in accordance with national regulations. A legal concession is a legal timber company that holds a permit for forest utilization from the Ministry of Forestry. The buyer can purchase timber directly from merchants or timber industries. However, the buyer has to know that the timber is harvested from legal concessions. It must be remembered that timber procurement is not the same as other procurement of raw materials for housing construction. It is recommended that before the buyer decides to procure the timber, the buyer should provide a list of timber specifications as follows:

a. Type of Timber (sawn timber/plywood/doors/truss/etc.) b. Grade / class of timber durability and treatment required. c. Estimates of the total and monthly volume timber requirements by grade /

class, dimension and location. d. Terms of trade, that is, payment terms and method, transportation needs

(FOB / CIF).

As soon as the procurement contract is agreed and signed, the delivery of timber can take 2 - 3 weeks depending on the distance. It is recommended that organizations with large, long-term construction programs consider long-term supply agreements so that procurement and delivery processes can be streamlined.

What is timber durability?

Timber durability is a level of strength and hardness of timber towards environmental conditions. A classification system for sorting timber by its durability is shown in the table below (adopted from FAO Timber User Guideline, 2006).

How can I find legal timber suppliers?

A legal timber supplier means that its timber is harvested from legal concessions in accordance with national regulations. The timber companies have passed either mandatory assessment or voluntary assessment. Several companies have already obtained an International Standard for Sustainable Forest Management and/or Chain of Custody from international certificates organizations such as Forest Stewardship Certificates (FSC).

There are several hundred forest tree species in Indonesia, however less than 100 common species groupings are used by the timber industry for species identification purposes. There are significant regional differences in Indonesia in

The table below is a list of timbers that can be used for house and boat construction (adopted from FAO Timber Used Guideline, 2006). See table below.
