On 14 Apr i l , Captain George D. O'Brien, Jr., was re1 ieved by Captain Doyle J. Borchers I 1 as Commanding Off icer.

CARL VINSON conducted independent steaming operations from 1 May t o 5 May, f o l 1 owed by Refresher Training i n the Sbuthern Cal i fo rn ia Operating Area w i th the embarked a i r wing, Carr ier A i r Wing FIFTEEN from 12 May t o 26 May.

During the month o f June, CARL VINSON had the 3-M Ass is t Inspection (5-9 JUN) , INSURV Inspection (10-16 JUN), an@ the Cornnand Inspection (19-23 JUN). On 24 June, CARL VINSON was singled out t o host the American A c a d w o f Achievement---700 o f our nat ion s leadihg c i t i zens and the top high school students i n the nat ion gathered f o r t h i s banquet.

CARL VINSON got underway f o r independent steamf ng operations f o l l owed by Advanced Training Assessment dur ing t h e per iod o f 25 Ju ly t o 17 August i n the Southern Ca l i fo rn ia Operating Area w i t h the embarked a i r wing, Carr ier A i r Wing FIFTEEN.

Carr ier A i r Wing FIFTEEN, embarked on board CARL VINSON, consisted o f nine squadrons. They were F ighter Squadrons (VF) 51 and 111, f l y i n g the F-14 Tomcat; Medium Attack Squadron (VA) 52, f l y i n g the A-6E Intruder; L i gh t Attack Squadrons (VA) 27 and 97, f l y i n g the A-7E Corsair; A i r Anti-Submarine Squadron (VS) 29, f l y i n g the S-3A Viking; A i r Anlti-Submarine He1 i cop te r Squadron (HS) 4, f l y i n g the SH-3H Sea King; Tact ica l E lect ron ic Warfare Squadron (VAQ) 134, f l y i n g the EA-6B Prowler; and Carr ier Airborne Ear ly Warning Squadron (VAW) 114, f l y i n g the E-2C Hawkeye. A i r c r a f t embarked aboard CARL VINSON used t a i l code NL.

On 5 September, CARL VINSON departqd Alameda f o r Phase I o f PACEX '89. S ta f f s embarked on board were Comander, Carr ier Group THREE, RADM Daniel P. March who re l ieved RADM David N. Rogers on 13 February; Comander, Carr ier A i r Wing FIFTEEN, CAPT Ly le G. Bien who re l ieved CAPT James H. Finney on 2 June; and Commander, Destroyer Squadron NINE, CAPT Harry M. Dyck, Jr .

A f t e r re turn ing t o Alameda on 14 Sqptember f o r 4 days, CARL VINSON departed f o r Phase 11, 111 and I V o f PACEX '89, the la rges t peacetime Naval exercise since World War 11, v i a the Northern Pac i f i c and Bering Sea on 18 September.

CARL VINSON, f o r the four th time, aonducted operations i n the i c y waters o f the Berfng Sea, where the challenges o f adverse weather condi t ions were added t o an a1 ready intense operating environment. CARL VINSON conducted chal lenging navigation and f l i g h t ops w i t h i n the NLOA (Near Land Operating Areas) ins ide the Aleut ian Is land chain. During t h i s period, the crew o f CARL VINSON successful ly evaluated the Navy's Combat Rationing Plan.

On 4 October, CARL VINSON departed the Aleutian Islands, leaving northern waters, and steamed south conducting helavy f l i g h t operations a l l the way. On 6 October, CARL VINSON crossed the in ternat iona l date l i n e and shor t l y thereafter , inchopped t o Cmander SEV d NTH F lee t on 8 October. I n the f o l l owing weeks, CARL VINSON, leading the Ba t t l e Force (cons is t ing o f three c a r r i e r b a t t l e groups), conducted operations i n the Western Pac i f i c Ocean and Sea of Japan, and were jo ined by the navies o f other nations, po l ish ing and per fect ing the ski1 1 s and techniques o f in ternat iona l naval operations.

