Bob Caputo has more than 25 years experience in the fire protection community including all areas of the fire sprinkler industry. A former fire fighter trained in fire suppression at the U.S. Naval Fire Fighting Training Center in San Diego, Bob has been an instructor since 1989, teaching seminars for both American Fire Sprinkler Association (AFSA) and NFPA. He holds fire sprinkler contracting licenses in multiple states, serves on the NFPA 13 Installation Committee and is the author of AFSA’s Project Management Tools program. He was named FPC Magazine’s “Man of the Year” in 1997 and was named San Diego County Fire Prevention Officer of the Year in 1994.

The panelists will provide and facilitate focused questions regarding emergency planning, response and task management. Each expert panelist has a unique role and perspective which will allow for a variety of issues addressed and discussed. Attendees are encouraged to bring ideas, questions, and discussion points as well to enhance the class for all involved.

Hank McDonald’s experience in code administration dates back to 1987 when he was first employed in the role of structural inspector in a jurisdiction on the Oregon Coast. During that period of time there were several minor incidents along that stretch of the Coast that resulted in localized evaluation and placarding of buildings that preceded the creation of the ATC-45 and building evaluation was up to the discretion of the local code authority. Mr. McDonald’s disaster response includes forest fire fighting and post Hurricane Katrina as a member of the Oregon Army National Guard. Mr. McDonald also assisted in the post clean up flood safety evaluations of the structures damaged during the Vernonia floods as a local code official.
Steve McGuire graduated in 1976 from the University of Oregon with a Bachelor’s of Architecture degree. From 1978 through 1990, Steve managed a design department for Oregon Dome, Inc. providing construction design service throughout the United States, applying various building codes for buildings that incorporated several types of construction. In 1990 Steve became employed by the City of Eugene as a plans examiner. Steve was the Plan Review Supervisor for the City of Eugene Building Permit Services for 10 years and has been on the City of Eugene Disaster Operations Task Team over 10 years. Steve has been teaching ATC-20 post earthquake posting of buildings since 2003 and s an approved Safety Assessment Program instructor for Cal-OEM. Steve is currently the Building Official for Lane County, Oregon.
Robert W. Rice, CBO, is currently the Southern Oregon Lead for The Building Department, LLC, serving as Building Official for several jurisdictions in the region. He graduated from Rogue Community College, in Grants Pass, Oregon, with an A.S. degree in Automated Manufacturing. After graduation he worked for two Southern Oregon engineering firms for a total of 10 years starting as a structural draftsman and, after additional education, worked as a structural designer. Following a developing interest in building codes, he obtained Oregon/ICC plans examiner and inspector certifications. He was employed at Josephine County, Oregon and served as the Building Safety Director until 2016. He is also actively involved in ICC and Oregon code development. He is a Past President of the Oregon Building Officials Association and served as Chair of the Codes Committee and was awarded 2010 OBOA Building Official of
the Year. He served as President of the Southern Oregon Chapter of ICC from 2007-2009 and served on the Oregon State Solar Energy Code Committee in 2009/2010. He was a part-time instructor for the Construction Technology Program at Rogue Community College since 1996.
Jay Wilson is the Clackamas County Resilience Coordinator with the Department of Emergency Management and spearheads the County’s efforts to reduce risks and assess hazards including flood, earthquake, wildfire, volcano, and tsunami hazards, and climate change impacts. He has also lead sustainable recovery planning efforts between local, state and federal government agencies in working with the community groups affected by the January 16, 2011 flood event on the upper Sandy River. Mr. Wilson is the Chair of the Oregon Seismic Safety Policy Advisory Commission (OSSPAC) and currently serves as a Disaster Resilience Fellow with the National Institute of Standards and Technology (NIST). Mr. Wilson has participated as local emergency management practitioner on EERI Government and Societal impacts reconnaissance team for Tohoku, Japan Tsunami disaster. He has provided invited testimony to the US House Science
Committee on the development of the 2006 Tsunami Warning and Education Act. He authored an OEM After-Action Report for June 14, 2005 tsunami warning along US West Coast. He was previously employed as the Earthquake, Tsunami and Volcano Program Coordinator at Oregon Emergency Management, worked as a FEMA Disaster Reservist Branch Chief, conducting Community Education and Outreach support for Hazard Mitigation Programs and was an earthquake policy analyst for the Cities of Berkeley and Oakland, CA. Jay has a M.A. in geography and a B.A. in film.
Paul is a plans examiner with 12+ years of plan review experience and 20+ years of construction experience. He has attained the Master Code Professional certification from ICC through certification in multiple disciplines. Paul is the ProjectDox trainer for the plan review staff for the City of Hillsboro.

