MINUTES OP THE NATO CONFERENCE OK THE GERMAN NAVAL . . FORCE CONTRIBUTION TO TKE EDO, HELD OK 6 MARCH*'1953

The Conference was opened at 1000 by Admiral Lemonnier, Naval, Deputy to SACEUR» who greeted the members ''stated the purpose of the conference, and reiterated-'that the purpose of the conference was not to make decisions, but only to exchange information and views, on which a SHAPE "and, after . discussion, a NATO position may be developed* The Naval Deputy then turned over the chair to RADM Vosseller to go through the agenda and lead-the" discussion. -

Admiral Vosseller drew-at.tention to the agenda and the notes prepared by SHAPE. He emphasized that these were not the-final; SHAPE .position but that they could be used as a basis for discussion.' A recess was held in order that members not having previously had the opportunity of stud-ying the notes and background information could do so.

a. The competent Supreme Commander responsible to the North Atlantic Treaty Organisation shall, subject to the proviso in paragraph c. below, be authorised to ensure that the European Defence Forces are organised, equipped, trained and prepared for their duties in a satisfactory manner.

As soon as they are ready for service, these Forces, subject to the proviso referred to above, shall be.placed at the disposal of the competent Supreme Commander responsible to the North Atlantic Treaty Organisation who shall exercise over them such authority and responsibilities as devolve on him by virtue of his mandate and,,in particular, shall submit to the Community his requirements ns repards the articulation and deployment of the Forces.

The European Defence Forces shall reccive technical directives from the appropriate bodies of the North Atlantic Treaty Organisation, within the framework of the military competence of the latter,

b. In time of war,, the competent Supremé Commander res-, ponsible to the North Atlantic Treaty Organisation shall exercise over the Forces referred to above'the full powers and "responsibilities as Supreme Commander conferred upon him by his mandate,

c. In the case .of units, of the. Item 2 of the Agendo - Effect of Gbrmaiii Naval Gontrihution ' •on NATO Command Structures in -the" B^lticandlforth Sea-Areas. •

1-. Command structure . ..-,..-a. The geographical situation in which the peninsula

of Denmark divides the German Coastal'/'area into East (the--Baltic) and West (the North Sea),. màkss .it essential t»o have two operational commands, each under the command'of a Plag Officer. , ,.. .". .../-

b. The principal former' Pfnyn-I bases of Wilhelmshaven and Kiel would seem.-best situated for this purpose, and for strategical reasons Wilhelmshaven has been selected as the principal HQ.

There would be therefore a' Plag Officer Wilhelmshaven, and a Flag Officer Kiel, with N.O.I.C's in charge of the 'bases. ; •

cv F.O1 s Kiel and Wilhelmshaven would come under the orders of an EDC Naval authority for Administration, and Training, and the supply part of Logistics. For operational purposes they would come under the orders of à NATO author-ity.

The title proposed for the post allocated by the EDC is European Naval Commander (Germany), and his HQ would prefe-r- / ably be at Wilhelmshaven.

d. It is clear therefore that a decision must be made-by the EDC which will'clarify the higher command structure.

e. It is suggested that the post of European Naval • Commander (Germany) would be immediately subordinate to that of the European Naval Chief of Staff.

2. Command in Peacetime va. The German Naval Force is a riaval contribution to

the European Defence Community. _*rt. 18 of the EDC Treaty.-, states -that the competent Supreme Commander shall be author-ised to ensure that the EDC forces are organised, equipped, trained and prepared for. their.duties in a satisfactory man-ner. As soon as'they are ready forseWice these forces shall be placed at the disposal of the competent Supreme Commander vrho shall exercise over them such authority as devolves on him by virtue of . his mandate and, in particular, shall submit to the EDC his requirements as regards the articulation and deployment of.the•forces. Art,77 states that the Comnissariat shall determine the territorial location of the EDC forces within the. framework of the recommendations , of the competent Supreme Commander responsible1 to the North Atlantic Treaty Organisation. It would séem necessary there-fore, that a NATO authority should be appointed by the Supreme Commander to carry'out the operational, contj^ol and . responsibilities which Would normally be performed by a National Authority., .. ..

