1983-84 FISHING REGULATIONS Proclamation for Fish and Other Protected Aquatic Wildlife After due investigation, we, the Utah State Wildlife Board by authority granted us under the Wildlife Resources Code of Utah (Section 23-14-20J, hereby proc- laim the following regulations governing the taking of pro- tected aquatic wildlife from the waters of Utah. Protected aqua- tic wildlife is defined as all fish, bullfrogs, salamanders, brine shrimp and crayfish. These reg- ulations will rescind all previous regulations and shall be effec- tive January 1, 1983, through December 31,1984, unless other- wise altered by our own execu- tive action. All dates herein mentioned shall be inclusive. As a conservation measure, any water or area may be closed to fishing by properly posting with suitable signs and markers and without further notice. It is unlawful for any person to dam- age, move, remove, or destroy any signs, placards, or floating markers ordered placed in any part of this State by the Wildlife Board to enforce provisions of this proclamation or other ac- tions of the Wildlife Board. Summary of 1983-84 Changes Listed below are some of the major changes; be sure to acquaint yourself •with the regulations for your favorite waters. General Season: This proclamation covers a TWO—YEAR period-season dates May 28 through November 30,1983, and June 2 through November 30, 1984. Limits: Bonneville Cisco - 30 Largemouth and Smallmouth Bass - 6 (except Lake Powell) Channel Catfish on Bear River ~ 8 Striped Bass - 4 Whitefish: Provo River from County Road 241 to State Highway U-35 opened for the 11-month whitefish season. Size Limit: Removed the two fish over 13-inch trout limit on streams EXECPT on the on the Weber River (see waters with special regulations). Provo River size limits still in efect. Largemouth and Smallmouth Bass Stream Fishing: West Fork of the Duchesne River - artificial lures and flies only. Closed Waters: Mantua Reservoir added due to chemical treatment Year-round Waters: Deer Creek for YELLOW PERCH and WALLEYE ONLY Other changes: Resident juveniles 6 to 12 years old, are given the option of purchasing a resident fishing license and catching a full limit of fish. Starvation Reservoir will be CLOSED to the taking of BASS. $1,000 reward for information leading to the apprehension and conviction of anyone possess- ing or stocking fish without proper authority In any water of the state. June Sucker—protected from taking. A.1. Season Dates The taking of protected aqua- tic wildlife shall be permitted from May 28 through November 30, 1983, and June 2 through November 30, 1984, during the hours from 5:00 a.m. to 10:00 p.m, in all waters of the State of Utah EXCEPT where otherwise specified under Closed Waters (Section B.), Waters With Spe- cial Regulations (Section C.5, and Year-Round Waters (Sec- tion D.) of this proclamation. A.3. Game Fish The following Utah fish species are designated as game fish: trout, salmon, grayling, Bonneville Cisco, all bass species, bluegill, crappie, wal- leye, northern pike, whitefish, yellow perch, channel catfish and bullhead catfish. All other species are designated as non- game fish. A.4. Definition The term lake or reservoir refers to all water at and below the standing water level existing at any time within the lake or reservoir. Unless posted other- wise, a stream or river flowing into or within a lake or reservoir high water mark is not consi- dered part of the lake or reser- voir. A.5. Bag and Possession Limits Dailv bag and possession limits are identical. This means any person may not catch or have more than one (1) daily bag limit in his possession regardless of the number of days spent fishing. Possession shall in- clude: home freezers, trailers, cold-storage lockers, detached buildings, etc. a. TROUT, SALMON IN T H E AGGREGATE 1983: January 1 through May 27 and May 31 through De- cember 31 — eight (8) fish, provided that not more than two (2) lake trout can be taken. May 28 through May 30 six (6) fish, provided that not more than two (2) lake trout can be taken. 1984: January 2 through June 1 and June 5 through December 31 eight (8) fish, provide) that not more than two (2) lake trout can be taken. June 2 through June 4 — six (6! fish, provided that not more than two (2) lake trout can be taken. EXCEPTIONS: (1) Bear Lake — see Bear Lake Agreement (Section J.). (2) Lake Powell — ten (10) trout and/or salmon in the aggregate. (3) Panguitch Lake — ice fishing limit five (5) trout (see C.I.U. (4) Blacksmith Fork from source to Rock Creek (see C.l.b.). (5) Flaming Gorge Reservoir see Flaming Gorge Agree- ment (Section H.). (6) Provo River from County Road 241 directly south of Wood- land downstream to Highway U-113 at Deer Creek Reservoir and from Deer Creek Reservoir Dam downstream to the Olm- stead diversion located approxi- mately 6% miles below Deer Creek Dam — see Waters With Special Regulations (Section C.) (7) Weber River in Summit County — see Waters With Special Regulations (Section C). b. GRAYLING Eight (8) fish. c. BONNEVILLE CISCO- Thirty (30! fish. d. SMALLMOUTH BASS AND/OR LARGEMOUTH BASS IN THE AGGREGATE - Six (6) fish, twelve (12) inches minimum sire (see Section A.6., size limits) EXCEPT Lake Pow- ell, where the limit is ten (10) fish see Section C.I .d. (Wafers With Special Regulations) for Starvation Reservoir. e. STRIPED BASS Four (4) fish. f. WALLEYE Six {«> fish EXCEPT in Lake Powell the limit is ten (10) fish, and two (2) fish in tributaries to Utah Lake. The Utah State Division of Wildlife Resources cannot legal- ly refund the purchase price of a hunting or fishing license, stamp, or certificate of registra- tion for any reason. b. It snail be unlawful for any person, EXCEPT children under twelve (12) years of age, to take, pursue, or angle for any pro- tected aquatic wildlife, except brine shrimp, salamanders and crayfish for noncommercial use, without first procuring and hav- ing on one's person a suitable license or permit to do so EXCEPT as provided in Section A.2.C below. c. Juvenile licenses: Resident iuveniles less than six tt) years of age may fish without a license while in the company of a licensed angler. of domicile. Principal place of domicile does not include cam­pers, house trailers, summer homes or other temporary living quarters.

