    These five Vice Presidential Staff and Office Files contain official travel records, notes, correspondenceletters, newspaper clippings, fact sheets, and a speech. The travel records pertain to the vicepresidential staff members that officially accompanied Vice President George Bush to this event. The

    notes and correspondence are of a routing nature and primarily consist of the communication involvedwithin the preliminary attempt by Grumman to have Vice President Bush attend and participate in theceremony. The newspaper clippings and fact sheets accompanied the letters in order to provide

    background information on the aircraft being celebrated in an effort to display the importance of VicePresident Bush participating in the ceremony. The speech within these records was given by VicePresident Bush at the ceremony.

    System of ArrangementRecords that are responsive to this FOIA request were found in one collection areaBush VicePresidential Records: Staff and Office Files. As policy, WHORM Alphabetical Files and WHORM SubjectFiles are processed at the document level; whereas, Staff and Office Files are processed at the folderlevel, that is, individual documents are not selected and removed from a folder for processing. While thismethod maintains folder integrity, it frequently results in the incidental processing of documents that arenot wholly responsive to the subject area.