b. . The''operational1"control would consist chiefly of Planning and Training. The policy on'training and plans would devolve from SACEUP through the r *i t. autho r i s e d.b y.-. t he EDC (European Naval Commander, Germany) to the German Fprcea. Personnel training"'is a national Responsibility within the EDC framework,' and integration in training between th,e EDC,. Baltic. Operations outside the proposed'limit of German Coastal haters would come under the operational control of CINCNCRTH. -

German Coastal Waters . It is suggested that-the German Coastal Waters should

be as follows: - . a.- From the Geman/Dahish border. b. 55° North 7° UO1 East. c. 5k° North 70 ^O' East. d. , 53° 50' North 6° 1*0' East. e. West end of Borkum Island. f. German/Netherlands Border, This area would provide

Flag Officer Wilhelmshaven with an exercise area in ,.the vicinity of• Heligoland.

5» Future of British, US. French and Belgian naval forces in West Germany

à. Presumably these forces will remain in West Ger-many by special agreement with the West German Government, because they are required for the support of the 3 Army Groups. It is assumed that the US Naval Forces on the Weser and the British Nayal Forces on the Elbe will be withdrawn as soon as they can be replaced by suitable German Naval Forces,

b. The present special demolition and evacuation plans to be undertaken by British and 'US forces will no doubt be considered separately. •

ITEM 2' - DISCUSSION In the discussion Vice admiral JitUiJARD, Flag Officer •• Central-Europef emphasized:

Ist Point - That the name of FOCE did not appear at all in the initial SHAPE views. In Item 2 he proposed that FOCE should be the responsible authority, under SACEUR, for liaison with the Gennan agencies. , 2nd Point - The Gernain members have presented to the EDC a draft command structure which calls for two Flag'Officers Wilhelmshaven and Kiel and a German Commander-in-Chief. FOCE thought this was not a good idea. In peacetime there should.be only one operational commander to whom these Flag Officers are responsible and that should be FOCE.

. However in order to simplify the chain of command in Germany it .is proposed.that the officer in command at Kiel should be a Commodore and thus junior to the Flag Officer in-charge Wilhelmshaven who would be a Rear Admiral,

Admiral JAUJARD also referred to para 3 of ..Item 2 of the '•agenda at this time 'and stated that, in his view, in time of war the' Flag'Officer Kiel should be under CINCNORTH. To• effect unity of command, he suggested that it b,e SACEUR that places G rman Baltic forces under the operational con-trol of. CINCNORTH., Naval Aviation being considered adapted 'to the Flag Officer concerned. • T'

Admiral VEDEL agreed that paragraphs 1,, 2 and 3 of Item 2 might well be considered together. He said that Admiral BRIND (CINC NORTH) had suggested that we might have a COMNAVBALTIC. This position would ensure that a German Naval Officer was not placed in command of Danish and Nor-wegian forces in the Baltic.

ITEM 2 - SUMMARY QF PARAGRfvPHS 1. - 2 AND 3. a. There was general agreement as a result of the

discussions that in war time German naval forces in the Baltic be under the operational control of CINCNORTH. There was the new suggestion of a possible CQMHAVRkLTIC under CINC NORTH. '

b. There was general agreement that there would b e ho necessity for a single German operational command to coyer both the Baltic and North Sea.

c. The details of the operational command of German-Maritime Air units will have to be the subject of future study. ~

d. There was general agreement that the possible relocation of CINCNORTH*s southern boundary in Germany1 would not materially affect the operational command princip-les agreed on.

