The historic 18th Global Symposium began in New Delhi
on 6 Dec. 2010, with the theme “Managing Infrastructure
Projects and Lessons Learnt from the best practices from
Asia Pacific Region”. Around 600 people from 137
companies and educational institutes from the Asia Pacific
region, Japan, USA and Europe attended the Symposium.
The Symposium was inaugurated by the Hon'ble Chief
Minister of Delhi, Smt. Sheila Dikshit, who stressed on
and highlighted the importance of managing infrastructure
projects in a professional way and the advantages of
certified project professionals. She mentioned that often
we lack in detailing which is extremely important and
unless we do that projects will not be completed within time and cost. She also mentioned that though we build excellent
infrastructure but at the same time, the maintenance related issues are neglected. We must change our mindset to maintain
the infrastructure created.
Smt. Dikshit gave the example of buses where we spent a lot of
money but maintenance is poor. She said that we should do good risk
management as what could go wrong and if we prepare for the worst,
we could plan for it.
She mentioned that unless India becomes strong in managing
projects without time and cost overruns, we would lose the edge in
becoming globally competitive.

engineers perspective', were some of the topics that were covered in

PMN # 515 (Dec. 15, 2010) IndianOil creates history: Chairman, Dir (Refineries)
& Dir (Pipelines) conferred IPMA Level A Certification
In recognition of expertise in complex and portfolio management, B M Bansal,
Chairman & MD, B.N. Bankapur, Director (Refineries), and K K Jha, Director
(Pipelines) of Indian Oil Corporation Ltd. were conferred the highest, coveted and
acclaimed IPMA Level A certification (Certified Projects Director) by Project
Management Certification Institute (PMCI), the Certification Body of Project
Management Associates (PMA) which is the Indian Member Association (MA) of the
International Project Management Association (IPMA). Adesh Jain, National
President, PMA, handed over the Certificates to the Chairman and Directors. In 2001,
Adesh Jain became the first assessor of IPMA for India. Some of the other first assessors
are Dr. A S Pillai, CEO & MD, BrahMos Aerospace, K Venkataramanan, Member of the
Board & President (O), L&T and T Sankaralingam, MD, BGR Energy.
Congratulating them, Jain said, “IndianOil is creating history today. There is no
organisation globally which has the honour of having three of its top Executives
qualified for IPMA level A ( Certified Projects Director) based on rigorous assessment ”.
IndianOil, under the dynamic leadership of B M Bansal, has proved that it can meet any
challenge today - specially in project execution”.
Speaking on the occasion, Bansal said, “IndianOil has successfully undertaken large
projects for a number of years now. Efficient execution of these massive projects would
require a large pool of highly skilled executives, with adequate knowledge for world
class implementation”. B.N. Bankapur, a proud Certified Projects Director, said,
“Personnel from different departments are not as effective as trained professionals for a
specific role. Initiative taken by Jain to introduce scientific project management &
certification is praise worthy. Project management should become a distinct career
path”.
K.K. Jha termed this all-important day as a 'Red Letter Day' in the history of IndianOil.

2nd Asia Pacific Federation of Project Management (APFPM) - the
countries which participated in this historic Governance Charter signing
ceremony, were Australia, Malaysia, Nepal, India and Japan. Adesh Jain was
one of the initiators in training APFPM for regional cooperation in the
discipline of project management.
(APFPM) meet was held on 6th Dec. 2010. A MoU and Governance Charter
was discussed and signed at this meet by Dr. Bill Young of Australian
Institute of Project Management, Dr. Hiroshi Tanaka of Project Management

Areva T&D, a major multinational in the field of power transmission &
distribution, organized 4 workshops for preparing for the CIPM
credential. The Faculty was Ruchira Jain, IPMA-B, MD, CEPM Pvt Ltd,
the Accredited Training Organization of PMA-India. The workshops
were a great success and participants suggested to have more such
workshops for their colleagues.

