Accelerating Nature-based Solutions for Climate Adaptation through Innovative Financing

PurposeThis session, held as a part of the 26th United Nations Climate Change Conference (COP26), will offer an interactive and high-level account of how Nature-based Solutions (NbS) can combat climate change and biodiversity loss. The session will explore different financing opportunities for NbS for climate adaptation (also known as Ecosystem-based Adaptation). Panelists will present innovative financing solutions, identify new ones, and gather innovative and catalytic examples and lessons learned. The discussion will be framed around the role of innovation and innovative financing solu-tions to accelerate the uptake of NbS for climate adaptation.
The objectives of the event are to:- explore different financing opportunities for NbS for climate adaptation;- showcase both the effectiveness of NbS for climate adaptation – especially in the context of short-, medium-, and long-term financing options – and opportunities for scaling up;- discuss how to facilitate the uptake and implementation of nature-based solutions as an innovative approach, including access to finance;- discuss how such innovative financing approaches can be “upscaled” into national and internation-al institutions and “scaled out” for transfer of knowledge and know-how across communities.

Accelerating progress on Korea’s Net Zero 2050 target: Local governments, civil society and businesses join forces to tackle climate change through the Campaign for Blue Skies & Net Zero 2050 in the Republic of Korea

PurposeGovernments, businesses, civil society, the private sector around the world are stepping up efforts to achieve net zero greenhouse gas emissions. For example, the Republic of Korea is committed to achieve a net-zero target by 2050. The Korean National Assembly has passed a bill, outlining the country’s goal to cut down emissions in 2030 by 35 percent, making Korea the 14th in the world to legislate carbon neutrality act. In addition, in early October 2021, the Korean government decided to raise the country’s greenhouse gas reduction goal from 26.3 percent to 40 percent by 2030, as part of efforts to achieve carbon neutrality by 2050.Climate change is affecting all continents, and all systems. Young people today are leading climate action around the world. Swedish climate activist Greta Thunberg and young people have set the precedent for how we as individuals need to act if we are to save the planet and youth groups in Korea are following suit. As an immediate step, the government should come up with measures to motivate companies and industries to join the goal of meeting net-zero emissions by 2050 – as they will be the most affected by the country’s bold revision. What are the roles of civil society groups and international organizations like the Global Green Growth Institute (GGGI) and the Climate Change Center (CCC), the co-Secretariat for the Campaign for Blue Skies and Net Zero 2050 in the Republic of Korea? These important topics will be discussed during the session at the Korea Pavilion. Discussions will delve into actions and steps that need to be taken by local industries and non-state actors, explore the global trend of net zero commitments and learn from countries that have committed to ambitious NDC targets.

Developing a sustainable battery industry that can deliver on climate ambitions

PurposeThe IEA’s latest Global Electric Vehicle’s Outlook projects over 120 million electric vehicles on the road by 2030 if stated government policies are implemented, translating to annual battery demand of 1.6 TWh. But for the world to be on a net-zero by 2050 pathway, over 6.5 TWh are needed by 2030. Therefore, decarbonising road transport calls for a battery manufacturing industry and related supply chains to expand very rapidly. This is not a simple task, and requires addressing several challenges, many of which can be best addressed by international cooperation. For instance, accelerated tech-nological innovation is needed to make electrification viable across all road transport modes, and a reliable and sustainable battery supply chain must be developed even while satisfying rapidly growing demand. This event gathers stakeholders from across the world to showcase their strategies and their visions for the global battery industry. The objective of this event is to provide a platform for discussion on the challenges and opportunities that lie ahead for the battery industry with a focus on identifying what role governments can take to accelerate the development of a sustainable battery industry that lives up to these challenges; and to highlight the importance of international coopera-tion in this global challenge.

Climate Change and Role’s of Adaptation Technology

PurposeSignificant damage is occurring all over the world due to abnormal weather and natural disasters caused by climate change. Especially in developing countries, the economic damage caused by cli-mate change is known to be relatively greater. This seminar is to emphasize the importance of tech-nology as a key solution to response to climate change, especially Adaptation Technology. In the field of adaptation to climate change, not only technological support, but also socio-economic factors that can develop self-reliance capability should be considered to strengthen resilience to climate change. Throughout the seminar, the current status of the Technology Needs Assessments (TNAs) and TNA Adaptation Taxonomy will be introduced. “Evaluating climate change adaptation and climate action in the Small Island Developing States (SIDS) – What have we learned? - A dialogue with evaluators.”

PurposeInvestments in adaptation and resilience are of keen interest to the climate community in general and COP26 in particular. The Independent Evaluation Unit (IEU) of the Green Climate Fund (GCF) recently conducted an Independent Evaluation of the GCF’s Adaptation Portfolio and Approach as well as an Independent Evaluation of the GCF’s investments in Small Island Developing States, which looks at what it takes for the GCF – a young, large and ambitious climate fund – to contribute to adaptation interven-tions with scale, depth and duration in developing countries as well as the needs of vulnerable countries, such as the SIDS. The role of adaptation is also of interest to other institutions, such as the Independent Evaluation Department (IED) of the Asian Development Bank (ADB), ICRAF World Agroforestry, Technical Evaluation Reference Group of the Adaptation Fund (AF-TERG) and German Institute for Development Evaluation (DEval), who also have ongoing work relating to climate change adaptation and/or climate investments. The event will thus provide an opportunity for the audience to hear about the recent learn-ings from these organizations’ work on climate change adaptation and investments. The event’s objec-tives are:
- To inform the audience of the IEU evaluation’s key findings and take-aways relating to the GCF’s adaptation investments and portfolio
- To also inform the audience of the relevant work/evaluations done by the ADB-IED, ICRAF World Forestry, AF-TERG and DEval on adaptation and/or climate investments
- To exchange ideas with and hear from the panel members on how some of the findings and insights from the IEU’s adaptation evaluation are useful and relevant to their work and to the broader climate change/climate finance community

OrganizationThe Independent Evaluation Unit (IEU) ensures the Green Climate Fund (GCF) is accountable and ef-fective. It conducts independent evaluations of the GCF’s activities to guarantee its accountability and synthesizes learnings from high-quality and rigorous evaluations to support the GCF’s effectiveness and efficiency. It operates independently of the GCF Secretariat. Its Head is appointed by and reports directly to the Board. The IEU also provides evaluation reports to the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), for purposes of periodic reviews of the Financial Mechanism, of which GCF is a part.
The IEU was established by the GCF Board as an independent unit to provide objective assessments of the performance and results of the Fund, including its funded activities, its effectiveness, and its efficiency.
