Memoir Workshop Resumes in September The Memoir Workshop will resume meeting on Tuesday, September 27, from 10am to noon in the card room. Regu-lar meeting dates are the second and fourth Tuesdays of the month, except for December and May through August. This is a writing group that concentrates on composing personal memories and family history. The intent of the participants is to compile a collection of writings to pass on to future genera-tions. Although this group has been an activity at The Parke since January 2006, it is open to new members. Writers may start anywhere in their lives and do not need to have partici-pated since the beginning. We laugh, we cry, and sometimes we wallow in nostalgia! We critique each other’s work and try to motivate each other with new ideas and topics. It’s a fun group. Please call Jean Fry at 410-208-4269 or email her at [email protected] if you would like to join us or have questions.

Save the Date Italian Night - Ciao Mark your calendars for Saturday, October 1, to celebrate “Italian Night.” The Programs Committee has planned a very festive, entertaining evening for your pleasure. The doors will open at 4:45pm. Dinner is being catered by Carrabba’s. Our menu will include Caesar salad, lasagna, meatballs, sausage, and Italian bread. Dessert will also be provided by the Pro-grams committee. Our own Jamie Vlachos will be entertaining us with her beautiful voice in song while we dine. Thanks to Roger Lip-pincott and the Cabaret Club who are providing the entertain-ment starting at 7pm. Roger has booked the Hot Buttered Nuggets for the evening’s entertainment. The cost of this event is $15 per person with checks made payable to “PPC.” Keep in mind that seating is limited, so don’t forget to sign up beginning September 1. This will be on a first-come, first-served basis. Please bring your own bev-erage.

Cabaret Club Announcement The Cabaret Club’s traditional show featuring Parke tal-ent will not be performed this year. Instead, from time to time the Club will offer professional talent shows in the Clubhouse. To accomplish this, they will be using some of the proceeds from previous Club shows to offset the more costly expenses of bringing in outside pros. That way Parke residents will be able to enjoy the regional performing arts pros without hav-ing to pay the price of expensive tickets. In this regard, their first offering will be the Hot Buttered Nuggets at the Programs Committee’s Italian Night on October 1 (see above article).

attention, or deleted completely. Therefore, management is seeking information from the residents of The Parke at Ocean Pines. One suggestion has been to eliminate mulching of the residential homes, as it has caused some problems in the past. The Parke spends over $49,000 in mulching and it’s an added amenity that is not outlined by the Govern-ing Documents. Another suggestion is to eliminate the janitorial contract for the Clubhouse; The Parke spends over $19,000 contracting an outside service to clean the Clubhouse two times a week. For those residents who are unfamiliar with what some of our current contracts cover, here is an outline:gutter cleaning – provided two times a year (April/May and Nov/Dec): $44,530 pruning – provided two times a year (July and November): $53,570turf care – lime, fertilizer and weed control throughout the season: $33,198mowing – every week from April – October: $243,743leaf removal – provided one time in late fall: $20,120snow removal – provided weather permitting by hand shoveling: $37.5/hoursnow removal equipment – provided weather permitting: $112.50/hour These are services for residential property and do not include common property.

The Parke HOA does NOT provide: weed control in new plant beds; plant pest control; application of fertilizer to trees, shrubs and flowers; seeding or sodding lawns; and removal and/or replacement of dead trees and shrubs Management would like your comments on areas of The Parke budget where you think a change could be made. Please provide your comments in writing to: [email protected], or drop a note off to the front desk staff no later than September 23.

It’s budget time, and management has been working diligently on review-ing current contracts and trying to find areas that need more attention, less

How can the summer be almost over? It doesn’t seem possible, but the calendar does not lie. We will have a picnic at the Clubhouse on Labor Day. Cost will be $5 plus a dish to share. A signup sheet has been prepared to help you decide what to bring. Time will be 1- 3pm. Interested in celebrating the close of summer? Join us for the cruise to Smith Island on September 13. It promises to be a most enjoyable afternoon. The signup sheet will be available soon. On Saturday, October 1, join us for Italian Night with de-licious food from Carrabas, and entertainment by the Hot But-tered Nuggets. Mark your calendar for the afternoon of Friday, October 14. We will hold our annual Community Fair, giving you the opportunity to share your talents with one of our committees. Another date you need to save is Saturday, November 5, for our annual Arts and Crafts Fair. We are still in need of crafters, so let us know if you are interested. Questions can be directed to Jean Beatty or Lenora Urie. Plans have been made for our annual Thanksgiving cel-ebration on Saturday, November 12, at Wor-Wic Community College. A signup binder is available in the Clubhouse library. Carpooling is planned for those who need rides. Keep your eyes and ears open for holiday planning and decorating in our community. A pre-holiday continental breakfast will be held on Saturday, December 10. We hope some of our part-timers will be able to join us.

