Detailed Monthly information for the month of May, 2018 Important Policy decisions taken and major achievements during the month:

1. Ministry of Civil Aviation

A. Passengers carried by domestic airlines during Jan-April, 2018were 453.03 lakhs as against 364.13 lakhs during the corresponding period of previous year thereby registering a growth of 24.41%.

B. Delegations representing the Aeronautical Authorities of the Republic of India and the People’s Republic of China met in New Delhi, India on 30/31st May 2018 for consultations on air services matters. It was agreed that designated airlines of China combined shall be allowed to operate a total of 30 weekly frequencies to/from New Delhi and reciprocally all designated airlines of India combined shall be allowed to operate a total of 30 weekly frequencies to/from any one point out of Shanghai or Beijing or Guangzhou. Chinese side File No.1245/40/2017-P AND C specified Three (3) additional points for domestic code share being Chennai, Goa and Kochi. While Indian side specified Nanjing, Wuhan and Chengdu being the same for domestic code share by its designated airlines.

C. As against the last date of submission of BID i.e 1700 Hrs on 31/05/2017 for the PIM/EoI for strategic disinvestment of Air India and its subsidiaries/JV, no bid was received till the stipulated time.

2. Director General of Civil Aviation (DGCA)

A. Draft Passenger Charter listing the rights and duties of passengers released for public consultation in May 2018. It will be given effect through amendments to various CARs as below which have been put in public domain for comments: (i) CAR section 3, Series M, Part I (ii) CAR section 3, Series M, Part II (iii) CAR Section 3, Series M, Part IV Certain other provisions in the charter which require amendments to other Rules/ Act, are under consideration

B. The following CARs have been revised during the month of May, 2018:-

(i) CAR Section 7, Series G, Part II – Validation of foreign licenses of Flight Crew.

C. Aerodrome License issued to Jharsuguda Airport under Public use Category on

04.05.2018 D. (i) 593 Licenses / Ratings were issued including 14 FATA issued and 228

Endorsements. (ii) 1177 Flight Clearances issued during the month of May, 2018. (iii) 01 Scheduled Operating permit renewed during the month of May, 2018. (iv) 04 Non-Scheduled Operating permit renewed during the month of May,

2018. (v) 19 No. of permission to import/acquire aircraft issued.

3. Bureau of Civil Aviation Security (BCAS)

A. 14 Security Audit of airports carried out;

B. 01 Security inspection of airports carried out;

C. 26 Security Monitoring/surprise checks carried out;

D. 42 Security Tests carried out to test the efficacy of security system;

E. 14 Security Survey of airports carried out.

F. 10 Security Vetting of airports carried out.

G. 37 aviation security training programme conducted for 1385; and

H. Approval of security programme accorded to 13

(SOP/NSOP/Catering/Consessionaire/GHA/RA).

4. Airports Authority of India (AAI)

A. The Airports Authority of India (AAI) has earned a profit of Rs.214.84 crores after deduction of tax during the month of May, 2018.

B. Foundation Stone Laying ceremony for Development of Deoghar Airport (A

Joint Venture between Govt. of India Undertaking AAI and Govt. of Jharkhand) by the Hon’ble Prime Minister, Shri Narendra Modi in the august presence of Smt. Droupadi Murmu, Hon’ble Governor of Jharkhand and Shri Raghubar Das, Hon’ble Chief Minister of Jharkahnd at Baliapur Airstrip, Sindri, Jharkhand on 25th May, 2018.

C. eAIP Ver 2.0 (effective date 25/05/2017) was promulgated on 01-06-

2018.The latest eAIP Ver 2.0 has been uploaded on AAI web portal. The list of NOTAMs and AIP supplements which are incorporated in eAIP Ver 2.0 has been made available on AAI web portal. Action has been initiated to cancel the NOTAMs incorporated in eAIP Ver 2.0.

D. AIP Supplement on Realignment of Mumbai CTR had been promulgated, with

effect from 19th Jul, 2018.

E. AIP Supplement on Realignment of Mumbai TMA had been promulgated, with effect from 19th Jul, 2018.

F. Meeting on Aircraft Capability for operating to RCS Airport was held at Old

Examination Centre, RGB New Delhi on 03rd May, 2018.

G. GAGAN-based LPV procedures of Imphal RWY04/22 and Hyderabad RWY09/27 submitted to DGCA for simulator trial approval.

5. Air India Ltd.

D. Air India has increased the flight frequency on the following routes:

(i) From existing 02 to 03 on day 6 Delhi-Amritsar-Birmingham & VV w.e.f 05.05.2018

(ii) From existing 03 /week to 04/week on Delhi-Vienna-Delhi route w.e.f 07.05.2018

(iii) From existing 03/week to 04/week on Delhi-Copenhagen-Delhi route w.e.f 11.05.2018.

E. Alliance Air has introduced new flights under UDAN scheme on Kolkata/

Guwahati/Passighat/Guwahati/Guwahati/Kolkata sector with ATR-42 aircraft (2,4,6 days) effective from 21.5.2018. This is the first commercial flight onto an Airport in Arunachal Pradesh.

6. Commission of Railway Safety (CRS)

A. During May 2018,statutory inspections were conducted before opening of six (06) lines for public carriage of passengers.

B. During May 2018, two (02) Periodical or other Inspections of Railways made by the Commissioner of Railway Safety.

C. During May 2018, 440 Minor Works and 11 cases of Rolling Stocks (RS) have

been sanctioned.

7. Pawan Hans Ltd

A. PHL has launched Helicopter Air Taxi Services on 04.06.2018 from Shimla-Chandigarh-Shimla sector with the existing deployed helicopter for Govt. of Himachal Pradesh.

B. PHL has been awarded Machail Mata and Hud Mata Yatra contract by DC, Kishtwar, J&K Govt. commencing from 05th July 2018.

C. Commencing of PHL passengers’ services from Daman-Mumbai from 15.06.2018.

D. PHL participated in the EoI issued by A&N Admn for Seaplane/Helicopter/Small

passenger aircraft for launching of direct commercial operations in A&N.

E. PHL has been ben awarded contract by Govt. of Manipur for operations of helicopter services for a period of six months.

F. PHL helicopter services for the following have been extended (2018-19)

(i) MHA

(ii) Govt. of Assam (iii) Govt. of Meghalaya (iv) Govt. of Maharashtra (v) Govt. of Odisha (vi) Govt. of J&K (vii) Govt. of Sikkim – with deployment of twin engine Dauphin AS365N3

h/c w.e.f. 15.06.2018 (viii) ONGC for GSPC assignment for extension of PHL services for

another 9 months effective from 01.04.2018 to 31.12.2018
