ATTENDANCE INFORMATION Attending Tenino School District is a right and responsibility of all students. State law and school board regulations require students to attend all assigned classes each day. The family and the student both are held responsible for attendance. The Tenino School District is required to file a B.E.C.C.A. petition with Juvenile Court in cases where there is a concern about a student’s attendance at school.

HAVE YOU HEARD OF THE B.E.C.C.A. BILL?

The B.E.C.C.A. Bill was created after a student from Seattle skipped school and died in Spokane. As a result, the State Legislature created the following law:

1. If you have one (1) unexcused absence for at least half the day, the school will attempt to make contact with your parent(s)

or guardian(s).

2. If you have two (2) unexcused absences, you and your parent/guardian will be required to meet with the principal or

assistant principal. If you have seven (7) truancies in a month or ten (10) in a year, you will go to court. The judge can take a

wide range of actions which can include a parent/guardian fine, or place you, the student, in Juvenile Detention for an

extended period of time, or both.

3. If a student is absent fifteen (15) school days either excused or unexcused, the school will require a note from a medical

professional before excusing any further absences. At twenty (20) days the school will file a truancy petition with juvenile

court.

4. Students are expected to be in class ready to learn prior to the ringing of the tardy bell. If late to school, students are to

report to the office for an admit slip before going to class. When the number of student’s tardies equals the majority of his or

her school day, the tardiness will result in one unexcused absence. Six unexcused tardies = one absence.

School Hours: Tenino Middle School is in session from 8:20 A.M. to 2:50 P.M. Office hours are from 7:30 A.M. to 4:00 P.M. daily. Students are to arrive after 7:30 A.M. and leave school by 3:00 P.M. unless requested by a teacher or are participating in a supervised activity. Students who arrive before classes start are welcome to use the Commons Area and the Media Center quietly while waiting for school to begin. Students are not to be in the halls or classrooms prior to 8:00 A.M. Excused Absences: Parents/Guardians need to call the twenty-four (24) hour office line at (360) 264-3600 in order to report an absence. Please be sure to leave your child’s complete name, your name, your relationship, and reason for absence to the student.

Work missed due to an excused absence may be made up for credit and faculty assistance will be available. Students are allowed one day for each day missed to make up assignments given during the student’s absence. Please allow teachers twenty-four (24) hours to get the missed homework for the student; school work can be picked up at the office. The following are valid excuses for absences and tardiness. Assignments and activities not completed as a result of an excused absence or tardiness may be made up at the discretion of the teacher.

Absences due to Illness, Health Condition, Family Emergency or Religious Observances: The parent/guardian is expected to notify the school office on the morning of the absence or send a note stating the reason for the absence, the date of absence, signature upon return to school. If the school is not notified by phone, e-mail or note within one (1) school day of the student’s return following an absence due to illness, health condition, family emergency or religious observances, the absence will be unexcused. If a student does not have authorization from the school for a parent/guardian-requested or school-approved activity, the absence will be unexcused, and the parent/guardian will receive an automated call to inform the parent.

School-approved Activities/Field Trips: Students attending school activities will be excused provided a signed permission slip is on file.

Pre-planned Absences: If there is a written agreement between the appropriate school official and a student’s parent/guardian pursuant to RCW 28A.225.010 that the student’s temporary absence is not deemed to cause a serious adverse effect upon the student’s educational progress, the absent student may be approved as excused. This category of absence shall be counted as excused for purposes agreed upon in advance by the principal or designee. An absence may not be approved if it may cause a serious adverse affect on the student’s educational progress. In performance-based classes, (e.g. physical education, music, etc.) the student may not achieve the objectives of the unit of instruction as a result of the absence from class. In such a case, a parent/guardian-approved absence may have an adverse effect on the student’s educational progress, which would ultimately be reflected in the grade for such a course.

Absences Resulting from Disciplinary Action: As required by law, a student who is removed from a class or classes as a disciplinary measure, or a student who has been placed on short-term suspension, shall have the right to make up assignments or exams missed during the time he/she was denied entry to the classroom.

Unexcused Absence/Truancy: Unexcused absences or truancy will be referred to the office for disciplinary action in accordance with the consequence grid outlined in this handbook. The B.E.C.C.A. Bill, which is state law, requires Tenino Middle School to report unexcused absences of seven (7) or more days in any given month, or ten (10) days in a school year, to the juvenile court system. State laws regarding attendance are available at the office or on-line at apps.leg.wa.gov/rcw/default.aspx?cite=28A.225. Excessive Absences: If a student is absent fifteen (15) school days either excused or unexcused, the school will require a note from a medical professional before excusing any further absences, and will also file a truancy petition with juvenile court at twenty (20) days. If arriving late to school, students are to report to the office for an admit slip before going to class. Classroom teachers will handle tardies to class during the school day according to their individual protocols. When the number of student tardies equals the majority of his/her school day, the tardies will result in one (1) unexcused absence. Grades 6-8: six (6) unexcused tardies to school and/or to class = one (1) unexcused absence. Appointments/Early Dismissals: If a student needs to leave early from school for a dental, medical, court, or family appointment, the student should bring a note in the morning to the office signed by his/her parent/guardian stating the reason and time for early dismissal. The student will be called from the classroom when the parent/guardian arrives at the office. For security reasons, parents/guardians must always come to the office to sign the student out of the building.

