It was when he noticed that his wallet, which contained $150 cash, was missing that he realized he had been attacked. The wallet had been left inside his fishing bucket and would have been clearly visible to someone standing on the wall. Constable Geddes said he thinks the young man must have been struck from behind and then punched in the head a number of times. He said it was an “unusual” location for such an attack as the spot, just 400 metres from the Johnson Point car park, is frequented by many fishermen. He surmises that the stolen money could have been spent locally on alcohol or cigarettes and is interested to hear about “any suspicious spending.” Constable Geddes reports that the young victim is “shaken but okay” and has “bruising about the head and abrasions to both forearms.” With the help of his brother Dan, Rudy Papich of Waipu has spent three years meticulously restoring this Second World War Bren Gun carrier which was once used to crush gorse and tea tree at the Papich family farm at One Tree Point. Fisherman attacked at Johnson Point

An assault and robbery of a young local man as he was fishing at Johnson Point in Waipu could have had fatal consequences said Constable Martin Geddes of the Bream Bay Police. The man, in his early 20s, was fishing beside the rock sea wall at about 7.45pm on Thursday 15 March when he was attacked from behind and knocked unconscious. He was left lying on the beach near the water’s edge with an incoming tide. When he came to at around 8.30pm, he thought at first that he must have fallen over. He had a pain and lump at the back of his head, a large lump on his forehead and other lumps on his right cheek and lip. It was when he noticed that his wallet, which contained $150 cash, was missing that he realized he had been attacked. I was a bit disgusted at the rudeness of some of the people at the meeting on the Ruakaka wastewater scheme held at the Bream Bay Club on Sunday 18 March. Insulting and baiting our elected councillors and council staff seems to be a favourite local sport. The Council representatives had all given up their Sunday morning to attend that meeting, which had been called by the Bream Bay Club, so they did not deserve some of the threats and insults, which were thrown at them. I think these people would be taken more seriously if they would learn to stand up and make their points or ask questions in a respectful manner. I arrived towards the end of the meeting as I had been down at Marsden Cove for the presentations of the Community Market Committee (see page 7) however I thought the Bream Bay Club manager Brian Smith in his stylish red tie and black shirt was doing a good job of chairing the meeting, letting some of the more aggressive speakers blow off a bit of steam before shutting them down. He could give lessons to Council staff and Councillors on his technique.It was interesting to meet Olga Fernandez and her son Aitor and to learn that the family had moved here to get away from a hectic life they had been living in

Vitoria in the Basque region of Spain. Olga thinks it is wonderful to be living near the beach in what she is finding to be a real community. Sometimes it takes someone arriving from some other place to help us to appreciate what we have.The Young Farmer of the Year Northland final down at the Waipu Caledonian Park in Waipu on Saturday 31 March should be a good spectacle. As competition organiser Meredith Love says, “the breadth of skills and knowledge needed to do well in this competition highlights how skilful and multi-talented competitors have to be.”It also highlights what a wide range of skills farmers need to have. I was astounded at the engineering skill of ex Bream Bay farmer Rudy Papich, which was put to use in his restoration of a World War 2 bren gun car-rier. Rudy has spent years on this task and when parts could not be restored or found he has built them him-self. His bren gun restoration is a real work of art. I hope the community of Bream Bay can get to admire his work and this machine at some local function in the not too distant future.

Between 8am and 2pm, eight finalists from the Northern districts competition, held earlier this year will be competing in a range of practical and technical challenges. Contest convener Meredith Love said, “The Young Farmers can be tested on anything involved with agriculture or horticulture. (Without giving too much away...) the practical day often involves tractors, diggers and other big machinery as well as chainsaws, motorbikes, livestock,

up an electric fence, labeling the different parts of a sheep, putting a milking cluster together.For the Young Farmer of the year Northland finalists there will be an evening quiz testing their general knowledge on farming and horticulure. This will be held in the Waipu Coronation Hall starting at 6.30pm. The evening show is a ticketed event. Waipu crime wave a “wake up call.” The spate of break - ins of cars and garages and in and around Waipu township seems to be over with no new incidents of this reported in recent weeks. Constable Martin Geddes says the crime wave with eleven incidences of break-ins, attempted break- ins

It was with disbelief that we heard Mark Simpson, CEO of the Whangarei District Council, telling us how to start the process to have a vehicle free beach zone - we need to have submissions! Thank you to Phil Halse for telling him that we have already gathered over 3,000, received by the very Council that Mark is head of.It is always those at the coal-face who know the real details. Thank you to Phil also for reminding us that everything is ready at WDC to make the village beach area a vehicle free zone - we just need that jolly ac-cess through the dunes. I now live on the Village side.There is a new walkway to the beach which is great but quads and motor bikes still plough the dunes destroy-ing the ecosystems, and then cruise through the people on the beach. In the name of biodiversity and safety there must be a way. Have the dunes been designated a Recreation Reserve yet? That would give us Bylaws to use.

