Scenario of the PES

The Italian Parliament is currently working on the law

reforming the Public Employment Service, giving a

mandate to the Government:

Guarantee the provision of basic employment services on the entire national territory

Ensure a standard and omogeneous implementation of the related administrative functions

Government needs to attain to the following standards and principles

Rationalization of current benefits supporting new

labour contracts by directing them to those targets which are shown to be weaker by statistical analysis (profiling)

Rationalization of benefits supporting self-employment and enterpreneurship

Establishment of a National Employment Agency

Involvement of Social Partners in the definition of the «Guide Lines on the activity of the National Agency»

The National Agency as a managing role in all issues related to employment services, active labour policies and unemployment compensations

Rationalization of entities and offices operating at the various levels of the PES, with the aim to avoid overlappings and allow an accurate management of fundings and human resources available

Strenghten monitoring and evaluation activities on policies and service

Foster sinergies between public and private services for an improved labour offer-demand matching

Define the «essential levels of service» to be supplied in public employment centers

Valorization of pilot models making use of tested tools for labor insertion and taking into account significant experiences implemented at the regional level (Best Practices)

The Ministry for Labour and Social Policies should mantain its role in the definition of the «essential levels of services» which needs to be guaranteed on the entire national territory

Regions and Auonomous Provinces should mantain their task of programming active labour policies

Dedicated paths for different job seakers (employed, unemployed, expulsed from the LM or on unemployment benefits) through profiling and statistical observation

An improved informative system for a prompt management and monitoring of services supplied

Simplification of the bureaucratic process, through informative technologies, and re-address the action of public services towards the management of active labour policies