Adesh Jain was invited by O S Veerwal, Additional Director,
Ministry of Communications & IT, Postal Staff College India,
Ghaziabad, to deliver a Guest Lecture on 22-Nov-2010 for P & T
delegates and the topic of his talk was - "Breaking boundaries - the
key to innovation". The session was made relevant to the
management challenges globally.
PMN # 521 (Nov. 2, 2010) IPMA World Congress 2010 held in Istanbul
Adesh Jain, National President, PMA, India was invited to give
the Keynote Address at the 24th IPMA World Congress 2010
which was held at Istanbul, Turkey. His presentation was on the
topic 'Breaking & creating boundaries for innovation &
excellence'. Adesh Jain is one of the well recognised thought
leaders & he received a standing ovation at the end of his address.
The Istanbul World Congress was inaugurated by the Prime
Minister of Turkey & was attended by3000 professionals.

PMN # 522 (Nov. 12, 2010) 71st Indian Roads Congress (IRC) Annual Session
stAt the Indian Roads Congress - 71 Annual Session, held at Nagpur on 12-
Nov-2010, Adesh Jain, delivered the Keynote address. Adesh Jain also spoke
about the need for Certificate In Project Management (CIPM) credential for
engineers with specialization in Road Transport.

PMN # 523 (Oct. 25-27, 2010) First PMA-IPAI Conference
Shri Vinod Rai, Comptroller & Auditor General of India (CAG) gave the
Inaugural Address at the first PMA-IPAI Conference on 'Managing Projects and
Lessons from Audit – Bridging the Gap' which was organized jointly by Project
Management Associates (PMA) and Institute of Public Auditors of India (IPAI),
from 25-27 Oct. 2010. SCOPE was associated with this event in view its relevance in
today's context of managing complex projects.
PMN # 524 (Oct. 21, 2010) Project Governance at SCOPE by Håkan Sjöholm
Håkan Sjöholm, Member of the IPMA Certification Validation Management
Board & a legendary PM professional from Sweden, who has been earlier
associated with ABB, Sweden, was invited by SCOPE, to give a presentation
on 'Project Governance'. This was attended by senior level executives &
managers from CPSE's.
PMN # 525 (Oct. 19-20, 2010) Project Management Certification Institute (PMCI) Validation
Project Management Certification Institute (PMCI), Certification Body of PMA,
India, Member Association of IPMA, underwent rigorous validation by IPMA
Validators. Håkan Sjöholm, (Sweden), Member of IPMA Certification Validation
Management Board, was the Lead Validator and Mrs. Yan Xue, (China) was the
Co-Validator. Arvind Agarwal, Managing Director, PMCI, explained the
processes being followed by PMCI for the IPMA 4 Level Certification and the
CIPM Certification. IPMA has very rigorous certification guidelines and
processes that must be followed.

Adesh Jain, National President, PMA India, gave a three hours interactive session
on "Contemporary Trends in Project Management" to over 150 students of
Institute of Public Enterprise (IPE), Hyderabad.
Prof. R K Mishra, Director, IPE and Vice President of PMA Hyderabad Chapter, a
staunch supporter of project management discipline, introduced Adesh Jain. IPE
has recently signed an agreement to provide CIPM credential.

Punj Lloyd Ltd held first 5 Day PM Training workshop for its employees
which comprised of 4 days CIPM preparation and 1 day Primavera
training. After receiving excellent feedback from the participants several
more such workshops were organized by them. The faculties were Mrs.

PMN # 528 (Sept. 16-17, 2010) 4th Concept Symposium on Project Governance at Oslo
thThe 4 'Concept Symposium 2010' on 'Project Governance' was held at Oslo, Norway.
100 decision makers, doers and advisors from 15 countries participated. The program
was organised by the Ministry of Finance - Norway.
Bi-annually, the Norwegian Ministry of Finance and the Concept Research Program
welcome specially invited participants from governmental agencies, academia,
consultancy firms, and project management associations. Participants are selected
resource persons from all over the world with particular experience related to the
specific symposium topics. Adesh Jain was the only Asian invited to participate.
PMN # 529 (Aug. 27, 2010) CSIR-CRRI release of the brochure
Arvind Agarwal, Managing Director, Project Management Certification
Institute (PMCI) and Dr. S Gangopadhyay, Director, Central Road
Research Institute (Council of Scientific & Industrial Research), released
the brochure of CIPM-RT (Certificate In Project Management with
specialization in Roads and Transportation). This course has been designed
for Engineering / Management graduates or Diploma holders in
engineering with 3 years of experience.
PMN # 530 (Aug. 27, 2010) AIMS Annual Management Education Convention
Adesh Jain was invited at the All India Management School (AIMS) Convention to give the
overview of recent trends in management. Adesh briefed the audience on the state of project
management and need to introduce project management as a part of MBA Program rather
than keeping it as an optional subject within operations or production streams. China has
taken project management as a major thrust area both in academia and industry. Over 120
Universities award BS Level degree in PM and over 80 Universities give MS in PM.
He mentioned that 16 Universities had already signed an agreement of cooperation with
PMA, India and CEPM (P) Ltd. for offering the Certificate In Project Management (CIPM)
credential.