I have to agree with Carey Hablous l regarding the proposed Hundertwasser building at the Whangarei Town basin.[Bream Bay News 8th March] It would, of course, be a wonderful project and, no doubt, tempt masses of tourists off the highway en route to the Bay of Islands to gaze at its wonders. In an ideal world we would have many beautiful and unusual buildings in Whangarei, sculptures on every street corner, clean and pristine buildings, many and varied art museums and places of historical interest. However, in the real world the Whangarei Council is reportedly $157 million dol-lars in debt, we have kilometres of gravel roads in dis-gusting states, slippery and dangerous tiled pavements in the town centre and, no doubt, many very other im-portant matters that need attention before $12.2m could be spent on a proposed Hundertwasser arts centre. New Hundertwasser toilets in Rathbone street would, as Mr Hablous, suggests, be much more feasible, or even a mural depicting his amazing work. Perhaps we could even have flags decorated with some of his artwork hung on the empty flagpoles along the highway. The possibilities are endless.

Your coresspondent (Bream Bay News 12 January 2012) stated a change of elected officials (District Councillors) would be desirable, an outcome I consider long overdue. Our district councillors appear to spend most of their business hours working in league with the Whangarei business fraternity promoting new schemes to develop the town basin and its immediate surrounds. With one living at Mata and the other at Maungakaramea, they seem to have forgotten One Tree Point exists. There are numerous core upgrades and developments that have lapsed for years. For the last six years we have been waiting for positive action at the boat ramp. During a severe northerly gale the pontoons were washed away from their moorings and the subsequent efforts to reassemble them were unsuccessful. Consequently the ramp has been unsafe to use because the structure is exposed to strong tidal currents and frequent strong winds. I have suggested that the pontoons be installed again as a fixed jetty to give some security to boaties until a safe boating haven can be established. Obviously our councillors are not boaties or some action would have already been taken. At times the boat ramp at the Marsden Bay Marina is a suitable alternative but it is not always a good option

due to delays and parking problems during holidays and busy weekends, which can be most frustrating. For thirty years I have been negotiating for curbing and channelling in our street to combat stormwater problems only to be advised there were no funds available. This does not impress when large sums have been spent on Hihiaua Park, next to the wave and waka sculpture. We are told that a walkway is also planned for the new Hatea crossing. Apparently large sums of money are to be available for the construction and upkeep of the proposed Hunderwasser museum. Porowini Ave has also been extended with lavish concrete pathways etc., but there is not evidence that this should have been a priority. With local body elections planned for next year, this could be a good time to debate what it is we expect from our councillors. Too often we are lectured on how important they are and what they see as their role on the Council.

People who have joined the Making the Most of Waipu group have been holding a series of brainstorming sessions and have come up with some innovative ideas. Four brainstorming sessions were held under the headings: Design Heritage and Conservation, Markets, Business Development Ideas and Artisans. Some of the ideas these groups came up with include: having a metal thistle scul-ture displayed in the main street, hanging tartan flags in the main street, setting up a fashion design co-operative, holding a lemon harvest festival, an annual scarecrow competition, a beach sculpture competing with some good prizes, setting up an art trail and holding an annual strawberry picnic with strawberry wine.

Principal Adrian Smith said kapa haka is a really important part of what we do at OTP Primary and it provides skills and attitude taught in a Maori context. He said it is popular witb both Maori and non Maori students.“”Our tamariki love the opportunity to perform at powhiri and interschool events. The position is a paid one and the school is looking for someone who can start work immediately.