B. Closed Waters 1. The following waters are closed to fishing:

a. State Property All waters managed by the

Utah State Division of Wildlife Resources for propagation, spawning and fish rearing pur­p o s e s . Waterfowl nesting grounds and state waterfowl

management areas closed as posted.

b. Box Elder County Mantua Reservoir closed in

1983 and 1984. c. Duchesne County The upper Sti 11 water Dam

construction zone as marked and posted by the Wildlife Board.

d. Juab County Trout Creek, Birch Creek. e. Washington County Kolob Creek upstream from

Kolob Reservoir. Baker Reser­voir closed in 1983 and open to the general fishing season in 1984.

A.7. Methods of Angling — Baits, Lures, Set Lines 7. M E T H O D S O F ANGLING

The following regulations gov­erning methods of angling apply to all waters of the State unless detailed in interstate agreement. a. It shall be unlawful to take or attempt to take game fish by any means other than angling EX­C E P T as provided in the Use of Set Lines (Section A.7.h.) and use of Dip Nets (Special Cisco Season — Section C.3.). Angling shall mean fishing with one (1) rod, pole, tip-up, or troll board, held in the hand of, or attended by, the person angling, and having attached thereto a single line with legal hooks, baits, or lures as permitted in this procla­mation. "Attended" shall mean the angler shall be within ten (10) feet of equipment being used at all times.

b. "SNAGGING" and " G A F ¬F I N G " are illegal. "Snag or Gaff Hooks" are hooks with or with­out handles used to take fish in such a manner that the fish does not take the hook voluntarily in its mouth. A gaff or landing net may be used in landing fish already caught by lawful means.

c. " C H U M M I N G " is prohibited. Chumming is defined as the placing into the water of any substance or material, including but not limited to fish or parts thereof, which is not affixed to a hook and line and which may tend to attract fish to the place where the substance or material is placed. d. BAITS: Angling is permitted with any bait E X C E P T corn, hominy, any live fish, game fish or parts thereof ( E X C E P T dead Cisco may be used in Bear Lake proper — see Bear Lake Agree­ment). The eggs of all fish species are permitted for bait. The possession of corn and hominy when fishing is illegal. e. L U R E S : Angling is permitted with any one mechanical lure, E X C E P T no lure shall have more than three (3) groups of hooks and no line shall have attached thereto more than two (2) baited hooks or two (2) artificial flies. Multiple prongs attached to a single shaft are defined as one (1) hook (see Flaming Gorge Agreement). f. LIGHTS, E L E C T R I C A L AND

M E C H A N I C A L L U R E S : The use of surface artificial light is permitted for the taking of fish. Lures operated by batteries or other mechanical devices which attract fish by artificial light or sound waves and induce the fish to take the hook voluntarily may be used, provided they do not emit an organic substance to attract fish. It is unlawful to use any device which shocks fish. g . (1) Set lines are defined as an unattended line anchored at one end to a nonmoving obiect and not attached to a pole.

