Sports and Culture is the sum total of the ways in which a society preserves, identifies, organizes,sustains and expresses itself for its current and future generations and most importantly for itsyouth. India is endowed with a rich and diverse cultural heritage and sports base, comprisingvarious regions, each with its own unique characteristics.

The Government of Gujarat acknowledges that such matrix, as intrinsically valuable it is, is animportant dimension of identity and is a form of capital with the potential to move people towardsdevelopment. Hence, the Department of Sports, Youth and Cultural Activities addresses this needby embracing strategies to enhance the integration of sports and culture into development. Thesestrategies include: advocacy for sports and culture, capacity building, research and documentation,regional and international linkages, collaboration with and among stakeholders and mobilizingresources and forms the framework of the Mission and Objectives of the Department which is tocreate an enabling environment for the social transformation and well-being of communities.

In view of the above, Government of Gujarat has taken numerous sustained initiatives such asorganizing youth festivals, talent search and training camps; offering scholarships for athletes; andincorporating various competitions e.g. Veer Savarkar, Ocean Boat Race, Youth Baton Relay,Rastrankaksani competitions, etc. in our yearly activities.

Government of Gujarat takes pride that it has laid out an elaborate plan for upcoming monthswhich includes, along the focus on health and well-being of society through sports and cultureactivities, a goal of economic development through the same. Initiatives along this front includeYoga Seminars, Training Camps, Women scholarships, Personality Development Seminars andTraining for scheduled communities. As a result of such initiatives and immense talent of our youth,we have earned numerous achievements in the field of sports and culture, which will be detailedfurther.

I am glad to be a part of this newsletter which showcases detail information on Khel Mahakumbh,a month long sporting event across 20 + different sports, being organized this year from 4th Oct,which has seen number of registration well above 35 lakhs. .

Khel Mahakumbh

The annual sports event for students in Gujarat, Khel Mahakumbh, scheduled to start from October 4, 2014. Two new categories have been introduced this year – Under – 11 and Under –13. Moreover, a league system has been introduced for all teams to ensure opportunities to rural teams to showcase their talent and a higher quality competition. A special talent identification teams of senior coaches constituted with the help of sports associations has been set-up for identifying talent among students.

The event has been split into two - from October 4 to 18 and the other in November, post Diwali. The U-11 age groups competitions will be used to identify “Young Talent”, while the U-13 age group shall be used to identify young talent and “Proven Talent” among students. The young talent (mainly identified through 100 metre and standing broad jump) will further undergo comprehensive motor ability tests at both district level and state level and selected ones shall be given an opportunity to be inducted in the District Level Sports School (DLSS). The players in proven talent will be identified through their performance in specific sports at state level competitions. Senior coaches shall be present at the competitions with clear focus on identifying talent where separate teams for

identifying game specific (proven talent) and young talent are being formed at the district level with the help of the sports associations The state government has recently started six residential and non-residential sports schools to groom the talents identified by the competitions.

As a result of Khel Mahakumbh, a comprehensive database of the talented players would be found which will enable the Sports Authority of Gujarat to identify the schools doing well in sports, Physical Education teachers and coaches producing good result.

Moreover, A “Winning Module” software that captures the details of the winners from the district level will be implemented. While new processes are being introduced to ensure faster cheque distribution to the winners in the age groups Under 11 and 13 and for all the other age groups, direct money transfer into the winners accounts has been planned.

Khel Mahakumbh covering 21 sports including volleyball, swimming, athletics, judo, archery, kushti, kabaddi, skating, tennis, basket ball, taekwondo, hockey, badminton, table tennis, football, kho-kho, tug of war, handball, yogasan, chess and shooting ball was introduced in 2010. So far, over 9.5 lakh registrations have been done for the event.

Shri Narendra Modi addressed the concluding function of the Khel Mahakumbh 2013. ShriModi talked about the success of the KhelMahakumbh in a remarkably short span of time. Shri Modi said that in order to create a healthy Gujarat, it is important to ensure that the children of Gujarat go out and play on the fields.

He talked about the participation of specially abled athletes and congratulated them for their efforts. He said that Gujarat is very proud of the specially abled athletes who won gold medals in Australia. He shared that self-defense training for women has started and lot of women are joining the training.

