Meeting with Lancashire County Council, Lancashire Enterprise Partnership

1st May 2015Present: Martin Kelly, Emma Prideaux (Lancashire CC); Sally Taylor, St. Anne’s TC, Keith Keeley (Envision)

1. Introduction/Purpose of MeetingThe meeting was arranged to discuss the implications of the proposed Blackpool Corridor Enterprise Zone for the emerging St. Anne’s NDP.

2.0 Background to the NDP

Keith explained the background to the preparation of the emerging NDP, and gave an overview of the draft policies and in particular those impacting on the airport. The emerging plan strongly supported the ongoing use of the site for airport related activities. Although a strategic Local Plan issue a key concern was the protection of the Green Belt which forms part of the airport site.

Sally stressed that that TC supported the designation of the EZ and recognised the important sub regional economic role of the site

The TC were keen to ensure that the Plan proposals supported the EZ where appropriate subject to any development proposals having regard to the vision to develop St. Anne’s as “a garden town by the sea” appropriate design and corridor/ gateway improvement policies and in the NDP, including the accompanying Design Guide.

3.0 Actions

It was agreed that LCC would review the draft pre submission text and submit comments as soon as possible. The TC would consider any comments made and make appropriate amendments to the draft NDP before pre submission consultation.