In its draft Long Term Plan LTP the Whangarei District Council sets out what it is planning to spend its income on over the next ten years. The public gets a chance to make submissions on all these proposals. These need to be with the Council by 4pm on 23 April• The proposed $13.6 million Hundertwasser centre rebuild of the old NRC building on the Whangarei waterfront is already a contentious issue in Bream Bay and throughout the district. . Objectors should take note that the Council is inviting suggestions on other possible uses for the building once $2 million of seismic strengthening work has been completed. • Roading takes, by far, the largest proportion of the Council’s budget. For the next 10 years the proposed programme of new work is concentrated in the Whangarei city centre and includes the lower Hatea river crossing and the Mill Rd. – Nixon St. intersection upgrade at a cost of $13,533,000• There is bad news for the residents of Massey Rd., McLeans Rd. and other unsealed back roads in Bream Bay as no new road sealing is planned for the next ten years. To quote from page 66 of the LTP document - “Unfortunately the New Zealand Transport Agency no longer funds seal extensions and as it is uneconomic for Council to continue with a seal extension programme without such funding, seal extensions do not form part of this LTP.” • A sum of $11,333,000 has been allocated for unsealed road metalling across the district. • Sealed road pavement rehabilitation gets $36,801.000 and sealed road resurfacing - $26,423,000 and there is $2,746,000 allocated for outstanding flood damage repairs. • The roading or “Transportation” budget also

allocates $1,824,000 to cycleways, $1,774,000 to footpath renewals and $2,431,000 to footpath upgrades. Bream Bay residents may have some ideas about where some of this money could be spent. • Bream Bay gets a big slice of the Wastewater budget. The sum of $23,152,000 has been allocated for the new Ruakaka wastewater treatment plant and $9,753,000 has been allocated for the Ruakaka South reticulation scheme - some of this to be recovered with a targeted rate, $3,917,000 will be spent on the One Tree Point/Ruakaka wastewater network upgrades and $4,152,000 on the Waipu Cove network. The Waipu wastewater treatment plant will be upgraded to the tune of $1,300,000. • A bit of a surprise in the Parks and Community facilities budget is the sum of $1,291,000 allocated for the Bream Bay Walking and Cycling Track. The Council’s draft cycling strategy has a long - term plan for a cycle/walkway linking the entire distance between Waipu Cove and Marsden Point. In the draft LTP none of this funding is available until 2015. As The Waipu Cove to Waipu cycle and walking track focus group already has a draft scoping plan and has begun looking for funds to build the first section of the trail this group are likely to ask if some of this money can be moved forward so the trail construction can get started. • A sum of $213,000 has been allocated for new skateboard parks in Waipu, Ruakaka and Ngunguru.• The One Tree Point boat ramp access repair has been allocated $30,000.• The sum of $1,075,000 has been allocated to build seawalls at Onerahi and One Tree Point. • The Ruakaka service centre and library carpark will be upgraded to the tune of $77,000.

The contract for the design and build of the Ruakaka South sewer extension has been awarded to Fulton Hogan for the tendered sum of $7, 195,339.90 excluding GST. The contract for the supply of the pressure sewer pumping units for individual properties has gone to Ecoflow. Ecoflow pumps were the ones displayed at the information days held at the Ruakaka surf club over the summer. This supply contract is worth $2.37 million. The contracts were decided at an extraordinary meeting of the Whangarei District Council’s Infrastructure and Services Committee held on Thursday 8 March. Andrew Carvell, the council’s waste and drainage manager, said a letter to homeowners would be sent out this week giving people an idea of how the work would proceed. Before construction begins affected householders will be visited by a Council representative to discuss preferences about where the pressure pumps could be located and to obtain permission to go on to private properties to carry out the installations. Next an electrician and a plumber would visit to look at what work needs to be done to install the units. To minimise disruption, construction is likely to be carried out in blocks, with all the work completed in one section before moving on to the next. In addition the Ruakaka sewerage treatment plant will need to be expanded at an estimated cost of $1 million.

Mr. Carvell said this would be achieved through extra aeration and by an expansion of the disposal area for treated wastewater most likely into the 20 hectare block in Rama Rd., which the Council purchased for this purpose several years ago. However he said there are a number of other options and a final decision has not yet been made on where the extra treated wastewater would go. Taking into account a $6.79million subsidy from the Ministry of Health and another $2 million subsidy from the Whangarei District Council the owners of 467 affected residential properties will be each asked to pay $10,200 for the scheme. Householders can choose to pay this in a single up front lump sum in November or over a period of five years incurring 6% interest. Mr. Carvell said the Council’s Long Term Plan, which includes expenditure on the Ruakaka South scheme over the next three years, needs to be approved before a final decision on these payments is made. However charges on the five year option would be likely to be added to the first rates bill after July when the Council’s new financial year begins.He said council engineers are looking at ways the connection of the Ruakaka Reserve Camping Ground, which has been estimated, as having the equivalent of 48 household units, could be made a bit more affordable. One option might be to use an existing pump station, which serves the Paradise Shores subdivision.

