"MAKING PEACE," a break-dancing performance, depicted five dancers turn-ing their competitive hostility into alternating displays of break-dancingfinesse. Dancers Johnny Ramirez, Izzy Rodriguez, Robinson Rodriguez, TerrellMarrow and Emmanuel Rodriguez trotted to the rhythm, spun around on handsand heads, twirled legs in corkscrews and imitated non-contact punching andfighting .in a style reminiscent of Brazilian capoeira. The community newspaper - the glue thathelps hold a community together,

and the spur that helps keep it moving forward.

The focus is financesWeekly newspaper editors heard "on Friday from new County

Executive Thomas Suozzi and some of his aides about the financialdilemmas facing the county.

Bil l Cunningham, chief deputy county executive, said the coun-

ty's revised four-year plan is due April 1 for submission to the

Nassau Interim Finance Authority (NIFA). The new administra-

tion's top priority is the budget and delivering services to residents,

he added.i

Mr. Suozzi said the county is facing a $4.00 million deficit. To

illustrate the size of the challenge, he noted that if the county laid

off 1,000 of its 10,000 employees, it would only save $100,000.

He said that Nassau's $2.3 million budget is larger than that of 16

stales. Nassau is the worst-run county in the U.S., the new County

Executive said, and "it just happened over the last 15 years. Nassau

County government just kind of happened." Many county build-

ings are "a dump," he added.

The administration is creating organizational charts where "peo-

ple are judged on performance, not politics. It will take three

months to set up the system," Mr. Suozzi predicted.

"Everything is on the table" in terms of budget fixes, he

announced. No specifics will be announced until the plan is fin-

ished before April. "We will solve the problem," he vowed.

"This county government is going to cut expenses more than

anyone can imagine" before considering revenue increases.-He

noted that he did not propose an income tax but said that everything

is on' the table.

Mr. Suozzi said that Nassau is the first mature suburban county,

noting that it has been 50 years since Levittown was developed..

Development has caused concerns about breast cancer and other

issues. .

"We want to be the best county in the country. We want to be a

model mature suburban county - the best place to live, the best

place to have a business, the best place to work."

He said that this week he will announce plans for Nassau Road

in Roosevelt. He said that Nassau Road-casts "Roosevelt in a neg-

ative light."

Mr. Suozzi concluded, "I apologize that I'm not going out to all

these events" like his predecessor did. "I'm focusing all my time

solely on the financial problems, at least for the next six months."

It sounds like the new County Executive is off to a good start, but

we hope he will seek suggestions and input from other Democrats,Republicans and representatives of a variety of groups before the

financial plan is completed.

Baldwin Board of Education debates state testsby Jason Gers

Disappointing scores by eighthgraders on state assessments and educa-tional funding issues were the topic ofmuch discussion at last Wednesday'sschool board meeting in Baldwin.Announcing "this is the area we are dis-appointed in," the board discussed waysto improve remedial help.

In math, 44.1 percent of eight gradersscored in "Level Two," which the statedesignates as students that will probablyheed extra help to pass the Regentsexams. In math, these students will nottake the Sequential 1 math regents, butinstead the "Math A" exam, takenhalfway into a student's soph'omoreyear, or freshman year for advanced stu-dents. The state average number of stu-dents in Level Two was 34.2 percent. InLanguage Arts (English), Baldwineighth graders came close to state aver-ages. . .

Fourth grade students did significant-ly better than the state averages on theirstate assessments. 96 percent of highschoolers passed the new, six-hourEnglish Regents in 2001 (now mandato-ry for graduation) and preliminary datasuggests that Baldwin high schoolerswill also do well on the Math A exam.

Parent Eileen Pettit-.criticized theboard for having no reading specialistsor reading program in place. "We've

really dropped the ball for our sixth, sev-enth and eighth grade."

Trustee Mary Jo O'Hagan replied,"We're having trouble looking for amagic bullet." However, Middle Schoolprincipal James Brown has prepared "a"Middle School Math Plan." The planincludes aligning classroom practiceswith state standards, intensive staffdevelopment, and academic interventionservices, extra help sessions and addi-tional practice packets. In addition,Superintendent Dr. Kathy Weiss confjd-ed that she was planning on proposingfour new employees for math and read-ing help at the Middle School level inthe upcoming budget.

Concerned that her middle-school-aged son was doing'poorly in math, par-ent Mrs. Hannah complained that herson cannot be let into morning extra helpwithout a pass. Dr. Weiss replied thatthis was part of a security policy whichwas under review.

Trustee James Scannell also men-tioned that the state intentionally usedhigher standards on the eighth-gradeassessments in order to force attentionon Middle School instruction. Middleschools, said Mrs. O' Hagan, traditional-ly focus a great deal of attention on per-sonality development and social skills, since this is the time when students arereaching puberty, and dealing with lotsof complex emotional changes.

Another subject of discussion wasthe government's role in educational

. costs. The board agreed to send a res-olution to a list of state legislatorsasking for the repeal of the "Wicks•Law," a state law dating back to 1912which mandates that school construc-tion projects use separate prime con-tractors for different segments of asingle project when costs exceed$50,000. "This regulation alone," saidMrs. O' Hagan, "can add 15 to 30 per-cent to the cost of a construction pro-ject." Not only does this require thedrawing up of separate specifications, but it is common for different contrac-tors to come into conflict in the dura-tion of one project, delaying projectsand adding to costs.

The board also discussed the costs ofspecial education, the cost of which hasgreatly increased in recent years.Although the federal government origi-nally promised 40 percent reimburse-ment in the original law which requiredequal care for handicapped and specialchildren, they have never deliveredmore than 17, according to Mrs-.O'Hagan, who recently met withSenators Charles Schumer and HillaryClinton in Washington.