Punjab fastener makers to set up buyer-seller cluster in Gujarat

Punjab based fastener makers will set up a buyer-seller cluster in Gujarat in a bid to tap several sectors like refinery, power and automobile which have a strong base in the state. A fastener mechanically joins or affixes two or more objects together like nuts, bolts, screws and washers.

Fastener Manufacturers Association of India President, Mr. Narinder Bhamra, informed that through this cluster they plan to sell fastener items made in Punjab through our representatives to be appointed in that state in order to boost MSME sector in Punjab. 15 such distributors or representatives in Gujarat have already been identified for this.

Mr. Bhamra mentioned that Gujarat as the state offers immense potential because of the presence of a host of industries in the field of refinery, power and automobile and fastener products like nuts and bolts could be used in these sectors in a big way.

Punjab is one of the biggest producers of fastener products in the country. It has an annual production of about INR 5,500 crore from over 1,200 units, out of which exports constitute 30 per cent of total size.Fastener Manufacturers Association of India is also going to hold a convention at Ahmedabad in Gujarat in upcoming month in which Punjab based manufacturers will showcase their products. Companies from China, Taiwan, USA, Germany and Italy have been invited for their participation in this convention.

Gujarat to have marine university soon

Nearly a decade after the idea was first floated, the Gujarat government has recently given in principal approval for the Gujarat Maritime University which will be set up by the Gujarat Maritime Board (GMB) under the public private partnership model in next three years. Mr. H. K. Dash, IAS, Chairman, GMB said that a study to finalize the location of the university will be conducted.

Through the university government plans to train youth in marine technology, port management, logistics, port finance and other related sectors. Mr. H K Dash, IAS, chairman, GMB informed that with the development of port sector coming up in a big way, port development in Gujarat is set to excel. He mentioned that Gujarat ports, both public and private, were already handling nearly 40 per cent of the countries traffic.

The port sector needs to focus on creating skilled manpower as there is tremendous growth potential for the sector. Mr. Dash

pointed out the reason why there is requirement of marine universities across the country. He mentioned that going forward there will be requirement for trained people for shipping industry be it ship building, repairing, port communications and or logistics.The GMB also signed MoU with Korea Maritime and Ocean University, Korea and Plymouth University, United Kingdom. The agreement with the universities is for knowledge sharing, academic support and course design support.The government will also seek contribution from the industry players in setting up the maritime university.

Mr. A. K. Rakesh, VC and CEO, GMB, said that once the port comes up there are a lot of haphazard development in its vicinity. To avoid this marine clusters maritime clusters have been planned. He informed that a maritime cluster in Mundra or Pipavav could be a starting point for this. The marine clusters will have planned residential, industrial zones besides facilities for business establishments and warehouses.

Gujarat tops in tourism investment: Study

According to a study titled 'Indian Tourism Industry: The way forward' by Associated Chambers of Commerce and Industry of India (ASSOCHAM), Gujarat tops among Indian states in attracting investment in the sector.

According to the report, the state has emerged on top with a lion's share of about 29 per cent amid 20 major states attracting combined investments worth over INR 1,00,000 crore in the sector as of financial year 2012-13. Of this, Gujarat alone fetched outstanding investments worth over INR 34,800 crore.

Gujarat is followed by Maharashtra and Karnataka which are the leading states in attracting investments in hotels and tourism sector. Together they account for about 61% share of the total investments made in the Indian tourism and hotels industry.

Maharashtra is ranked second with about 18% share of total outstanding investments attracted by the tourism sector followed by Karnataka (about 14%), Odisha and Andhra Pradesh (6% each) among the top five states.

The state has recorded a compounded annual growth rate (CAGR) of over 100% and domestic tourist arrivals in Gujarat crossed 2.4 crore mark in 2012 from 1.1 crore in 2006.

The study suggested that there is tremendous scope to develop star-rated hotels across tier II, III towns in Gujarat to offer quality experience.

Sanitary ware maker TOTO begins production at plant in Gujarat

August 20, 2014

Leading global manufacturer of sanitary ware TOTO has begun production at its manufacturing facility in Halol, Gujarat.