CARL VINSON made i t s f i r s t p o r t v i y i t since beginning PACEX '89 i n Pusan, South Korea, f o r some much-deserved 1 iber ty , when she dropped anchor on 22 October.

Fol lowing a four-day v i s i t , CARL VINSON got underway on 26 October. From 25-28 October, CARL VINSON conducted a0 Operational Reactor Safeguards Examination (ORSE) whi le enroute t o Aldmeda.

CARL VINSON outchopped from Comnander SEVENTH Fleet on 29 October and shor t l y thereafter , crossed the in terndt iona l date l i n e on 2 November.

On 8 November, CARL VINSON pu l led i n t o San Diego t o of f - load the A i r Wing due t o the 17 October San Francisco Earthquake and go t underway the same day f o r A1 ameda.

CARL VINSON passed under the Golden Gate Bridge on 9 November, moored a t P ie r 3, Naval A i r S ta t ion Alameda f o r pre-deployment standdown and Christmas leave. During the per iod 10-15 Decembeir, CARL VINSON got underway f o r Carr ier A i r Wing FIFTEEN Carr ier Qua1 i f icat ionq.

Working extended hours throughout 4 Selected Restr ic ted Avai l a b i l i ty a t NAS Alameda, a three-month propul s ion @l ant work package was successful ly completed i n only nine weeks. The e f f i c iency o f the steam p lan t was s ign i f i c a n t l y enhanced by the add i t i on of an aux i l i a r y exhaust augmenting s ta t i on i n each main machinery room and a comprehensive valve overhaul maintenance program. Addi t iona l ly , se era1 major out-of-pl ant systems were overhauled o r reconfigured i ncl ud i ng a r c r a f t e levator cont ro l s, AFFF stat ions, and motor dr iven f i r e pumps.

Imnediately upon the conclusion o f Refresher Training, the Engineering Department undertook the f i n a l preparations f o r a v i s i t by the Board o f Inspection and Survey. With the extraordinary e f f o r t put f o r t h by each d i v i s i o n i n preparing f o r INSURV came the reward o f a p a r t i c u l a r l y successful inspection. The Engineering Department earned high accolades from the members o f the Board. Machinery D iv i s ion was qomnended f o r executing the smoothest o en and i n s e c t o f any c a r r i e r i n rec&nt memory, completing a day early. R l i a r i k s i o n was recognized f o r havi ng the best gal 1 ey maintenance program i n the Pac i f i c Fleet, and E l e c t r i c a l D iv i s ion reduced i t s number o f discrepancies by 50 percent from the previous INSURV and was the f i r s t c a r r i e r i n recent years t o be c red i ted w i t h an e f fec t ive e l e c t r i c a l safety program.

Because o f catastrophic f a i l u r e o f the 3 main engine tu rn ing gear, CARL VINSON was forced t o get underway f o r ATA w i t h only three engines on l i n e . Working around the clock, a team o f c i v i l i a n and sh ip 's force personnel effected the underway repa i r o f 3 main engine i n only s i x days.

PACEX '89 was designed t o stress the f l e e t t o the l i m i t s o f wartime operation wi thout v i o l a t i n g safe operating procedures. The Engineering Department measured up f u l l y . Encountering extended periods o f h igh winds and heavy seas, the propuls ion p l an t provided the sustained h igh speed necessary t o support f l i g h t operations and typho4n evasion. Repair D iv i s ion responded i n an equal ly professional manner when the Nucleus F i r e Party was ca l l ed upon t o combat f lood ing i n Close-In Weapons System Mount 22 equipment room, the ship 's foc ' sle, and several crew ber th jng areas, resul t i n g from wave damage. The Department was saddened by the l o s $ o f DCFN Donald Evans, who was l o s t a t sea a f t e r being washed overboard by a rogue wave.