GENERAL INFORMATION

To receive information about inclement weather affecting Tenino schools via text message or email please sign up for Flash Alert at http://www.flashalert.net/. If you do not receive an automated call, in addition to the Flash Alert, please notify the school. Unless reported to the contrary, you may assume Tenino Schools are operating normally. Contact Information: It is important that the office have up to date emergency contact numbers. Please provide the office with your most up-to-date information at all times. Please make sure your student also knows how to reach you. School Meal Program: The hot lunch program is maintained as a vital part of the health program. To encourage good nutrition, well-balanced breakfasts and lunches are offered. The lunch program uses an electronic system to track student accounts. Students may add money to their lunch accounts before or after school. All lunches must be eaten in designated areas. Students may not charge meals. Lunch menus are available in the office. Students without money in their accounts will not be served the school lunch. They will receive a sandwich and milk. Students who choose to throw food are subject to disciplinary consequences. Fines: Students are responsible for books, sports uniforms, class fees, and equipment used at Tenino Middle School. Students will be charged for lost/damaged middle school property and unpaid class fees. Any unpaid charges follow the student throughout high school. Eighth graders will not receive promotion certificates and will not be allowed to participate in the promotion ceremony unless all charges are paid. Fees/Costs: Physical Education classes require the purchase of a uniform at a cost of $15.00. Other classes such as art may have materials fees. A $5.00 charge will be assessed for lost or damaged locks. For all NSF (non-sufficient funds) checks, parents/guardians will be charged whatever is the current bank fee (currently $10.00). This is to be paid within two (2) weeks. Sports Participation Fee: The sports participation fee helps pay for uniform, equipment, transportation, and referee costs. The fee for participating in one (1) sport at T.M.S. is $40.00. If a student participates in two (2) or more sports, the fee is $75.00. The district maximum for families with two (2) or more student athletes at the middle and/or high school is $200.00. Lockers/School Property: Lockers are provided for students to insure the safety of their personal belongings and schoolbooks. The student is responsible for the care and condition of his or her locker. It is important that students make sure that their lockers are LOCKED AT ALL TIMES. Students should not tamper with the locking mechanism, trade lockers, or exchange combinations. A $5.00 charge will be assessed for lost or damaged locks. Students are not to write or mark on their lockers or put items on them with adhesive backing (stickers, etc.). Students are to leave backpacks in their lockers and not take them to class. Students with lockers that are not latching or locking properly need to immediately report that information to the office. Students need to show respect by not defacing or vandalizing school property. Damage to books or computers may result in fines. This also includes the property of others. School Supplies: The following items are required for the first day of school and throughout the year: *Some supplies may need to be replenished throughout the year. No. 2 Pencils (at least 3) A PeeChee-style folder for homework 100 sheets of notebook paper Box of tissue (Give to 1st period teacher at start of the school year) Three ring binder (1½” or 2”) Spiral notebooks (minimum of 5) Pens—blue or black ink (at least 2) Zippered pencil pouch Large eraser One box of colored pencils One highlighter Glue Sticks Subject dividers (one for each class) Washable Markers 3 Composition notebooks