As she thanked the committee members, Ambulance officer Niki Emerson said, that being called out to a very ill child was one of the most frightening emergencies ambulance officers had to attend and the mannequin would help them to prepare for these situations. Eric was last week named as a medallist in this year’s Kiwibank Northland local heroes awards for his long service to the Marsden Lions and the Foundation for the Blind as well as his work to help children with cancer.

On Friday 2nd March Bream Bay College sent a senior boys touch team up to Kaikohe to compete in the Northland Secondary Schools’ Touch Tournament. The first games were both against last year’s defending champions, Bay of Islands and Okaihau and Bream Bay came 3rd in their pool. The team then went on to play Tauraroa against which they had a great game coming out on top 9-3. Their last and 4th back to back game was against Kerikeri, who had just had a bye, so were eager to score a few quick tries. In the end Kerikeri beat Bream Bay.

Aitor Burgos newly qualified as a surf lifeguard.

Fifteen year old Aitor Burgos has just qualified as a lifeguard with the Ruakaka Surf Lifesaving club. He spent his first day on duty on Saturday 10 March, a wet and windy day. “There were 19 surf lifeguards and noone on the beach”, so it was a bit boring said Aitor. Aitor’s family came to New Zealand two years ago from the Basque region in the north of Spain when he was 13 years old and, as Aitor pointed out to his parents, it was their decision to move here not his. His mother Olga said she is pleased and proud that he has made a big effort to train and pass the exams and that he is becoming a member of the

local community. Aitor grew up speaking Spanish, the Basque language and French, which he says he has forgotten since he came to New Zealand. Although he has been learning English at school since he was four years old, he said it is one thing to learn to read and write in English and another to understand the Kiwi accented spoken version, which is quite different from the American accent he was taught. Another hurdle he had to overcome was getting used to swimming in the sea. The city of Vitoria, where the family lived, is situated inland and he rarely visited the seaside. He says at first he worried about jellyfish and sharks but now doesn’t think about these things too much, especially when he is swimming with a group. Olga said the family move to New Zealand was a lifestyle choice. In Spain they had nice cars, nice clothes and a nice house but “these are just things”. She was working in tourism marketing, her husband was a bank branch manager and they were both very busy and did not have much time to spend with their two children. “I wanted to teach our kids that you don’t have to have things to be happy. Whatever you are and whatever you do you need to be happy.” She said Northland is a place that is “safely outside the system. Life is more real. You can live here with very little and you don’t have to be all the time chasing possessions. You eat real food, not plastic food and you can live near the beach.”

New comer to Ruakaka qualifies as surf lifeguard.

Tsunami warning sirens will be tested (appropriately enough) on Sunday April 1 at 9.20am and again for 30 seconds at 10am. Blue lights on the sirens, which are located on power poles, will flash throughout the period of the test. The Whangarei District Civil Defence Emergency Management Officer, Victoria Randall said the testing, which is carried out biannually is an opportunity to educate people about what to do when the sirens are sounded. The correct response is to turn on the radio, TV, computer or contact someone who has access to these sources of information to find out what is going on. There is one at Takahiwa, five at One Tree Point (one at Manaia view Rd and four more spaced out along One Tree Point Rd., one at Ruakaka village (on the corner of Peter Snell Rd and Tamure Place), one on Marsden Point Rd., one at Princes Rd and one at Ruakaka Beach, one at the Uretiti campground (paid for by the Department of Conservation), two in Waipu township, one at Waipu Cove and two at Langs Beach. Victoria said, “We do realise that the Ruakaka Village is a highly populated area and we would have liked to have more warning sirens there.” However because the power lines are all underground in the village it was not easy to find a suitable location for sirens there. The single Ruakaka village siren is located on a building and uses the power source from that building.

The Northland Regional Council received 120 responses to a survey it ran on the possibility of running a regular bus service between Ruakaka and Whangarei. Sharlene Selkik, the NRC’s public passenger Transport Officer said she had not finished analysing the information contained in the responses but around 48% of the respondents had indicated they would like a daily service. A number of people said they would like the service so they could go shopping or attend medical appointments in Whangarei. Sharlene said since beginning to look into this issue she has become aware that Brooks motors already run a monthly shopping bus from Maungaturoto, stopping at Waipu and then Maungaturoto. Joyce Brooks said this service had been running for three years and was barely economic as sometimes