Throughout PACEX '89, Engineering Department busied i t s e l f preparing f o r the Operational Reactor Safeguards Examination. Despite having on ly two p l a n t steam-out maintenance periods i n the months preceding ORSE, no s ign i f i can t mater ia l discrepancies were noted by the examination team, and a l l d r i l l s and evolut ions were s a t i s f aC to r i l y performed. Fol lowing ORSE, Machinery Oiv i sion supported a h igh speed t r a n s i t across the Pac i f i c Ocean, as the ship returned t o homeport t o a l low fami l i es t o be reuni ted a f t e r the San Francisco, 17 October earthquake.

Upon re tu rn ing t o Alameda a f t e r two months a t sea, each Engineering d i v i s i on performed superbly dur ing the Type Cmande r ' s 3-M Inspection. The f i n a l weeks o f 1989 were spent preparing f o r the reorganizat ion o f Engineering and Reactor Departments and the upcoming 1990 deployment and complex overhaul, whi le simultaneously enjoying a per iod o f we1 1 deserved hol iday leave.

Supply Department. The f i r s t four montihs o f 1989, were spent i n upgrading the f a c i l i t i e s dur ing the Selected Restricqed A v a i l a b i l i t y (SRA). Major p ro jec ts t h a t were completed included the i n s t a l l a t i o n o f VIDMAR storage cabinets i n S-6 repairables storerooms and i n S-8 Main I1 storerooms, refurbishment o f several major food serv ice equipments, the re loca t ion o f the SNAP I 1 computer complex t o the former soda storeroom add the renovation o f a l l the Wardroom scu l ler ies . Also dur ing t h i s period, Major inventor ies were conducted on the Mai ntenance Support Package (MSP ) stordrooms and a1 1 repai rab l es storerooms. The renovations and inventor ies were d i ' f f i c u l t , bu t ensured t h a t the Supply Department was i n the best pos i t i on t o s t a r t the operating cycle. I n May, Sea T r i a l s and Refresher Tra in ing were conducted w i t h the Supply Department f u l l y pa r t i c ipa t ing . Support o f the embarked A i r Wing was outstanding dur ing Refresher Tra in ing w i th Readiness averaging 96 percent Mi ssion Capable (MC) , 94 percent F u l l Mission Capable (FMC) and only one of f -ship Non-Mission Capable Suppl i es /Par t ia l Mission Capable Suppl i e s (NMCS/PMCS) requ i s i t i on per day. I n mid-June, the ship underwent an in tens ive INSURV from the Board o f Inspection and Survey. The inspect ion went wel l w i t h the senior member commenting t h a t the CARL VINSON had the best storerooms he had ever seen.

On 24 June, the Supply Department enter ta ined the American Acadew o f Achievement i n a luncheon held i n Hangqr Bay 2. Seven hundred o f our nat ion 's leading c i t i z e n s and the top high schoql students i n the nat ion gathered f o r an outstanding banquet pu t on by the S+2/S-5 Food Service Team. Guests included Tom Brokaw, Tom Sel leck, Oprah Winfrey, Tom C l ancy, General Clayton Powell (who l a t e r became Chairman o f the J o i n t Chiefs o f S ta f f ) , General Chuck Yeager, Dinah Shore, Beverly S i l l s , as wel l as 20 Nobel Pr ize laureates.

I n Ju l y and August, the ship was uqdemay f o r Advanced Tra in ing Assessment. During the period, 30 Ju ly t o 4 August, the COMNAVAIRPAC Avia t ion Supply Management Assistance Team (ASWT) came aboard and conducted a thorough ass i s t v i s i t . The Av ia t ion Readiness f igures f o r ATA were 88 percent FMC w i th 4 o f f - sh ip NMCS/PMCS requi s i t ions. On 19 August, the Supply Department hosted 11,000 dependents and guests f o r a f u l l breakfast and lunch i n Hangar Bay 2. The day was a huge success w i t h the Conbnand rece iv ing numerous l e t t e r s o f thanks and appreciation. The remainder o f August was spent i n loading ou t f o r PACEX '89.

