SWEET LORETTA HEADS SCHUYLERVILLE ENTRIESBy Alastair Bull
The expensive weanling purchase Sweet Loretta is
one of nine juvenile fillies who will contest the first
graded race when the 148th Saratoga Race Course meet
opens July 22.
Each of the fillies entered in the $150,000 Schuyler-
ville Stakes (gr. III) at Saratoga has already won, including
St. Elias Stable's Sweet Loretta (Tapit), a filly highlighted
in Blood-Horse Daily's Races to Watch prior to her sev-
en-length debut victory June 18 at Monmouth Park.
Sweet Loretta, a $750,000 2014 Keeneland Novem-
ber purchase, is trained by Todd Pletcher. She will leave
from post position four under John Velazquez.
The most impressive of her opponents is the Cana-
dian-bred Made Me Shiver (Maclean's Music). The Steve
Asmussen-trained filly, raced by her breeder Hill 'n' Dale
Equine Holdings along with Joel Quenneville, was a 5
3/4-length winner at Churchill Downs June 17, her only
start.
A $150,000 purchase at the Fasig-Tipton Kentucky
November sale as a weanling in 2014, Made Me Shiver
will be ridden by Irad Ortiz Jr.
Two of the fillies have tasted defeat: Lightning Dove
(Uncle Mo) and Harlands Thunder (Harlan's Holiday),

fifth and sixth, respectively, in the Astoria Stakes at Bel-
mont Park June 9 after winning their debuts.
Olive Branch (Speightstown), Platinum Spark
(Hansen), and Summer Sally (Ghostzapper) won at
Belmont Park, Inspired Flight (Orientate) was victorious
at Laurel Park, and Fun (Harlan's Holiday) came out on
top in her Churchill Downs debut. The most impressive
was possibly Olive Branch, a two-length winner over five
furlongs June 21.
Trainer Chad Brown saddles two in Saratoga's other
graded race July 22, the Lake George Stakes (gr. IIT) for
3-year-old fillies on the Mellon Turf course.
Ancient Secret (Kantharos), a $225,000 Ocala Breed-
ers' Sales Co. purchase last April, has won her three
starts, all at Belmont Park, the latest a head victory over
Thundering Sky in the Wild Applause Stakes June 19. The
Lake George will be her first two-turn race.
Brown's other runner is the Irish-bred Elysea's World
(Champs Elysses). She won her maiden in France last
year and took her U.S. debut May 11 at Belmont Park
before finishing sixth behind Time and Motion in the
Wonder Again Stakes June 5.
An interesting newcomer is Diamond Fields (Fastnet
Rock), who makes her first U.S. start. She has won only once
in eight starts but was fourth in the TRM Ballyogan Stakes
(Ire-III) June 4 before finishing second in the Sandringham
Handicap at Royal Ascot June 15 in her last outing.
The field also includes the grade III winners Baciami
Piccola and Tin Type Girl, while multiple graded-placed
Flora Dora starts for the first time on turf. BH

EQUINE WELFARE LAWS CONSIDEREDBy Frank Angst
A Kentucky Department of Agriculture council will
consider changes to the law that would allow lo-
cal officials to more quickly take possession of horses
when they are determined to be abandoned.
The Kentucky Equine Health Welfare Council July
19 in Frankfort, Ky. unanimously approved a motion
to examine changes to animal welfare laws. The
council, chaired by Rusty Ford, the equine programs
manager for the Kentucky State Veterinarian's Office,
meets on an as-needed basis and Tuesday's meeting
followed the alleged abandonment of 43 horses at a
farm in Mercer County.
Officials with the Kentucky Department of Agricul-
ture on June 29 charged trainer Maria Borell and her
father, Charles "Chuck" Borell, each with 43 counts of
second-degree cruelty to animals in connection with
the abandonment of horses at the 121-acre farm in
Central Kentucky.
Bradley Keough, deputy state veterinarian, attend-
ed the meeting and noted that the Mercer County
investigation continues. Without specifically talking
about that situation, Keough said that Kentucky laws
could be clarified to more easily allow officials to take
possession of horses after they are declared aban-
doned.
Keough said current Kentucky statutes regarding
the abandonment of smaller animals, like cats and
dogs, more readily allows local enforcement officials
to take possession of animals.
"Where it's not clear (on horses and livestock) in
the statute is what I can do with that animal," Keough
said, before noting how the law played out in Mer-
cer County. "Initially it was unclear if we could seize
them, take them, what we could do. I think if it was
more clear-cut to that county attorney that 'yes if you
have the Department of Agriculture determining the
horses are abandoned, then this law says you can go
to the judge and get ownership relinquished immedi-
ately so that you can do something with them with-
out repercussions and potential civil liability'."
Council member Bob Stout, of the office of state
veterinarian, said when dealing with larger animals
it's important to consider the ramifications of new
regulations and put protocols in place ahead of time.
Ford said that he will meet with Stout on some
ideas and exchange ideas with the full council. The
council could then present a formal recommendation
to the Kentucky Department of Agriculture. He said
such a recommendation could be made by this fall.
Joe Bilby, general counsel for the Kentucky Depart-
ment of Agriculture, noted that it could be useful to
separate statutes that define the criminal offense of
neglect, abuse, and abandonment from the statute
that allows officials to take possession of animals. He
noted that in terms of defining the criminal offense,
it's important to include language that addresses in-
tent because it is not infrequent for such neglect cas-
es to be tied to people who may be suffering demen-
tia, mental illness, or who have simply gotten in over
their heads. But such a standard may not be needed
to step in and take possession of ailing horses. BH

