ISLAMABAD (IANS) The Islamic State (IS) on Tuesday claimedresponsibility of a deadly attack at the Police Training Acad-emy in Pakistan's Quetta city, local media repor ted. The IS'Amaq news agency claimed that the outfit sent three men onMonday night to attack the cadets at the hostel of Sariab RoadPolice Training Academy, located 20 km away from Quetta,the capital city of the country's southwest Balochistanprovince.The Amaq news agency also posted on its website a picture ofthe men carrying Kalashnikovs and wearing suicide jackets,Xinhua news agency repor ted. The mouthpiece said themilitants "used machine guns and grenades, and then blew uptheir explosive vests in the crowd." Earlier speaking to themedia, Maj Gen Sher Afgan, chief of paramilitary FrontierCorps, said the militants belonged to banned outfit Lashkar-e-Jhangvi al-Almi and had got instructions from their handlers inAfghanistan.

The group, however, did not take credit for the attack. Theattack was carried out at about 11.05pm local time on Mondaynight, and left 59 people killed and over 120 others injured. Thisis the second time that the IS has claimed terrorist attack inQuetta since the beginning of this year. Earlier in August, thegroup took credit for an attack on a gathering of lawyers at ahospital in Quetta that left 70 persons killed and over 100injured.The attack was also claimed by Pakistani Taliban factionJamaat-ur-Ahrar. Chief of Army Staff general Raheel Sharifreached Quetta to personally monitor the situation. DG ISI Lt.Gen. Rizwan Akhtar and DG MI Maj Gen Nadeem Zaki Manj arealso accompanying the COAS. Pakistani Prime Minister NawazSharif on Tuesday chaired a meeting at the Governor House todiscuss the situation following the terrorist attack. Earlier, theprime minister and army chief attended the funeral prayers ofthose killed in the attack.

DESK REPORT / OTTAWA - PriyankaMittal, 22, who had just moved to Ot-tawa from India at the end of August tostudy at Carleton University, died whilecrossing West Hunt Club Road in an in-dustrial par t of south Ottawa just after9pm on Friday night. Emergency crewsresponded to a repor t that said a pedes-trian had been struck by a vehicle. Para-medics said the female victim had lostpulse when they arrived at the sceneand could not be revived. Police informed that they were looking forthe driver in a white car and later said the driver had come to talk tothem. Investigation in the case is going on but no charges have beenpressed against anyone, police said on Monday. According to heruncle, Rajeev Goel, "her family is in really great shock.

ONTARIO BUILDING 28NEW SCHOOLSONTARIO - Ontario is building 28 new schools, andexpanding and renovating another 23 to suppor t morethan 21,000 students across the province as they learnand grow. This investment will ensure students arelearning in high-quality, modern buildings that can bettersuppor t their achievement and well-being.Premier Kathleen Wynne made the announcement atCourcelette Public School in Toronto, where funding willsuppor t an addition to the current building to accommo-date 138 more students. Ontario is making this invest-ment in 51 schools in 36 communities to addressdemand in areas of high population growth, and toreplace schools that are in poor condition. Investing innew and better schools, and improved learning environ-ments, is par t of the government's plan to create jobs,grow our economy and help people in their everydaylives. Brainobrain Canada host successful 2nd National Competition

BRAMPTON - Brainobrain Academy Canada Inc. hosted their SecondNational Brainobrainfest event where student's effor ts and hard-workwas celebrated. Recently Brainobrain students did a three- minutecompetition, where they scored the highest in their category wasannounced as the winners.Following the competition, students par ticipated in demos, showcas-ing all of their skills acquired from Brainobrain. The demos left theparents and guests bewildered and in awe as they saw students men-tally calculate 60 numbers in the matter of seconds. Students men-tally calculated number faster than a calculator, Students demon-strated the ar t of multitasking by working on two sets of calculationssimultaneously and also calculating while singing as song. Among

the people amazed at the students' per formances were Dr SandyKissoon-Singh the Guest of Honour and special guest Karen Lin.Dr Sandy Kissoon-Singh is the Principal of Parkway Public School inthe Peel District and a community leader. Karen Lin, is a Public Affairstrategist, serving various government branches and a former schooltrustee candidate in Mississauga. Both educators spoke about theamazing program Brainobrain has for children. Prizes were distrib-uted to winners, with cer tificates to the Frist batch of graduates whocompleted all 10 levels of Brainobrain Program. Improved Technology Coming toMississauga Public Libraries