(2) Conventional angling with one (1) pole is permitted concur­rent with set line fishing.

(3) No more than two (2) set lines per angler may be used and they shall not contain more than thirty (X) hooks in the aggre­gate.

(4) When fishing set lines, the angler must be on the surface or the bank of the water being fished.

(5) Any set lines must have attached a legible tag with the name and address of the angler fishing the line(s). i. Pine Valley Reservoir.

C. Waters with Special Regulations t. The following waters have

special regulations: a. Box Elder County Locomotive Springs open to

angling from January IStrtrough November 15, 1983, and January 14 through November 15, 1984. Willard Bay Reservoir Inlet Channel east of boat harbor buoys as posted shall be closed to angling from March 1 through April 29, 1983 and from March 1 through April X , 1984.

b. Cache County Blacksmith Fork River from

its source to its confluence with Rock Creek shall be open to angling from May 28 through November X , 1983, June 2 through November X , 1984, and only artificial flies and lures may be used. All trout taken over thirteen (13) inches must be released.

Porcupine Reservoir and the East Fork of the Little Bear River upstream from Porcupine Reservoir shall be closed to taking of kokanee salmon when they are in their spawning color from the period August 16 through September X .

c. Daggett County Sheep Creek below Highway 44

downstream to Flaming Gorge Reservoir only open to angling from May 28 through August X and from October 1 through November X , 1983; and from June 2 through August X and

October 1 through November X , 1984. The demarcation of the mouths of the above stream will be buoyed.

d. Duchesne County Strawberry River from Soldier

Creek Dam downstream to its confluence with Red Creek shall be open to angling July 1 through September 15, 1983, and from June X through September 15, 1984. Only artificial flies (does not include weighted jigs) may be used.

West Fork d r a i n a g e of Duchesne River shall be open to a n g l i n g J u l y 1 t h r o u g h November X , 1983 and from June X through November X , 1984. Only artificial lures and flies may be used.

Starvation Reservoir is closed only to the taking of largemouth and smallmouth bass.

e. Emery County That portion of Huntington

Creek below Electric Lake Dam downstream to Flood and En­gineer's Canyon (approximately four (4) miles) shall be open to angling year-round using artifi­cial flies only which does not include weighted iigs.

All waters entering Electric Lake shall be open to angling only f rom July 15 through November X , 1983, and from July 14 through November X , 1984.

f. Garfield County

Panguitch Lake is open to fishing only through the ice from January 1 through March 15, 1983, and f r o m January 2 through March 15, 1984. The limit is five (5) trout. A five dollar ($5.00) Panguitch Lake Ice Fishing Stamp is required and must be in possession and signed across the face thereof when fishing.

g. Kane County Navaio Lake open to angling

the entire year E X C E P T for the period from April 1 through May 27,1983, and April 1 through June 1, 1984.

h. Morgan County East Canyon Creek upstream

from East Canyon Reservoir closed to angling from Sep­tember 1 through September X .

Stoddard Slough from Stod­dard Lane (northwest of Divi­sion of Wildlife Resources prop­erty) downstream to the Weber River shall be open to angling only with artificial flies from January 1 through April X and May 28 through December 31, 1983; and January 2 through April X and June 2 through December 31,1984.

i. Rich County Swan Creek open to angling

July 15 through November X , 1983, and July 14 through November X , 1984. Swan Creek Bay of Bear Lake shall be closed to angling as marked from April

1 through July 14,1983 and from April 1 through July 13,1984.

i. Summit County Provo River in Summit and

Wasatch counties from the Coun­ty Road 241 directly south of Woodland to Highway U-113 at Deer Creek Reservoir and from Deer Creek Reservoir d a m downstream to the Olmstead diversion shall be open during the general trout season with the following special regulations!

The creel limit on brown, brook and cutthroat trout shall be two (2) fish of each species less than thirteen (13) inches in total length, and on rainbow trout shall be eight (8) fish of which only two (2) may be thirteen (13) inches or larger ( E X C E P T on May 28 through May X , 1983, and June 2 through June 4,1984, when the limit shall be six (6) fish). Only a total of eight (8) trout in the aggregate can be taken. Only artificial flies and lures may be used.

