AIMS AN‘D PURPOSES OF THE COLLEGE

1 . The primary purpose of Shepherd S tat e Teachers College is thetrain ing of t eachers, principals and supervisors for the elementa ry andhigh schoo ls of the S tate, more especially in the eastern sec t ion . Thereare from to t eachers and schoo l workers in the coun t ies served by Shepherd. Wi th a 1 0 per cen t turnover annually, which is a low

es t imate , the schools n eed approximately 1 25 new teachers each year.

These S hepherd hopes to supply a dequately.

2. The profession s of Law, Medicin e and the Min istry now requirein many sect ion s, a full college course wi th baccalaureate degree, foren t rance to their train ing . The degree offered here is accepted as meeting these high standards of requiremen t . What these professional andgra duate schools are a sking for , is a body of liberally and culturallyt ra ined young men and women . They can then supply the t echni calt rain ing necessary upon thi s excellen t foundat ion which Shepherdstr ives to give.

3. Many professions , Vaca t ions and industries now require a highertraini ng than that afforded in high schools . The junior college movemen t is spreading rapidly over the Uni ted S tates . The slower turnoverin employmen t in prac t ically all fields of endeavor, leaves the youthful high schoo l graduat e to wai t two or more years before he i s neededin industry or vocat ions . The first two years o ffered here are devotedlargely to gen eral educat ion as a foundat ion for the profession al coursesr equired on the upper level. This is largely a general junior collegecour se .

4. Courses primari ly in tended for the train ing of teacher s, such as

shorthand, account ing, typewri t ing, chemistry, sewing, cooking, journalism and the like cannot help but be beneficial to the spec ial student whodoes no t expect to teach. Business and techn ical industry absorb thistype of young person wi th high appreciation of the added training .

HISTORY

Shepherd College date s i ts founding as a S tat e Normal S chool andTeachers College to an Act of the Legislature of West Virginia, passedFebruary 27 , 1872; but i t had i t s in c ipiency in a classical and sc ien t i ficschool styled “

Shepherd College , cert ificat e of in corporat ion of whi chi s on record a t Charleston , January 12, 1872. As an in ducemen t to-secure a Normal S chool here the trustees of thi s private schoo l offeredi ts bui lding to the S t ate free of charge for use as a S ta te Normal S chool,which offer was prompt ly accepted, and work under S tate con t rol beganin S eptember, 1872. By authori ty of the S tat e Board of Education i tb ecame a four-year teachers college , July 1 , 1 930 , and the 1931 Legislature changed i ts name t o Shepherd S ta te Teachers Co llege .

The locat ion of the college is mos t ideal . S ituated in the charmingo ld town of Shepherdstown , n est led on the c liffy crags of the beaut ifuland historic Po tomac which sweeps in graceful curves across the Shenandoah Valley a t this poin t , remarkably free from all in sidious feversa nd diseases , wi th a who lesome social and moral atmosphere an

educa ted and cultured commun ity , comparat ively ea sy of access , It affordsun surpassed at tract ion s and advan ta ges to the earnest studen t .The college is located on scen ic an d historic groun d . To the east

loom up the fine wooded sides of the Blue Ridge , and to the west thoseof North Moun tain . The Potomac R iver flows past the town and a i

fords fine boat ing and fishing , whi le on i ts northern bank is the old

historic Chesapeake and Ohio Can al . To the south and north spreadsout the broad , beaut iful and historic Val ley of Virgin ia . Three mi lesnorth is Sharpsburg and the bat t lefield of An t ietam wi th i ts fine mon

umen t s and the Nat ion al Cemetery , whi le some seven ty mi les to the southi s the famous Luray Cavern . The same distan ce to the east is Washington ,

Shepherds town is on the Norfolk and Western R a i lroad , which con

n ect s wi th the main lin e of the Balt imore and Ohio Rai lroad a t Shena ndoah Junc t ion , six mi les to the south ; or wi th the Western MarylandRai lroad a t Hagerstown , Md. , e ighteen mi les to the north .

Admission wi ll be bas ed upon graduat ion from a st andard highschool which a ccording to the n ew rules of the S tate Board of Educat ionmeans the complet ion of sixt een standard un i ts . It is provided that anycurriculum prescribed or provided for in the high schoo l course of study:

Credi t from classified high schools in West Virgin ia wi ll be acceptedun i t for un i t , provided the work has been done accordin g to the planlaid down by the S tat e Board of Educat ion .

By special order of the S tate Board of Educat ion , t eachers of experienne and others preparing to t each who are a t least twen ty-one yearsof age may be admi t ted and assign ed to such college work as they areable

the Registrar in the Library , fi ll out an en rollmen t card, and then paythe tui t ion fee to the S ec retary , found in the room adjoin ing the Presiden t !s office . If work has been done elsewhere , credi t s should be !

presen ted to the Dean , who wi ll indicate in a gen eral way the classificat ion of any s tuden t . S tuden ts should then presen t themselves to theirrespect ive c lass officers (page who wi ll be found in the ir regularclassrooms and wi ll ass ist the studen t in making out programs of work.