be presented by Fred Webster and/or Teresa Owens of Worces-ter County Emergency Services. We will learn how to be pre-pared. Next month we will have a presentation that will help you save money. Does anyone use the information contained in the file boxes in the Mail Pavilion? We have two file boxes, one for referrals and one for business cards. As you may well imag-ine, they are very difficult to keep up to date. Some referrals have been included that do not have a name or address. These boxes seem to be of little value and may be phased out. If you have any questions or comments, please let the staff at the Clubhouse know your concerns. We want to do the things that are of most value to the residents. Work is continuing on preparing data for transfer to www.parkehappenings.com. Many productive hours are being spent by volunteers and staff to make this migration possible. When done, it will save the community money and provide an inter-active website useful to all residents. By the way, be sure you have gone to www.parkehappenings.com and signed up to get your email from The Parke. The daily calendar will keep you up-to-date on what is happening. Get involved in the many activities available and, as always, we welcome volunteers. Volunteers are our lifeblood at The Parke. We are so for-tunate that we have a population of such diverse backgrounds that we have a talent pool to draw from, if people will step forward and say, “Can you use my help?” Many see a need and automatically volunteer to take action. If you know some-one who has the ability to fill a need, ask them to volunteer. Sometimes people hesitate; all they need is a nudge and to know that their help will be appreciated. There are volunteers among us who I affectionately call “Stealth Volunteers.” They get the job done before we are aware that something needs to be done. Do you know someone who fills this bill? Let us know, we want to say, “Thanks.”

Operations Advisory Committee By Martin Baer, Chair

Hello neighbors. The vacation season here at the beach is winding down. All of the schools and colleges have started their fall semesters and the vacationing crowds have thinned out. I know I’m like many of you full-timers here at the beach anxiouslywaiting for all the restaurants to resume their dining specials for us locals. There are several projects that the OPS committee is pre-paring final submission to the Board for approval for imple-mentation. OPS will be recommending to the Board to begin using a solution called Liquid Pool Cover that will minimize evaporation of pool water. The intent is to save energy costs. While there has been substantial investigation of the product and resident input on its use, we will have another OPEN resi-dent session before our final submission to the Board. The OPS committee’s Energy Subcommittee presented their recommended management strategy to the Board for the replacement of the aging Clubhouse HVAC systems. The BOD at their July meeting approved the recommended strat-egy. The salient factors of the strategy are to replace systems as each one fails and to replace them with high efficient heat pump technology. Our GM, Danny Moore (Moore Landscaping Company), and I met to discuss the vegetation encroachment from the for-est retention areas onto our lots. Danny and I visited about a dozen lots for him to see firsthand the issues we are facing. The GM and I are waiting for him to get back to us (The Parke) on a strategy to proceed. OPS committee’s Landscaping Subcommittee is review-ing the additional common area landscaping projects that have been requested by residents and the ones they have identified. The number and scope of landscaping projects is dependent on approval of the 2012 Common Area Landscaping budget request. OPS committee is preparing a comprehensive request to the BOD for approval for three pet waste stations and pet post ties to be installed throughout the community. The request of these waste stations and post ties were made by a resident committee looking into the HOA age-old problem of people picking up after their pets. The OPS Committee approved the committee’s recommendations for the stations and ties. We are now preparing the request for Board approval.