TOTO President and Representative Director Madoka Kitamura said that with the capacity to manufacture TOTO sanitary ware in India, the group will be able to supply TOTO manufacturing technology throughout the country. This will enable the group to strengthen its sales network throughout India (around 90 showrooms) and to supply products for other markets too, including the Middle East and Europe

The Japan-based company is aiming to establish itself as the number one manufacturer of sanitary ware in India, ahead of the company's centenary in 2017.

The company is planning to expand its sanitary ware operations into other parts of Western Asia.

40 more Japanese firms to invest in Gujarat: Takeshi Yagi, Japan envoy

Japan's Ambassador to India H.E. Takeshi Yagitermed Gujarat a "favorite" investment destination and informed that 40 more firms from Japan will invest in the state in the near future. At present, 60 Japanese firms are operational in Gujarat. The ambassador was present here to inaugurate a plant of Japanese sanitary wear firm, Toto India Industries Pvt Ltd at Halol in Panchmahal. Hon’ble Chief Minister of Gujarat, Smt. Anandiben Patel, was also present.

The plant has been built at a cost of INR 350 crore. The plant would employ over 300 local youths. The Japanese company had signed an MoU with the Gujarat government during Vibrant Gujarat Summit of 2011.

The ambassador further added that this new venture will further strengthen the trade ties between Japan and India. Gujarat has become a hot favorite destination for Japanese firms due to good governance and transparent administration.

The ambassador is hopeful that Hon’ble Prime Minister of India, Shri. Narendra Modi's visit to Japan next week will prove beneficial for the development of Gujarat as well.

Hon’ble CM of Gujarat urged the delegation to invent a technique to reduce the water usage. She also called for exchange of Japanese expertise for recycling and re-using drainage water.

US interim Ambassador Meets Gujarat Chief Minister

The US interim Ambassador to India, H.E. Kathleen Stephens, paid a courtesy visit to Hon’ble Chief Minister of Gujarat, Smt. Anandiben Patel and discussed a host of issues, including relations between the two countries and the state's progress in the energy sector.

According to an official release, during the meeting, Hon’ble CM expressed the hope that the Indo-US relations will be strengthened further after the forthcoming visit of Hon’ble PM Shri. Narendra Modi to America.

‘Mini Disneyland’ to come up in Ahmedabad soon

August 23, 2014Ahmedabad is all set to get an entertainment city styled on the lines of Disney Park near Science City. The theme park will be set up by the Tourism Department along with Mumbai based Adlabs and Orchid Group with an investment of INR 1,000 crore.

Mr. Vipul Mittra, IAS, Principal Secretary, Department of Tourism, Gujarat informed that the theme park will have different avenues of entertainment at one junction. The department has had talks with Mr. Manmohan Shetty of Adlabs and Mr. Vithal Kamath of Orchid Group about the theme park and announcement of the project will be made during Vibrant Gujarat 2015 Summit.

The theme park will come up on 50-acre plot near Science City. The proposed land is lying vacant and is under science and technology department. Adlabs has earlier developed 'Imagica' theme park near Pune. According to Mr. Mittra, IAS, the proposed theme park will have similar facilities as in Pune. The theme park will offer entertainment, dining, shopping and many other services.

The tourism department is in advance talks with Adlabs and Orchid Group and is expected to sign a memorandum of understanding (MoU) during the Vibrant Gujarat 2015 Summit.

According to an official release Hon’ble CM urged the envoy to set up an American visa center in Gujarat with a view to ease the difficulties Gujarat students face in procuring US visa, after securing admission in various universities there.

She invited the interim Ambassador to attend the state government's Vibrant Gujarat Global Investor Summit in 2015. H.E. Kathleen Stephens mentioned that a stable government at the Centre will add a new chapter in the Indo-US ties.

The interim Ambassador later visited 'SarkhejRoza', a 15th century monument in the city and held an informal talk with some of the people managing the site.

Ford Motors to start mass car production at Sanand in first half of 2015

Ford Motor Company will begin mass production of cars at its new INR 4500 crore manufacturing plant at Sanand in Gujarat in early part of 2015. Mr. Kel Kearns, Plant Director, Ford Assembly Plant, Sanand, said that the early prototypes will be built at Sanand towards the end of this year and mass production will begin early next year.