On that reach of the Weber River between Wanship Dam and the backwaters of Echo Reservoir, the daily bag and possession limit shall not include more than two (2) fish exceeding thirteen (13) inches in total length. Only artificial lures and flies may be used after two (2) trout or salmon exceeding thir­teen (13) inches in total length have been taken.

k. Uintah County The following regulations shall

apply to Ashley Creek from the mouth of Ashley Creek Gorge downstream to the Sfeinaker (Thornburg) diversion: open to angling during the general trout season using artificial flies only which does not include weighted iigs. Bag and possession limit eight (8) trout ( E X C E P T on May 28 through May X , 1983, and June 2 through June 4, 1984, when the limit is six (6) trout) of which not more than four [4] may be brown trout.)

m. Wasatch County Currant Creek drainage from

Highway U.S. 40 to source, West F o r k drainage of Duchesne River and all tributaries to Strawberry Reservoir open to a n g l i n g J u l y 1 t h r o u g h November 30, 1983, and June 30 through November 30, 1984.

Strawberry River from Soldier Creek Dam downstream to its confluence with Red Creek shall be open to angling from July 1 through September 15,1983, and from June 30 through September 15, 1984. Only artificial flies (which does not include weigh­ted iigs) may be used.

C.3. Cisco Bear Lake is open to the dip

netting of Bonneville Cisco from January 1 through February 15, 1983, and f rom January 2 through February 15, 1984. Dip nets shall have a handle not exceeding fourteen (14) feet in length, a net opening not greater than eighteen (18) inches in any diameter and shall be fished by hand without the aid of rope or other attached materials.

C.4. Walleye and Perch

Deer Creek Reservoir will be open year-round to the taking of yellow perch and walleye. All other species can be taken only during the general fishing sea­son. May 28 through November X , 1983, and June 2 through November X , 1984.

C.5. Spearfishing Deer Creek Reservoir and

Fish Lake are open to taking of trout only by scuba and snorkel-ing spearfishing between June 1 and September 5. The daily bag and possession limit shall be two (2) fish. Spearfishing shall be permitted from sunrise to sun­set, and attracting or immobiliz­ing fish by use of artificial light at any time is prohibitted. A spearfishing permit is required and may be obtained without charge from the Salt Lake office of the Division of Wildlife Re­sources or any of its regional offices.

C.2. Whitefish The following waters are open

to the taking of Rocky Mountain whitefish during the period January 1 through April 30 and May 28 through December 31, 1983 and January 2 through April 30, and June 2 through De­cember 31,1984: Duchesne River proper downstream from the confluence of West Fork; Logan

River proper downstream from Temple Fork; Blacksmith Fork River proper downstream from the confluence of Rock Creek in Cache County; Provo River from county road 241 directly south of Woodland, upstream to Highway U-35; Echo Reservoir; and Weber River in Summit and Morgan counties downstream

from Wanship Dam. Two (2) trout may be taken from these waters under the provisions of this section during the nongener-al fishing season. During the general fishing season, regular t rout and possess ion l imi ts apply.

Any person entering upon pri­vately-owned land of any other person, firm or corporation which is properly posted, with­out permission from the owner or person in charge, is guilty of a Class B misdemeanor.

Any person who upon request of the owner or person in charge of private land shall refuse to immediately leave such private land, whether posted or not, is guilty of a Class B misdemeanor.

Any person who without the owner's permission shall ob­struct any entrance or exit to private property is guilty of a Class B misdemeanor.

Any person convicted of violat­ing any provision of this section while in the act of hunting or fishing may have his license, certificate or permit relating to the activity engaged in at the time of such violation revoked by the Division, and such person may not obtain another license, certificate or permit for that activity until a period of one year

F. Trespass shall elapse from the date of revocation.

Private property shall be deemed posted properly when "No Trespassing" signs and/or a minimum of 100 square inches of fluorescent or bright yellow paint (on exterior fenceposts, trees; or when metal fenceposts are used the entire exterior side must be painted) are displayed at all corners, and at all fishing streams that cross property lines, and along all roads, and trails, gates and rights-of-way entering such land. Posting must be confined to privately owned land under the control of an individual, group or organization and is not valid in restricting access to public lands other than lands controlled by public agen­cies posted as conservation measures.

