The Mitigated Negative Declarati6n is attached as Exhibit "B". fhe State Lands Comfuission's staff-has reviewed the aocumenE and believes that it complies ~i~h the requir~ments of the CEQA.

Thi~ activity invol~es lands identified as possessing significant environmental values pursuant _to P.R.C. 6370, et. seq. Based upon the staff's consultation with the persons. nominating su~h ·lands and through the C~QA review process by the County of Ventura, i-t is the staff's opinion that the permit as P,art of' the program for the project, as eroposed, is consistent with its use cla~sification.