The Waipu rugby team kicked off the 2012 season with a great 36 to 17 away win over Mangakahea. In blus-tery windy conditions at Poriti the Waipu team played into a strong head wind and where almost immediately rewarded with a try to Nathan Jones after the forwards dominated early possession and the backs had the op-position in trouble with some tricky running. A pen-alty attempt hit the crossbar a few moments later and once again Nathan Jones was on hand to snap up the ball and dive over next to the posts. Chris Smith con-verted and Waipu jumped out to a 14 nil lead in quick time. The rest of the first half was all Waipu’s as the forwards won a wealth of ball and the backs playing sensible rugby gave the opposition very little to work with. More slick back play resulted in Matty Abraham scoring just before half time after all the backs handled the ball. An injury to Nathan Jones and a re jig of the scrum and lineout didn’t help Waipu. However, the few scraps of possession were well used and resulted in Nick Mur-ray scoring wide out and Samuel Abraham, who was a constant threat, dotting down to seal the game. Sharlene said the interest in this was low but she would be getting in touch with the few people who had indicated car - pooling could work for them to see if she can put them in touch with one another.

The scale model of the Celtic barn building, which the Waipu Caledonian society and the Waipu Museum are jointly proposing to build in the Caledonian Park has gone missing. Annie Everson-Dawn said the model was last seen when it was displayed at the Celtic music festival held in January 2009. It took some time for members of the Caledonian

Society to realise the model was missing as the assumption was that someone had taken it home for safe keeping. However, at a recent Caledonian Society meeting no-one knew where the model was. The model is a light wood construction built by Jamie McGregor. Annie asks that if anyone does know its whereabouts to please phone her on 432 2509.

The immaculate restoration of an old Bren Gun Carrier

. Rudy Papich of Waipu has spent the last three years restoring a World War 2 bren gun carrier. The machine was purchased by his father in 1950 and used to pull a disc to crush gorse and tea tree on the family’s dairy farm at Marsden Point – where the refinery and port are now situated. The gun carrier’s tracks coped well with the sandy terrain. It was also used to pull kauri stumps out of the ground. The original machine was built in 1942 at General Motors NZ Ltd for the New Zealand army. As Rudy sanded away at the body paint he uncovered wording that indicated it was intended for India but it

was never sent out there. After the war it remained in an army storehouse until along with others of its type, it was sold as surplus. Abbey Motors in Whangarei got hold of some of these machines to sell to Northland farmers. Bren guns were a universal carrier for the allied troops in World War 11. Rudy has been told by a returned serviceman, how they were used in the Egyptian campaign. Three of them loaded up to the maximum with guns would be sent out after a German convoy. They would fire everything they had at the convoy and then take off. They were very fast and nothing else could keep up with them. If one of the carriers broke down the soldiers would jump out and pile into one of the other two carriers leaving a hand grenade beside the motor of the broken down machine, so it couldn’t be recovered and used by the pursuing enemy. Since its days on the Marsden Point farm, the Papich machine has been lying around, for a lot of that time outside. Much of its bodywork had rusted away and it has been quite a mission for Rudy to hunt down or make from scratch the various missing or unrestorable parts. He has been meticulous. He is currently working on a final touch, a reproduction of the original number plate in pressed aluminium. He cut the numbers for a stencil from old number plates and made up the letters himself for the word Govt. in the same font style as he found on an old photograph of the machine in action on the farm. “It unbelievable the work he has put into this”, says his brother Dan who has helped with the welding as well as sanding and painting. Dan has been caught up in the project and is almost as enthusiastic about the gun carrier as his brother. “It’s like a Rolex watch,” he says, looking down at the gleaming motor. “Everything is mechanical. Although the gun carrier weighs 4 tonne this weight spreads evenly on its tracks so that each square metre puts just 7lbs of pressure on the road. The body is of armour plated steel and Rudy has found marks on some sections which were tested with a machine to make sure it would withstand the velocity of a 303 bullet. The distributor Rudy says, “Is a bloody masterpiece.” “They don’t pack up. All the brushes last forever. It‘s a really well made design.” “Where has technology taken us? What have all these electronics done for us. It’s all ho ha. Electronics are good until they start to play up,” said Rudy. If the track gets loose it can be adjusted with a lever. There is a Ford crank handle. Its all original gear. Rudy had a few nice surprises in his search for parts for his project. “See the state of the radiata. When I found it, it was still in its crate.” Dan is planning a New Years Eve party with Rudy driving the machine out of its shed at midnight with “all guns blazing.”He is thinking about how he could create the noise of the gunfire without a dangerous explosion that might set alight some of Rudy’s old treasures.