Individual teachers may have additional material requirements. Students will be notified at the start of the school year if any extra supplies for their classes are necessary. Please do not bring permanent markers, “White Out” (correction fluid), or compasses to school. If needed, they will be provided. All materials should be permanently marked with the student’s name before being brought to school; this will help avoid loss or theft. TMS Late Work Policy: Acceptance of late work is at the discretion of the teacher. Students who have an excused or school related absence from school will still have one (1) day for every day that they are absent to turn in any work they have missed. P.E. Clothes/Participation: All students need socks and it is recommended they have a separate pair of non-marking gym shoes for P.E. classes. Students are expected to participate daily in P.E. in required uniforms. Students who are unable to participate in P.E due to illness or injury may be assigned alternative assignments until they can return to regular activities. Students who refuse to participate in daily activities or continually do not dress down for P.E. will be subject to disciplinary action. Lost and Found: Students who find lost articles are asked to bring them to the office. When students are missing an item, they are to check with the office to be directed to the lost and found area. Items remaining unclaimed at the end of each semester will be given to charity. A.S.B.: Student athletes and student activity participants are required to purchase an Associated Student Body (A.S.B.) card ($25.00). The entire student body is encouraged to show school pride by purchasing and using an A.S.B. card. The cost of an A.S.B. card is determined by the school district. The card provides free admission to home sporting events at the high school and middle school, and reduced admission prices for some dances. The card includes a student photo and can be used for identification. Visitors/Volunteers at School: Parents/Guardians and other adults are always welcome to visit Tenino Middle School. All visitors are to report to the office and register before going anywhere in the building. For the safety of all students, volunteers are required to complete a packet each school year including the Tenino School District Volunteer Application and background check form. This packet is to be turned in to the main office at the middle school to be reviewed for approval. During classroom hours, students not enrolled at Tenino Middle School are asked not to visit the campus. Personal Property: The school is not responsible for the replacement of lost or damaged personal property. Students are responsible for loss or damage to their personal property. To eliminate possible theft or damage, to reduce conflict, and to prevent classroom disruptions, students are not to bring non-essential personal items to class. They are to be stored in students’ lockers. Students who bring such items to class may have the item confiscated and disciplinary action may apply. We recognize that students benefit from cell phone use during after-school hours, field trips, and extracurricular activities. Therefore, students may bring cell phones to school with the understanding that these phones will remain in their lockers or concealed in backpacks or purses where they are not easily accessible. Students may not use cell phones at any point during class time except with teacher permission, during an emergency, or for a pre-planned technology-related activity. At no time will students be allowed to use cell phones during direct instruction. Students will be allowed to use their phones during lunch and lunch break. Students may use cell phones prior to 8:17 A.M. and after 2:50 P.M. on the middle school campus. For safety purposes, students may not use cellphones during the passing of classes. The use of cameras is strictly prohibited in locker rooms and restrooms. Camera use in other areas of the school is to be limited to classroom projects with permission from a teacher; students are required to obtain permission from individuals before photographing them. As with other electronics, students must have an Acceptable Use Policy signed and on file to use cellphones. School Telephone Use & Messages: All arrangements to stay after school for non-school related activities or to go home with a friend should be made in advance with written permission from a parent/guardian. Students may use the telephone during class time with teacher permission.

Parents/Guardians may call the office if there is an emergency or urgent message they wish their child to receive. The message will be delivered to the student. Students will not be called out of class for a phone call except for emergencies. Bus Information: Riding a school bus is a privilege, not a right. Students are expected to be on their best behavior at all times when riding school buses. The Tenino School District contracts with First Student for its bussing needs. Any inquiries regarding bussing issues can be directed to First Student at 264-4948. Bus Passes: Students wishing to ride a bus home with a friend or receive a ride from someone other than a parent/guardian need a signed note from a parent/guardian. Students may not make arrangements over the phone. Notes should include bus number, the name of the student, and the name and address of the new destination. The office must receive all notes and verbal requests before 2:30 P.M. No one will be allowed to ride a different bus or receive a ride from another parent/guardian or student without a signed office pass. Hall Passes: In order to help keep the school safe, all students must have a hall pass when they are traveling throughout the building during class times. Hall passes are in each student’s agenda and must be filled out prior to leaving the classroom. Students must also obtain permission from the teacher to use the nearest restroom. Media Center/Library: Students may visit the Media Center/Library with their class, in small groups, or as individuals with a pass. The Media Center/Library is available for student use until 3:30 P.M. daily with permission. Please remember food, gum, and drinks are not acceptable in the Media Center/Library. Technology: Students and their parent/guardians must sign the Acceptable Use Policy of the Tenino School District in order to use any school computer. Users of school computers are reminded that the computers are for school use only – games, personal e-mail, and other personal websites are not appropriate unless part of a class project and approved by the teacher. Inappropriate use of school computers may result in having computer access revoked and may also result in disciplinary action. Closed Campus: Tenino Middle School is a closed campus from the time of arrival to the last bell of the school day. Students may not leave campus once they arrive. A student who needs to leave the campus during the school day must have a parent/guardian sign him or her out through the school office. When a student returns to the campus he/she must be checked in through the school office. Pictures: We like to promote our school and students. At times we have pictures and names of students in district and local newspapers, school and district websites, as well as other forums. If a parent/guardian does not want his/her child’s picture to be used in the forums listed, a form from the middle school office will need to be completed. This will need to be done annually.

HEALTH INFORMATION.

Nurse: Our school nurse’s office is located in the main office. The nurse is responsible for the maintenance of health records, routine health checks, hearing and vision screening, parental contact concerning health problems, care of injuries, and she assists in teaching health curriculum. Please call the school nurse if your child is absent from school due to a communicable disease. Precautions may need to be taken to protect other children. Illness: When your child is ill the evening before or day of school, please keep him/her at home. Children who run a fever, vomit, experience diarrhea, coughing, sore throat or other cold/flu related symptoms are not ready for a rigorous day of school. They need at least twenty-four (24) hours rest before returning to school. Medication: Washington State law authorizes Tenino Middle School to administer medication to students during school hours. It is our policy that such medication will only be administered when failure to receive the medication may result in the student being unable to attend school and/or being well enough to participate in learning activities. Medication is defined as all drugs, whether prescription or over-the-counter, including cough drops. A physician’s order indicating medication to be given, directions for administration including dates, and parent/guardian request form must accompany all medications and be renewed yearly. To insure the safety of all children, parents/guardians are to deliver the medication to school in its original container with a label that includes the student’s name, physician’s name, drug name and dosage. Students are not to carry their own medication at school unless a physician’s authorization is on file at the school.