Jaiveer Srivastavaa, CMD, Hindustan Prefab Ltd. took a major
initiative to infuse PM training amongst his managers. National
President, PMA, India, Adesh Jain, inaugurated the one day workshop

and enthusiasm in the audience. He was later invited to hand

A one day programme on Project Management in Healthcare was conducted at
IIHMR. It was attended by practicing doctors from Delhi & outside and large
number of students of Hospital management course. Adesh Jain was invited to give
the Keynote Address.
The session continued with R K Mandan, Director, International Institute of
Projects and Programme Management (I2P2M).
In the International Cost Engineering Council (ICEC) -
Council Meeting held on 24th July, 2010 at Singapore, Adesh
Jain was elected as Vice Chair (Technical) for the term 2010 -
12. ICEC comprises of 50 countries from all the 5 continents.
Adesh said that Cost Engineering needs a big push in India.

NIIT Technologies Ltd. organized a 5 day Leadership Development Program for their
Senior Decision makers. Adesh Jain was invited to speak on 'Breaking boundaries: the
key to innovation'. He emphasized that as time passes by, we tend to become
mechanical and a slave to our habits. We need to provoke ourselves on a continuous
basis by asking 'why am I doing what I am doing'. Why & Why not create an innovative
frame of mind.
PMN # 537 (July 12, 2010) Workshop on Project Management
organised by Mindscape
Mindscape Asia Inc. had organized 2 major workshops on 'Project Management
2010' which were conducted by Adesh Jain. Over 80 participants attended the
workshop in Mumbai and Delhi from 35 organizations. Adesh Jain highlighted the
importance of pre-construction / project activities, detailed planning and proper
assessment of risks and possible mitigation strategies. Through his 250 PPTs, he
took the participants through a PM journey covering the entire project life cycle.

Adesh Jain gave a keynote address in the Indian Power Conference, New Delhi held on
July 2, 2010, on the topic "Challenges in Managing Projects in the Power Sector".
Through this conference experts discussed a gamut of issues on India's energy needs and
tried to identify various integrated strategies to reach sufficiency, reliability, quality and
viability in the Power Industry.

PMN # 539 (June 23, 2010) National Consultation on Certification of Project Managers
Ministry of Statistics & Programme Implementation (MoSPI), Govt of India,
organized the 'National Consultation Workshop on Certification of Project Managers' rdon 23 June, 2010 at Vigyan Bhawan, New Delhi, on the importance of certification of
project managers and students of Engineering/Management Institutes. Adesh Jain,
Honorary President, PMA gave the presentation on PMA, IPMA 4 Level
Certifications and CIPM. Presentations from senior executives from NTPC, IOC,
SAIL, NHPC etc. highlighted their successful approach to certification based on
CIPM & IPMA 4 LC path.