In addition, Mrs. O''Hagan expressedfears about the costs of President GeorgeW. Bush's education proposal. Althoughtied, to increased funding, the actual costof testing may be higher than he imag-ines, including such expenses as paying

• substitutes when teachers are busy grad-ing tests. Mrs. O'Hagan explained, "Weare part of a network to keep pressure upto see that the funding promised to us isactually delivered."

Problems with the state's new fundingarrangements also concerned the board.

Although line district 's aid will techni-cally increase, the slate funding for con-struction wi l l no longer be paid up front, forcing districts to bond all constructioncosts and thus accumulate debt.

Trustee B.A. Schoen urgedBaldwinitcs to contact their state repre-sentatives and education committeemembers about these matters, as well asthe Roosevelt legislation and anotherpending bill which would end "unfund-ed mandates." The contact informationis available on the Baldwin web site, andwas provided at the meeting.

Another subject of debate was a- sug-gestion by Trustee Bill Edelman that theHigh School's already-existantIntroduction to Computers class bemade a graduation requirement. Theclass includes keyboarding skills and themechanics of producing documents, among other things. Mr. Edelman saidthat he thought loo many students werelosing too much lime typing and work-ing through the mechanics of softwareinstead of doing the actual desired workwithin the software.

However, Mrs. O'Hagan said, "Myconcern is making something a require-ment when we are facing an increase inthe number of Regents courses everyyear. I hear that schedules are very light .for some youngsters." Mr. Schoen sug-gested that maybe it should be a require-ment before high school, and TrusteeClark supported looking into the fiscaland educational impact of such a policy.Mr. Edelman also added that the classeswere full and stiidenls were being turnedaway from them; so thai the number ofstudents actually enrolled in the class-would understate its desirabili ty wi th thestudent body.

Freeport's Long Island Arts Council loses fundingby Jason Gers

This year, one of Freeport's most well-established cultural institutions, theLong Island Arts Council, recently lost alarge percentage of its funding, whichwas cut from the State Council of theArts.

According to Mamie Katzman,Executive Director of the Council, thecuts were sudden and not expected. "Wehad to implement some changes," saidMs. Katzman. "It's also hard to get fund-ing for the arts. People are giving else-where."

The Arts Council, which has been inFreeport for 28 years, is not in danger offolding, although the funding cut willcertainly affect what it can offer. Thegroup has made staff and program cuts. For example, the annual fashion show, which used to involve lots of FreeportHigh School students, has been can-celled. The group has also reduced thenumber of non-profit management sem-inars it offers, as well as reducing thenumber of free concerts and lectures.

The Arts Council is involved in sever-al community arts projects. The ArtAlcove in the Freeport Rec Center is an

exhibit which the group maintains. HighFive Long Island is a program whichgets students and their families into artsprograms for only $5 a ticket. Currently,44 Freeport students are enrolled in theprogram'. The Arts Council hosts musi-cal theater workshops at the Rec Centerand gives a $200 college scholarship toa Freeport High School Senior, everyyear:

The Arts Counci l also providesgrants to other local'groups to sponsorlectures and performances. They givemoney to the' library, the FreeportHispanic Society, the CommunityChorale, ETS (Eager to Serve) and theAfr ican-At lant.ic GenealogicalSociety.

Ms. Katzman is currently seekingdonations from corporations, but com-

plains that "these things take time." Shesays, "Freeporl and the mayor havealways been supportive in the past. Wedo a lot- tor the communuly; in our limeof need 1 hope they can help us out." Inthe meantime, the Arts Council is plan-ning spring fundraisers and a juried pho-tography show in. April . To join the-council, or for more informat ion, call223-2522.

Baldwin students becomeTeens on the Job'

Recently, 69 tenth grade studentsfrom Baldwin Senior High School had aunique opportunity to learn about afuture career in a "hands-on" way. Pairsof students "shadowed" employees atworkplaces throughout Long Island tolearn, first hand, about a variety ofcareers in the "Teens on the Job" pro-gram, sponsored by The Long IslandMentoring Partnership. This is the sev-enth year that Baldwin has participatedin this project.

Students explored careers in educa-tion, medicine, business, computers, catering, and television. Amanda VanBrunt, who visited BOCES' Outdoorand Environmental Education site, stat-ed, "I found that most of what I amlearning in school can be useful in theworld of work. Since I spent the daywith a naturalist, what Ilearned in biology as a fresh-men proved to be veryapplicable." Cheryl Welter, who shadowed Dr. KathyWeiss, Superintendent ofSchools, • remarked, "Ilearned that the BaldwinSchool District can be com-pared to a business, with theSuperintendent as the CEOmaking sure all the depart-ments function properly."Meghan Dixon spent her daywith Joan Flatley, Principalat Meadow School. Shecommented, "In the world ofwork, you must be prepared, responsible, respectful, seri-ous, and a person must havepatience, especially whenworking with little children."

Many students wishedthey could spend-more thanone day in a shadow experi-"ence so that they couldexplore a variety of careers.

Fortunately, Baldwin has two othershadowing opportunities at' MercyMedical Center and at -Hw4iO£aUniversity.

Local businesses sharing their exper-tise with Baldwin students includedMercy Medical Center, Dr. EricShoenfeld, M.D., Hi-Hello Child CareCenter, Delicious Moments Caterers,Tot Spot Day .Care Center; Hi-HelloChild Care Center; and the Baldwin andOceanside Schools. .

Students also visited the Long IslandChildren's Museum; The GuidanceChannel; Fox 5; Certilman, Balin, Adlcr& Hyman; Cullen & Dykman, LLP;Jones Beach State Park; North ShoreUniversity Hospital at Glen Cove; GoodSamaritan Hospital; and Frankl inHospital Medical Center.