Disaster Planning/Medications: Student’s daily medication issues must be addressed at all times. There are two elements to consider: 1) the school should have at least a three (3) day supply of medications on hand for students who take medications during the school day and 2) the parents/guardians need to identify medications that students normally take only at home of which the missing of three (3) days of medications would pose a serious health risk for the student or others. The parents/guardians must then provide a three (3) day supply of these medications and the necessary parent/guardian and physician requests and instructions for these medications.

ACADEMIC INFORMATION Student academic growth is the responsibility of the student, parents/guardians, and the school staff. Each teacher has a set of criteria and expectations for class. Class assignments and homework are to be completed by their due dates. Acceptance of late work is at the discretion of the classroom teacher. Parents/Guardians may contact the student’s teacher with any questions, comments, or concerns about their student’s academic progress via phone or e-mail. In addition, parents may monitor their children’s progress through Skyward. Go to: www.teninoschool.org. Click on SKYWARD (blue box on left of screen). The login ID is first name.last name. Click on “forgot password” if first time user to set up password. Parents can select e-mail notifications so progress reports can get sent each week. Performance Standards: The Tenino School District expects all students to meet high academic standards. Academic standards are designed to establish clear and specific expectations for students. Students must advance from one (1) course of study to the next, based upon their performance and achievement. They must pass classes, maintain good attendance, and demonstrate appropriate behavior. Computed grade values are: A = 4.0; A - = 3.7; B + = 3.3; B = 3.0; B - = 2.7; C + = 2.3; C = 2.0; C - = 1.7; D + = 1.3; D = 1.0; F = 0. Honor Roll: The Tenino Middle School Honor Roll shall be open to all full time students, providing they meet the following criteria: a 3.2 grade point average (G.P.A.) in any quarter in all subjects (minimum of six (6) classes), with no failing marks. Honor Society: Those eligible for the Honor Society must maintain a 3.5 G.P.A. for the first three (3) quarters of the school year.

STUDENT EXPECTATIONS

Dress Code: All students are expected to come to school well groomed as well as neatly and appropriately dressed. Students are encouraged to show pride in themselves and their school as reflected by their appearance. Drawing on your skin with pens, markers, or paints is not allowed. A student will be given the option of changing into acceptable attire, turning the offensive item inside-out, or being sent home when, in the judgment of the principal or principal designee, the clothing and/or accessories: 1) could pose a health or safety hazard, 2) may represent membership in a gang or hate group, 3) could damage school property, and/or 4) could disrupt the educational process. The following are examples of items that are not acceptable:

Micro-mini skirts/shorts, spandex/lycra as primary clothing, overly baggy/sagging pants, pajama or pajama like attire, halter tops, tank tops, spaghetti straps, articles of clothing that advertise alcohol, drugs, narcotics, tobacco or any other substances that are not in compliance with the middle school’s behavior expectations, midriff or chest exposure, and transparent fabric. All tops must have sleeves. If holes in clothing are inappropriate/revealing in the shaded areas of the figure below, students will be asked to change. Hats, caps or headwear are not to be worn inside any classroom, instructional area, or the main building during school hours. Clothing of extreme/unusual types is not acceptable for school wear. Exceptions for medical or other reasons will be considered on a case-by-case basis by school administration.

The shaded portion of this figure represents front and back views. These portions (sitting, standing, bending, reaching) must be covered while attending school. Torso: Clothing must cover stomach, back, shoulders, chest, and undergarments. All tops must have sleeves with the exception of sports uniforms.

Legs: Shorts, skirts and dresses must extend past the middle finger when student is standing with arms at the side.

Undergarments must be worn. Feet: Footwear appropriate to the activity must be worn at all times. Strapless shoes and high heels are discouraged for safety reasons.

Fragrances: Many students and staff have sensitivity to fragrances in perfumes, after-shaves, colognes, deodorants, hand lotions, and hair products. Students are strongly encouraged to be reasonable in their use of such products. Misuse of such products will require offending students to wash off the fragrance and could result in disciplinary consequences. Substitute Teachers: Students are expected to be on their most appropriate behavior when their classes are covered by a substitute teacher. For students who are removed from a substitute teacher’s class, disciplinary consequences will be doubled. Food and Beverages: Food, candy, drinks, snacks, etc. are allowed in the commons or cafeteria only, unless approved and supervised by a staff member. Gum chewing is allowed at the discretion of the classroom teacher. No food or beverage is allowed in the hallways, computer labs, or library/media center except under special circumstances. Energy drinks are not allowed.

