73 active members: rail companies (RUs and IMs), railway infrastructure managers, railway operators, from Europe, the Maghreb, the Middle East, Kazakhstan, India, Pakistan, Japan, China, Korea, South Africa;

60 associate members, including railways in Asia, Africa, America, Australia;

37 affiliate members: companies conducting activities connected with rail transport (public transport, sleeping cars, caterers, shipping lines,...).

170 members on all 5 continents

changes on the market (internal and external competition), in legislation (separation infrastructure / operation, liberalisation, opening up of railway networks, admission of new rail operators, European railway agency),

economic and financial constraints on railways (strategies for cost reduction),

need for worldwide cooperations to optimise the rail system (research, world standards, new business opportunities, etc.).

October 2005: the « Delhi Declaration »

to re-position UIC as a real World Organisation,

to make of UIC a roof organisation with regional Groups(e.g. Europe, Asia and other regions),

to enlarge the Executive Board with balancedrepresentation of each region,

that the UIC Chairman will be European or non European,

to hold one or two meetings/a year outside Europe,

to keep UIC Headquarters in Paris.