MILESTONE FOR SUCCESSFUL APPEALBy Alastair Bull
Appealing Maggie became the 50th black-type
stakes winner for Walmac Farm stallion Success-
ful Appeal when she won the Miss Woodford Stakes
July 17.
Out of the Tale of the Cat mare Belgian Chocolate,
the $35,000 2014 Keeneland September yearling sale
purchase was a 3 3/4-length winner of the Mon-
mouth Park stakes for 3-year-old fillies.
Bred in Florida, Successful Appeal is a son of Valid
Appeal (In Reality) out of the Fortunate Prospect
mare Successful Dancer. His victories included the
A.G. Vanderbilt Handicap, the Withers Stakes, the
Kentucky Cup Sprint Stakes, and the Cowdin Stakes
(all grade II races).
Successful Appeal began his stud career with
Hartley/De Renzo Thoroughbreds in his native state
in 2001 for a $5,000 fee before moving to Walmac
Farm in 2004.
His progeny include Del Mar Futurity (gr. I) winner
J P's Gusto, Queen Elizabeth II Challenge Cup (gr. IT)
victor Her Emmynency, Spinaway Stakes (gr. I) winner
Appealing Zophie, and Argentine group I winner Suc-
cessful Affair. He is also the sire of Canadian champi-
on turf female Solid Appeal, a grade II winner.
Successful Appeal's fee reached $40,000 at its
height in 2007 and 2008. He presently stands for
$10,000. BH
2015 SARATOGA SALE TOPPER IN SPA WITH CLEMENTBy Ron Mitchell
Glory Or Nothing, the son of Tapit purchased by
El Capi Racing for $2 million to top the 2015
Fasig-Tipton Saratoga selected yearling sale, is back
in the Spa with trainer Christophe Clement.
Following his purchase, the colt produced from
the grade III-winning Galileo mare Dress Rehearsal
was sent to Stonestreet Farm near Ocala, Fla., where
he was broken and received his early training before
being sent to Clement, according to Ramiro Restre-
po, a Fasig-Tipton marketing representative based in
Miami.
Ben Sangster bred the colt in Ireland and Four
Star Sales consigned him to the Saratoga sale.
Also in training with Clement in Saratoga and
nearing her career debut is Love in Tokyo, a Tiznow
filly bought by El Capi for $400,000 from the Lane’s
End consignment at the 2015 Saratoga sale. The filly
is out of stakes-placed Awesome Again mare Lisa T.,
a half sister to 2010 Kentucky Derby Presented by
Yum! Brands (gr. I) winner Super Saver.
According to Restrepo, the filly is more precocious
than Glory Or Nothing and is scheduled to make her
first career start opening weekend of the Saratoga
race meet that begins July 22. BH

O B HARBOR FASTEST IN SWIFT MT. RAINIERBy Frank Angst
Dedicated to You and Its Allabout Jerry earned
career-best Equibase Speed Figures that ranked
as the week's second- and third-best numbers, but
those efforts were not good enough for victory as
the two finished second and third,
respectively, to O B Harbor in a swift
edition of the Mt. Rainier Stakes July
17 at Emerald Downs.
Despite the week's top speed
figures all coming in the Mt. Rainier,
One Horse Will Do Corporation's O
B Harbor faced little challenge as he
enjoyed a clear lead throughout and
held safely for a two-length score in
the 1 1/16-mile race for 3-year-olds
and older, completed in 1:41.05.
"I can't believe how O B Harbor
can maintain his speed in a mile
race," said winning jockey Jose Zun-
ino. "He went fast early, but he kept
going. He's got a big heart and he's a
nice horse."
Trained by Chris Stenslie, O B Harbor secured his
fourth straight win and third straight stakes win as
the 4-year-old Harbor the Gold gelding stayed perfect
for 2016. The 118 Equibase Speed Figure marked a
career-high for O B Harbor, who has earned an ESF
of 115 or higher in his three straight stakes wins. BH