The Sanand plant which is currently under construction will have an initial capacity of 2.4 lakh cars and 2.7 lakh engines annually. It will be the company's second plant in India after the one in Chennai.

Surat to have India's first diamond SEZ soon: Gujarat Finance Minister

After courting success with an array of special economic zones, Gujarat is now proposing to set up an only-for-exports hub for diamonds at Surat, possibly the first of its kind in India. Hon’ble Finance Minister of the state, Shri. Saurabhbhai Patel, informed that everything has been identified and the SEZ will be set up in a month or two. Hon’ble FM of the state has requested the Hon’ble Union Civil Aviation Minister, Shri. Ashok Gajapathi Raju, to set up an international airport at Surat. This will help to help boost business as well as tourism.

Hon’ble FM of the state added that once the SEZ is set up, the jewellery exporters would be able to bring in diamonds and have them processed in the notified area. He further informed that the diamond polishers are very keen to set up SEZ. Polished diamond goes to Antwerp, Dubai and other places. Diamond polishers have the confidence in building up the SEZ and state government will support them. There are a total of 18 operational SEZs or export hubs in Gujarat.India's gems and jewellery sector accounts for about 15 per cent of the total exports. Total gems and jewellery exports from SEZs in April-July stood at USD 1.08 billion. Exports of cut and polished diamonds in the April-July period stood at USD 7.5 billion.

This upcoming plant is one of the most highly automated car manufacturing plant in the whole of Asia Pacific and Africa with 95 percent automation in the body-shop. At existing Ford plants across different parts of the world the level of automation is about 30 percent.Mr. Kearns added that the business strategy at Sanand is to supply to the domestic market and to export the cars made in Gujarat to multiple overseas markets.

Mr. Kearns informed that there will be a significant growth in domestic market. After China, India is potentially a second major market for cars. He further said that they plan to tap the benefit by making a significant investment here.

Gujarat gears up to host the seventh edition of Vibrant Gujarat Summit in January 2015: CM at the curtain raiser event in Delhi

Hon’ble Chief Minister Smt. Anandiben Patel today graced the Curtain Raiser event of Vibrant Gujarat Global Summit 2015, held in New Delhi.

Smt. Anandiben Patel extended invitation to more than 1,000 industrialists, diplomats, captains of Indian Industry and other Indian states to partner and participate in the 7th edition of Vibrant Gujarat Global Summit 2015, going to be held on 11th -13th January, 2015 at Mahatma Mandir in Gandhinagar. Hon’ble Prime Minister Shri .Narendra Modi will inaugurate and address the Summit.

On the occasion, Smt. Patel acknowledged the trust business community has put on Gujarat over the years and mentioned that Gujarat accounts for more than 7.5% of India’s GDP, 18% of fixed capital and 25% of exports. Government set to give SEZs a fresh lease of life

Chinese firms eye India's infrastructure sector

Ahead of China President Xi Jinping's visit to the country, Beijing is showing a renewed interest in India's infrastructure sectors, especially in winning road-building contracts. According to sources, many Chinese teams have met road transport and highways ministry officials in recent weeks and have conveyed their interest in India's large road projects, including those in which Japan is interested.

China is also open to picking up a stake in the proposed entity to be formed on the lines of an asset reconstruction company (ARC) for the highway sector. Chinese investors are looking at the roads, highways and expressway projects that run parallel to the projects with Japanese investments. "The investments could be either by directly participating in the bids or through a joint venture with Indian firms. According to an official, they have expressed interest in taking up only construction contracts given their expertise in the area.

Some analysts see the move as a counter to Japanese investments in the sector. Mr. VishwasUdgirkar, senior director (infrastructure) at Deloitte, informed that Japan has limited exposure in roads and highways, but China still has some investments in terms of joint venture contracts which are in public-private-partnership

At a press conference, Smt. Nirmala Sitharaman, Hon'ble Minister of State for Commerce and Industry, informed that decisions on modification of MAT (minimum alternate tax) and DDT (dividend distribution tax) as well as a proposal to allow dual use of infrastructure in non-processing areas (of SEZs) are under active consideration.