TENINO SCHOOL DISTRICT ACTIVITIES CODE

The Tenino Middle and High School activities programs offer activities that can contribute to student growth in the areas of health, leadership, teamwork, and citizenship. This Activities Code provides standards for activity participants’ attendance, academic performance and citizenship. By being a participant in our activities programs, students will learn self-discipline, accept responsibility, and develop character traits that lead to a productive and successful future. Tenino Middle and High School activity participants are expected to demonstrate exemplary behavior at school, in the community, and while visiting other schools and communities. Covered Activities: The program activities shall include all members of interscholastic athletics, performing music groups, performing drama groups, student body offices, class offices, clubs, camp counselors, cheerleading and any other activity or academic organizations recognized by the A.S.B. to represent the school. For the purpose of this code, a student’s participation in extracurricular events will be affected if the student violates the standards of the Activities Code. The extracurricular events will be limited to those that are not required for class credit as defined by the club or activity advisor, and those sponsored by the school district. In order to be eligible to participate in the Tenino School District Activities program, students must comply with the Tenino School District Activities Code of Conduct at all times. This code is in effect for one (1) calendar year, except in the summertime, unless the student is in a school-sponsored activity. The Code of Conduct is in effect from the first day of participation in a TMS activity or a sport and remains in effect each year thereafter that a student participates in an activity or a sport in Tenino Schools. Athletic participation is also governed by the rules of the Washington Interscholastic Activities Association (W.I.A.A.). Those rules and regulations include, but are not limited to age, residence, transferring students, and the previous semester’s grades. The Principal and Athletic Director have copies of those rules. ATTENDANCE – Students must be present at school their entire scheduled day in order to participate in an activity or practice on that day. Exceptions will be made for medical appointments and extreme family emergencies (i.e. death, accidents, funerals, and surgeries). Exceptions for the other situations will be decided on an individual basis by the school principal or the principal designee. ELIGIBILITY – Each student must meet the academic regulations for participation in the activities program as identified in this Code. Students must be passing in all classes to participate in any activity. Athletes must be passing all classes to participate in athletic events. Grade checks will be made on a weekly basis for all athletes. Athletes who receive a failing grade for any class will be placed on academic probation, and tutoring will be recommended. At any grade check where the athlete is failing the same class for a third (3rd) consecutive week, the athlete will be ineligible, and tutoring will be recommended until the next grade check in which the athlete is passing all classes. Ineligible athletes may practice but not travel with his or her team nor participate in any games. Any athlete who is failing classes is required to meet with the teacher of the class or classes that he or she is failing during the week. A signed form verifying the meeting between the teacher and student must be returned to the Athletic Director by the end of the teacher work day at the end of the academic week. Any athlete who is failing classes at the end of a semester will be allowed to

participate in turnout but will be ineligible for participation in games or competitions. If failing one (1) class, the participant is ineligible for two (2) weeks. If failing two (2) or more classes, middle school participants are ineligible for three (3) weeks and high school participants are ineligible for five (5) weeks. In addition, middle school participants must attend tutoring on practice days for one (1) hour until eligible. If the participant is passing all classes at the end of the period of ineligibility, he or she will become eligible on the Monday following the weeks of ineligibility. Any club-only participant who is failing classes at the end of a semester will be held out of extracurricular events, shows, banquets, conferences or competitions for a period of two (2) weeks. If the participant is passing all classes after two (2) weeks, he/she will become eligible for participation on Monday of the third (3rd) week. Grade checks will be made on a quarterly basis for any student who is in clubs and not athletics. Club-only students who receive a failing grade for any class will be placed on academic probation, will have weekly grade checks, and will be recommended for tutoring. At any grade check where the club-only student is failing the same class for a third (3rd) consecutive week, the club-only student will be ineligible and tutoring will be recommended until the next grade check in which the club-only student is passing all classes. Any club-only student who is academically ineligible will not be allowed to travel with or compete with his or her club during the time of ineligibility. The academically ineligible club-only student will be allowed to participate in club meetings held on school grounds during the school day. Any club-only student who is failing classes is required to meet with the teacher of the class or classes that he or she is failing during the week. A signed form verifying the meeting between the teacher and student must be returned to the Principal or Principal Designee by the end of the teacher work day at the end of the academic week. Any club-only student who is failing classes at a semester will be allowed to participate in club meetings held on school grounds during the school day, but will be ineligible for participation in club competitions or activities that occur off campus or outside the school day. If failing one (1) class, the participant is ineligible for two (2) weeks. If failing two (2) or more classes, the participant is ineligible for five (5) weeks. If the student is passing all classes at the end of the period of ineligibility, he or she will become eligible on the Monday of the third (3rd) week for one (1) class failure or sixth (6th) week if failing two (2) or more classes. BEHAVIOR EXPECTATIONS It is a violation of this Activities Code for a student to:

Use or possess tobacco; or

Consume, possess, buy, sell, give away, or knowingly be in the presence of illegal use of alcohol, or any illegal substance as defined by Washington State law and/or the Washington Interscholastic Activities Association (W.I.A.A.); or

Admit to or be found guilty of a crime; or

Be involved in “exceptional misconduct” as defined in the student handbook; or

Be involved in “deferred adjudication” or “diversion.” Students who attend gatherings where drugs and/or alcohol are being used illegally must make immediate and exhaustive attempts to leave and must leave the gathering in a timely manner. CONSEQUENCES FOR VIOLATING THE ACTIVITIES CODE Any student who is a participant in the Tenino School District middle and high school activities program who violates the behavior expectations of the Activities Code will be excluded from participating in all Tenino School District activities, and attending all home activities and activities sponsored by Tenino School District (i.e. athletic events, dances, plays, etc.). However, students who violated the behavior expectations of the Activities Code will be allowed to practice with their teams. Club-only participants will be allowed to attend club meetings held on school grounds during the school day. After confirmation by the principal or principal designee that a student, who is under the jurisdiction of the Activities Code, has violated the expected standards of behavior identified in the Activities Code, the following consequences will be imposed: First Violation of the Activities Code

Tobacco—45 calendar days; reduced by 15 calendar days upon proof of entering a tobacco cessation program

Alcohol, Misdemeanor Crimes, Exceptional Misconduct – 60 calendar days, reduced by 15 calendar days upon proof of compliance with an assessment plan

Felony Crimes, Illegal Substances (Legend Drugs and Controlled Substances) - 120 calendar days, reduced by 30 calendar days upon proof of compliance with an assessment plan

Felony Crimes, Illegal Substances (Legend Drugs and Controlled Substances) – permanent exclusion Consequences (days) are applied during the school year and during any school sponsored summer time activities that would apply to the student (i.e. band trips, FFA events, fall sports season practices, etc.) Appeal - Any student, parent or guardian who believes the student did not violate this Activities Code may request an informal conference with the school principal. The request for the conference must be in writing. If the grievance is not resolved at the school principal level, then the student, parent or guardian shall have the right to seek a remedy to the grievance through the Tenino School District Grievance Process for Disciplinary Action. A copy of the guidelines for the grievance process may be obtained from the office at Tenino Middle School or Tenino High School. Please note that the level of the consequences cannot be appealed. Appeals are for the sole purpose of determining whether a violation occurred. Middle School Consequences for a violation of the Activities Code, while a participant in the middle school activities program, may carry over into and affect high school participation. A student’s record of violations of this Activities Code while in middle school will be deleted when the person becomes eligible for high school participation. However, any violations of Illegal Substances (legend drugs and illegal substances) while a student at the middle school will be counted as violations at the high school. For example, one (1) violation of Illegal Substances at the middle school will count as a first violation of the Activities Code at the high school, two (2) Illegal Substances violations at the middle school will count as a second (2nd) violation of the Activities Code at the high school.

DISCIPLINE INFORMATION Tenino Middle School students recognize that the best discipline is self-discipline. The Tenino Middle School staff recognizes that students develop as they grow and mature and need to learn to make appropriate decisions concerning their behavior. It is the responsibility of staff to reinforce students’ good behavior patterns and promote the use of discipline with equity and consistency for all. Students should behave in a manner that will be a credit to themselves, the school, and the community. This responsible conduct and positive concern for others is essential in creating a safe environment that is conducive to learning. No student has the right to interfere with the education of others. Students are expected to review and discuss school discipline goals and rules with their parents/guardians. The involvement of parents/guardians is critical in the implementation of a building-wide discipline plan. We believe the major role of parents/guardians in school discipline is to show continued interest and support for their child’s educational experience. Student Rights and Responsibilities – Tenino Middle School This handbook sets forth the written rules and regulations of the Tenino School District regarding student conduct, discipline and rights. It indicates the types of misconduct for which discipline, suspension and expulsion may be imposed. In addition to the District rules and regulations, each school in the District provides written rules and procedures regarding the administering of discipline at that school. Every teacher, school administrator, and other school employees, designated by the School Board, subject to the limitations of this handbook, shall have the authority to discipline any student(s) for disruptive or disorderly conduct while under his or her supervision;