AMOUNT OF WORK TAKEN

Thirty-six semester hours for the year is the maximum amoun t ofwork allowed . Thirty-four hours wi ll usually prove sufficien t for theaverage s tuden t . The studen t !s first semester !s work wi ll be r est rictedto 1 6 hours , or 17 hours i f physical education is in cluded , and the workof any subsequen t semester to 1 6 hours , un less preceding work has

reached a quali ty poin t average of one . Except ion s to these rules maybe made on ly on pet it ion to the Commit t ee on Credits .

E! PLANATION OF TERMS

A semester hour con sists of one hour reci tat ion wi th two preparat ion hours per week for eight een weeks . Two laboratory or shop per iodsper week equal one hour !s work . Periods are 60 minutes in length.

LATE ENTRANCE

All student s are urged to en roll on the firs t day of a semester or

term, but somet ime s the opportun i ty to at t en d school does not open upto the studen t un t i l the t erm is well st art ed . To a void any di sappoin tmen t on the late arrival , a studen t wi shing to en ter after the sixth dayof a six weeks t erm , the n in th day of a n in e weeks t erm , or the eighteen thday of an eighteen weeks term , should wri te the President for permissionto en ter late .

A fee of $2 is charged for late r egi stration .

ABSENCE FR OM CLAS SE S

S tuden t s who are a bsen t from classe s . due to thei r own i lln ess or to

ser ious i lln ess or death in their immediate fami ly, may secure excusesfrom the Presiden t !s office . S uch excuses wi ll permi t a studen t, byarrangemen t wi th in st ruc tors , to make up the work mis sed. To be

accept ed, the excuse must be presen ted to the ins tructor within one week

a fter the absence was incurred.

E xcuses are no t issued for “conven ience absences , such as are due

to person al engagemen t s of a busin ess or other nature, to difficulties orconven iences in commut ing arrangemen t s , and the like.

Absences caused by part icipat ion in such college act ivi t ies as a thlet ics , debat ing , and chorus , en t i t le the studen t to arrange wi th instruct

ors of c lasses missed to make up laboratory work , outside reading andreports , wi thout deduc t ion from the c la ss grade , provided that the studen twr i te an explanat ion of such absence, has i t cert ified by the coach , or director of the ac t ivity and presen ts i t to the in struc tor immediat ely a fterthe absen ce is incurred.

STUDENT LOAN FUND

A few years ago a studen t loan fund amoun t ing to about $ 150 wascon tribut ed by alumn i of the schoo l and several worthy young peoplehave already been a ided . The class gradua t ing in 1917 invested $1 00 in a

Liberty Bond, and the faculty a t the same t ime invested $50 , both con

tribut ing thus to the loan fund. S ince that t ime the con tribut ion s havebeen in creas ing in number un t i l the fund now approa ches $500 .

The Y. W. C . A. con tribut ed $50 to the fun d in 1927 . Miss Ella M.

Turn er also ma kes a con tribut ion of annually.

The c lass of 1926 left $1 50 as a class fund which is to supplemen t theS tuden t Loan Fund .

The fund is in charge of W. H. S . Whi te , presiden t of the schoo land ex-officio chairman of the loan commi t tee ; Ella M . Turner, member of the faculty and alumn i ; and Mr . Freel G. Welshans , presiden t ofthe alumn i associat ion . BUILDINGS

The school has now s ix large a nd commodious bui ldings in whichto carry on i t s work . The oldest of the s ix is the original Shepherd College , now McMur r an Hall . This was tran sferred by perpetual lease tothe Board of Trust ees of Shepherd College by Shepherd Brooks , E sq ,

of Boston . This board , which is a self-perpetuat ing body , put the

building a t the S tate !s dispo sal for n ormal school purposes a t,the

school !s first founding ; and i t was the sole home of the schoo l con t inuously un t i l 1897 , when the school occupied a n ew bui lding erected justnorth of the College , which was de stroyed by fire in the spring of 190 1 .

The Old College!

is n ow used by the biology and music departmen t s .It con tain s six commodious rooms .

Adjo in in g the above i s Reyn olds Hall ( the old Town Hall) whichwas erect ed in 1899 by the c i t izen s of Shepherdstown and was put a t

The ma in college bui lding , Khut t i Hall, was completed and first 0ccupied in the spring of 1904 . It is thoroughly modern and well appoin t ed . The basemen t con ta in s a large gymn asium, lavatories , to i letrooms, a manual train ing s hop and laboratories for the physics and

In a climate like ours , where much of the year weather i s unfi t forout -of-doors sports , i t is essen t ial that schools have gymn as iums of

dimens ion s adequate to admi t of various indoor games and exercises,and equipped wi th all n eeded applian ces for the developmen t of the

physical man . S hepherd S tate Teachers College possesses such a gymn as ium in i t s physical educat ion bui lding . the second floor are a large recept ion room , a rest room , libra ry and nin ebed rooms 1 5x12. Each bed room con t ain s two closet s wi th shelves andlavatory wi th hot and cold water .