PMN # 540 (June 5, 2010) First PMA Council Meeting
The first PMA Council Meeting 2010 was held in the auditorium of BrahMos Aerospace (P)
Limited. The Council Meeting was attended by key players in the field of project management.
Some of the organizations represented in the Council Meeting were from: Department of
Public Enterprises (DPE), ONGC, AICTE, SAIL, NTPC, College of Defence Management,
Ministry of Statistics and Programme Implementation, Wartsila, HEC , BGR Energy, UPES,
IGNOU, Ramky Infrastructure, FICCI, GAIL, SAIL , DRDO and M/o HI & PE.
The key points that emerged during the Council Meeting deliberations were:
1. Project management as a discipline should be popularized in all the segments of society. A reference was made to the Commonwealth Games project and lessons learnt from the project management point of view.
2. We must introduce a compulsory curriculum covering the essential aspects of project management in both Engineering and Management schools. Even in the Universities, we should cover the fundamentals of project management principles.
3. We should publish simple books for an average person to understand the basics of project management.
4. Certificate In Project Management (CIPM) is a good initiative taken by PMA and PMCI. It must be promoted heavily.
5. The Council also felt that the Report on Certification of Project Managers submitted to Government of India (Ministry of Statistics and Proramme Implementation) should be followed up for speedy implementation.
6. The Council acknowledged the great contribution made by Adesh Jain, the founding President of PMA to spread project management not only in India but globally. He has been associated with the Executive Board of IPMA since 1999.
7. Dr. DV Kapur, Honorary Fellow of CEPM-PMA, spoke of the need for effective planning and pre-project ground work to be taken note of seriously. He offered his services to take up the matter of introducing project management courses in Technical and Management Schools with the Minister of HRD.
8. Council agreed to form five committees:
A. Education Committee headed by Dr. DV Kapur
B. Government and Industry Committee headed by Shri Anil Razdan, former Secretary, Ministry of Power
C. Membership Committee headed by Arvind Agarwal
D. Certification Committee headed by Adesh Jain
E. Marketing Committee headed by Dr. AS Pillai
9. Adesh Jain outlined the global trends in the field of Project, Program and Portfolio Management. He outlined the formation of Project Management Certification Institute (PMCI) and the International Institute of Projects and Program Management (I2P2M). I2P2M a not for profit section 25 company is chartered with offerings of Diploma in Project Management and later a Degree program. PMCI, the National Certification Institute is responsible for the award of various certification systems of IPMA and CIPM credential.
10. A demonstration of PMKQ used to measure the depth of understanding of the principles of project management was made. It was suggested that in India, we should promote the concept of measuring PM Knowledge Quotient (PMKQ) as it would make us aware of our strong and weak areas. PMKQ is a good diagnostic tool in identifying strengths and weaknesses.
11. It was decided to hold the PMA Council meeting every year to review the progress in strengthening project management movement.
12. The council meeting was concluded with thanks to Dr. A Sivathanu Pillai, MD & CEO of BrahMos Aerospace (P) Ltd. for hosting the meeting.

PMN # 541 (May 22, 2010) Effective Project Monitoring
VN Choudhary, Executive Director, NTPC Ltd, invited Adesh Jain on behalf of NTPC
Limited to talk about the contemporary monitoring technique of Earned Value Management
System (EVMS). Over 40 participants from across India attended the talk given by Adesh
Jain. It may be mentioned here that EVMS combines Time and Cost dimensions into a single
dimension of project performance measurement. It is a must for all government projects in
USA costing over US$20 Million. Adesh Jain emphatically mentioned that we in India are far
behind in using EVMS and the Government should make it as a preferable option for
reporting project progress. EVMS is a great tool to forecast the completion date and cost of
completion besides providing enough information about the project health to take necessary
corrective measures.

A one day meeting was held on Saturday, 24 April 2010 in Hong Kong of the newly
formed Asia Pacific Federation of Project Management (APFPM). The Hong Kong
Institute of Project Management (HKIPM) acted as a host for this inaugural event.
Adesh Jain attended the historic launch of the APFPM. Discussions were held on
issues like establishing an Asia Pacific Competency Baseline and International
Standards, along with other key topics. APFPM is great strategic move for fostering
regional cooperation.
PMN # 544 (May 5, 2010) In-house Training on CIPM
New Holland Fiat (India) Pvt Ltd (NHF), manufacturing world class tractors is one of the well known companies located in Surajpur in Greater Noida. It is a part of the Fiat Group, Italy. NHF decided to expose their Senior Management by involving globally renowned PM Guru, Adesh Jain, to conduct a one day program on PM followed by a 3 day program covering the comprehensive syllabus of 'Certificate In Project Management' (CIPM) by Ruchira Jain, a well known trainer and a Member of the Education &Training Board of IPMA, which comprises of 50 countries.
NHF followed a key aspect of understanding the strengths and weaknesses of individuals and of the group, through undertaking Project Management Knowledge (PMKQ) Test comprising of 48 questions before the training. There was an improvement of 173% in their score of PMKQ taken after they had undergone the training program.

stKnowledge is the single most important ingredient in managing complexities of the 21 century. Like TMIntelligence Quotient(IQ), Emotional Quotient(EQ) or Spiritual Quotient(SQ), PMKQ measures
the Knowledge Quotient in the field of the project management. We must know where we are and
understand the knowledge gap before taking corrective measures.