to impose an emergency removal of a student(s) from a class, subject, or activity; and to make recommendations to appropriate school authorities for the suspension or expulsion of any student. A principal, assistant principal, or designee of the superintendent may initiate a suspension or expulsion. This handbook is also in compliance with Public Law 101-226, Drug-Free Schools and Communities Act Amendments. Compliance with standards of conduct is mandatory. Any infraction that violates a law may be turned over to law enforcement for action. Students involved in special services may have alternative consequences depending on the nature of their I.E.P. and the decision process of the I.E.P. team. Consequences for the violation of Tenino Middle School rules will be one or more of the following: Conferences: (CON) A conference is used to meet with the student and significant adult(s) to reach a solution to a classroom or personal problem that is interfering with the student's ability to be successful at Tenino Middle School. Restitution (RES): Restitution is the paying back in money or services for that which a student loses, damages, destroys or steals. In School Suspension (ISS): In School Suspension is suspension in school from the regular classroom for one (1) or more days. After School Detention (ASD): After School Detention is from 3:00 to 4:00 P.M. Monday through Thursday. If a student is assigned to "ASD" and does not fulfill that obligation, he or she will be assigned additional detention and/or in-school suspension. Short-Term-Suspension (STS): Short-Term-Suspension is suspension from school from one (1) to ten (10) days. Long-Term-Suspension (LTS): Long-Term-Suspension is suspension from school that exceeds ten (10) days. Emergency Expulsion (EE): Emergency Expulsion is the immediate denial of school attendance due to a danger to the student(s), other students, or school personnel. Expulsion (EXP): Expulsion is the denial of attendance to school for a definite period of time. Expulsion may also include a denial of admission to any school sponsored event and entry on school owned or controlled property. Parent Shadowing (PS): Parent Shadowing is the practice of having a parent(s)/guardian(s), or an acceptable adult designee, “shadow” the student by following the student’s schedule throughout the school day. In the situation whereby an adult designee takes the place of the parent(s)/guardian(s), the adult designee must be approved in advance by the building administration. Zero On Assignment (ZERO): A student who chooses to cheat or plagiarize work will receive zero credit for the given assignment. Depending on the weight of the particular assignment, this zero can have a significant negative impact on an overall grade.

STUDENT CONDUCT AND RESPONSIBILITIES - OVERVIEW The Tenino School District provides learning experiences which will assist all students to develop skills, competencies, and attitudes that are fundamental to an individual’s achievement as a responsible, contributing citizen. In order to maintain and advance this mission, it shall be the responsibility and duty of each student to pursue his or her course of studies and comply with the written rules of the District. It shall be the responsibility and duty of each student to attend school as required by law and to be on time to all classes. Each student must dress in a manner which is not disruptive to the educational process nor which threatens the health and safety of the student or others. Each student must identify himself or herself upon request of any school district personnel or authorities in a school building, on school grounds, at school-sponsored events, or on school buses. Students must follow the reasonable request of school employees who are acting in the performance of their duties. A student shall comply with the school district policies, school rules, and with the directions of teachers, student teachers, substitute teachers, educational assistants, principals, or other authorized school personnel during any period of time when he or she is under the authority of school personnel. The frequency with which students violate various school policies, rules and regulations is often of

equal or greater concern than single violations. The cumulative effects of these acts may determine the form of discipline to be assigned, including suspension and/or expulsion. Any conduct which materially and substantially interferes with the educational process is prohibited. Such conduct is specifically prohibited on school grounds, on school sponsored transportation, and at school events off school grounds. Each student is held accountable to the rules and regulations section of his or her building handbook. A student committing an act of exceptional misconduct may be subject to an immediate suspension and/or an immediate expulsion. PROHIBITED STUDENT CONDUCT The following conduct is prohibited in the Tenino School District and will lead to disciplinary action. The list is not intended to be exclusive. Administrative discretion will be used when determining appropriate consequences. Law enforcement may be involved if the situation warrants. The forms of prohibited conduct marked with an asterisk (*) have been identified as Exceptional Misconduct. *EXCEPTIONAL MISCONDUCT Exceptional misconduct has been judged to be so serious in nature and/or serious in terms of the disruptive effect upon the operation of the school(s) that students may be subject to an immediate expulsion for a first-time offense. However, administrative discretion in determining discipline to be imposed may be applied on a case-by-case basis. The administrator shall use discretion in deciding if law enforcement is to be informed. Infractions considered Exceptional misconduct are designated with an (*). Students who violate the dangerous weapons regulations of the Tenino School District discipline policies are subject to a minimum of one (1) calendar year expulsion, with the possible case-by-case modification by the superintendent or hearing officer. Academic Ethics (Cheating) – Dishonesty on an assignment, test, quiz or project. This includes students who work

together on a project or test without the approval of the teacher, students who share the contents of a test, and students who copy.

Academic Ethics (Plagiarism) – Implying that the words and ideas of another writer are your own. Arson* – Setting or causing a fire on school premises. Assault - Unwanted touching or application of undue force to another person. Assault or Threat of Assault* – The use or threat of use of excessive physical force against another person, which could include use of a weapon or other instrument for the purpose of inflicting injury. Bomb Threat* – Threats to bomb or injure any public school building facility or property. Closed Campus – School campuses are closed beginning at the start of the school day through the end of the school day.