Smt. Sitharaman said the proposed changes to the Land Act is likely to have certain more “exemptions”. According to the sources, the proposal is to include SEZs along with some key projects such as highways, railways and canals in the “exemptions list” so that it will be easier for them to acquire and use land.

The commerce minister also said the new Foreign Trade Policy (2014-19) to be announced soon would be “different” from the earlier policies and will focus on increasing manufacturing and services exports besides improving standards and branding of products. (PPP) projects. He added that China has been interested in the highway sector for quite some time but due to diplomatic relations and extensive security, clearances not much has come from China.

Merino Industries to set up new manufacturing plant in Gujarat

NEI to invest INR 500 crore on new bearings plant in Gujarat

National Engineering Industries (NEI) Ltd, maker of the NBC brand of bearings, plans to invest INR 500 crore to set up a new plant at Vadodara in Gujarat. In expectation of an upswing in demand, the firm has decided to set up the plant with an annual capacity of 35-40 million bearings within the next one-and-half to two years.

Mr. Rohit Saboo, President & CEO, NEI Ltd. informed that in the first phase, they will invest about INR 300 crore at the Vadodara plant after which almost 50 per cent of the total capacity will be available.

Once the Vadodara plant becomes fully operational, the company's overall bearing production will touch 140 million units a year. The company's three plants at Jaipur and Newaiin Rajasthan and Manesar in Haryana produce 100 million bearings a year at present.

He further mentioned that initially, the project was planned as a 3-4 year programme but because of market requirement it will be set up in the next one-and-half to two years.

Currently, the company exports to 23 countries, including the developed markets of US and Germany. In the domestic market, the company supplies its bearings to major automobile firms including Maruti Suzuki, Hero and Honda Cars India.

Uno Minda considering acquisition in Europe, to invest INR 700-800 crore in capacity expansion

The Uno Minda Group plans to invest INR 700-800 crore over the next three years and is working on an acquisition worth INR 200 crore in Europe, as the component manufacturer expands capacity to cash in on a turnaround in the automotive market.

The group that makes products ranging from automotive batteries and two-wheeler switches to seat belts and alloy wheels expects its revenue to double over the next three years from a projected INR 4,000 crore this fiscal year through March 2015.

The Gurgaon-based group's capacity expansion plans come at a time when the automotive sector is witnessing a pickup in demand after two years to falling sales. Parts makers are cranking up idled capacity, and industry executives say they have started hiring and are considering expansion to meet rising demand from vehicle manufactures.

The company is doing a feasibility study to start a plant for alloy wheels at Bawal in Haryana or Gujarat. It has land available at both places.Itcurrently manufactures alloy wheels in Chennai and supplies to Maruti as well as the local units of Nissan, Toyota Motor and Honda Motor. That plant can produce 60,000 units a month and the capacity is fully utilized. It is considering a new plant because of rising demand for alloy wheels.

Uno Minda is also setting up a plant in Gujarat for filters with an investment of around INR 60 crore, excluding land. Construction is ongoing and manufacturing is expected to start by mid-next year. From this plant, Minda will supply to Honda's two-wheelers.

Delegation to Qatar and UAE

September 3rd – 9th, 2014

A 7 member delegation led by Shri. B. B. Swain, VC & MD, Gujarat Industrial Development Corporation (GIDC), Government of Gujarat visited Doha, Qatar and Dubai & Abu Dhabi, UAE.

The delegation comprised of senior business representatives from K and D Communications, Dura Syntex Ltd., Technopolis Townships Pvt. Ltd. and Josler Hydrocarbons India Pvt. Ltd.

4 Vibrant Gujarat business seminars were organized in the cities to disseminate information on the business opportunities in Gujarat and India and invite companies and industry bodies to participate on a larger scale in the 7th Vibrant Gujarat Summit 2015. Each of the seminars saw an overwhelming response from the local Industry Members. 2 MoU’s were signed during the delegation visit.

The delegation had business meetings with senior management of major companies like Qatar Petroleum International, Qatar Holding,

Muntajat, Hassad Food Company, Petro Gas Piping, Panache International, TecomInvestments, Ajanta jewelers as well as AAR International where they discussed new business collaboration ideas and initiatives.

