Overhead gantries are ftted with the toll collection equipment that will recognise the vehicle identifer (electronic transponder (e-tag) in a vehicle and /or the vehicle number plate), toll will be deducted rom a user’s registered e-toll account associated with the vehicle identifer and the user will be able to travel without any disruption. GauteNG’s e - toll Trafc on Gauteng’s reeways are steadily increasing, thereby creating more congestion and stunting the growth o the economy. Peak hours are extended with approximately 15 minutes every year and roads are exceeding their lie span. These were some o the challenges acing the South Arican National Roads Agency Limited (SANRAL) to deliver on their mandate and contribute to the development o South Arica. SANRAL, an agency o the Ministry o Transport is mandated to manage the national road network in South Arica and needed to develop a solution to meet these challenges. In accordance with Government policy SANRAL has two revenue streams: one, rom the National Treas ury or non-toll roads (81% o the network) and the second, to selectively use the ‘user-pay’ principle to und the toll road network (19% o the network). Although there has been a steady increase in und allocations rom the fscus (national und) over the past ew years, there has also been an increase in the roads incorporated rom the provincial into the non-toll national road network. SANRAL manages approximately 16150km o national roads. The increasing costs o materials have also eroded the gains made. These costs are aected by the price o uel, plant, labour, and civil-engineering materials and the volatile price o bitumen. During the planning phase o the GFIP , easibility studies were undertaken to ensure that all possible implementation scenarios and the impact o the implementation o the project were considered. Gauteng road users will have the option to be recognised by their vehicle license

number (VLN) or by an e-tag, when registering their vehicle or e-tolling. However, i you

want to enjoy the benefts o all the applicable discounts, you should install and use an

e-tag in your vehicle.

Locations o the registration points will be available on www.sanral.co.za once registration

commences.

The ull amount o the purchase price o an e-tag is credited to the road user’s e-toll

account, upon registration, which means the e-tag is eectively ree to road users. The

purchase price o the e-tag will thereore be used to set-o toll ees on the road user’s

e-toll account.

Road users will have the option to link their e-toll account directly to their credit card.

so elected, the toll transactions or the day will be rolled up and the e-toll accounttopped-up rom the road user’s credit card account.

a user elects to have a pre-paid account, top-up o the account can take place by

various payment channels, including electronic ee transer (EFT), debit orders, at retailers

(similar to the purchase o air-time). Users can also top-up their account at dedicated

e-toll customer service centres/kiosks. Locations o customer service centres/kiosks are

available on the SANRAL website www.sanral.co.za

Bakwena e-tag holders do not need a new e-tag, as it will work on the Gauteng e-toll

system once the system is operational. However, these users will need to re-register their

account details with SANRAL. Initially newly registered Gauteng e-toll account holdersw na to make use o Bakwena’s e-tag lanes. Road users will be inormed, when

they can use the e-tag, issued as part o the GFIP e-toll network at the Bakwena e-tag

anes.

n uture e-Tags can be used at any toll plaza/point that display the e-tag symbol.

Thereore, as more electronic tolling is implemented countrywide at existing or new toll

plazas, users do not need to set up a new or additional account.

SANRAL will announce the opening o registration in the media. All details with regard

to the e-toll registration points, including a list o the retail outlets where e-tags can be

obtained, will be communicated to the road user.

How Does tHe toll tariffs worK?

Road users will be invoiced.

In the event o non-payment o toll, debt collection ees will be added to the toll tari, adebt collection process and/or a prosecution process will commence.

Tolls are raised per gantry. So each time a vehicle pass underneath a gantry, toll ischarged. The cost per gantry is determined by the kilometer distance which the toll

point/gantry represents. The toll tari is calculated by multiplying this distance with the

cents per kilometre rate. This type o toll strategy, introduced or the GFIP, is reerred to

as a directional toll strategy, meaning that at a specifc position only one direction o the

route is tolled. Various toll strategies were investigated during the development phaseo the project. A closed toll strategy, would have resulted in the construction o gantries

(toll points) at every on- and o- ramp, at every interchange which would have resultedn an increase in construction and operational costs. The directional toll strategy selected

or GFIP was ound to be the most equitable or the road user.

The practical implications o this toll strategy are that, in some instances road users

might travel on the tolled route, but exit the system, beore passing a gantry (toll point),

which would mean a ‘ree ride’. But, on the return trip, road user might pass a gantry (tollpoint) or which they will be charged, thus balancing the cost. Some road users might

enter the system just or a short distance, beore a gantry (toll point) and the ull gantry

(toll point) cost would apply, even though he/she did not travel the whole section o

road. Road users may also enter the road network and exiting it, without going through

a tolling point at all.

Any road user can set up an e-toll account, rom anywhere in South Arica via the e-toll

customer service website, or by calling the e-toll call centre. Visitors can also visit any o

the e-toll Customer Service centres/kiosks during their visit.

Visitors can contact any o these acilities ater their visit. However, in order to minimize

the toll payments, contact should be made within seven days ater the frst toll transaction

occurred.

Public trsPrt Pertr iscut: A Public Transport Operator Discount o

50% will be applied to all vehicle classes, only or registered e-toll tag account holders,

or trips undertaken by a public transport vehicle. A vehicle will qualiy or this discount it provides commuter public transport services, and has a valid public transport operating

icense in terms o the applicable legislation.

Public transport vehicles that qualiy or the Public Transport Operator Discount, cannot

also qualiy or Frequent User Discounts. However, it will qualiy or the applicable “time-

o-day”, weekend and public holiday, discount, as well as the e-toll tag discount.

Thereore, the cost o toll during a month, rom one e-toll account, will trigger dierentpercentages o discounts in addition to any other discounts obtained, once the threshold

o the next requent user discount band is reached. All the transactions taking place in that

specifc discount band will thereore get the applicable discount as set out in the table above.