Project Management Certification Institute (PMCI), a non profit registered company under Section 25 of the
Company's Act is operational from April 2010. Arvind Agarwal was appointed as its first Managing Director. Arvind
has done his engineering from BITS, Pilani in 1972 followed by MBA in 1974 from the same institute.
PMCI has signed an agreement with IPMA to award their prestigious 4 Level Certification. PMCI is also responsible
for the award of Certificate In Project Management (CIPM). PMCI is a nodal agency for various certification schemes.

Ltd. At the end of March 31, 2010, NTPC Ltd. emerged as the Number #1 Company with the highest number of certified
project management professionals. NTPC Ltd. has over 1320 employees holding the Certificate In Project Management
(CIPM) credential, IPMA Level D (412), IPMA Level C (6), IPMA Level B (4) and IPMA Level A (2) by former directors.
TMNTPC Ltd. was the first company to assess the PM maturity level of the company through the PMKQ tool (Project
Management Knowledge Quotient). Based on the survey conducted across 1187 employees covering 46 Functions, 10
different Levels of employees and 20 Projects.

A new beginning was made in monitoring power projects throughout the
country. Shri Sushilkumar Shinde, Hon’ble Union Power Minister, inaugurated
the Video based Monitoring Room in the headquarters of NTPC Ltd. The Union
Minister congratulated the leadership of NTPC Chairman, R S Sharma and the
entire NTPC Community in establishing the Video based Real-time project
monitoring System. There are 48 distinct video panels on a Video wall reflecting
the connectivity of each major site with the Corporate Office. In fact, one could
see all the construction activities taking place at various sites through remote
cameras. The entire software development for this one of its kind monitoring
system was entirely done by the In-house team of NTPC. The Corporate
Monitoring Group (CMG) acted as their internal customers.
The real-time project monitoring system will improve decision-making and
sharing of knowledge and wisdom across the entire NTPC family. NTPC intends
to provide a similar video based system at Ministry of Power and Ministry of
Statistics and Programme Implementation (MoSPI).

Adesh Jain was invited by Jagannath Institute of Management Group (JIMS) to give the
Keynote Address at its annual function. Adesh Jain was quite loud and clear in sending the
message that only ‘delivery counts’ and that would happen through effective team building and
integration of functional expertise like HR, Systems, Finance, Marketing etc. being taught in
MBA schools. He said: ‘While I appreciate the functional and domain expertise but in the
ultimate analysis, it is the outcome and results which are of relevance. The implementation
strategies hold the key for the societies to prosper and companies to improve their market share’.
He also gave the statistics that in China, there are over 120 Universities giving BS level degree
in project management and over 80 Universities awarding MS level degree in Project
Management. Indian Business Schools, can take few lessons from this trend.

HMA had invited Dr. J J Irani, Director, Tata Sons, as Chief Guest and Adesh Jain,
Director, Centre for Excellence in Project Management, as Guest of Honor to
celebrate their Annual Day. The function was held on February 19, 2010 in
Ranipur, BHEL premises. D K Mody, Patron of HMA took special care to welcome
the participants. There were over 200 participants from HMA Membership and
special guests.
In his Keynote Address, Adesh Jain gave a special coverage in having the
confidence to admit having made mistakes and sharing the same with peers.
He highlighted the change definition of project management. 'Project' implies
projection of 'dreams, ‘vision’, 'strategies' or 'abstract ideas'. Management,
therefore has a challenge in ‘awakening the dreams’, 'realizing the vision',
'delivering the strategies' or 'concretizing the abstract ideas'.