OPS committee has submitted its 2012 budget request to the GM for inclusion in The Parke 2012 Budget. The GM budget request is reviewed by the Budget and Finance Com-mittee and provided to the BOD for final review and approv-al. There are several other projects the OPS committee is currently working on: improving air flow in the grand hall during exercise classes, the indoor pool area support systems, and common area improvements throughout the community. As these projects materialize in the near future, I’ll be sure to keep everyone apprised of our progress. We always seek your participation at our monthly meet-ings on the first Tuesday of each month at 1:30 in the Club-house. As always, if you have any questions, needs or ideas, feel free to stop any of the OPS committee members and share your thoughts. Committee Reports Continued on Page 9

At our monthly meeting on July 20, we processed and approved: four Applications and five Notices of Intent.

Covenants By Tom Urie, Chair

Since there has not been a Covenants report for awhile, you probably think we have been disbanded for lack of work. Not so! It’s just that all of you have been behaving, and on behalf of the committee, we thank you. Alas, somehow the BOD found out that we had nothing to do and gave us a couple of assignments. (In all honesty, we are actually glad to have something to do.)The two assignments are: 1. Update the Nominations/Elections Committee Terms of Reference (TOR). For those of you who don’t know, a TOR is a formal description of the various Board Committees (Cov-enants, Design Review, etc.). It includes the broad categories: Responsibilities, Manner of Organization, and Manner of Op-eration. The Nominations/Elections Committee TOR was last updated in 2008 before a standard TOR format was created by this very same Covenants committee, so it was due for an update (BTW, the Nominations/Elections Committee for next year’s election will be forming soon, so now is the time to vol-unteer before all of the vacancies are filled. Better yet, why not throw your hat into the ring for a seat on the Board?) 2. Update the “Bylaws of the Parke at Ocean Pines Com-munity Association, Inc. The “Bylaws” is a legal document describing, among other things, the makeup, duties, and meth-od of operation of the Board of Directors. This document has not been updated for some time as it contains references to “The Community Founder’s Representation on Board of Di-rectors.” Since we have been self-governing for some time, all such references are now obsolete and need to be removed. In addition, other changes are being looked at. I’ll let you know what other changes are being considered in the future. When the updates are finished, both the Nominations/Elections Committee TOR and the updated “Bylaws” will re-quire Board of Directors approval. In addition, the “Bylaws” will be presented to all residents as a referendum which will require a majority vote for approval. Both documents must then be filed with the Worcester County government at Snow Hill. Both of the existing documents, in fact all of the TORs, Governing Documents, and much more information about the organization and running of The Parke “government” can be found on the “Resources” page of the Parke.org website.

The DRC Chair pre-inspected 3 Applications and did 5 final inspections on completed projects. The GM issued Cer-tificates of Compliance on the completed projects. The results of the GM/DRC Chair drive-around on July15, were reviewed as follows: 3 homes with planters in trees 1 home with excessive objects 1 home with freestanding makeshift flagpole no paperwork on home with new satellite dish no paperwork on home with new irrigation system follow-up on 3 outstanding issues

Like the old time Victrola needle that would often get stuck on the 78 and play the same song lyrics over and over and over….Notice of Intent forms and Applications are re-quired to be completed and submitted to the GM before any exterior work is done. TV/satellite dishes should be located away from street and neighbor view whenever possible. Please challenge your in-staller! As always, please call or email with questions or com-ments, or if you need assistance completing any of the paper-work. Thank you for keeping your homes and lots in such great shape during this long, hot summer!

or replace depends on which system element fails, its mode of failure, its expected service life if repaired, and its cost to repair. If the failure mode dictates replacement of a system, imple-ment the following replacement strategy. Replace the HVAC system with a high-efficiency heat pump unit after ensuring that the replacement units are of proper capacity. Remove the propane furnace and change the heat exchanger and air han-dling equipment to accommodate heat-pump primary heating and cooling. Add electric emergency back-up heating units. Install electric circuits and wiring for back-up heat for all sev-en systems when the first system requires replacement. Install compatible thermostats that automatically control auxiliary heating and relocate thermostats for access only by Clubhouse staff. Install reusable attic access ports and walkways when or before the first system is replaced. Following this strategy delivers measurable benefits. It takes advantage of the HVAC distributed architecture over seven independent systems and allows time for decisions to repair or replace. It matches HVAC expenditure projections to Parke budget projections and available funding with no spikes, special assessments or “pay-back” periods. It utilizes the ex-isting Clubhouse HVAC infrastructure and moves The Parke away from reliance on gas (propane or natural) for Clubhouse heating fuel. Instead, it relies on existing electrical service ca-pacity and low cost energy. And, finally, it enables flexibility for our GM and BOD to make wise choice options for HVAC repair/replacement. Our strategy was presented to the BOD on July 26 at a special meeting and adopted by the BOD at their next regular meeting.