On 5 September, the ship got underyay f o r PACEX. To support l o g i s t i c s operations i n the Northern Pac i f ic , begch dets were establ ished a t McCord AFB, WA; Alameda, CA; Subic Bay, RP and Atsqgi, JA. The support o f a c a r r i e r and i t s embarked A i r Wing i s always challeriging, bu t the const ra in ts involved w i t h supporting the ship (both exercise and rea l world) i n the Northern Pac i f i c and the Berfng Sea made PACEX p a r t i c u l a r l y challenging. The Readiness f igures posted by the Supply/AIMD/CVW-15 team were impressive as a MC r a t e o f 90 percent, an FMC r a t e o f 88 percent and an average o f 6 NMCS/PMCS requ is i t i ons per day was posted. On several occasions, zero a i r c r a f t were down f o r parts.

During the per iod 17-21 October, the COMNAVAIRPAC Supply Management Inspection team was aboard t o conduct an in-depth inspect ion o f the Supply

These b r ie fs , he ld i n various locat ions, near major government housing areas around the San Francisco area, provided the serviceman and h i s w i f e a chance t o gather informat ion re l a ted t o the deployment separation. The f a i r provided informat ion r e l a t i n g t o the deployment and change o f hmepor t informat ion from the Bremerton, MA area. The f a i r was most successful i n prov id ing information and assistance from Legal, Champus, Dental Navy Re1 i e f Society, American Red Cross, Family Service Center, base veh ic le r e g i s t r a t i o n and storage, Personnel , Disbursing, Ombudsman, en1 i sted and o f f i c e r s wives clubs, and re1 ig ious programs. Throughout the year, the department organized several Comnunity Relat ion (COMREL) p ro jec ts l o c a l l y i n the San Fvancisco Bay Area and wh i le deployed. During PACEX '89, CARL VINSON was involved i n two COMREL pro jec ts dur ing the p o r t v i s i t i n Pusan, Korea, a t the Chung Duk Won and the Duk Sung Orphanages. Ten-man teams o f volunteers were suppl ied d a i l y f o r a per iod o f one month. The CARL VINSON hbudsmen team experienced major turnovers due t o t ransfers and a l l the Ombudsmen engaged themselves i n an ac t i ve t r a i n i n g program as wel l as prelparing f o r deployment and change o f homeport. Deck De artment. 1989 was an extremely productive year f o r Deck Department. h a r the COMNAVAIRPAC Naviigation/Seamanshi p Excel 1 ence Award was presented f o r the 1988 Competitive cycle. During Calendar Year 89, Deck Department conducted 21 underway replenishments (1 3 re fue l i ngs from o i le rs , 6 ammunition and stores transfers, del ivered fue l t o destroyers 2 times). The department add i t i ona l l y maintained a per fec t t r a i n i n g and readiness ra t ing, and completed a l l competit ive exercises f o r the year w i t h an average grade o f 97.8.

Dental Department. Throughout 1989, the Dental Department s i g n i f i c a n t l y improved the s ta te o f dental readfness and o ra l heal th o f ship 's company and embarked A i r Wing personnel. Addi t ional ly, the department provided dental support t o personnel attached t o the smaller ships o f B a t t l e Group CHARLIE dur ing the Refresher Training, Advanced Training Assessment, and the PACEX '89 exercises. A t o t a l o f 15,457 pa t i en t v i s i t s were recorded f o r the year. Treatment rendered included the fabr i cq t ion and de l i ve ry o f more than 350 dental prosthesis, the completion o f 1420 surgical procedures and the placement o f more than 5000 f i l l i n g s . The dental prosthet ics laboratory made i t s important con t r ibu t ion by compilinq more than 1168 procedures. Refresher Training was completed w i t h ad ject ive and mater ia l fie1 i abi 1 i ty grades of 96.55 percent. During INSURV, A i r Department was conmended f o r overa l l mater ia l readiness. Advanced Tra i n i ng Assessment resul ted i n the A i r Department being eval uated as F u l l y Ready f o r Ba t t l e Group Operations. The fuel s c e r t i f i c a t i o n resu l ted i n a blanket recomnendation f o r system c e r t i f i c a t i o n . Grades f o r the 3-M Inspection were 99.1 percent Recorded Accompl i shment Rate ( RAR) , 98.3 Accompl i shment Confi dence Factor (ACF) and 97.4 percent Planned Mai ntenance System Performance Rate (PPR).