Any landowner desiring en­forcement of this provision must notify the Division of Wildlife Resources in writing 14 days prior to the opening of any

hunting and fishing season that property is posted in the pre­scribed manner and that unless anyone has written permission to hunt or fish on the property, the landowner expects the Divi­sion to apprehend and prosecute the trespasser.

This section shall not apply to peace or conservation officers in the performance of their duties.

Any person, firm or corpora­tion desiring to permit hunting on privately owned property by the owner or owners and not others, except by permission, may post a special sign "hunting by permission only."

"Hunt ing by Permiss ion Cards" will be provided to land holders by the Division upon request, for use in granting access to such lands.

Written permission is not re­quired for access to lands posted "hunting by permission"; ver­bal permission is sufficient for access to such lands.

E. Shipping, Possession, Transporation of Fish 1. SHIPPING

It shall be lawful for any fishing license holder to annually ship out of this State two (2) limits of game fish legally taken from the waters of Utah hereby declared open to angling; pro­vided that no more than one (1) limit is shipped per day and is accompanied with a shipping permit obtained from fhe Utah State Division of Wildlife Re­sources. Possession ceases when delivered to a common carrier for shipment. A legal limit of game fish may accompany a bona fide fishing license holder as he leaves the State.

2. POSSESSION It shall be unlawful for any

person E X C E P T valid fishing

license holders or those holding a valid certificate of registration to have in his possession any species of game fish unless they are accompanied by a seller's receipt or a donation certificate which specifies the number and species of fish donated and/or purchased, the license, or certifi­cate number, name, address and signature of the donor and/or seller and the place where the game fish were taken. It is unlawful to transport game fish on a donation certificate across State lines. 3. S E L L I N G

Selling of any protected aqua­tic wildlife is unlawful unless the seller has a valid private fish installation, seiner's or bait

dealer's certificate of registra­tion. 4. POSSESSION A N D TRANS­PORTATION O F L IVE PRO­T E C T E D AQUATIC WILDLIFE

a. It is unlawful for any person to possess or transport live protected aquatic wildlife E X ­C E P T Utah licensed seiners, or properly registered bait dealers, or as provided in Section E.4.b. of this proclamation, or without written permission from the Utah State Division of Wildlife Resources. However, any person may use, possess and transport live salamanders, crayfish and brine shrimp. This section shall not apply to tropical and goldfish species intended for exhibition or c o m m e r c i a l purposes.

Operators of properly registered private fish installations may transport live aquatic wildlife specified by the Wildlife Board in the operator's certificate of registration.

b. None of the above sections shall preclude fhe use of fish stringers or hold-type cages as part of normal angling proce­dures, provided they are within one hundred (IX) feet of the angler. However, this does not permit the transportation of live fish from waters from which they are taken. 5. STOCKING

No person may place into any of the waters of the State of Utah any species of live protected aquatic wildlife without first

obtaining written permission from the Utah State Wildlife Board ( E X C E P T when using salamanders and crayfish for angling).

E.6. Reward 6. R E W A R D

A reward of One Thousand Dollars ($1,000.00) will be paid to any individual providing infor­mation which leads to the ap­prehension and conviction of any individual violating Paragraphs E.4.a. and E.5. of this Section.

H. Flaming Gorge Regulations This agreement shall govern

only the waters of the Flaming Gorge Reservoir lying below the elevation of 6,040 feet, which is the maximum impoundment ele­vation of said reservoir. When the surface elevation of the reservoir is below 6,040 feet, the streams tributary to said reser­voir may be fished as part of the waters of the reservoir up to said elevation of 6,040 (except Utah tributaries as posted), and all such streams will be clearly marked at such elevation by the respec t ive C o m m i s s i o n or Board.

L I C E N S E R E Q U I R E M E N T S 1. A person having in posses­

sion a valid Wyoming fishing license must have in his posses­sion a Utah fishing stamp (three dollars [$3.00]) to fish in the Utah part of Flaming Gorge Reser­voir. A person having in posses­sion a valid Utah fishing license must have in his possession a Wyoming fishing stamp (three dollars [$3.00]) to fish in the Wyoming portion of Flaming Gorge Reservoir.

2. Any nonresident of Utah not having in possession a valid Wyoming fishing license and who would be required by Utah law to purchase a nonresident Utah fishing license to fish Utah waters, in order to be entitled to fish the Utah part of Flaming Gorge Reservoir, will be re­quired to purchase an approp­riate nonresident Utah fishing

license. Conversely, any nonresi­dent of Wyoming not having in possession a valid Utah fishing license and who would be re­quired by Wyoming law to purchase a nonresident Wyom­ing fishing license to fish Wyom­ing waters, in order to be entitled to fish the Wyoming part of the Flaming Gorge Reservoir, will be required to purchase an appropriate nonresident Wyom­ing fishing license.