Under $10m Fund Over 3 YearsONTARIO - Ontario is helping libraries across the province offer accessto more technology in their communities, such as wireless internetconnections, new computers, and e-books, as well as classes on top-ics like social media and computer literacy. The province is celebratingPublic Library Week with new funding for a number of libraries includ-ing, the Mississauga Public Library Board which is receiving $76,034.The province is providing $2.5 million across Ontario as part of a $10-million investment over three years, through the Ontario Libraries Ca-pacity Fund. This funding helps increase access to technology for com-munities, and gets more people engaged in reading and learning at theirlocal library. The last three weeks may not have been historically momentous, assome in the establishment would like us to believe, but cer tainlyIndia has been in the news, both within and globally, and more forgood reasons. The repor ted surgical strikes conducted by India onSeptember 29, 2016 at seven Pakistani terror-camp locations acrossthe volatile Line of Control (LoC) changed the mood of the nation inone swift master-stroke.That all political par ties in India, cutting across par ty lines, unequivo-cally feted the Indian Army and the Modi government for this timelyinitiative to teach a perennially treacherous Pakistan a befitting les-son, showcased to the world Indian unity when confronted with anational challenge.However, like any succulent dish, happy tidings have a nasty habit ofnot lingering for long. With the euphoria of India's 'macho' actionsagainst a terror-expor ting Pakistan gradually receding, the mood inIndia's agitated political environment is back to its not-so-cordialnormal.Electronic media channels, naturally looking for better TRPs, seemedto exacerbate the eternal political divide by pinning down some politi-cal par ties with awkward and insolent questions on the par ties' senseof nationalism and their degree of suppor t to the government, as if it isa quantifiable commodity.Most political outfits seem to have walked into the media trap withthe ruling par ty, the Bharatiya Janata Par ty (BJP), chest-thumpingthemselves as the sole repository of fiery patriotism leaving otherpolitical dispensations in the country far behind in self-assessed jin-goistic formulations. Anyway, the media does not direct national poli-cies and hence it is time for the nation to leave behind the cacophonyof proving one's patriotism, introspect and seriously plan for the myriadchallenges looming ahead.

India's surgical strike targeting Pakistan over a frontage of 250 kmacross the Line of Control (LoC) in Kashmir has sent a clear messageto the state and non-state actors conglomerate in Pakistan that India'spatience must not be taken for granted. However, it is apparent, onceagain, that history has a bad habit of repeating itself as regards Paki-stan is concerned. Terror activities inside the Kashmir Valley, onceagain, are increasing, with the Pakistanis and their terrorist protegestaking on the security forces, snatching rifles from Jammu and Kash-mir (J&K) police personnel besides committing arson at unprotectedgovernmental buildings.Pakistan has upped the ante along the International Border (IB) andLoC with unprovoked firings and multiple infiltration endeavours intoJ&K, before the onset of snow as happens each year. Their numeroussleeper cells would have been instructed to indulge in some sensa-tional terror acts, not only in J&K but in the Indian hinterland, espe-cially, in the current festival season and in areas where there arelarge public congregations.With Pakistani mischief in full flow, India now needs to zealouslyimplement some baby steps it pragmatically initiated recently. Firstand foremost, India must build up, with alacrity, its military muscle tothwar t threats emanating from a two half-front challenge (China, Pa-kistan and internal security), even collectively in a worst case sce-nario. The singular way for Pakistan tobe taught a lesson to live in a civilized way is for the many nationswho fund Pakistan to survive to shut their financial aid to it. In thecurrent scenario, the US and other EU nations may do so whilst Chinaand Saudi Arabia will ensure that Pakistan remains financially sol-vent. For China, its strategic game changer, namely, the China-Paki-stan Economic Corridor (CPEC) and development of the Gwadar por tis only possible with Pakistan's submission to the Chinese, and thuscome what may, China's suppor t for Pakistan is etched in stone. Thatthe CPEC runs through the "disputed territories" in Gilgit-Baltistan andPakistan Occupied Kashmir (PoK) is hardly of consequence to a na-