PACEX '89 was the l a s t major operational evo lu t ion of the year. The combination o f severe weather and intense operational tempo tested every facet o f the department. A i r Department pu l led through and provided a sustained performance 1 eve1 , which received accol ades from both Admi r a l March (COMCARGRU THREE) and the Commanding Off icer.

Ctmwnications Department. January o f 1989 found USS CARL VINSON Communications Department ending t h e i r standdown from the 1988 deployment and ge t t i ng ready t o begin a four-month r e s t r i c t e d a v a i l a b i l i t y next t o the p i e r a t NAS Alameda. Fol lowing a b r i e f undgrway per iod 25 JAN - 2 FEB f o r Carr ier Qua1 i ficat ions, the Communications Deparatment began securing equipment and performing equipment lay-ups i n prepargtion for a three-month r e s t r i c t e d a v a i l a b i l i t y . Among the many ship alteirat ions accomplished i n 1989, Radio received i t s new KG-84 crypto equipmen$. The antenna maintenance and repa i r crew were busy overhauling the sh ip 's dntennas w i t h one crew on the ship and the other a t San Diego using shore antenna overhaul f a c i l i t i e s . The e n t i r e department's personnel attended f i r e f igh t ing school the f i r s t and second quarter o f the year. Fol lowing completion o f a successful SRA, the

Communications Department made one g i an t step up i n o f f i c e automation w i t h the acqu is i t i on o f two 2-248 desk top computer systems. I n ea r l y June, CARL VINSON t rans i ted t o San Diego t o pa r t i c i pa te i n Refresher Tra in ing (12-16 JUN), w i t h Communications Department scoring 99.33 percent on competi t ive exercises and an overa l l of 90.75 percent. Upon re tu rn from Refresher Training, the sh ip received a Conmand Ihspection (19-23 JUN) which again produced s a t i sfactory resul ts . The Comlnunicati ons Department charged i n t o Advanced Tra in ing Assessment (ATA) ( 1 7 4 5 AUG). As a r e s u l t o f good t r a i n i n g and preparation, the Comunications Depsrtment scored 97 percent.

The weeks preceding PACEX '89 were spent i n s t a l l i n g the new In ternat iona l Marit ime Sate1 1 i t e (INMARSAT) System eqpipment, switchboard and telephones, as wel l as classroom t r a i n i n g i n i t s use and maintenance. The INMARSAT System proved t o be an invaluable asset t o the ship and a considerable add i t i on t o the Communications Department's mission i n the fo l lowing months. From 5 September t o 22 October, the ship par t i c ipa ted i n the l a rges t exercise i n the Pac i f i c since World War I 1 w i t h three c a r r i e r b a t t l e groups combined t o form one b a t t l e force. The conmunications planning and implementation was a major task t h a t required a1 1 communicators e f f o r t s . This exercise was 1 i t e r a l l y planned t o stress comnunication assets t o the l i m i t s and beyond. Frequency jamming, S a t e l l i t e denial and c i r c u i t outage were continuous problems t o be faced by the radioman. The Signalmen braved severe weather condi t ions o f f the A1 askan coast and Aleut ian Is lands performing t h e i r jobs. Severe weather and sea s ta tes caused by t r op i ca l storms present i n the North Pac i f i c created unusual h igh sea condit ions. The two forward 16-foot t russ whip High Frequency (HF) antennas were l o s t a t sea due t o the storms.

Returning t o Alameda i n November, C m n i c a t i o n s Department began preparations f o r the upcoming WESTPAC deployment. The Comnunications Department ended the year by successful ly completing the f i r s t secure facsimile transmission o f data using STU-I11 and e x i s t i n g telephone system assets from a U. S. Navy ship.