3. Persons who are either resi­dents or nonresidents of Utah and who are not required by Utah law to purchase a Utah fishing license may fish the Utah part of Flaming Gorge Reser­voir under such laws and regula­tions of Utah as may from time to time be in effect, and under such mutual regulations as the Wyoming Commission and Utah Board from time to time estab­lish. Conversely, persons who are either residents or nonresi­dents of Wyoming and who are not required by Wyoming law to purchase a Wyoming fishing license may fish the Wyoming part of Flaming Gorge Reser­voir under such laws and regula­tions of Wyoming as may from time to time be in effect, and under such mutual regulations as the Wyoming Commission and the Utah Board from time to time establish.

4. The fishing stamps, when accompanied by a proper license (in those situations where a

license is required), will allow fishing in any portion of said waters as described and limited above and will permit fishermen to enter the described waters from any point. The fishing stamps of either state MUST B E SIGNED ACROSS T H E F A C E thereof by the person in posses­sion thereof in the same manner as his name appears on either the Wyoming fishing license or the Utah fishing license which he holds (in those situations where a license is required). C R E E L A N D POSSESSION

LIMITS

1. It is agreed that only one (1) daily limit of fish may be taken from the reservoir by any one (1) holder of a valid fishing license from either or both of the states of Utah and Wyoming, all to the end that a person will not be permitted to buy both a Utah license and a Wyoming license for the purpose of taking a daily limit of fish in the Wyoming part of the reservoir and a second daily limit of fish on the same day in the Utah part of the reservoir.

2. Adults a. Eight (8) trout or salmon in

the aggregate, provided that no more than one (1) may be twenty (20) inches or longer; provided further that no more than two (2) fish may be lake trout.

b. Ten (10) black bass and catfish in the aggregate.

3. Juveniles

a. Utah and Wyoming resident iuveniles under twelve (12) years of age are not required to have a license or stamp to fish any portion of the reservoir. The creel limit shall be four (4) game fish of any species, provided that no more than one (1) is a lake trout and only one (1) game fish may exceed twenty (20) inches in length.

b. Utah and Wyoming nonresi­dent juveniles under twelve (12) years of age are not required to have a license or stamp to fish any portion of the reservoir. However, they must be accom­panied by a licensed angler and their creel limit included as part of the creel limit of the accom­panying licensed angler.

Any nonresident under twelve (12) years of age in Utah and fourteen (14) years of age in Wyoming holding a Utah or Wyoming license may fish in the respective state portion of the reservoir for which they hold a license. A reciprocal stamp is required to fish in the entire reservoir. Creel limits are the same as adults.

c. Wyoming resident iuveniles twelve (12) and thirteen (13) years of age are not required to purchase a license to fish any part of the reservoir. However, a Utah stamp is required to fish in Utah. The creel limit shall be four (4) game fish of any species, provided that not more than one (1) is a lake trout and

only one (1) game fish may exceed twenty (20) inches in length.

d . Utah resident juveniles twelve (12) and thirteen (13) years of age must have a Utah license to fish in Utah and a Wyoming stamp is required to fish in Wyoming. The creel limit shall be the same as for adults. See Wyoming regulations which permit a Utah resident un­licensed juvenile to fish in Wyoming; however, they must be accompanied by an angler possessing a valid license and fish caught must be included in the limit of the accompanying angler.

e. A nonresident of Utah and Wyoming twelve (12) and thir­teen (13) years of age must possess a Utah license or a Wyoming license and Utah stamp to fish in the Utah portion of the reservoir. The creel limit shall be the same as for adults (see Wyoming Regulations when fishing in Wyoming.)

No line may have more than three (3) hooks or flies in series or more than one (1) lure. This section shall be interpreted as meaning that fhe ordinary bass plug, or flatfish or spinner, etc., is legal so long as it does not bear more than the three (3) treble hooks. A gaff or landing net may be used in landing fish already caught by lawful means.

I. Lake Powell Regulations 1. Any person possessing a

valid Arizona license may fish in the waters of Lake Powell within Arizona without a Utah stamp, and any person possessing a valid Utah license may fish in the waters of Lake Powell within Utah without an Arizona stamp.

