Towards the end of his tenure he cleared four key Bills
from the states of Gujarat, Karnataka, Maharashtra and
Puducherry.
Maharashtra’s Protection of People from Social
Boycott (Prevention, Prohibition and Redressal) Act,
2016
The law makes social boycott a crime and provides for
stern action for anybody indulging in it. It also disallows
social boycott of any individual or group by caste
panchayats or groups of individuals. Social boycott for
reasons like inter-caste marriage, rituals of worship or any
connection to lifestyle, dress or vocation will invite
stringent punishment, according to the Act. The new
legislation makes social boycott an offence that can invite
imprisonment of up to 7 years and fine of Rs 5 lakh or
both. The victim or any member of the victim’s family
can file a complaint either with the police or magistrate.
Gujarat’s Cigarettes and Other Tobacco Products
(Prohibition of Advertisement and Regulation of
Trade and Commerce, Production, Supply and
Distribution)(Gujarat Amendment) Bill, 2017
This bill bans hookah bars in the state. Anyone found

Act, 1999
Which provides for 24 per cent reservation in public work
contracts for SC/STs. Granted reservation to contractors

RBI Fixes Customer Liability For Unauthorised
Transactions
The Reserve Bank of India (RBI) said a customer will be
entitled to zero liability when unauthorised transaction
occurs as a result of contributory fraud, negligence or
deficiency on the part of the bank irrespective of whether
or not the transaction is reported by the customer.
In a notification to commercial banks, the RBI said there will be zero liability in the case of third-party breach
where the deficiency lies neither with the bank nor with
the customer but lies elsewhere in the system, and the
8 LawGiK – General Awareness Magazine | June 2017 Edition
customer notifies the bank within three working days of
receiving the communication from the bank regarding the
unauthorised transaction. For cases reported within four to
seven days, the liability will be the transaction value or
the amount stipulated for various accounts, whichever is
lower and beyond seven working days, the liability will be
as per bank’s board approved policy.
However, a customer will have limited liability for the
loss in cases where the loss is due to negligence by a
customer, such as where he has shared the payment
credentials, the customer will bear the entire loss until he
reports the unauthorised transaction to the bank. “Any loss
occurring after the after the reporting of the unauthorised
transaction will be borne by the bank,” the RBI said in the
notification ‘Customer protection – limiting liability of
customers in unauthorised electronic banking
transactions’.
There will be a limited liability in cases where the
responsibility for the unauthorised electronic banking
transaction lies neither with the bank nor with the
customer, but lies elsewhere in the system and when there
is a delay — of four to seven working days after receiving
the communication from the bank — on the part of the
customer in notifying the bank of such a transaction. The
per transaction liability of the customer will be limited to
the transaction value or the amount mentioned by the RBI
, whichever is lower. The liability will be Rs 5,000 for
BSBD and SB accounts and pre-paid payment instruments
and gift cards and for current/ cash credit/ overdraft
accounts of MSMEs.
The liability will be Rs 10,000 for current accounts/ cash
credit/ overdraft accounts of individuals with annual
average balance (during 365 days preceding the incidence
of fraud)/ limit up to Rs 25 lakh and credit cards with
limit up to Rs 5 lakh. The liability will be Rs 25,000 for
all other current/ cash credit/ overdraft accounts and credit
cards with limit above Rs 5 lakh.
The customers must be advised to notify their bank of any
unauthorised electronic banking transaction at the earliest
after the occurrence of such transaction, and informed that
the longer the time taken to notify the bank, the higher
will be the risk of loss to the bank/ customer. To facilitate
this, banks must provide customers with 24×7 access
through multiple channels (at a minimum, via website,
phone banking, SMS, e-mail, IVR, a dedicated toll-free
helpline, reporting to home branch, etc.) for reporting
unauthorised transactions that have taken place and/ or
loss or theft of payment instrument such as card, etc.
Banks shall also enable customers to instantly respond by
“Reply” to the SMS and e-mail alerts and the customers
should not be required to search for a web page or an e-
mail address to notify the objection, if any, the RBI
notification said. Further, a direct link for lodging the
complaints, with specific option to report unauthorised
electronic transactions shall be provided by banks on
home page of their website.
The loss/ fraud reporting system should also ensure that
immediate response (including auto response) is sent to
the customers acknowledging the complaint along with
the registered complaint number. “The communication
systems used by banks to send alerts and receive their
responses thereto must record the time and date of
delivery of the message and receipt of customer’s
response, if any, to them.”
The banks may not offer facility of electronic transactions,
other than ATM cash withdrawals, to customers who do
not provide mobile numbers to the bank. The burden of
proving customer liability in case of unauthorised
electronic banking transactions will lie on the bank.