Consist ing of three d iv i s ions (L-1 , Legal Off ice; L-2, the Ship's Master-at-Arms Force; and L-3, the Ship's Br ig ) , the Legal Department has 16 f u l l -t ime en1 i sted personnel , two f u l l -time attorneys (one was re1 ieved i n August by an LDO D isc i p l i ne Officer), and 27 TAD personnel from sh ip 's company assigned t o L-2 and 13 assigned t o L-3. During 1989, L-1 D iv i s ion processed 56 Special Courts-Martial , 22 Summary Courts-Martial , 65 admin is t ra t ive d i scharges, and approximately 1200 repo~ r t c h i t s resu l ti ng i n approximately 600 actual non- judic ia l punishment cases. I n addit ion, L-1 D iv i s ion handled numerous personnel claims, provided e x t ~ n s i v e lega l assi stance t o the crew concerning a va r i e t y of c i v i 1 and m i 1 i t ~ a r y matters, admi n i stered the L i be r t y Risk program, acted as a l i a i s o n t o c i v i l i a n law enforcement agencies, and coordinated Customs clearance upon re tu rn from PACEX '89. The MAA's maintained shipboard patrols, ensured secur i t y on board the sh ip during numerous evolut ions ( inc lud ing pay days, UNREPS, safe debarkation o f 1 i ber ty par t ies , and ac t i ve ship wide crime pre~vention program, etc. 1, processed as many as 1300 u r i na lys i s samples per monlth, conducted invest igat ions, provided crowd cont ro l , and t o t a l l y cont ro l l e d procurement/distr i but ion o f 1 inens t o A i r Wing en1 i sted personnel. The B r i g provides p r e - t r i a l confinement, p o s t - t r i a l confinement up t o 30 days, and confinement f o r three days bread and water whenever the sh ip i s a t sea o r daployed. During i n p o r t periods i n Alameda, the B r i g i s normally closed an~d a l l confinement i s d i rec ted t o the Naval B r i g a t Treasure Island. The B r i g i s capable o f handl ing up t o 17 pr isoners a t one time: one each i n i t s two one-man c e l l s and 15 i n the dormitory.

Tra in ing Department. The Tra in ing Department i s a small group o f i nd iv idua ls wf th diverse backgrounds provid ing several q u a l i t y services fo r the Bat t les tar . The department i s d iv ided i n t o f i v e div is ions.

The Tra in ing Admini s t r a t i o n D iv i s ion issued over 1500 TAD orders, and over 350 no-cost House Hunting orders i n preparation f o r the sh ip ' s change o f homeport t o Bremerton, WA next year.

The Cornnand Career Counselor d i v i s i o n has been going non-stop helping Ba t t l es ta r shipmates plan t h e i r careers and negotiate orders. As a r e s u l t the ship was runner-up f o r the F isca l Year '89 Caonrand Golden Anchor Award.

The Substance Abuse D iv is ion w i t h the Counseling and Assistance Center (CAAC) and Drug and Alcohol Program Advisor (DAPA) have establ ished an e f f e c t i v e program t o increase counseling, education and treatment programs. They coordi nated the successful camp1 e t i on o f Navy A1 coho1 Drug Safety Awareness Program (NADSAP) f o r 783 personnel, Alcohol and Drug Awareness Management Seminar (ADAMS) f o r 90 persdnnel , CAAC screeni ng f o r 229 personnel , CAAC Level I 1 counseling f o r 98 personrlel and CAAC Level I11 treatment f o r 84 personnel.

The F a m i l i a r i z a t i on and Indoc t r ina t ion (FAM & I ) D i v i s i on runs one o r two classes every month for newly r epo r t i n E-4 and below personnel. They conducted FAM & I f o r 358 personnel an allowed f o r t h e i r smooth i n teg ra t i on i n t o the Bat t les tar .