POSTPONED SEEKS TO JOIN ELITE GROUPBy Blood-Horse Staff
Postponed is among 10 runners confirmed for the
66th running of the group I King George VI and
Queen Elizabeth Stakes (sponsored by Qipco), in
which he will bid to become a rare repeat winner of
the race July 23 at Ascot.
The King George VI and Queen Elizabeth Stakes is
worth a joint-record purse of £1.215 million ($1.591
million). The winner of the 1 1/2-mile race will earn an
automatic, fees-paid berth into the Longines Breed-
ers' Cup Turf (gr. IT) Nov. 5 at Santa Anita Park.
Owned by Sheikh Mohammed Obaid Al Maktoum,
Postponed triumphed by a nose from Eagle Top in
2015 and is unbeaten in three outings for trainer
Roger Varian this season. A victory Saturday would
make him only the third repeat winner of the race
first run in 1951, joining Dahlia (1973, 1974) and
Swain (1997, 1998).
Postponed, a 5-year-old son of Dubawi and cur-
rently the highest-rate horse in Europe, began the
year at Meydan, Dubai, where he was successful in
the Dubai City of Gold (UAE-II) and Dubai Sheema
Classic (UAE-I). On his return to Europe, he was the
imperious 4 1/2-length winner of the Queen Elizabeth
II Coronation Cup (Eng-I) June 4 at Epsom Downs. Sta-
ble companion Ajman Bridge is the likely pacemaker.
Queen Elizabeth II landed the race named in hon-
or of her parents back in 1954 with Aureole. In 2016,
the year of her 90th birthday, she is set to be repre-
sented by Dartmouth, who was supplemented for
the race at a cost of £75,000. Trained by Sir Michael
Stoute, the 4-year-old Dubawi colt will attempt to
follow the same path as Aureole, having also won the
Hardwicke Stakes (Eng-II) over the same distance at
Royal Ascot June 18.
Wings of Desire, a full brother to Eagle Top, was
well-supported for the Investec Epsom Derby (Eng-I),
having landed the Betfred Dante Stakes (Eng-II) in
May. The son of Pivotal ran an excellent race at Ep-
som Downs to finish fourth behind Harzand.
France-based Erupt was recently runner-up in
the Grand-Prix de Saint-Cloud (Fr-I) for trainer Fran-
cis-Henri Graffard. The 4-year-old son of Dubawi was
successful last season in the Juddmonte Grand Prix
de Paris (Fr-I) and also ran excellent races when fifth
in the Qatar Prix de l'Arc de Triomphe (Fr-I) and sixth
in the Japan Cup (Jpn-I).
Alan Cooper, racing manager to Erupt's owner/
breeder the Niarchos family, said Erupt pleased jock-
ey Stephane Pasquier in a morning gallop.
"He is a group I winner over a mile and a half at
Longchamp, although it will be a step up for him at
Ascot," Cooper said. "It looks a superb race."
Ireland's champion trainer Aidan O'Brien has
three entries, headed by 4-year-old Highland Reel,
winner last year of the Secretariat (gr. IT) in the Unit-
ed States and the Longines Hong Kong Vase (HK-I)
and the runner-up by a head to Dartmouth in the
Hardwicke Stakes. BH

