    President's Report Season 1998/99I would like to present the following report to the members of the Wye River SurfLifesaving Club for our 41~tyear of service to the community.It is my intention to report to you on the highlights of the season and give theopportunity to the members of your committee to report more fully on their areas ofresponsibility.The highlights of 1998/99 have been as follows.@ The competent and effective patrolling of the Wye River beaches. In excess of

    fifty rescues have taken place highlighted by 22 on one day in early January. Atthe present time the Club is leading the district Patrol Competition and is wellpositioned to place in the State wide competition. However, responsibility for thisachievement cannot be attributed to all active members as there are still many whohave not accepted responsibility for their attendance on patrol.

    @ The outstanding success of the Nipper Program. 104 nippers joined the programthis year making it one of the largest in the state. Our experience has shown thatcontrary to the experience of other Clubs we do successfully introduce oldernippers into the active membership of the Club.

    @ The Clubs participation in the Victorian Youth Development Program. Thisprogram enabled students from Colao College to have the opportunity to becomeinvolved in Surf Lifesaving as an adjunct to their latter years in SecondaryCollege.

    The growing support of the local community and the Shire of Otway for the Club.The Club has had the opportunity on a number of occasions to present to the localcommunity groups the Clubs goals.

    @ Our expectation that we will be successful in our application for a grant from theVictorian Government's Lifesaving into the 21sl Century Grants Scheme. Inaddition it is our expectation that additional funding will be provided by theClub's Bank. These will form the basis of the funding for the new clubhousewhich we anticipate can be commenced in the year 2000.

    @ Our very successful fundraising particularly by way of raffles over the summerperiod and the enjoyable inaugural President's Cup golf day.

    @ The careful custodianship of the Club's assets has enabled us to meet our budgetfor the replacement of equipment whilst still strengthening our position for ourmajor clubhouse project.

    The quiet and unsung support I have received from the committee and those memberswho have made a very special effort this year has been greatly appreciated. I trust that1999/2000 will be an equally successful season.

    Update on the New ClubhouseMembers w ill be pleased to know that the C lubs application for a $J 0 0,000 grantfrom The Lifesaving into the 21 ,\ Century G rants Scheme has been subm itted and thatthe committee is confident that we will be successful. In addition arrangements havebeen made w ith the Bank of M elbourne in Lome to further support the C lub w ith aloan of 540 ,0 00 repayable over 10 years. A s a result of the magnificent fundraisingefforts over the summer holidays and some generous donations your dub now hasapproximately $30,000 in the bank.W e have been very lucky w ith the support 'VIC have received from John Macfronald ofEggleston M acD onald one of M elbourne's prem ier architectural firm s. The follow ingcom ments have been made by John regarding the architecture of our proposed newClubhouse."The proposed building form symbolises the curves of waves and coastal dunes. It isdesigned to integrate w ith the landscape and w ill be in muted colours of charcoal andgreen so as to be unobtrusive from the beach and surrounding areas. Provision is to bemade to landscape land on the camping ground side of the building. This w ill be donei l l conjunction w ith the Foreshore Com mittee's landscaping consultant, T ractConsu ltants.The building's materials w ill be low maintenance and selected to suit the harshmarine environment From the balcony a panoram ic view w ill enable goodsurveillance of th e bay and beach. The building w ill include a m ultipurpose trainingroom. which w ill be available for community use. An unusual feature of the buildingmaybe the incorporation of a rooftop electricity generation system, which, would bedesigned to feed power back into the electricity grid , this matter is currently underinvestigation by Powercor."

    SECRETARY'S REPORT, Gmeme AgnewIn the past I have been on the Wye River SLSC Committee butnever held any specific role. As Secretary my naivety was shakenwhen I found that running a Surf Life Saving Club was more complicated and m ore dem anding than funning my own company