The delegation also had a very fruitful meeting with H.E. Mr. Sultan bin Rashid Al Khater, Undersecretary, Ministry of Economy and Commerce, Qatar who expressed his full support in facilitating active participation from Qatar based companies in the summit.

The delegation visited the UAE Ministry of Economy office where they met H.E. Mr. JumaMohammed Al Kait (Assistant Undersecretary, Foreign Trade Affairs) and discussed about the various investment opportunities in Gujarat. H.E. has also been extended an invitation for Vibrant Gujarat 2015 Summit.

In Ras al Khaimah, the delegation met the ruler of the RAK province Sheikh Saud Bin Saqr Al Qasimi and discussed about how to grow trade and investment between the two countries. The Sheikh was invited for Vibrant Gujarat 2015 Summit.

Delegation to China, Hong Kong & Singapore

September 4th – 12th, 2014

The visit to China and Hong Kong saw inthusiaticparticipation from representatives across Manufacturing, Financial services, Infrastructure, Ports and maritime industries and would further lead to concrete fructification of business and trade ties between China and Gujarat.

While in Singapore delegation mebers met representatives of Singapore LNG, BP Singapore, Gunvor, and Pavilion Energy Singapore to explored opportunities of joint LNG purchase which shall be mutually beneficial for both the countries.

Moreover to explore opportunties in conducting joing Student / Faculty exchange programs along with Joint research programs, delegates also met academicians from National University of Singapore (NUS), Solar Energy Research Institute of Singapore (SERIS), The Hong Kong University and The Fudan University.

An 18 member government delegation led by Mr. L Chuaungo, IAS (Principal Secretary, Energy & Petrochemical Department, Government of Gujarat) visited Singapore, Hong Kong SAR and China. The delegation comprised of senior government officials, key business leaders and academicians from the State of Gujarat across the sectors like: Financial services, Mining, Urban Planning, Ports and Maritime Industry, Energy, Textile, Chemical, and Plastics.

During the visit, delegation members met Ambassador of India in China, Indian High commissioner in Singapore, and Consulate Generals of India in Ghonzghau, Hong Kong SAR and Shanghai. Dignitaries facilitated meetings at respective locations and addressed the seminars been organized jointly by the respective missions, Government of Gujarat and CII.

Delegates participated in 4 international road shows, China International fair for investment & trade (CIFIT), over 70 B2B meetings which yielded in interactions with about 800 professionals.

September 8th – 12th, 2014

A 14 member high level delegation led by Mr. Kamal Dayani, IAS, Transport Commissioner visited Japan covering 3 cities: Tokyo, Hamamatsu and Osaka. The delegation comprised of senior business representatives’ from Zydus Cadila, Reliance Industries Limited, Rasna Private Limited, Indian Steel Corporation Limited, Alps Chemicals Private Limited, SETCO Automotive Private Limited, Dineshchandra R. Agrawal Infracon Ltd., AECOM, Gujarat Venture Finance Limited (GVFL), Gujarat International finance Tec-city (GIFT), iNDEXTb, KPMG and Confederation of Indian Industry (CII).

Ambassador to Japan hosted dinner at her residence in Tokyo. In Tokyo, the delegation met Japan Chamber of Commerce which showed a keen interest for opening up a local chapter in Gujarat. Also the delegation met Bank of Tokyo Mitsubishi which showed their intention to set up a branch in Gujarat, probably in GIFT. The delegation further met Samurai & Samurai Incubate Inc. which showcased a positive outlook towards embarking an incubating set up in Gujarat.

In Hamamatsu, the delegation met Chairman & CEO of Suzuki Motors, Mr. Osamu Suzuki, Mayor of Hamamatsu City, Mr. Yasutomo Suzuki, Chairman of Hamamatsu Chamber of Commerce and Industry, Mr. Masataka Osuka, Honorary Director-General of JETRO and Vice Chairman of Hamamatsu Chamber of Commerce & Industry, Mr. Kozo Ishikawa. Mr. Suzuki of Suzuki Motors seemed to be very bullish and positive on making investment in Gujarat.

The delegation had business meetings with senior management of major companies like Marubeni Corporation, Sherwood & Tiffany (Japan) Limited, Daiichi Jitsugyo Co. Limited and Chukan Butsu Limited among others in Osaka, where they discussed new business collaboration ideas.