The representative of Admiral Benelux did not agree fully with para 3(a) of item'2 and reserved his position, but finally concurred before the end of the Conference.

e. It was agreed that there should be no German Operational Commander-in-Chief.

ITEM 2 - DISCUSSION ON PARA lj. (Boundaries of Gemian Coastal

FOCE recommended and approved the boundaries-marking the limits of the Gejrçnan Coastal »Vaters in the North Sea. .

Admiral proposed a somewhat larger area which would include the lightship off Heligoland.

Coiranander Van KARNEBEEK (Adm. Benelux's Representative) recommended a larger area extending from the coast to 6° . E, and from the coast to 55° N.

FOCE and Commodore THRING {a.O.S. to CINC CHANNEL) did not disagree. However, POCE stated his views as to the, relationship necessary with the Army Commanders in the Combat Zone and agreed that the new boundary should include the lightship off Heligoland, in order to avoid constant changes from crossing CHOP-lines, and to give a somewhat, larger area for training exercises. ITEM 2 - SUMMARY OF DISCUSSION ON PARA, U 0 a. It was generally agreed that 55° N latitude and

Item 5 of the Agenda - Training of German Maval Personnel Organisation and Training

The Military Committee has completed work on:-a. Preparation of a table showing all present

organisations for territorial defence in member countries.

b. Regulations for exercises and manoeuvres have been completed and approved by the Steering Committee. ,

Work continues on:-a. Directives for basic training of the recruit

(all three services). b. Tables of Organisation and Equipment of Infantry,

Armored and Mechanised Groupements; of the Air Force basic Units, and of combat and.logistic support units.

c. Courses for interpreters and translators.

ITEM 5 - DISCUSSION FOCE stated that the-training problem is linked to

the method of training to be used by the Germans. He believed that a Working Party should be set up to

determine SHAPE's position, and to obtain the views of higher NATO authorities. They could also review the NATO documents which should be released.

After a request by Admiral LEMONNIER, Colonel RICHARD-SON explained the present status of Army and Air Force train-ing arrangements for the Germans. Admiral VEDEL pointed out that although the Germans could probably do basic train-ing themselves, their advanced training would have to be conducted under NATO authority.

Flag Officer Germany and Captain HUGHES stated that they would co-operate fully.

Admiral VEDEL also remarked that it should not be possible for a Danish ship to be placed under German Operat-ional control, even for exercises.

ITEM 5 - SUMMARY It was agreed that a working party should be set up

to examine the proposals for training German naval units and to review the NATO doctrines and documents to be used. It was pointed out that although Germans can do basic train-ing themselves, advanced training would have to be done under NATO to include training with other NATO navies.

Item 8 of the Agenda - Role of German Naval Units in the Baltic. ~ 1 1 T.

a. Defence against seaborne attack. This envisages, the use of German FPBs (MTBsJ against seaborne landings and . also their employment in the minelayi'n"' role.

b. Minelaying. Offensive minelaying by FPBs and one .. Baltltt minelayer as required by CINCNORTH.

c. Minesweeping. To operate as required by Flag Officer Kiel in German Baltic Coastal Waters and under CINCNORTH as requisite.

d. Evacuation of Shipping. This envisages the evacuation of NATO shipping from the combat area in the Baltic.

e. Special Operations in Support of East Geitrtan Resistance. As required under the control of CIIfCNQRTH.

f. Defence of Ports. To be conducted by Flag Officer Kiel under "£he overaïl control of CINCNORTH.

g. Protection of Coastal Shipping. To be conducted under the control' of Flag Officer'k'lel inside German Coastal Waters, and under CINCNORTH when outside Coastal Waters.

ITEM 8 - DISCUSSION Vice Admiral VEDEL (Flag Officer Denmark, representing

CINCNORTH) gave a summary of CINCNORTH's views: He pointed out the omission of "Offensive Operations in the Baltic" from the list of tasks. As regards "Defence against Seaborne Attack", CINCNORTH considers Destroyers are required for this task. Because the Germans will have no Destroyer types, CINCNORTH will have , to get them from other sources. All vessels used in operations in the Baltic must be well trained in operating'with aircraft.