tion like China which scoffs at internationally accepted norms in state-craft.Never theless, Pakistan's consistent record in promoting terrorismacross the world must prompt the international community imposingeconomic sanctions against it. Diplomatic ostracisation of Pakistanby the world community must be endeavoured for with greater deter-mination by India as done at the recently concluded BRICS-BIMSTECmeetings in Goa.Pakistan's stock has predictably fallen with its South Asian neighboursand much over the globe as Pakistani Prime Minister Nawaz Sharif'slamenting the same to his Chief of the Army Staff (COAS) has come toindicate.Importantly, India needs to carve out a consistent and coherent policytowards its continually errant neighbor. India must cut off all eco-nomic, social and diplomatic ties with Pakistan. Diplomatic repre-sentation with Pakistan should be downgraded with immediate effect.Pakistan has prevented Indian trade with Afghanistan and thence to-wards the Central Asian Republics, we must take away the most-favored nation status granted to Pakistan that is not reciprocated bythem. The enduring message to Pakistan should be that we do notneed them anyway.The villain-de-piece in Pakistan is its own army. Far from defendingits own country, the Pakistani Army is busy guarding its multi-billiondollar industry (FAUJI Foundation, Shaheen Foundation, Bahria Incand the like) and perpetuating the opulent lifestyles of its officers. TheAmericans, who have traditionally looked the other way and glossedover the many sins of their errant proteges, must now factor in theuntrustworthiness of the Pakistani army and its unwavering ties withanti-US terrorist outfits. If nuclear waywardness ever results, it willstem from a failing state like Pakistan with repercussions not only forthe region but the world. Never theless, the Pakistani army can takecomfort in the precedent that the US is not brimming with strategicprudence anyway.Keeping one's guard up in totality and the powder dry, India has to beready for any eventuality in the entire spectrum of conflict. Persistentgloating over a moderate tactical success across theLoC is hardlybecoming of the largest state in South Asia as it endeavours to estab-lish a safe and harmonious environment in the region.

The Canadian police officer was in the city to de-liver the 17th D.P. Kohli Memorial Lecture, held annually inthe honour of the founding director of the Central Bureau ofInvestigation. The CBI is hopeful of disposal of the judicialrequests to Canada that seek to examine Canadian nation-als, including a witness in the 1984 anti-Sikh riots and abusinessman allegedly involved in a bribery case relatedto Air India. "The issue of examining Narinder Singh, a wit-ness in the anti-Sikh riots, as well as Nazir Karigar, sus-pected of involvement in an Air India bribery case, wasflagged during the meeting," said a CBI source. "The meet-ing was fruitful and we are hopeful of disposal of our re-quests," said the source, adding that extradition of severalCanadian residents accused in corruption and drug traf-ficking cases in India also came up for discussion. Karigar, a busi-nessman in Ottawa, was in May 2014 convicted by a Canadian courtfor bribing officials in India with a view to bag a $100-million contractfrom Air India. Legislation to ReduceElectricity Costs forFamilies and BusinessesONTARIO - Ontario passed legislation that will rebate theprovincial por tion of the HST from electricity bills as ofJanuary 1, 2017. The Ontario Rebate for Electricity Con-sumers Act, 2016 will reduce electricity costs by 8 percent on the amount before tax, an average savings of about$130 annually or $11 each month, for about five millionresidential consumers, farms and small businesses. Eli-gible rural electricity ratepayers will receive additional re-lief, decreasing total electricity bills by an average of $540a year or $45 each month. Commercial, institutional andindustrial ratepayers would also benefit from up to 34 percent lower electricity costs through the expansion of theIndustrial Conservation Initiative. Making electricity moreaffordable is par t of our plan to create jobs, grow oureconomy and help people in their everyday lives. DELHI SCHOOLS TO GET MAKE-OVER EVERYSUMMER VACATION: SISODIANEW DELHI, (IANS) Delhi Education Minister Manish Sisodia on Friday instructed all governmentschools to be white-washed every year during the summer vacations so that "students look forward" tocoming to the school. "Every classroom and every wall in Delhi government schools will be renovatedand whitewashed every year during the summer vacations," Sisodia tweeted."When students and teachers come back to school after the vacations, they should find the school cleanand fresh. Everyone will like it." He added that preparations have already star ted to whitewash all theschools and instructions have been issued to the Education Depar tment and the Public Works Depart-ment. In his order, Sisodia has said that renovation work has been completed in many governmentschools and students are happy with it. CBI shielding Tytler in 1984 riots case: PhoolkaNEW DELHI, (PTI) AAP leader H S Phoolka today claimed that CBI is shielding Congress' JagdishTytler in an 1984 anti-Sikh riots case, amid repor ts that a witness was willing to join the investi-gation, but the probe agency filed a repor t in the cour t saying he was untraceable.He alleged that the CBI under the Modi government is making wrong statement in the cour t toensure that Congress is not harmed in the upcoming polls in Punjab and claimed that this is the"biggest proof" of alliance between BJP-Akali Dal and Congress."Narinder Singh, who is a witness in the Jagdish Tytler case, has gone on record to a newspapersaying that he is willing to join the investigation in the 1984 carnage," the AAP leader, who iscontesting the upcoming Punjab Assembly polls, claimed.