New Anti-Hijacking Law With Tougher
Punishment Comes Into Force
A tough new anti-hijacking law that prescribes capital
punishment for perpetrators in the event of the death of
"any person" has come into force following a government
notification.
The 2016 Anti-Hijacking Act replaces a 1982-vintage
law, under which hijackers could be tried for the death
penalty only in the event of the death of hostages, such as
flight crew, passengers, and security personnel.
Under the new law, the perpetrators can be tried for the
death penalty for causing the death of "security personnel
on board" or "ground support staff" as well.
Enhanced punishment
Aside from prescribing the death penalty in the case of the
death of "any person", even if the perpetrator has not
killed anyone, the guilty will be punished with
imprisonment for life and fine, besides confiscation of
movable and immovable property held by him or her
under the new law.
An attack on an aircraft while it is being prepared for a
flight or even up to 24 hours after it has landed will come
under the ambit of this new law. The report adds that
attacks using biological agents, the impact of which could
be delayed, will also fall under the ambit of the new law.
Further, those who organise or direct others to commit
such offence will also be considered to have committed
the offence of hijacking.
The new law mandates the central government to confer
powers of investigation, arrest, and prosecution on any
officer of the central government or National Investigation
Agency (NIA).
The Bill to repeal the 1982 Anti-Hijacking Act was
introduced in the Rajya Sabha by Civil Aviation Minister
Ashok Gajapathi Raju on December 17, 2014.
After a few days, it was referred to a parliamentary panel,
which gave its report in March 2015. The Bill was passed
on May 4, 2016, in the Upper House and on May 9, 2016,
in the Lok Sabha.
IISc To Get Rs 3,000-Crore Foundry To
Produce ‘Wonder’ Nano Material ‘Gallium
Nitride’
The Indian Institute of Science (IISc) has received initial
approvals from the government to set up a Rs 3,000-crore
foundry to produce a “wonder” nano material, Gallium
Nitride, that is emerging as one of the most efficient
semiconductors for next-generation strategic technologies,
including radars and communication systems.
The nano material Gallium Nitride, or GaN, is a superior
alternative to silica-based semiconductors and is expected
to generate revenues in the range of $700 million by 2020,
from the current range of $300 million. The foundation
for the development of GaN technologies was laid by the
2014 Nobel Physics Prize-winning work on blue Lighting
Emitting Diodes using GaN, by Japanese-origin scientists
Isamu Akasaki, Hiroshi Amano and Shuji Nakamura. The
techonologies have also been used in blue ray information
storage systems and are being utilised increasingly now in
high-power and high-speed electronics.
GaN is described as a wide-gap semiconductor with
unique electronic properties. It is tough and can operate at
high temperatures at high switching speeds with power
flows much superior to silica.