In reference to "Offensive Operations", this would be a new role. It will initially be limited to Allied submar-ines and light naval forces. These must be good in cooperat-ion with aircraft. He emphasized that we must oppose the Russian $ea transport as far east, ag possible»

As regards Minelaying., CINCNORTH considered that the " Germans could contribute in minelaying in the approaches to Kiel and the ports and belts on the outbreak of' war.' FPBs could'perhaps be used for.'night • offensive minelaying. CINC NORTIf considérés that German minesweepers will be used in ,West'German and Danish ports. They will most probably have to withdraw from the Baltic and operate under CINCNORTH. A's regards "Evacuation of Shipping", this is not considered too important -in the Baltic. "Special Operationé" will be .use-ful but not a most , essential early task of G-erman-naval forces. German -escorts should be employed in Danish and Norv/c-gian waters if they cannot operate in German Baltic -Areas.«™.- •• - ,, ' ' '

Item 9 of the Agenda - Design and Construction of German Naval Ships Extracts from EDC Treaty. Art., 107.. Annex II Para V. Warships other than small craft used for defence.

Warships other than small craft intended for defence shall he understood as comprising:

a.. Warships with a displacement exceeding 1,500-tons. b. Submarines. c. Warships propelled otherwise than by steam-engines,

by Diesel or petrol. engines, by gas turbines, or . jet engines.

Para VI. Military Aircraft This tern shall be understood as covering military

aircraft and the following components: y • ••• • a. Airframes: centre-section framework, wing framework,,

tail-booms. b. 'Jet engines: torbö-compressor rotors, turbine discs,

burners, axial-outflpw compressor rotors. c. Piston Engines: cylinder blocks, turbo-compressor

rotors. Note : The design and construction of German ships should meet the NATO standards as prescribed by the Military .Agency for Standardization. So far as possible they should be. capable of being refitted and maintained in NATO European Dockyards as circumstances .may require. . .. <

'ITEM 9 - DISCUSSION . a.' At the request of Admiral Lemonnier, Cdr. BEAU (FOCE representative in SHAPE Liaison Team with EDC) ex-plained the status of this subject in the EDC. He presented a paper showing the initial German proposals for the design characteristics of German, naval units. (Attached hereto as Appendix 1).

b. . It was pointed out by a number' of the conferees, that .these characteristics and designs were of greater, speed and armament than those', of present acceptable NATO, types, of vessels.

c.. The question of interchangeability of•items of ' equipment and spare parts was*also raised.- •

-d. Owing to the special operating conditions, in the Baltic -the NATO agreed minimum characteristics for use-in this area may have to be restudied.

e. It was pröposed and agreed that thié matter should be made the subject of study by a-Working-Group., It was generally .agreed that from an operating point of view it was highly desirable that the German. Units should cpmply with tactical and material standards agreed on by NATO in order to permit maximum flexibility in operations. It was* further agreed that the CHANNEL Oormnittee would be consulted before final recommendations are submitted.

After a brief discussion it was agreed that the work-ing party which would study ships.chrrsctcristics should also study Maritime aircraft types to be recommended;' COMAIRCHAlWfEL would be consulted.

g; * Vice Admiral VEDE1L' placed in the record CINCNORTH's views on maritime aircraft required for the Baltic. These were :

"In the Baltic there is "a requirement for aircraft of the tactical type, armed with rockets or bombs and capable of. reconnaissance, self-defensive by virtue of speed and/or armament, fitted, and with crews trained for operations over the sea. 'It is thought that German naval air forces would be well suited for this role if equipped with a fighter-bomber two-seated type of aircraft. It is considered that air defense-Of shipping should continue to be carried out by fighter aircraft of;the main air fprces". )

ITEM -9' - SUMMARY ' . " It. was agreed that SHAPE would communicate with POCE, CIKCNORTH and CINC CHANNEL/CINCMAIRCKANNEL with the object of setting up an ad. hop. working, party to examine the proposed characteristics for German naval vessels. Channel'Committee will be kept informed. SHAPE will inform EDC of its final recommendations in accordance with article 78 of the Treaty.

