CHAIRMAN’S REPORT

This has been a difficult year for all of us in the agricultural industry. The continued closure of the border for export of live animals creates much concern, and has, and will during the current year, lead to fewer animals being registered. As a Board of Directors we have anticipated this, and some of the projects we were planning have been put on hold until there is more stability in our industry. On a brighter note I hope that most of you have had a chance to look at "Market Place". We thought that this was a very effective way for you as members to advertise your product in an effective and economic way. Within the office, the turnaround time has been very satisfactory, all new equipment seems to be working well, and we are attracting more breeds to join CLRC. We find this very positive and we know we can service new breed associations regardless of what special programs they may require. At this time I would like to thank Ron and all the staff for their co-operation and all the Board of Directors. We have faced some difficult decisions but I am certain that CLRC has become stronger.

RAPPORT DE LA PRÉSIDENTE

Cette dernière année était très difficile pour l’industrie agricole. La fermeture des frontières pour l’exportation d’animaux vivaces est un grand souci et comme résultat le nombre d’animaux enregistrés au cours de l’année a diminué et n’a pas l’air d’augmenter. Comme membres du Conseil d’administration, nous avons anticipé cette situation, alors, quelques-uns de nos projets ont été halté. Du côté positif, j’espère que vous avez eu la chance de visiter le «Marché» au site Internet de la SCEA. Nous avons pensé vous offrir une façon économique et effective d’annoncer vos produits. Au bureau de la SCEA, le temps requis pour traiter les demandes est à un niveau très satisfaisant, le nouvel équipement fonctionne sans problèmes et nous avons plusieurs nouvelles races qui s’intéressent à nous joindre. C’est une situation positive et nous sommes confiants que nous pouvons offrir nos services aux nouvelles associations de race n’importe la programmation spéciale nécessaire. Je désire remercier Ron et le personnel de la SCEA pour leur collaboration et le Conseil d’administration. Nous avons eu à prendre des décisions très difficiles mais je suis certaine que la SCEA est maintenant plus résistante. Sincèrement, Peggy Newman

The statistics contained in this report mirror the indisputable fact that the livestock industry in Canada suffered through an extremely difficult year in 2003. We now know, if we did not before, just how important and valuable the export of our meat products and our breeding stock is to the agricultural economy. A total of 80,483 animals were registered and 23,552 transfers were recorded during the year on behalf of the members of 52 active associations, as well as the General Stud and Herd Book and Canadian Identification Project. These represent decreases of 1.6% for registrations and 11.3% for transfers, compared to 2002. An 8% decrease in the number of units processed has resulted in a significant deficit on the year’s operation; however, the cash position of the Corporation was not as seriously impacted, due to the fact that much of the deficit is related to the non-cash item of amortization of the computer equipment that had already been paid for. The Board of Directors approved a modest 2.1% increase of 10 cents in the unit cost for 2004 in order to maintain the fiscal integrity of CLRC. The registry for the Canadian Maine-Anjou Association was transferred to CLRC early in 2003. Numerous enhancements to registry programs, as requested by various member associations, were implemented during the year. Changes were also made to reduce the number of documents printed for internal use, but to provide for them to be accessed online by staff when needed. Following the presentation by Jory Lamb at the Workshop and Annual Meeting, his company, CRCS Inc., was contracted to redesign the CLRC website home page to make it easier for users to navigate the site, and a feature called the CLRC Marketplace was added. The Marketplace allows breeders to post an e-page advertising their operation. This will generate revenue for both CLRC and the specific breed associations to which the advertisers belong. The response thus far is encouraging. I wish to thank the member associations for their continued confidence in CLRC services, the association staff for their cooperation and input, the dedicated staff at CLRC for their continued service, and the Board of Directors for their leadership and support. While we may be in a difficult period at the moment, the fact remains that CLRC is a world leader in providing livestock registry services. Ronald K. Black General Manager

Les statistiques présentées dans ce rapport attestent, sans doute, aux difficultés vécus dans l’industrie du bétail au Canada au cours de l’année 2003. Nous apprécions maintenant l’importance et la valeur économique de l’exportation de nos produits de viande et de nos sujets de reproduction. Aux noms de 52 associations de race, ainsi que le Livre généalogique général et le Projet d’identification canadien, nous avons enregistré 80 483 animaux et nous avons transféré 23 552 animaux. Selon les statistiques 2002, ces chiffres indiquent une diminution de 1.6% au niveau des enregistrements et 11.3% au niveau des transferts de propriété. Une diminution de 8% dans le nombre d’unités traités a eu comme résultat un déficit significatif sur les opérations de l’année, mais l’encaisse de la Société n’a pas été affectée aussi sérieusement que prévu. Une grande portion du déficit est reliée à l’amortisation du système informatique qui a déjà été complètement payé. Afin de maintenir l’intégrité fiscale de la Société, le Conseil d’administration a approuvé une augmentation de 2.1% (0,10$) dans le frais unitaire pour 2004. Au début de 2003, le registré de la Société canadienne Maine-Anjou a été transféré à la SCEA. Plusieurs de nos programmes de registres existants ont été modifié et amélioré suite aux suggestions de nos associations membres. Plusieurs changements ont été exécutés pour réduire le nombre de documents imprimés au bureau, mais le personnel a quand même accès à ces données en ligne. Suite a une présentation par Jory Lamb lors de notre atelier et assemblée annuelle, sa compagnie CRCS Inc. a été engagé pour refaire le site Internet de la SCEA. Le site Internet est maintenant plus facile à naviguer et a beaucoup plus à offrir à nos membres – tel le Marché de SCEA. Avec le Marché de SCEA, les éleveurs peuvent placer une annonce électronique décrivant leur opération. Cette innovation est un revenu pour la SCEA ainsi que pour la société qui représente l’éleveur en question. À date, nous sommes encouragés par les résultats. Je désir remercier les associations membres pour leur confiance dans les services offerts par la SCEA ainsi que la collaboration du personnel de ces associations. Je suis fier du personnel de la SCEA pour le service exceptionnel et du Conseil d’administration pour la direction et support offert en tout temps. C’est évident que l’industrie du bétail au Canada est pris dans une situation difficile, mais il reste que la SCEA fournie un service de registre de bétail incomparable. Ronald K.
