This report includes data acquired from U.S. Bomb Data Center (USBDC) Bomb and Arson Tracking System (BATS) database and Naval Surface Warfare Center Indian Head EOD Technology Division (NSWC IHEODTD) data warehouse. This report may not include all incidents. The data includes those reports pulled on a specific date from both BATS and JEOD portal. This summary report presents basic data at the time it was produced. As data management systems are updated, the possibility exists that the resulting information may differ from previously or future reported data.

A total of 694 incidents (Fire, IED, Ordnance, etc.) were reported in BATS.

Between 2 September and 8 September 2018, BATS and JEOD portal indicate approximately:

9 – ACTUAL: Improvised Explosive Devices (IED), Improvised Incendiary Devices, chemical over pressure devices, and modified or improvised ordnance.

3 – EXPLOSIONS: Intentional explosions, chemical over pressure device functioning.4 – HOAX: IED related incidents that involved a device fabricated to look like an IED and

that is intended to simulate one in order to elicit a response.

9 – ORDNANCE: These incidents involve ordnance (not on military installations), public safety Bomb Squad, and military EOD.

This report may contain the following information:AWARENESS: Unique suspicious package incidents, additional ordnance/explosive

information, etc. RECOVERY: Explosive, homemade explosive, improvised explosive, and precursors.

The components were taped together with black electrical type tape." "The timer was . . . [soldered] and wired in the rear and the construction of the items upon physical examination further confirmed that the device . . . [appeared] to be a functional, non-explosive training device that was made to look like an explosive IED."

BATS ID # 874978: (U//FOUO-LES) ". . . stated the device is an inert training aide designed and produced by his Israeli based X-ray solutions company, "Vidisco". . . . [he] also stated he carried the training device onboard with him from his previous flight from Tel Aviv, Israel without an issue. . . . [he] was en route to a U.S. Air Force training seminar in Panama City, FL intending to utilize the device. . . . stated the device is used as a calibration tool for X-ray equipment to differentiate between organic and inorganic materials which could be found in suspected devices."

Also in the ammo can was a small box with green hobby fuse, lighter, black electrical tape, two pill bottles with bulk powder (black in color), and shot. . . . also located a plastic container that was encased in black electrical tape with a green hobby fuse coming out of the top. An X-ray revealed this item to be filled with powder and shot."

BATS ID # 935080: (U//FOUO-LES) "The item was described as a 5" black metal pipe bomb with a fuse. . . . [and] a section of green cord, similar in appearance to hobby fuse. . . . The powder from the device [was] small black granules . . . consistent size and shape with commercially available low explosive powders. It was subjected to a flame test, which was initiated with an electric match, and proved to be energetic."

BATS ID # 886198: (U//FOUO-LES) ". . . they were at the residence in relations to a Meth lab and found eighteen (18) hand grenades on the front porch. . . . safely removed the M228 fuzefrom the body of the grenade and determined that there was smokeless powder inside of it and that the fuze was improvised using what appeared to be hobby fuse that was green in color."

BATS ID # 875219: (U//FOUO-LES) "Techs were advised a male subject died several years ago, and since his death his vehicle had not been inventoried. Approximately 1 week prior to this date, the vehicle was sold to a neighbor and upon conducting an inventory the listed "pipe bomb" was located in the tool box of the truck. Techs retrieved the pipe, which was an approximate 1-inch pipe, approximately 6-inches in length with externally threaded end caps."

BATS ID # 908781: (U//FOUO-LES) ". . . observed the device appeared to be a modified lightbulb. It appeared the brass end of the lightbulb had been removed and drilled out and later reattached using some sort of adhesive that appeared green in color. Inside the bulb there were small cylinder shaped granules, which . . . are consistent in appearance with some smokeless powders. There were also what appeared to be small pieces of cardboard. Both the cardboard and granules appeared to have been saturated in an unknown liquid believed to possibly be an accelerate of some sort. The top brass section that had been drilled out was stuffed closed with a black piece of cloth believed to have been used as an improvised wick/fuse."

8 SEPTEMBER: PATTISON, TX – ACTUAL

BATS ID # 885768: (U//FOUO-LES) ". . . observed the device to be a small oblong object that appeared to be wrapped in electrical tape. It was sitting in the entrance to a nearby field . . . There was what appeared to be a fuse protruding from one end. . . . The device was found to be constructed of multiple layers of plastic and electrical tape bound tightly together to create a hard shell. The device contained small grayish rods that were consistent in appearance with smokeless gunpowder . . . A burn test showed a steady burn rate and orangish flame which is also consistent with smokeless gunpowder. Mixed in with the powder were BBs/shot and what appeared to be rifle projectiles. I also observed a small piece of plastic mixed into the powder that looked like a piece of shotgun wad."

BATS ID # 875378: (U//FOUO-LES) "Goodwill called 911 regarding some military ordnance discovered in an ammo can inside their store. They advised it came in on a truck with many other items. . . . There was a handwritten note taped to the bottom of the ammo can lid that said “Cody!! take money from here and DIE!!!!” It is unclear if the note had any connection to the items in the ammo can or Goodwill. The rifle grenade was determined to be a M11 training rifle grenade. The 25-MM projectile was determined to also be a practice round. The hand grenade was determined to be a MK II grenade. . . . US Military EOD will be contacted to dispose of the MK II grenade at a later date."

BATS ID # 875228: (U//FOUO-LES) "While searching through a backpack that contained the subjects ID, a military pineapple hand grenade was located within the bag. . . . noted that the grenade was painted blue and assumed that it was a training grenade and proceeded to unscrew the fuze from the body. Upon removal of the fuze he determined that the fuzeappeared to be intact and operational. . . . Once the fuze was photographed, the pictures were forwarded to members of the US Air Force EOD unit to identify."

The Data Warehouse is continually populated with EOD mission reports from multiple data bases and historical files. Current sources include the Explosive Ordnance Disposal Information Management System (EODIMS) and Combined Information Data Network Exchange (CIDNE). (U//FOUO-LES) The Bomb Arson Tracking System (BATS) serves as the national repository for explosives and arson-related incidents as established by the Federal explosives laws. In 2004, the Attorney General mandated that "all of the Department's arson and explosives incident databases [be consolidated] into a single database, which is now known as the Bomb Arson Tracking System (BATS)”. This was reinforced in 2010 by the Deputy Attorney General's Office. Each participating agency administers their BATS account.
