the region’s leading philanthropic organization. We are uniquely

positioned to match our local knowledge, network and credibility

EXTENDING OUR REACH

An oft-mentioned belief holds that only six people separate any one person fromanother. Given the billions of people inhabiting the planet, that would seem, at first glance, impossible. But…

It does make sense if you stop to think about the many ties binding us to people in our local community and beyond. As this past fiscal year has shown, it definitely is true for the Triangle Community Foundation family.

From supporting local programs to providing aid to Katrina evacuees in theTriangle and the Gulf Coast to offering assistance to worthy programs across thenation and the world, Foundation donors have reached out to family, friends andstrangers alike, significantly extending their reach each time.

We’re honored to have played a role in making those connections. We takeseriously our responsibility as stewards of the community’s treasure—your gener-ous donations and philanthropic spirit. We strive daily to honor the rich legacyleft to Triangle Community Foundation by founding President Shannon St. John.We also look toward the future and the promise it holds, thinking boldly about the years ahead.

This December, Board, staff, Foundation LeadershipCouncil members, nonprofit leaders and fundholdersembarked upon the first steps of an eight-monthprocess to develop a strategic plan, a roadmap for

the next five years. The resulting plan, which was approved in August 2006, prepares us to address the many new challenges we’ll face moving forward. It truly is a plan that will enable Triangle Community Foundation to be engaged,active and accountable.

In that vein, we’re proud to present this annual report, which highlights themany individuals and organizations that were an integral part of this past year’ssuccesses. This publication gives everyone associated with the Foundation anopportunity for well-deserved recognition.

It also serves to remind us what a privilege it is for both of us to be affiliatedwith Triangle Community Foundation and how important the Foundation’s work isto the region. In today’s increasingly complex environment, new demands are regularly placed on the Foundation. Each day, the Triangle’s more than 5,000nonprofit organizations undertake vital work, and each day, the need for substantial funding to support that work grows.

However, we’re confident the necessary resources will be found. For nearly25 years, the Foundation family has generously responded to the area’s changingneeds. Together, we’ve established points of connection reaching far beyond thescope of any one individual, enabling us to address head-on some difficult obstacles. Let’s build on that history and look toward building a future with promise for all.

With funds ranging in size from $10,000 to $10 million, Triangle Community Foundationoffers a number of flexible ways to put philanthropic dollars to work. To limit costs andadministrative burden, Ambassador Joseph and his wife, Mary, converted funds from a private family foundation to a donor-advised fund, the J.A. Joseph Family Fund ofTriangle Community Foundation. Pages 17 and 18 provide more details about options for creating a fund at TCF.

ties us to people not just in our immediate community but to those

several states away.

On August 29, 2005, Hurricane Katrina wreaked havoc on

the Gulf Coast with repercussions felt nationwide. Old hands at

mobilizing community resources in response to natural disasters

here in the Triangle, the region’s

philanthropic community quickly

established its own points of

connection, creating a chain

reaching from the Triangle to

the Gulf Coast and back again.

Triangle Community Foundation Board member Ambassador James A. Joseph has had a

distinguished career in government, business, education and philanthropy. It’s taken him

around the world to Washington, D.C., where he’s served four Presidents and led the

Council on Foundations; to South Africa, where he served as U.S. Ambassador and

currently is an Honorary Professor at the University of Cape Town; and to the Triangle,

where he heads the U.S.—Southern Africa Center for Leadership and Public Values at

Duke University. But it all began in Opelousas, Louisiana, where he was born.

As the scale of the devastation became evident, many local groups

stepped up their work. Of primary importance was finding safe, afford-

able housing for evacuees to the region. Equally significant, but often

forgotten, was the need for basic furnishings. Something as simple as a

bed to sleep on or a chair to sit in can make a world of difference to a

survivor of a natural disaster who is struggling to regain a sense of nor-

malcy. Armed with $25,000 in donations from anonymous Foundation

fundholders, Rebuilding Together of the Triangle launched the Emergency

Interiors program to distribute donated

furniture to disaster survivors.

Nonprofit agencies of all types across the Triangle were involved in Katrina relief efforts.Durham’s Carolina Theatre, via a grant underwritten by the Fletcher Performing Arts Fundof Triangle Community Foundation, sponsored a Christmas concert by New Orleans’ ownAaron Neville. That concert supported Habitat for Humanity’s “Operation Home Delivery,”a program designed to provide housing for low-income families in the region. And trucksfrom Triangle Residential Options for Substance Abusers (TROSA) transported donatedemergency goods and supplies to the Gulf Coast.