SC Stays Uttarakhand HC’s Order Declaring
Ganga And Yamuna Rivers As Living Legal
Entities
The Supreme Court stayed the Uttarakhand High Court
order declaring the rivers Ganga and Yamuna as having
the status of a legal person with all corresponding rights,
duties and liabilities of a living person.
The High Court had, in March this year, made the
declaration, observing that this was needed to be done in
order to “protect the recognition and the faith of society.”
The Bench comprised Justice Rajiv Sharma and Justice
Alok Singh.
It had, therefore, declared the Director of NAMAMI
Gange, the Chief Secretary of the State of Uttarakhand
and the Advocate General of the State of Uttarakhand as
persons in loco parentis, as the human face to protect,
conserve and preserve the rivers and their tributaries.
India's First Solar-Powered 1,600 HP(Horse
Power) Train Coach Has Been Flagged-Off
India's first solar-powered Diesel Electric Multiple Unit
(DEMU) coach was flagged off by Railway Minister
Suresh Prabhu from the Safdarjung Railway Station in
New Delhi. The country's first country's first 1,600-
horsepower DEMU coach is equipped with solar-powered
hotel load system installed and commissioned by Jakson
Engineers Limited.
The installed solar rooftop system will generate 7,200
kilowatts (KW) of energy per year that will be used for
powering internal lights, fans and other electrical systems
of the coach. The project will help offset carbon emissions
by 9 tonnes per coach per year and also save about 21,000
litres of diesel for a solar-powered DEMU with six trailer
coaches, thereby, saving Rs 12 lakh every year.
Hotel load system is the electrical load caused by all
systems on a vehicle, especially a marine vessel or a
truck, other than propulsion.
The surplus power generated during peak hours will be
stored in a battery system. It will help in generating useful
data for research for adapting the system for a future
rollout on all trains operated by the Indian Railways. The
system has an anti-theft mechanism as well that can
operate in trains running at a speed of more than 100
km/hr.

online platform to enable women employees of the
Central government to file complaints related to sexual
harassment at the workplace.
Union minister Maneka Gandhi said the platform will
cater to Central government employees in the beginning
and thereafter, its ambit will be widened to include the
private sector as well.
The online complaint management system — SHe-box
(sexual harassment electronic box) — hosted on the
website of the Women and Child Development Ministry,

directly sent to the internal complaints committee (ICC)
of the ministry/department/PSU/autonomous body etc

The ICC will take action as prescribed under the Act and
update the status of the complaint. The portal is also an
effort to provide speedier remedy to women facing sexual
harassment at the workplace, as envisaged under the
sexual harassment Act, a senior official of the ministry
said.

with more than 10 workers constitute an internal

Dutch Pass Tapping Law, Intelligence Agencies
May Gather Data en masse
The Dutch Senate passed a law giving intelligence
agencies broad new surveillance and other powers,
including the ability to gather data from large groups of
people at once. The law, which was passed with broad
support, will go into effect this month after it is signed by
the country’s monarch and circulated in the official
legislative newspaper.
Online rights group Bits of Freedom warned the
Netherlands’ military and civil intelligence agencies will
now have the opportunity to tap large quantities of
internet data traffic, without needing to give clear reasons
and with limited oversight.
They also object to a three-year term for storage of data
that agencies deem relevant, and the possibility for them
to exchange information they cull with foreign
counterparts. The government argued that the powers are
needed to counter threats to national security in the
modern era, and their use can be tested by an oversight
panel.

Argentinian Artist Marta Minujín Builds Greek
Parthenon Replica With 100,000 Banned Books
There are thousands of books that have been banned
around the world for some reason or the other. It is to
protest this banning of literature that this artist decided to
build a life-size monument with banned books.
Argentinian artist Marta Minujín erected a replica of the
Greek Parthenon with 100,000 copies of banned books as
a symbol of resistance. This has been built at historic Nazi
book-burning site.
The Parthenon of Books is being set up in Kassel,
Germany as part of the Documenta 14 art festival. And
it’s not only significant because of the scale of the project,
the venue is equally important.
18 LawGiK – General Awareness Magazine | June 2017 Edition
The installation is being built on Friedrichsplatz in Kassel,
where some 2,000 books were burned by Nazis during the
Aktion wider den un-Deutschen Geist (Campaign against
the Un-German Spirit).
In 1941, the Fridericianum—which was still being used as
a library at the time—was engulfed in flames during an
Allied bombing attack, and another collection of some
350,000 books was lost.
The Greek Parthenon also has its own significance. It was
originally the temple of goddess Athena, on the Acropolis
in Athens, which symbolised the aesthetic and political
ideals of the world’s first democracy. Interestingly, it was
transformed into a Church and a Mosque, depending on
the Greek regime. The structure that is considered the
zenith of the Doric order has been a temple, church and
mosque in its lifetime that stands a ruin today.
She built her first piece in 1983 when she erected the
monument with 25,000 books banned by Argentina’s
military junta in a square in Buenos Aires, shortly after
the regime was toppled.
With the help of students from the University of Kassel, a
list of forbidden books from around the world has been
compiled and it contains over 70,000 book titles!
The banned books have been covered in plastic sheets and
fixed on huge pillars supporting the monumental
structure.
However, this not the first time 74-year-old Minujín has
built a Parthenon of Books to fight prohibition of books
and prosecutions of its writers. She built her first piece in
1983 when she erected the monument with 25,000 books
banned by Argentina’s military junta in a square in
Buenos Aires, shortly after the regime was toppled.