This committee will also examine the desired character-istics of maritime aircraft proposed for the German naval • contingent.

This item has been added to the Agenda at the request • of FOCE, There would be no objection to a Rhine Force prov-iding it was first considered and recommended by the EDC. It should be remarked however, that the crossing of internal waterways is an Army task, and it might well be preferable to have the whole opération of mobile support on the Rhine River to be undertaken and controlled by Army Forces,

Admiral JAUJARD (Flag Officer Central Europe) restated for the record his views that during peacetime the HATO authority under SHAPE in liaison with EDC on naval matters should be FOCE. '

The conference was adjourned at 15 -0 by the Naval Deputy SACEUR after brief concluding remarks and an express-ion of appreciation to all the conferees and SHAPE members preparing the data for the conference. He re-emphasized that no decisions would be made about the German Naval Force within the EDC without advance consultation with all.inter-ested commands.

RECOMMENDATIONS AUD IHTEMTIOMS FOR FUTURE ACTION -1. Boundary of German Coastal Waters in the North Sea«. It is recommended that the Channel Committee and CIHC

CHANNEl/CIHCMAIRCiIAHHEL should approve the boundary of German Coastal Waters as proposed by Admiral Benelux. (From the coast to 6 30* E., and from the coast to 55 N.) (See ( Summary of Item 2 of the Agenda, Page 7 of the Minutes.)

2. Baltic Boundary It is intended to request the EDC to consider the

problem of the Danish/German boundary in the Baltic. (See Summary of Item 2 of the Agenda. Page 7 of the Minutes.)

3. Maritime Air It is intended that the problems of the operational

command of German Maritime Air Units should be the subject of further study. This study would include ^ir/Sea Rescue Operations. (See Summaries of Items, 2, 7 and 8 of vthe Agenda. Pages 7, 16 and 19 of the minutes,. respectively).

1+. Logistics. It is intended that a .Vorking Group should be set up

by SHAPE with representation from SHAPE, FOCE, F.O. Germany, COMNAVGER, to study the problem of Naval Bases, Base Facilit-ies, Training Facilities & Logistic Support required by the future German Naval Contingent. This .Committee would take note of the recommendation that, in order to further the flexibility of operations, the German Naval Forces should make as much use as possible of mobile Logistic Support. (See Summaries of Items, 4 and 6 of the Agenda. Pages 12 & 15 of the minutes, respectively).

5. Design It is intended that a Working Party including represent-

ation from SHAPE, FOCE, CINCNORTH, CINC CHANNAL/CINCMAIR CHANNEL, should be set up to examine and report on the desired characteristics of the proposed Geman Naval vessels and Maritime Aircraft. (See Summary of Item 9 of the Agenda. Page 21 of the Minutes).

6. . Training It is intended that a Working Party should be set up to

examine the problems of NATO assistance in training Geiroan Naval personnel, and to review the doctrine and documents to be used. (See Summary of Item 5 of the agenda.Page 13 of the Minutes).

7. Minelaying. The attention of CINCNORTH and CINC CUAFNEL/CINCMAIR

CHANNEL is drawn to the recoinmendntiori in para (-«)• of the Summary or Item 7 of the Agenda. (Page 16 of the Minutes).

Ô. Relations with the Germans on Hnval Matter^. It is intended, as a result of the Conference, to recom-

mend to SACEUR that the NiiTQJluthority authorised to -oarry out the Liaison with the aoriaayfo on behalf of SACEUR should be the Flag Officer Central Europe.