Energy Advisory Sub Committee Activities By Sam Schwartz

Your Energy Advisory Team, a subcommittee under the Operations Committee banner was tasked to recommend a strategy to be followed in the ongoing maintenance and even-tual replacement of the heating, ventilation and air condi-tioning in our Clubhouse and Mail Pavilion. Once created, the strategy was to be briefed to the Operations Committee, and gaining approval at that level, to the Board of Directors (BOD). Team members included Don Clagett, David Kohler, Clark Prichard, Ann Wilson, Don Wilson, and Sam Schwartz (Committee Chairman). Chairman of the Operations Commit-tee Martin Baer and our General Manager (GM), Abby Elliott, attended several of our meetings and kept us focused on the right path. We began looking at where things stand now. The Club-house has seven independent air conditioner/furnace units (outside compressors/attic-resident propane heaters) populat-ing six independent zones, each zone thermostatically con-trolled with two systems serving the great room zone. All at-tic-resident delivery and return ductwork is serviceable and in place. Electrical access with excess capacity service to the building is available. Our building envelope is currently being sealed. How do we plan to manage the replacement of this equip-ment without overspending? Match heating, ventilation and air conditioning (HVAC) expenditures to Parke budgetary projections. Retain the existing infrastructure as long as pos-sible through maintenance, repair and assessment of modes of failure for each independent system. The decision to repair

Police Chief Massey advises us to “Be Prepared” By Lisa Schwartz, Neighborhood Watch Coordinator

On Monday evening August 15, Ocean Pines Police Chief, and Parke resident, David Massey, met with The Parke’s Neighborhood Watch Block Captains. The meeting was called at Chief Massey’s request in order to provide valuable infor-mation as we approach hurricane season. Hurricanes are potentially the most dangerous occur-rence we can expect here on the Eastern Shore, although they are closely followed by snowstorms in the problems that are caused. One of our great advantages in Ocean Pines is that our utilities are all underground, so falling wires are not a con-cern. But heavy rains, wind, ice or snow can certainly cause tree damage which has the potential to block our roads. And in severe circumstances, we can lose power, or even have the water cut off by the County for health reasons. Being prepared entails several things. Every home should have a supply of bottled water and canned foods sufficient for several days needs. With the possibility of a power outage, non-electric supplies, such as a can opener, flashlights, and candles should be available. Everyone should have a plan on what they will do in case of an evacuation order. Although it was many years ago, Hurricane Gloria in 1985 did force an evacuation of Ocean City, and even Salisbury University evac-uated their campus. According to Chief Massey, The Weather Channel is our greatest ally in keeping us informed and up-to-date. The smartest plan is to leave early if a hurricane seems to be heading for our area of the coast, and not wait until the last minute when road gridlock would be almost a certainty. Worcester County has created an Evacuation Plan that would

aim all Ocean Pines residents south on Route 589 to then go west on Route 50. Ocean City residents would be evacuated using Route 90. Even though all traffic would be one way westbound, the volume of cars would be excessive in case of an evacuation order. Leaving a day or two ahead of an antici-pated weather event can make that a much less stressful drive. No one would ever be forcibly removed from their home, but commonsense should always prevail. As a final thought, Chief Massey advised us to never do-nate money to a Police or Fire Department solicitation that is done over the phone. If you choose to donate to these, or other worthwhile community organizations, you should do so in person. Many times the marketing firm that does the calling reaps the vast majority of the donated funds.

Summer 2011 begins to draw to a close. However, for many, if not most of us ”Parkeites,” (or is it “Parkeians”) Sep-tember represents the best time of the year. The weather mod-erates and more often than not we can leave the air off, the large crowds have dissipated, the surf remains warm, and there is still a ton of stuff going on. In short, life is good, maybe bet-ter, or perhaps even best in September.