Adesh Jain invited by NASA to address the participants of PM Challenge - 2010 in Galveston, Texas, USA on ‘Breaking boundaries – the key to innovation’
Adesh Jain was privileged to address the participants of the PM Challenge 2010
Conference organized by NASA in Galveston, Texas, USA. Since 2004, NASA
organizes PM Challenge on a yearly basis. They invite their own and other top-
notch PM Gurus to share their experiences in managing projects, programs and
portfolios. There were 17 parallel streams and in the 2 day Conference, there
were over 180 speakers world wide. Adesh Jain gave an hour long presentation
on ‘Breaking boundaries – the key to innovation’. His new theory of innovation
through asking questions as ‘Why’ and ‘Why not’ was highly appreciated. He
emphasized that we must clean our mind regularly and one of the ways is not to
act like a robot but to ask questions challenging the status quo. Most of our time
is spent in traditional way of thinking without much value addition and
following ‘business as usual’ approach.

The last 12 months has seen the exponential growth of management institutions
signing the tripartite agreement with PMA, India, a not for profit registered
society and Centre for Excellence in Project Management (P) Ltd. (CEPM (P)
Ltd.) for project management training and certification. CEPM (P) Ltd. is the
Accredited Training Organization (ATO) of PMA, India. The following
Institutions have signed the agreement in the last 12 months.

16, 2010), Institute of Management Technology (Sept 15, 2010), Sharda

(Dec. 2, 2010).
It is expected that by the end of 2011, there would be 100 Universities/
Management Institutes / Engineering Colleges that would have signed such a
tripartite agreement.
PMCI is the certification body of PMA, India administering and awarding the
IPMA 4 Level Certification examination. PMCI also awards the CIPM credential.
Certificate In Project Management (CIPM) is a world-class credential in project
management.
CIPM syllabus covers 8 Project Life Phases, 36 Knowledge Areas and 110 PM
Concepts. CIPM syllabus can be covered either through Internet / Web enabled
Online mode or Face to Face 4.75 days class room training. As there is a shortage
of trainers in India in the field of project management, the CIPM contents have
been developed with global subject matter experts. Over 4500 professionals
working in over 180 companies have already acquired the CIPM credential in less
than 3 years. The feedback received from the participants is rather amazing.

thThe 17 Global Symposium on 'Managing Projects, Programs and Portfolios' was
held in Delhi from December 14 to 16, 2009. The GS 2009 International Advisory
Council (IAC) consisted of eminent professionals under the Chairmanship of B K
Chaturvedi, Member, Planning Commission, Govt. of India and Honorary Patron of
PMA, India. It had a representation at the Secretary level of seven Central
Government Ministries, heads of three major Business Associations CII, FICCI and
ASSOCHAM and Chairmen & CEO’s of both Private and Public Sector companies.
Montek Singh Ahluwalia, Deputy Chairman of Planning Commission who
Inaugurated the conference emphasized the importance of project management for
emerging economies like India. Montek Singh Ahluwalia, Hon’ble Dy. Chairman, Planning

on the 3rd day of the Symposium.
The GS 2009 was attended by over 450 participants from all over the world.
They represented 85 companies and government institutions. A set of 34
recommendations were made and were forwarded to the Central and State
Governments, CMDs of CPSEs and CEOs of the private companies in India to
create a massive awareness of the phenomenal implications in using scientific
approach to manage projects and programs.
G K Vasan, Hon’ble Union Minister of Shipping, gave a very powerful message
in his Valedictory Address on the last day of the Symposium. He mentioned the
importance of effective integration of efforts and resources to achieve the
ultimate objectives of undertaking projects and programs. He commended the
work carried out by PMA, India and CEPM in creating awareness of using latest
methods in managing and planning projects and programs.
Since 1992, Centre for Excellence in Project Management (CEPM) and Project Management Associates (PMA), India have been
organizing Global Symposiums on an annual basis. The GS in India is now considered to be one of the major PM events globally.

inaugurated the PMA Chennai chapter on December 10, 2009. Dr. T S
Vijayaraghavan, former Secretary to Government of India was elected as the
Founding President of Chennai Chapter. This is the fifth PMA Chapter and
PMA, India is chartered to start a Chapter in each major state capital. The other
4 chapters of PMA are located at Pune, Hyderabad, Bhubaneswar and Ranchi.
Adesh Jain is the National President of PMA, India.
In his inaugural speech, the Governor of Tamil Nadu highlighted that ‘Project
Management is the key discipline to manage change. Projects are undertaken