Cambodian Temple Site Gets UNESCO World
Heritage Status
The UN cultural organisation added an ancient temple site
in Cambodia to its world heritage list, bringing the
number of heritage sites in the South-east Asian country
to three.
Sambor Prei Kuk, or “temple in the richness of the forest”
in the Khmer language, located 206 km (128 miles) north
of the capital Phnom Penh, is home to numerous temples,
ten of which are octagonal.
LawGiK – General Awareness Magazine | June 2017 Edition 21
UNESCO said the area had been identified as Ishanapura,
the capital of the ancient Chenla Empire, a Khmer
civilisation that flourished in the late 6th and 7th centuries
and preceded the Khmer Empire. Its remains cover an
area of 25 square kilometres.
Two other sites in Cambodia already have heritage status,
including the popular Angkor Wat in Siem Reap province
where parts of the Lara Croft: Tomb Raider film were
shot.
Angkor Wat and Preah Vihear, an 11th-century temple on
the border between Thailand and Cambodia, were listed as
World Heritage Sites in 2004 and 2008, respectively.
Sambor Prei Kuk was added to the list along with other

No Girls Allowed: Japan’s Men-Only Island
Has Been Declared A UNESCO World Heritage
Site
A men-only island in Japan where women are banned and
male visitors must bathe naked in the sea before visiting
its shrine, has been declared a UNESCO World Heritage
site.
The tiny landmass of Okinoshima is permanently manned
by a Shinto priest who prays to the island’s goddess, in a
tradition that has been kept up for centuries.
Limited numbers are permitted to land on the island in the
Sea of Japan (East Sea). Here women are banned and
male visitors must bathe naked in the sea before visiting
its shrine.
The island, which sits off the northwest coast of Kyushu,
the southernmost of Japan’s four main islands, was an
important window for foreign trade in Japan since ancient
times, forming part of a trade route that linked the
archipelago to the Korean peninsula and China.

Voyager Spacecraft Marks 40th Anniversary
Voyagers 1 and 2 were launched in 1977 to take
advantage of a favourable alignment of Jupiter, Saturn,
Uranus and Neptune, and are now exploring interstellar
space.
Voyager 1 and 2 have explored all the giant planets of our
outer solar system, Jupiter, Saturn, Uranus and Neptune;
48 of their moons; and the unique system of rings and
magnetic fields those planets possess. By the anniversary
Voyager 1 will have traveled more than 12 billion miles
and Voyager 2 more than 10 billion, with both nuclear-
powered spacecraft continuing to send back data.
They have been breaking records for almost two decades,
the first on Feb 17, 1998, when Voyager 1 passed
NASA’s Pioneer 10 probe to become the farthest man-
made object. According to NASA, the Voyagers are the
first to pass through the heliosheath, which is thought to
exist somewhere from eight to 14 billion miles from the
Sun. Voyager 1 entered interstellar space on Aug 25,
2012, a first for a spacecraft, and Voyager 2 is en route to
do so too.

