Step2:AnalysisofFunctionalBrief
TheconsultantanalysestheFunctionalBrief,refertotheMasterPlanStudiesGuidelinetoensurethattheservicestobeprovidedandthemannerinwhichtheyaretobedeliverediscompletelyunderstood.
Theanalysiswillrequireacomprehensiveappreciationofthefunctionalrequirementsandrelationshipsofthevariousprogramsandactivities,functionalrelationshipdiagramsandidentificationofkeyfunctionalneeds.TheFunctionalBriefshouldbethesourceofthisinformation.
Shouldtheconsultantrequireadditionalinformationorclarification,thePCGshouldbenotifiedimmediatelyandrequestedtoprovidetheappropriateresponse.
TheFunctionalBriefmayneedtoberefined/confirmedfollowingthisanalysisphaseandthefinalformshouldbeendorsedbythePCGpriortoproceedingtothenextphase.
Step3:AreaAllocationModel
Anareaallocationmodelincorporatingthespaceutilisationanalysisshouldbeundertaken,includingfrequencyofuseandpotentialformultipleusesbetweenprograms.Refertothefigure,ExampleofanAreaAllocationModel.
Step4:ConfirmationofSiteInfluences
Theconsultantshouldinvestigateandconfirmrelevantinformationonsiteandlocationissues,whichmayimpactondevelopmentoptions.Theseinclude:
Access PublicTransportationServices Topography Siteservices Authorityrequirements PlanningSchemesandRequirements Existingbuildings Orientation Views Adjoiningdevelopments Easements.
Wheretheselectionofanewsiteisrequired,theFeasibilityStudywillneedtoconfirmthepreferredsiteasidentifiedintheMasterPlanprocess.