    it was more than just sitting on t he P re si dent 's knee an d taking dictation. The volume and diversity of correspondencearriving, sometimes daily, from Slate Centre is to be amazed at.The duty of Secretary is to ensure that the processes a s d et erm in ed by the Constitution of the Club arc fo llowed. W ith thef ormid ab le a ss is ta nc e of Peter G ardner and his detailed know ledge of Constitutional Law , Iam satisfied that this has been doneo ve r th is s ca so n., Im positive big Peter Gardner could do a way better job than little Johnnie Howard if it carne to writing aPreamble to a n ew Cons ti tu ti onFortunately the adm inistration of our club has a momentum of its own and is not dependent upon anyone person. To maintainthis momentum it bas been suggested that we devise a system whereby positions - especially those that constitute the ExecutiveCommittee - be 2 year appointments and half of these positions come up for election one year, the other half come up thefollowing year. Unfortunately. in a volu nta ry o rg aniz ation, th is becomes too unwieldy to formalise but, w here p ossible, p eop lesh ould c onsider th e benefits o r standing for, at least, a second year.But everyone sh ould a pp recia te th e fra gility of the momentum of a "vel! functioning club. Those of us old enough have seen itretard cd many times. It can be impeded very easily and very quickly and a club can be len figh ting for survival. Impedimentsc an be a ny th ing f rom non-const ruc tive c ri ti ci sm , p la ci ng sell' above the club, 110t turning up f or p at ro l without really trying tomake proper arrangements or by sim ply not caring, lacking in enthusiasm or setting a bad example.W ye R iver SLse s streng th I believe lies in the geographical smallness of the ham lets o r Separation Creek and \Vye River. This'smallness' ha s fostered a cohesiveness and an intim acy which has prom oted people returning season after season. generation aftergeneration. It is this longevity of association in an intimate atmosphere that has produced people who care for Wye in a way Idon't b eliev e p ossible in la rg er c ommu nities that envelop some clubs.Many notable members have been and still arc houscowncrs but the main support base for the Surf C lub has traditionally comefrom the \Vye River F oresh ore C am ping Ground. Don 'Nilson ha s b een in strumen ta l, with the invaluable support of SteveRumble's database and G avin Ew iu's teneling of it, in successfully expanding the support base much further into thehouscowners who have been exceedingly generous when approached. Don has also been in the vanguard fighting the very realpossibility of the privatization of the Foreshore Camping G round. The inevitable deleterious effects of th is 'econom icrationalism' would be t o d is rupt the social grouping w ithin the cam ping ground and this could bode ill for th e C lu b.If our strength lies in 'our sense of community' then we must nurture this by supporting each other, welcom ing newmembers, teaching our children (bal they only get out what they put in and by not standing back when we see jobs (hal needdoing.This 'sense of community' is highlighted to me when I take the 'journey ' from the dining room to the car park through PaulBrow n's Pub. OurPresident has, above anyone else, brought the idea from people saying: "Wouldn't it be nice if....." to its being a very realpossibi l ity - al m ost certainly ~ that we will, this year, be granted $100 ,000 in a $1 for $1 system to facil irate its construction.We have budgeted $20 ,000 (as is allowed in the system ) for value o r labour contributed by members. Therein lies our need Coryour p artic ip ation ill jobs th at req uire sk ill and/or muscle. Please be prepared w hen ta pp ed on th e shouldcr.. ...better still, don'twait for the tap.Being Secretary has been an interesting experience. Because of my parochial approach to the job , 1 h ave tested the patience of (headm inistrative staff at State Centre and if re-elected I prom ise to try to be more to lerant of their incessant circulars, bulletins,notices and updates. I also prom ise to try to be more tolerant o r their acting as an advertising agency for everything from m otelsto gymnasiums to swimwcar to new bodysurfing aids and I also prom ise to try and tell them in a nicer manner that its nonc oftheir #(a)8((!c)+~# business if Dot Boyd chooses not to put her date of birth on her membersh ip form .

    Another season has come and gone and thankfully no major incidents haveoccurred, I w ould like to thanl~ ' a ll the active members for their support andattendance during the season.This season several experienced members did not requalify which initia lly put astrain on patrol numbers, This w as later compensated for by the new membersfrom Colac w hich boosted patrol num bers to w ell over 15 per patrol, Regardlessof th is the C lub struggled to have members attend later in the season. This hasconsistently been a problem and a stric t penalty system w ill be put in place as aconsequence. It is vita l for the safety of beachgoers as w ell as fellow patrollingmembers that all members turn up for patrol or arrange a sub. Overall the beachw as w ell patrolled and thankyou to all m em bers w ho gave up th eir tim e.There were several rescues th is season but on the majority of occasions most ofour actions w ere preventative w hich is a credit to p atro ls a nd their vigilance.M aintaining your fitness and know ledge is the m ost im portant fact in surf lifesavingas it can be called upon at any time, 1 would like to encourage members tocontinue to maintain and improve their surf sk ills during patrol tim e for therem ainder of th is season and into the future. It has been great to see peopled ev elo pin g th eir 5 1 . ; : i 1 l 5 and know ledge of the surf by using the 3 recently purchasedsurf sk is,Patrol Captains arc the m ost im portant part of each patrol and I would like to thankaU patrol captains for their dedication and commitm ent throughout the season.W ith so many new and young faces at the Club and the imm inent development of anew clubhouse, W yc R iver S .L .S .C . is set for a strong future.Y our service is greatly appreciated by the Club, T he A ssociation and the COl11JTlUnityso keep developing your surf sk ills and I hope to see you all next seasonSTEVE THOMPSON