Jim Safranek, is a registered architect with over 28 years of practical experience who is also the principal of the Safranek Group LLC, a consulting firm that specializes in building code and accessibility consulting. Throughout his career Jim has focused on technical issues, primarily accessibility and building codes while also obtaining a number of professional certifications in these two areas. Jim has provided accessibility and building code consulting services nationally in 24 states, including drawing reviews and surveys of properties for compliance with the accessibility requirements found in the ADA, FHA, and building codes.

Jeremy Williams is a Structural Engineering Plans Examiner and Residential Plan Review Group Supervisor for Washington County. He transitioned from the private sector to public sector 2 years ago. Jeremy has 13 years of experience in structural engineering design, review, analysis, project management, evaluation, inspection, repair, upgrade, and construction support services. Jeremy’s engineering experience includes but is not limited to commercial, industrial, and residential building design, tenant improvements, seismic evaluation, seismic retrofit, and a variety of site development, transportation, and transit related structures. Prior to earning his engineering degree from Oregon State University in 2003, Jeremy served six years in the Navy onboard a fast attack submarine
as a nuclear machinist mate, engineering lab technician, and submarine scuba diver.

Brice has over 25 years’ experience as Building Official, Inspector and Plans Examiner and holds four International Code Council (ICC) certifications. He speaks to code officials throughout the country on firestopping, proposed the ICC firestop inspector certification that should be implemented in 2016, and was instrumental in the development of the new ICC book, titled Firestopping, Joint Systems and Dampers. Brice is Past President of the Colorado Chapter of ICC plus he has served on ICBO and ICC education and certification committees including the ICC Board of International Professional Standards and the IBC General Code Development Committee. He is also a part time code instructor for a local community college in Fort Collins, Colorado. Brice recently served for 2
½ years as the Executive Director of the International Firestop Council.

Steve McGuire graduated in 1976 from the University of Oregon with a Bachelor’s of Architecture degree. From 1978 through 1990, Steve managed a design department for Oregon Dome, Inc. providing construction design service throughout the United States, applying various building codes for buildings that incorporated several types of construction. In 1990 Steve became employed by the City of Eugene as a plans examiner. Steve was the Plan Review Supervisor for the City of Eugene Building Permit Services for 10 years and has been on the City of Eugene Disaster Operations Task Team over 10 years. Steve has been teaching ATC-20 post earthquake posting of buildings since 2003 and s an approved Safety Assessment Program instructor for Cal-OEM. Steve is currently the Building Official for Lane County, Oregon.

After working in private practice in Seattle for several years, he became a Deputy Prosecuting Attorney with the Thurston County Prosecuting Attorney’s Office in 1995, advising on land use and growth management issues. Andrew Tice is the director of operations at House Spirits Distillery, maker of the award winning Aviation American Gin and Westward Straight Malt Whiskey, in Portland, OR. Andrew joined HSD in 2012 after spending several years in the brewing industry, and was instrumental in the company’s transition from a 2,600 sq-ft facility to a state-of-the art 11,000 sq-ft production facility in the heart of inner SE Portland, finished in 2015.
“Pioneer Pete” Gendron has extensive experience working with cannabis extracts and concentrates whose production now falls under OLCC licensing. His time in the field includes testing and Beta phase development work on supercritical systems. Pete has served as an adviser to the Oregon legislature in 2015 and 2016 and as an appointee of the Governor, as well as on the OLCC Licensing, Compliance and Enforcement Committee. As President of OMNIBUDSMAN Enterprises Pete works with his clients to ensure the highest degree of Compliance to facilitate the quick approval of applications and complete understanding of the rules applicants must adhere to. Pete recognizes the difference between ‘compliant’ and ‘complaint’, and works to eliminate the latter. Cancellation PolicyCancellations received on or before Monday, September 2 will receive their total registration fees minus a $50 administrative processing fee. Cancellations received after September 2 and before September 16 will receive a 50% refund of their total fees. Cancellations received after September 16 are not eligible for refunds. No-shows and same-day cancellations will not be refunded any registration fees. There is no reduction in fees for partial attendance. All fees are considered payable upon receipt of registration.