It is a violation to leave campus without office permission. Damage or Destruction of Property - Intentional or careless damage to school property or private property. Defiance*- Open disregard or contempt for lawful authority. Disobedience - Refusal to follow reasonable directives by school district personnel. Disrespect – Discourtesy, rudeness, put-downs Disruptive Conduct - Use of violence, force, noise, coercion, threat, intimidation, fear, passive resistance, or any other conduct to cause the substantial and material disruption or obstruction of any lawful mission, process, or function of the school. Dress and Appearance - Dressing in a manner which causes disruption to the educational process or which threatens the

health and safety of the student or others- includes marking the skin

. Electronic Devices- Use of cell phones/electronic devices during school hours with the exception of lunch/recess break. Extortion or Robbery* - The wrongful taking of a person’s money or property without his or her consent by the use of

threat or violence. Failure to Complete Detention as Assigned – Failure to complete detention by the date assigned by administration.

False Accusations - Untrue charges of wrongdoing.

False Alarm* - Activating an emergency alarm for other than the intending purpose of the alarm. Falsification or Forgery of Documents - Altering or falsifying times, names, dates, grades, addresses, or other data. Fighting, Assault or Verbal Assault* – Intentionally causing or attempting to cause physical injury or intentionally

behaving in such a way as could reasonably cause physical injury to another person; the use of excessive physical force against another person, which could include the use of a weapon or other instrument for the purpose of inflicting injury; or when a person is threatened verbally.

Harassment, Intimidation or Bullying - Any intentional written, verbal, or physical act, including, but not limited to one (1) shown to be motivated by any characteristic such as: race, color, religion, ancestry, national origin, gender, sexual orientation, mental or physical disability, or other distinguishing characteristics, when the intentional act(s): Physically harms a student or damages the student’s property; or has the effect of substantially interfering with a student’s education; or is so severe, persistent, or pervasive that it creates an intimidating or threatening educational environment; or has the effect of substantially disrupting the orderly operation of the school. Hat Wear – Wearing a hat or headwear inside the school building during school hours without prior approval from the

principal or principal designee. Inappropriate Language or Verbal Abuse - The use of vulgar or profane language on school property whether spoken,

written, or gestured. Intentional Misuse of School Equipment, Supplies or Facilities - Deliberate abuse and/or misuse of school

equipment, supplies, or facilities, including failure to follow safety rules established for laboratory instructional areas. Intimate Behavior – Intimate embracing, kissing, lap sitting, and sexually suggestive behavior. Intimate hand holding is

also not allowed. Leaving School Without Checking Out – Leaving school and not checking out through the office, whether or not the

person has written permission from his/her parent or guardian and/or teacher. Obscenity or Profanity Directed Towards a School District Employee* – Directing an obscenity or profanity towards a

school district employee. Occupation of School Property* - Occupying a school building or school ground in order to deprive others of its use, or

blocking normal pedestrian or vehicular traffic on school property. Occupying an Unauthorized Area - Being present in a restricted area(s) without permission of school authorities. Rude or Disrespectful Behavior – Physical or verbal behavior that shows a lack of respect for others. Tardy – Being late for class (five (5) minutes or less). Theft or Property Damage* – The wrongful taking, knowledgeable possession, or destruction of property that does not

belong to that person. Trespass - Unauthorized entry upon the property of the school district.

Truancy – The willful and/or unauthorized absence of a student from school or a class. Truancy includes students who arrive to class more than five (5) minutes late without an excused absence. Truancy also applies to students who leave class without permission.

Tobacco - Carrying or smoking of any kind of pipe, cigar, cigarette, or any other lighted smoking equipment or material, or

the chewing or sniffing of a tobacco product at school or school sponsored events or activities, or while a passenger in school district vehicles or on school property. This includes matches, lighters, or other devices that could be used to ignite such substances.

Unauthorized Gatherings - The assembly or meeting of students and/or non-students on school property without the

permission of school authorities. Use, Sale, Delivery, or Possession of Drugs or Alcohol* - Being under the influence of, using, distributing, selling or

being in possession of alcoholic beverages, unlawful drugs, controlled substances, hallucinogens, or other drugs, medications (or items that purport to be any of the preceding), during school time, on school premises, or during school-sponsored activities.

Weapons* – The possession, use or transmission of any object that could reasonably be considered a firearm or a

dangerous weapon; and the possession of any exploding item or device that would be capable of producing bodily harm, damage to property or disruption of the educational process.

Other – Other infractions as observed by school staff which may not necessarily be included in the previously listed

prohibited student conduct. Disciplinary consequences for Prohibited Student Conduct may include, but are not limited to: After School Detention, Alternative Placement, Short Term Suspension, and Long Term Suspension.

Disciplinary consequences for Exceptional Misconduct may include, but are not limited to: Alternative Placement, Short Term Suspension, Long Term Suspension, and Expulsion.