PROGRESS WITH WV OUT-OF-COMPETITION TESTINGBy Tom LaMarra
Regulators and track executives in West Virginia
hope to have about 50% of the starters in two
upcoming graded stakes tested out of competition as
part of a launch of the program in the state.
Officials are in the process of determining the like-
ly starters for the $750,000 West Virginia Derby (gr.
II), which will be run Aug. 6 at Mountaineer Casino,
Racetrack & Resort. Nominations for the 1 1/8-mile
Derby close July 25.
"Our intent is to have 50% of the field for the Der-
by tested (out of competition)," West Virginia Racing
Commission executive director Joe Moore said July
19. "That's the process in place in Kentucky as well,
so that would be our goal with both the Derby and
the Oaks."
The $350,000 Charles Town Oaks (gr. III) is sched-
uled for Sept. 17 at Hollywood Casino at Charles
Town Races.
WVRC member Bill Phillips, who attended recent
meetings of the Association of Racing Commission-
ers International, noted regulators have formed a
committee to perhaps modify the existing model rule
on out-of-competition testing. He said WVRC deputy
attorney general Kelli Talbott
has been asked to participate
in the review.
"It appears to me that we
are out in front of it in West
Virginia," Phillips said. "We
should continue down this
road as much as possible."
In other business at the
July 19 racing commission
meeting, Charles Town was
approved to make up three
lost racing programs Oct.
12-13 and Dec. 30. They are
three of seven days the track
lost earlier this year because
of a stalled racing surface
renovation and weather con-
ditions.
The WVRC had agreed that
all seven programs would be
made up, but circumstances
led to a change in that position. Charles Town in the
fiscal year that just began will lose about $1.2 million
in purse revenue from video lottery terminals be-
cause of legislative action, so management and the
Charles Town Horsemen's Benevolent and Protective
Association agreed to make up only three days.
The Charles Town HBPA in a letter, however, said
the agreement doesn't include any racing programs
that could be canceled between now and the end of
the year.
Meanwhile, the West Virginia Racing Commission
July 19 signed off on $1,170,000 in funding for purses
for the 30th edition of the West Virginia Breeders'
Classics Oct. 8 at Charles Town.
The nine-race program for West Virginia-accred-
ited racehorses will be highlighted by the $500,000
West Virginia Breeders' Classic for 3-year-olds and up
at 1 1/8 miles. Total purses for the evening program
are up $90,000 from 2015.
The Breeders' Classic remains the richest state-
bred stakes in the United States.
The second-richest race of the program is the
$150,000 West Virginia Cavada Breeders' Classic for
fillies and mares at seven furlongs. There will be two
$80,000 stakes, four $75,000 stakes, and one $60,000
stakes on the program. BH

MUNNINGS SHOWING VERSATILITY AS A SIRE
One surprising facet of champion sprinter Spei-
ghtstown's stud career has been his ability
to get runners that excel at distances significantly
beyond his own optimum trip. Examples include
Haynesfield, who took the Jockey Club Gold Cup
(gr. I); Travers Stakes (gr. I) dead-heater Golden
Ticket; Belmont Derby (gr. IT) winner Force the
Pass; and Seek Again, successful in the Hollywood
Derby (gr. IT)--all contested at 1 1/4 miles.
It's early days for Speightstown's son Mun-
nings, but he is beginning to display the same
versatility. Munnings was best at seven furlongs,
winning the Woody Stephens Stakes (gr. II), Tom
Fool Handicap (gr. II), and Gulfstream Park Sprint
Championship (gr. II), and he was three times
grade I-placed. He did, however, show form
farther, notably when second in the Cham-
pagne Stakes (gr. I) at a mile and third in the
Haskell Invitational Stakes (gr. I) at 1 1/8 miles
after setting some demanding early fractions.
Munnings is certainly capable of transmit-
ting speed: of the 15 stakes winners in his
first two crops, Catalina Red, Ben's Duchess,
and No Problem are all graded winners at
sprint trips. However, his best son, Om—who
famously had American Pharoah behind him
when winning his debut at 2—has captured the
Del Mar Derby (gr. IIT) and Twilight Derby (gr. IIT),
both over 1 1/8 miles.
On July 16, Munnings sired his first 1 1/4-mile
stakes winner when his daughter I'm a Chatterbox
captured the Delaware Handicap (gr. I). This was
the fourth graded stakes win for I'm a Chatterbox
and her second grade I, following the Cotillion
Stakes last year. An Eclipse Award finalist in 2015,
she was also runner-up in the Coaching Club
American Oaks (gr. I) and Alabama Stakes (gr. I),
and third in the Longines Kentucky Oaks (gr. I).
I'm a Chatterbox's dam Chit Chatter is a sister
to Chatter Chatter, a multiple stakes winner at 2 in
Florida-bred company and subsequently the dam
of two stakes winners, including Speightstown's
daughter That's How I Roll. The granddam Bed-
room Chatter (Cure the Blues) is a sister to stakes
winner Bedroom Blues and is closely related to
Music Merci, a winner of six graded events, includ-
ing the Del Mar Futurity (gr. I). Music Merci is by
Cure the Blues' sire Stop the Music out of a sister
to the granddam of Bedroom Chatter.
I'm a Chatterbox has a well-constructed pedi-
gree. She's inbred 4 x 3 to Lady Winborne, Mun-
nings' third dam and the dam of I'm a Chatter-
box's broodmare sire Lost Soldier. She also has a
double of the Northern Dancer/Secretariat cross
through Lost Soldier and through Speightstown's
broodmare sire Storm Cat, as well as carrying
Secretariat's three-quarter sister Speedwell, the
granddam of Cure the Blues. BH