For The First Time, A Chinese Team Teleports
Photon Into Space
Researchers have successfully teleported a photon from
Gobi desert in Asia to a satellite orbiting five hundred
kilometres above the earth. Achieved through quantum
entanglement, this could pave the way for a global
quantum internet.
The Chinese team had launched a satellite called Micius
last year. Named after an ancient Chinese philosopher, the
highly sensitive photon receiver satellite was placed in a
Sun-synchronous orbit so that it passes over the same
point on Earth at the same time each day.
The team created the first satellite-to-ground quantum
network, in the process smashing the record for the
longest distance over which entanglement has been
measured. And they’ve used this quantum network to
teleport the first object from the ground to orbit.
This is the first time that any object has been teleported
from Earth to orbit, and it smashes the record for the
longest distance for entanglement.
The researchers in China will conduct a Bell test to prove
the existence of entanglement at such a great distance.
And, they will attempt to teleport quantum states
meaning the quantum state of the photon will be rebuilt in
a new location. This experiment would attempt to create a
reliable and efficient means for teleportation. By
achieving quantum teleportation, the researchers say they
could create a telescope with an enormous resolution.

China Just Built A Cute Solar Plant Shaped
Like A Panda
China has built a solar power farm in Datong in the shape
of a giant panda. The 248-acre solar farm will have a
capacity of 100MW, providing 3.2 billion kWh of green
electricity in 25 years. While most solar farms are just
rows and rows of glistening panels, this one in Datong has
been structured in the shape of a sitting panda whose eyes
look in different directions. While monocrystalline
silicone solar cells form the black parts of the panda, the
white and gray parts are filled with thin film solar cells.
The project is backed by United Nations Development
Programme (UNDP) and will play a crucial role to engage young people in sustainable development.
A 100MW Panda Power Plant can provide 3.2 billion
[kilowatt-hours] of green electricity in 25 years,
equivalent to saving 1.056 million tons of coal, or
reducing 2.74 million tons of carbon dioxide emissions.

Indian Scientists Discover Saraswati, A
Supercluster Of Galaxies
A team of Indian scientists has reported the discovery of a
previously unknown supercluster of galaxies, some four
billion light years away from Earth, and named it
Saraswati.
Superclusters, a group of clusters of galaxies, are the
largest structures of stars, planets and other heavenly
bodies in the universe, and very few of them are known.
The team had Shishir Sankhyayan and was led by Joydeep
Bagchi.
Galaxies are themselves made of billions of stars and
planets, and a cluster typically contains several hundreds
of these galaxies. Superclusters are relatively recent finds,
having been identified for the first time only in the 1980s.
Somak Raychaudhury, director of IUCAA and a member
of this team, is credited with finding one supercluster in 1989 when he was a PhD student in the UK.