2. Any person qualifying as an Arizona resident having in his possession a valid resident Arizona fishing license and an eight dollar ($8.00) Utah stamp shall be permitted to fish within

the Utah boundaries of Lake Powell.

3. Any person qualifying as a Utah resident having in his possession a valid Utah fishing license and a three dollar ($3.00) Arizona stamp shall be permit­ted to fish within the Arizona boundaries of Lake Powell.

4. Juveniles under the age of fourteen (14) may fish without a license. Creel and possession limits shall be the same as for adults E X C E P T only one-half

(1/2) the legal limit of trout may be taken.

5. Any person p r o p e r l y licensed pursuant to the regula­tions set forth above may fish in any and all waters of Lake Powel I and may enter said waters from any point. The fishing stamps of either state MUST B E SIGNED ACROSS T H E F A C E by the holder thereof in the same manner as his name appears on the fishing license of either state.

6. The fishing stamps of either state shall be valid from January 1 to December 31 of the year of issuance, and sale of fishing stamps may be con­ducted in any manner mutually agreed upon by the Utah Board and Arizona Commission. The respective Board or Commis­sion, in their discretion, may establish licensed dealers in the other state for the purpose of selling licenses and f ishing stamps.

7. It is further agreed that each state shall permit only one (1) daily limit of fish per licensed fisherman, and no per­son shall be permitted to take a daily limit of fish under the regulations of both states in any one (1) day.

8. This agreement shall be applicable to bank fishermen as well as all other fishermen.

J. Bear Lake 1. That the Wildlife Board of

Utah and the Idaho Fish and Game Commission recognize the license rights of both Idaho and Utah fishing license holders to fish in the waters of Bear Lake, whether or not the said waters are within the State of Idaho or the State of Utah.

2. That in all regulations hereinafter enacted by either state only one (1) daily limit of fish may be taken by the holder of a valid fishing license from either or both the states of Utah and Idaho. 3. B A G LIMITS

a. Trout and salmon in the aggregate — six (6) fish, pro­vided that:

(1) Of those six (6), only two (2) may be over sixteen (16) inches.

(2) Only two (2) lake trout (mackinaw) may be included in the daily limit.

b. Whitefish—twenty (20) fish. c. Cisco—see Section C.3.

(Waters With Special Regula­t ions) , and Section A.5.C. (limits). 4. BAIT

Dead Bonneville Cisco, Pro-sopium gemmiferum, taken from Bear Lake may be used as bait in Bear Lake proper. All other proclamation regulations pertaining to baits apply includ­ing prohibition on use of live fish.

Indian Trust Lands of the Uintah and/or Ouray Reserva­tion are administered separately from state, private and other federal lands. Nonmembers of the Tribe will be required to obtain a permit from the Tribe for fishing on Trust lands of the

G. Ute Indians reservation, in addition to a State license, except a State license is not required at Bottle Hollow by nonresidents of the State of Utah. The Utah Division of Wildlife Resources will prose­cute all nonmembers fishing upon those lands in violation of

the terms of such permits and licenses, including all bag limits as provided by Tribal ordinance, State and Tribal proclamations including Bottle Hollow. Only one (1) daily limit of fish may be taken by any individual either on or off Indian lands or both.

STATE OF UTAH AMENDMENT TO THE PROCLAMATION

OF THE WILDLIFE BOARD FOR THE TAKING OF FISH AND OTHER PROTECTED

AQUATIC WILDLIFE IN 1983-1984

After due investigation, we, the Utah State Wildlife Board, by authority granted us in the Wildlife Resources Code of Utah, hereby amend Sections A.2.C., A.5.d. and A.6.g. of the 1983-1984 Proclamation For the Taking of Fish and Other Protected Aquatic Wildlife. Additionally, a new Section A.2.e. is hereby incorporated and made a part of the original proclamation. This amendment shall be effective May 28, 1983. (Changes are denoted by including fhe old wording in brackets [ land the new wording in bold print.)