TROSA graduate William Wood was one of four recipients of this year’s GlaxoSmithKlineOpportunity Scholarships, which recognize Triangle-area residents who have overcome significant adversity in life, and who have demonstrated a desire to improve their livesthrough education. This scholarship is one of 54 that Triangle Community Foundation manages. This year, 96 individuals were awarded scholarships totaling nearly $350,000via funds housed at the Foundation.

Substance abuse wreaks a havoc of its own—destruction sometimes equal to that

of a natural disaster. Lives can be lost. Families destroyed. And links tying people

together too often severed. Triangle Residential Options for Substance Abusers

(TROSA) is committed to rebuilding lives—rebuilding connections.

Operating a highly structured and disciplined program, TROSA accepts

substance abusers with one condition: They must have a strong desire to change

their lives. The two-year residential program includes vocational training,

education, peer counseling, mentoring,

leadership training and aftercare.

Whether relying on services from organizations like TROSA, linking

donors to agencies or encouraging collaborations among local nonprofits,

making connections is top priority at Triangle Community Foundation.

Bringing both a professional and personal commitment to the job,

Foundation staff can be found volunteering for local agencies as well

as providing substantial technical assistance to the region’s nonprofits.

They also meet with agency personnel in monthly luncheons to

network and share best practices.

And every Friday, the Foundation makes grants, ranging in size

from $10 to $910,000, to nonprofit organizations. Many support

projects designed to build community with an emphasis on children,

families and education. This fiscal year, combined grantmaking

to these areas accounted for nearly

50 percent of all Foundation

grants—a prudent investment

in our collective future.

Together with many generous partners and hundreds of donors, Triangle CommunityFoundation turns the dream of attending summer camp into a reality for children across theregion. Over the past decade, the Foundation has raised more than $1.65 million to sendmore than 4,000 children—600 this year alone—to camp via its Send A Kid To Camp™ program. A FUND INSPIRED BY YOUOne of the most popular vehicles for charitablegiving at Triangle Community Foundation is anindividualized philanthropic fund, designedaround your personal charitable goals andyour operating style.

DONOR-ADVISED FUNDStay involved.Consolidate all of your charitable giving intoone vehicle. You establish the fund by executinga simple governing document, and you desig-nate yourself, your spouse, your children or others as advisors to the fund. Our staff canwork with you to identify charitable organiza-tions addressing issues of importance to you,and you recommend grants to those charitiesyou wish to support.

F IELD-OF- INTEREST FUND Address issues.You decide the purpose of the fund, such asmeeting the needs of children or promoting thearts, and the Foundation identifies projects thatare effectively accomplishing that goal. Ourexperienced staff will use their expertise toidentify, evaluate and award grants to the most qualified and deserving organizations or programs in your interest area.

UNRESTRICTED FUND Think broadly.Allow Triangle Community Foundation to identifyneeds and opportunities in the community andtarget your dollars where they will be mosteffective. Reach more than 5,000 charitableorganizations serving the Triangle—andbeyond. Unrestricted dollars also support theFoundation’s newly-established CommunityGrantmaking Program.

DESIGNATED FUND Provide ongoing support.Specify a particular charitable organization toreceive the proceeds of your fund in perpetuity.You are assured that should the organizationcease to exist, the Foundation’s Board will preserve your intent by redirecting the fund to the closest similar use.

SUPPORTING ORGANIZATION Reduce workload.As an alternative to a private foundation, anaffiliation with Triangle Community Foundationcan reduce administrative and regulatory burdens and allow you to enjoy greater taxbenefits. A supporting organization is a hybridbetween a private foundation and a publicly-supported charity. It is a separate incorporatedentity with its own board of directors, but linkedto the Foundation. Our staff will assist withgrantmaking, investment and administration.(Supporting organizations must be valued at$1,000,000 or greater.)

SCHOLARSHIPS Promote personal growth. Create a scholarship fund in honor or memoryof someone special to you. The Foundation

administers a number of scholarship funds created by individuals, families and corpora-tions to increase access to education for talented individuals.