The Milky Way galaxy, of which Earth is a very small
member, is part of the Laniakea supercluster, that was
identified only in 2014.
Saraswati supercluster was estimated to have a mass of 2
x 1016 (twenty thousand trillion) suns. Saraswati is
estimated to be stretched over 650 million light years in
distance.
Canadian Scientists Have Identified A New
Bird-Like Species Of Dinosaur
Canadian scientists have identified a new bird-like species of
dinosaur that lived nearly 71 million years ago and was about
the size of a person.
The species, Albertavenator curriei which means Currie’s
Alberta hunter, has been named in honour of famous
Canadian palaeontologist Philip J. Currie and was found in
Alberta, in what is now the Red Deer River valley in the
country.
Albertavenator was found to share a great resemblance with
its close relative Troodon. Troodon lived around 76 million
years ago five million years before Albertavenator. Both
dinosaurs walked on two legs, were covered in feathers and
were about the size of a person. Paleontologists initially
thought that the bones of Albertavenator belonged to
Troodon.
However, in the new study comparing the skull bones of the
two dinosaurs, the researchers found that Albertavenator had
a distinctively shorter and more robust skull than Troodon,
its famously brainy relative.
Teeth from a jaw that likely pertains to Albertavenator
appears very similar to the teeth of Troodon, making them
unusable for distinguishing between the two species.
New Wearable e-Skin Sensor To Boost Health
Monitoring
Japanese scientists have developed a hypoallergenic
electronic sensor that can be worn on the skin to monitor a
person’s health continuously over a long period. This
device has elastic electrodes, made up of breathable
nanoscale meshes, that lets the skin breathe, preventing
inflammation. The electrodes contains a water-soluble
polymer, polyvinyl alcohol (PVA), and a gold layer
materials considered safe and biologically compatible
with the body. The device can be applied by spraying a
tiny amount of water, which dissolves the PVA nanofibers
and allows it to stick easily to the skin. It gets conformed
seamlessly to curvilinear surfaces of human skin, such as
sweat pores and the ridges of an index finger’s fingerprint
pattern.
In addition to nursing care and medical application the
new device promises to enable continuous, precise
monitoring of athletes’ physiological signals and bodily
motion without impeding their training or performance.
IISER Kolkata Develops Fire-Retardant, Rust-
Resistant Material
Paper or other materials coated with a hydrophobic (water
hating) hybrid molecular material synthesized by
researchers at the Indian Institute of Science Education
and Research, Kolkata can behave like a lotus leaf and
keep the surface clean and water-proof. Besides
increasing the mechanical strength of the coated paper 1.5
times, the molecular material can inhibit bacterial growth
and even render the coated material such as paper or wood
fire-proof.
The organic-inorganic hybrid material was synthesized by
combining Polyhedral Oligomeric Silsesquioxane (POSS)
and Diphenylalanine. The POSS molecule by itself has
unique properties such as high thermal stability and fire
retarding ability. While both POSS and Diphenylalanine
are naturally water repelling, the hydrophobic nature gets
enhanced when they are combined.
Super-Flexible And Strong Artificial Silk
Developed By The Scientists From The
University Of Cambridge
LawGiK – General Awareness Magazine | June 2017 Edition 31
Scientists from the University of Cambridge have
developed super-stretchy and strong artificial silk,
composed almost entirely of water, which may be used to
make eco-friendly textiles and sensors.
The fibres are spun from a soupy material called a
hydrogel, which is 98% water. The remaining 2% of the
hydrogel is made of Silica and Cellulose, both naturally
available materials, held together in a network by barrel-
shaped molecular handcuffs known as Cucurbiturils. The
chemical interactions between the different components
enable long fibres to be pulled from the gel.
The extremely thin threads are a few millionths of a metre
in diameter. After the hydrogel is stretched for roughly 30
seconds, the water evaporates, leaving a strong fibre.
The Newly Discovered Sunfish Species Named
The Hoodwinker Sunfish Discovered By
Scientists
Scientists have discovered a new species of gigantic ocean
sunfish – that could weigh up to two tonnes – after it
remained hidden for three centuries. Iconic ocean
sunfishes are the heaviest and most distinctive of all bony
fishes, with some species weighing in excess of two
tonnes and growing to three metres in length.
Marianne Nyegaard from Murdoch University in
Australia uncovered the new species.
Angel Particle Discovered After 80-Year-Long
Hunt
Scientists have discovered the angel particle – which is
the antiparticle of itself – 80 years after it was predicted to
exist, a finding that could one day help make quantum
computers more robust.
In 1928, physicist Paul Dirac predicted that every
fundamental particle in the universe has an antiparticle –
its identical twin but with opposite charge. When particle
and antiparticle met they would be annihilated, releasing
energy. Few years later the first antimatter particle -
electron’s opposite, the positron – was discovered.
However in 1937, physicist Ettore Majorana predicted
that in the class of particles known as fermions, which
includes the proton, neutron, electron, neutrino and quark,
there should be particles that are their own antiparticles.
Scientists from the Stanford University and University of
California in the US have found the first firm evidence of
such a Majorana fermion. The particular type of Majorana
fermion the research team observed is known as a chiral
fermion because it moves along a one-dimensional path in
just one direction. Majorana fermions could be used to
construct robust quantum computers that are not thrown
off by environmental noise, which has been a big obstacle
to their development.
IBM Scientists Sets New World Record, Store
330TB Of Uncompressed Data In One Tape
Research scientists at IBM have set a new world record
for storing data on tape. The researchers managed to store
over 330TB of uncompressed data on a single tape
cartridge. The cartridge itself is so small that it would
easily fit in someone’s hands. For IBM’s scientists, this is
the fifth time they have set a world record when it comes
to tape storage; the first was set in 2006. IBM worked
with Sony on this. Sony developed the magnetic tape,
which was used by the researchers to ultimate to store
such large amounts of data. The current commercial tape
that uses Barium ferrite (BaFe).