Section A.2.C. (amended): Resident juveniles less man six (6) years of age may fish without a license while in me company of a licensed angler. Fish taken must be included in me limit of the licensed angler. Resident iuveniles six (6) through eleven (11) years may fish without a license. The bag limit is one-half (H) of the adult limit. [Resident juveniles may also purchase a resident fishing license.] Resident iuveniles six («) through eleven (11) years may also purchase a Utah Resident Fishing License Age i and Under 12. Bag and possession limits with a resident license are the same as for an adult. Nonresident iuveniles less than twelve (12) years may fish without a license In the company of a licensed angler. Fish caught must be included in the limit of the licensed angler, E X C E P T as provided in Section A.2.d. below. Nonresident Iuveniles less than twelve (12) years of age may purchase a nonresident fishing license. Bag and possession limits are the same as for an adult licensed angler.

Section A.2.e. (new) : Trout Stamp: All persons licensed to fish in Utah a n required to purchase a Trout Stamp before fishing for trout. EXCEPTIONS to this requirement are disabled persons (as described In Sections 23-19-34 and 23-19-37 of the Wildlife Resources Code of Utah), nonresidents fishing with a one (1) or fiv* (5) day license, and anglers fishing the interstate waters of Boar Lake, Flaming Gorge and Lake

1983 UTAH TROUT STAMP

In an e f f o r t to increase funds available for the state's trout f i s h i n g programs, the Utah V i l d l i f e Board has i n s t i t u t e d a trout f i s h i n g stamp. Fast e f f o r t s to increase f i s h i n g license fees have f a i l e d i n the Utah Legislature. The trout stamp takes ef f e c t at the s t a r t of the regular f i s h i n g season (May 28, 1983).

Any licensed fisherman w i l l be required to have a validated (signed) trout stamp i n his/her possession while f i s h i n g for, possessing, or transporting trout. Interstate waters (Bear Lake, Flaming Gorge Reservoir, and Lake Powell) are exempt from the trout stamp requirement.

Fishing i n waters not considered trout waters, such as Utah Lake, V i l l a r d Bay, and Blue Lake, w i l l not require a trout stamp. However, when f i s h i n g i n waters that contain trout i n combination with other f i s h species (Pineview Reservoir, Deer Creek Reservoir, etc.) anglers are urged to have the stamp. I f you catch a trout i n one of those waters, you are required to have a trout stamp and may be given a c i t a t i o n i f you do not.

IV. A N G L I N G M E T H O D S A N D B A I T S

A. One rod, pole, tip-up, or troll board with one line and not more than three baited hooks or artificial lures may be used.

B. Any bait is al lowed except the follow­ing: live f ish, game fish, parts of game fish, corn or hominy.

C. Anglers must be within 1 0 feet of rod, pole, t ip-up or troll board at all times.

D. Chumming is prohibited. Chumming is defined as the placing into the water any substance or material including but not limited to fish or parts thereof, which is not affixed to a hook or line, and which may tend to attract the fish to the place where the substance or material is p laced.

V. P O S S E S S I O N A N D T R A N S P O R T A T I O N

A. All fish possessed or transported must be kept in such a manner that spec ies, numbers, and length, when appl icable, can be determined.

B. No live fish may be transported or possessed except that a live box or stringer may be used to hold a legal limit of game fish on the reservoir.

A . U t a h R e s i d e n t s : resident license plus an Ar izona special use stamp ($3) to fish Arizona portion of the lake.

B . A r i z o n a R e s i d e n t s : resident license plus Utah special use stamp ($8) to fish Utah portion of the lake.

IL D A I L Y C R E E L L I M I T S

Daily creel and total possession limits are the same.

A. Ten bass, ten walleye, ten trout, six striped bass, fifty crappie and twenty-four catfish regardless of weight.

B. Al l other fish have no bag, size, or possession limits.

C. For juveniles under 14, the creel limit is the same as adult except V2 the legal limit for trout

III. F I S H I N G H O U R S

A. Fishing is permitted 24 hours a day year round

IV. A N G L I N G M E T H O D S A N D B A I T S

A. One rod, pole, or troll board with one line and not more than two baited hooks, or two artificial flies, or one mechanical lure with not more than three gangs of hooks are legal.

B. Any bait is allowed except the following: Hue

( C h u m m i n g is def ined as the placing into the water of any sub­stance or material including but not limited to fish or parts thereof, which is not affixed to a hook and line, and which may tend to attract the fish to the place where the substance or material is placed.)

D. The angler must be within 10 feet of equip­ment being used at all t imes.

V . P O S S E S S I O N A N D T R A N S P O R T A T I O N

A. A l l fish possessed or transported must be kept in such a manner that species and numbers can be determined.

B. N o live fish may be transported or possessed except that f ishermen may use a live box to hold a legal limit of game fish.