Time to re-seed your Lawn By Danny Moore, The Moore Companies, Inc. Now is the time to reseed your lawn if it has thin areas that need improvement. Your lawn grass is classified as a “cool season grass,” meaning it will thrive in cool temperatures as opposed to hot and dry weather. When new grass seedlings begin to emerge from the soil, a cool, moist environment al-lows these tender plants to survive and begin to grow roots, stems and leaves. Even if days are warm, the nights are cool and all of the trees, shrubs and lawn grasses begin to grow naturally and repair themselves from the damages caused by a hot, dry summer. One final note: It is very important to put the proper type of grass seed in your lawn. If you’re going to try it yourself, call us so we can help you select the right seed to produce the best results. Please call our office at 410-641-2177 if you have any questions, or would like to have your property re-seeded. There are several lawns in The Parke that need this work com-pleted.

Information about Ticks By Lisa Schwartz

As many of us have learned this summer, the tick popula-tion in our yards has increased greatly. It is not necessary to be a pet owner to discover that you have a tick attached to your body. Dressing appropriately in wooded areas is always ad-vised, but walking on your lawn or passing under a tree branch can provide all the contact needed for a tick to find you. Ticks are the leading carriers of diseases to humans in the United States, second only to mosquitoes worldwide. It is not the tick bite but the toxins, secretions, or organisms in the tick’s saliva transmitted through the bite that causes disease. The sooner a tick is removed, the lesser the risk of contracting a disease from the tick. To remove a tick, the Centers for Disease Control recom-mends the following method: Use fine-tipped tweezers to grasp the tick as close to the skin’s surface as possible. Pull upward with steady, even pres-sure. Don’t twist or jerk the tick; this can cause the mouth-parts to break off and remain in the skin. If this happens, remove the mouth-parts with tweezers. If you are unable to remove the mouth easily with clean tweezers, leave it alone and let the skin heal. After removing the tick, thoroughly clean the bite area and your hands with rubbing alcohol, an iodine scrub, or soap and water. The Maryland Department of Agriculture provides Mary-land residents the opportunity to identify ticks that have been

removed after a bite. A form is available at the website: http://www.mda.state.md.us/pdf/tickid.pdf. Directions on how to mail the tick is included on the form. Within a few weeks, a letter stating the variety of tick and possible diseases is then sent to you. As most tick bites create symptoms weeks after the bite occurs, this can be useful information for your doc-tor. But again, prevention, by wearing correct clothing, and diligence in checking yourself after being outside, is the best way to avoid a serious problem.

We all have big changes in our lives that are more or less a second chance.

The tournament format is “Captain’s Choice,” Best Ball. There will be Men’s, Ladies’, and Mixed teams. Teams will be formed for those without partners. Registration is $85 per player and will include practice balls, green fees, gifts, snacks, and dinner. Dinner, catered by Osborn’s Westside Grill of West Ocean City, will be served in the Ocean Pines Country Club immediately fol-lowing the golf tournament. This golf tournament supports the Educational Outreach Programs of the Veterans Memorial Foundation. This pro-gram provides Worcester County 5th grade students with the opportunity to visit the Memorial and learn about the sacri-fices made by our country’s veterans. Pohanka of Salisbury and Main Street Wealth Manage-ment are providing the Hole in One prizes with a car and

Honor a Veteran The Worcester County Veterans Memorial at Ocean Pines is hoping you will want to honor someone you know by plac-ing a tee sign at one of the 18 tee boxes at this tournament on September 14. Honor someone who is serving now or who has served with a sign that simply states “In Honor of ______,” (USA, USMC, USN, USAF, USCG). You could also support a loved one who has served and has died, “In Memory of ________.” You may add info regarding where or when service occurred. Each tee sign costs $100 and is 100% tax deductible. The Veterans Memorial Foundation is a 501(c)(3) charitable Foun-dation. For further information, contact Marie or Bob at the numbers listed above.

a $5000 cash prize as the top “Hole in One Prizes.” Main Street is also providing Hole in One prizes for two additional holes. Prizes will be awarded during or after dinner. Contests include: Hole In One, Putting, Straightest drive, and Closest to the Pin. Additional information regarding the tournament may be obtained by visiting the www.opvets.com website or calling Marie Gilmore at 410-208-6612 or Bob Rose at 410-926-2558. Registration brochures are available at all local golf courses, the Veterans Memorial site, and the Ocean Pines Golf Club. Golfers may also register for play by calling Marie or Bob.