    Chief Instructors Reuort' , n :W hat a successful year it has been for the \Nye R iver Surf L ifesaving C lub!W ith 20 new patrolling m embers, 16 Bronze and 4 Surf Rescue Certificate holders theC lub is moving ahead w ith great momentum . Undoubtabley the trag ic events on thebeaches last sum mer have spurred on S01l1eof the enthusiasm for lifesaving and theC lub has been in a f an ta stic p os itio n to ta ke a dv an ta ge of thisThrough the Colae College V ictorian Youth Development Squad we h ave g ain 9 newmembers this season. After almost two years of training at both school and at WyeR iver, 20 students gained an award after finishing a training camp held at W ye fromthe 3'd of December till the exam on th e 61hRick kehoe and M ichael Barrand deservea very special thank-you for all the work . they put in , to get the candidates up to th ispoi nt It was a great four days which cou lel n ever have taken place ifit w asn 't for ourdedicated training officers Andrea Barbante, Jon W ilson, Joe Lynas and Cain Ew in.Another Camp was held at Wye R iver from the 2ih of December till the 3'd ofJanuary. This resulted in I J people gaining well deserved awards. The amount ofinterest in our bronze cam ps has been fantastic w ith m any of those interested beingsimply too young to gain an award. W e hoped to see all these people back next seasonalong with some of our older nippers. Again Andrea Barbante put in a tireless effortw ith great enthusiasm to get the trainees through. W ithout her help and that fromthose already previously m entioned above, Cathie Jane and countless others (youknow who you are) none of these camps would have been nearly as successfulCongratulations to all those who obtained their B ronze, Surf Rescue Certificate orTraining officers award, well done. Throughout the season many hours ofHZBtraining has taken place w ith the help of the IP.!} team . W hile no one has yet gainedany other awards, training has been progressing w ell, so these awards can becompleted at the star! of next season.Thankyou to the Comm ittee for their support and that of all w ho helped The job of atraining officer while hard work is the most rewarding ofall positions in the club. It is110t a thankless task unlike many of the others, thanks to the fact that you get to secthe achievem ents of m em bers after the real effort they put in. So I encourage you allto get involved next season.While this season has seen many new members join the C lub the real work beginsnow. \Ale must all continue to w elcome and retain new members and keep up theinterest oral! if we w ish to go from strength 10 strength.

    LRJB CAPTAIN~S REPORTWe have had another great year on the IRB side of things with the standard of the Club'sequipment being better than ever before. With a higher standard of maintenance and allproblems being reported, we have been able to keep 95% of th e equipment running an dready for usc.The Club now owns 3 IRBs one of which is a solid hull version. We have 4 outboardmotors (3 Johnson an d 1 Tohatsu). Some may think: that this amount of equipment isexcessive but the past season has proved that it has all been needed.Our weakest area has been the lack of members gaining their IRB Drivers Award. Myaim by the start of next season is to put through at least 10 new drivers giving each patrol aminimum of 4 qualified drivers.In the IRB Competition area, we have had another good season. With a team consistingof9 members we contested all local state carnivals including the 1998 Vic. Titles withLome putting on 6 ft . waves to test us and that it did. However, we came out of it withone Bronze Medal in the Teams Event and a Gold Medal in the Rescue Race Event in whichwe have been the Victorian Champions for the past 3 years.Our team also competed in the 1998 Australia Titles at Avalon Beach NSW. We achievedmixed results with our best result ending in the semi-finals. We all had a good time andnow we are fully focused on doing better at the 1999 Aussics.A very special thanks to all who helped make my job easier and this included ChrisTrembath, Jason Cleary, Brian Happ and Ben Storey.

    COMPE'HTXON MANAGER'S REPORTIt was a huge year fo r Wyc River Nipper Competitors! To compete they had to prove theywere safe in the water, 55 of our nippers this season recicved the'S' Badge. Training forcarnivals began for all events after the nipper program with impressive attendance. Twentyof these nippers attended carnivals at Lorne, Apollo Bay and Williamstown, severalgaining first placings. Liz Dobson, Maeve and Finton Hocking competed in the 1999Birds Eye Victorian Nipper Championships at Lome. Maeve and Liz managed to both beplaced 5th in sprint finals in their respective age groups. Watch out Anglesea, the WyeRiver Nipper Competition Team will be back in fu ll force next season!I lament my failure to draw many members to th e senior carnivals this year and am tryingto figure out what to do. I firmly believe that club members need more than just patrolsand the few social events to bond into a really cohesive group. I firmly believe 'SurfCarnivals' can do this.I was dispirited when my father told me of the 1960's when Wye would have over 30competitors in Carnivals week after week, and how they would religiously travel as faraway as Lakes Entrance one weekend and Warnambool the next. Of course, thecompetitors then were al l male so there were an equal numbers of doting girlfriends,parents, some committee people and at least half the patrol that should have been at Wye.They had 3 boat crews, a board team, swimmers and runners.We looked for possible differences between the 60's and the 90's. Several things came tomind.1. The proliferation of other summer sports and activities. In the 60's there was cricketor surf lifesaving: In the 90's there is much much more and subsequently reducing surflifesaving's share.2. Since the 60' s there has been increasing focus on 'the individual' to the detriment of'the community'3. 24 hours a day; 7 days 3. week opening of shops and stores requires people to beavail able for work at weekends. .For those that made it, despite our 90's hurdles, we had a ball.     l,ITTLE NIPPER REPORTTo prepare for the Little Nipper Programme this year 1 attended the 'Little Nipper' Forumconducted by State Centre in October last year and to highlight the importance they put onthe programme, they produced a comprehensive manual 'A Guide to Nipper Administrationand Activities'. All beach and water activities were enthusiastically supervised by Wye RiverSLSC Active Members in accordance with the Aust. Surf Life Saving Accredited TrainingProgramme.A grand total of 105 nippers registered for this years programme. This is over double thenumber of 2 years ago. It is a fantastic result and highlights the responsibility of parents inwishing to have their children taught surf awareness.Our Programme commenced with the traditional New Years Day events. Approximately130 kids took part in races, fun runs and a treasure hunt. Parents got into the spirit of things.We used this day to inform parents of the programme an d encouraged them, albeitunsuccessfully, to register their children right there an d then This could have allowed us toslip straight into the programme the following day. We may need to be more emphatic thatNew Years Day i s . 'Registration Day' next year.Levell [7-8 years old] was run by Andrea BarbanteLevel 2 [9-10 years old] was run by James AgnewLevel 3 [11+ years of age] was run by Sally Agnew and Mark Leopold.Apart from these Level Coordinators who formed the backbone of the activities supervisionthere was Bones, Jason, the Griffens, Chris Trembath, Simon Paterson, Damon Barbante, JoeLynas, Jon and Anna Wilson, Scott Martin, Glyn Williams, Skye Sinclair, Erin Shannon, CathieJane, Peter Gardner, Greg Kelly, Simon Isaac an d Kate Shannon who all contributedinvaluably.The Levell Nipper Award went to Brittonae Cunningham; the Level 2 Nipper Award went toElizabeth Dobson and the Level 3 Nipper Award went to Freya Corr.Nipper of the Year A Ivards went to Lacey Ewin and Daniel McCrone.Our nippers competed at several Carnivals but we will leave Sally Agnew - as CompetitionManager - convey this information.Congratulations to all nippers and their parents for participating in such a positive way " withth e numbers threatening to rise again next year - we sincerely hope you will display the samewilling participation and the same desire to assist. CtheClub") for the twelve months endecl28 February 1999, consisting of the profit and lossstatement balance sheet and accompanying notes, and the statement by committeemembers. The club's commi ttee members arc responsible for the financial statements.\Ve have conducted an independent audit of these financial statements in order to expressan opinion on them to the members of the Club.Our audit has been conducted in accordance with Australian Auditing Standards toprovide reasonable assurance whether the financial statements arc free of materialmisstatement. Our procedures included examination, on a test basis, of evidencesupporting the amounts and other disclosures in the financial statements, and theevaluation of accounting policies and significant estimates. These procedures have beenundertaken to form an opinion as to whether, in all material respects, the financialstatement are presented fairly in accordance with Australian Accounting Standards andother mandatory professional reporting requirements (Urgent Issues Groups ConsensusView) so as to present a view which is consistent with our understanding of theAssociation's financial position and th e results of its operations.Audit Opinion

    In our opinion, the financial statements of Wye River Surf Lifesaving Club, Inc areproperly drawn up;a) so as to present fairly the state of affairs of the Club at 28 February 1999 and the

    results of the Club for the year ended on that date;b) in accordance with the Association Incorporation Act; andc) In accordance with Australian Accounting Standards and other mandatory

    professional reporting requirements.