Trey Cheek Memorial Fund: Created by Dr. CarolineCheek and the friends and family of Trey Cheek tosupport a scholarship program for Broughton HighSchool students with a passion for creative writing.Above all a family man to his wife and two youngsons, Trey was also a Raleigh native, a lawyer, awriter of fiction, a baseball player, a golfer and afriend to all who knew him. He passed away in2005 at the age of 33.

Constella Group Corporate Giving Fund:A donor-advised fund established by ConstellaGroup, LLC and its founder, Donald A. Holzworth, as way to support human health-related charitablecauses in the communities with Constella Group, LLCcorporate offices.

UNRESTRICTED FUNDS

Charles E. and Alberta B. Dolan Fund: An unrestrictedendowment created by Alberta B. Dolan, in memoryof her husband, as a way to give something back tothe community where they lived and worked for many years.

The Floyd Fletcher Fund: An endowed, unrestrictedfund established through the Charitable RemainderTrust of the late James Floyd Fletcher, who passedaway at the age of 90 in 2005. A graduate of WakeForest and UNC-Chapel Hill, Fletcher served in theNavy during WWII and returned to Durham, where,through the Capital Cities Broadcasting Corp., hebecame one of the early pioneers of the televisionand broadcast industry in the community. Fletcherwas equally well-known for his civic involvement,including serving as one of the first Board membersof Triangle Community Foundation. Fletcher was alsodevoted to his family and his church. By creating an unrestricted endowed fund, Fletcher leaves the

Triangle a permanent resource to benefit the regionhe so loved. Fletcher established three other funds atthe Foundation during his lifetime.

Grantmaking2,118 grants$11.3 million to the community

In fiscal year 2005-2006, Triangle Community Foundation partnered with fundholders to demonstrate a commitment to making a positive impact with 2,118 grants totaling more than $11.3 million. In addition, 96 individuals were awarded scholarships totaling nearly $350,000 via funds housed at the Foundation. Through the Send A Kid To Camp™ program, fundholders and other donors also made the dream of attending a summer camp come true for 600 disadvantaged children in the Triangle.

While a substantial portion of these dollars remains in the Triangle, support was also provided to projects throughout North Carolina, the United States and abroad. The Foundation thanks all who helped make a difference in the region and beyond.

Triangle Community Foundation carefully manages long-term philanthropic funds primarilyfor the benefit of the communities of Wake,Durham, Orange and Chatham counties inNorth Carolina. During the nearly 25 years of its existence, the Foundation’s assets havegrown from an initial contribution of $3,000 tomore than $108 million, comprising nearly 570funds. Of its total assets, more than $68 millionreside in permanent endowment funds. Duringthe 2005-2006 fiscal year, Triangle CommunityFoundation experienced an increase in contri-butions of nearly 5 percent and an increase ingrantmaking of more than 27 percent.

The stewardship of the Foundation’s funds is acritical responsibility of the Board of Directors.The Foundation’s Finance Committee, appointedby and reporting to the Board of Directors, has immediate oversight of all aspects of theFoundation’s financial management, includinginvestment policy, guidance and review. Thecommittee is comprised of Board members withspecific experience and expertise in financialand operations management, investments, and law (please see listing on p. 15).

The Foundation’s goal is to earn a reasonablereturn on its investments while maintaining adiversified, high-quality portfolio without unduerisk of significant capital depreciation. Its investment policy, established and periodicallyreviewed by the Finance Committee, utilizes prudent investment strategies tailored to theunique needs of its charitable funds. It is designedto result in growth sufficient to maintain the realvalue of a fund’s principal balance and grant-making capability over time. This is accomplishedthrough carefully balanced portfolios of both equity and fixed-income securities and throughthe Foundation’s total return spending policy.

The Foundation allows fundholders to recom-mend among alternative portfolios offering arange of exposure to equities, each deemed prudent by the Foundation’s Finance Committee.For funds not otherwise recommended bydonors, the Foundation currently follows a defaulttargeted endowment investment asset allocationof 65 percent in equity securities and 35 percentin fixed income securities.

The Foundation employs professional investmentmanagement firms, which the Finance Committeeselects and reviews regularly. The Foundation’score endowment investments are currently man-aged by Frank Russell Company. In addition, theFoundation also maintains financial partnershiprelationships with the following institutions, whichdonors may also recommend for the investmentof the funds they have created:
