MACDONNELL COUNCIL CODE OF CONDUCT

ITEM NUMBER 4.1 TITLE MacDonnell Council Code of Conduct RECOMMENDATION

That the Santa Teresa Local Authority note the Council Code of Conduct.

SUMMARY: This report contains all of the details about the MacDonnell Council Code of Conduct BACKGROUND MacDonnell Regional Council Code of Conduct

1 Interests of the Council and Community come first

A member must act in the best interests of the community, its outstations and the Council.

2 Honesty A member must be honest and act the right way (with integrity) when performing official duties.

3 Taking care A member must be careful to make good decisions (diligence), and must not be under the influence of alcohol or illegal drugs, when performing official duties.

4 Politeness/Courtesy A member must be polite to other members, council staff, electors and members of the public.

5 Conduct towards council staff A member must not direct, reprimand, or interfere in the management of council staff.

6 Respect for culture A member must respect different cultures, families and language groups (cultural diversity) and not be unfair towards others, or the opinions of others, because of their background.

7 Conflict of interest A member must, if possible, avoid conflict of interest between the member's private interests (other job, business etc.) and duties. Where a conflict exists, the member must inform the Council or Local Authority and not take part in the discussion or vote

7 Accountable A member must be able to show that they have made good decisions for the community.

8 Respect for private business

A member must not share private (confidential) information that they heard as a member outside of meetings. A member must not make improper use of confidential information to gain a benefit or to cause harm to another.

ISSUES/OPTIONS/CONSEQUENCES A Code of Conduct helps Councils remain strong and focussed, and ensures all Councillors, staff and Local Authority Members are following the same rules. When Councils do not have a strong Code of Conduct they leave themselves open to negative external influences (such as pressure from certain groups or individuals) and do not appear to be serving the best needs of their residents.

TITLE Conflict of Interests RECOMMENDATION

That the Santa Teresa Local Authority note and declare any conflict of interests. SUMMARY:

This report contains all of the details about the MacDonnell Council Local Authority Conflict of Interest Procedure.

What to disclose

Details of relevant particulars to be disclosed on both the Councillor and Council Employee Register of Interests can relate to any or all of the following;

1. For a corporation or organisation of which a Councillor or relevant employee is an officer name of organisation or corporation the nature of the office held the nature of the corporation or organisation’s activities.

2. For a beneficial interest in a family or business trust the name of the Trust the nature of the Trust’s activities the nature of the interest in the Trust.

3. For all land or real estate in which a Councillor or relevant employee has an interest in name of locality of the land or real estate the approximate size of the land or house/unit the purpose for which the land or real estate is/ or is intended to be used.

That the Santa Teresa Local Authority Meeting confirms the minutes of the previous meeting held on 3rd June 2015.

DEPUTATIONS / GUEST SPEAKERS 7.1 SPEAKING UP TO ADULTS PROGRAM - VIRGINIA HEYDEN “Talking up to Adults” will focus on what young people are thinking and feeling. The Incite arts team will work with Santa Teresa’s young people to create a mural and music video to tell their stories and share a strong message about how damaging substance misuse and negative behaviours can be to families. The projects aims to support:

- Building self-esteem - Learning about identity - Practicing positive communication - Using the art work to talk to adults in the community towards changing perceptions and

negative behaviours in family relationships. 7.2 NT HOUSING - TRACIE PEARSON AND STEVE ADAMS Steve Adams discussed the maintenance issues within the community. Residents have stated that once the maintenance request has been placed the time for the repairs to be carried out are taking far too long. Steve informed the community that all request for maintenance are then placed with Ingkerreke Commerical David Sanders the contractor. David informed the community that Victor will come and do an inspection and then report to him what is required in regards to parts etc.: Steve Adams also informed the community that

Housing waits until they receive more than x1 request so the maintenance team will then come to the community and repair the problems. NT Housing has given the communities posters to place at the MRC office and local store with the 1800 number.LA members had asked NT Housing why NT Housing will not build more housing, the answer was that there is no money for new houses. It was discussed that if people put their names on the waiting list they are more likely to be able to lobby for Government funding. NT Housing also stated that if a resident has not been in the home for over 3 months, the locks are changed and new tenants are moved in. COUNCIL LOCAL GOVERNMENT 8.1 COMPLAINTS RECEIVED

This report provides an update on requests of the Local Authority. 5 RESOLVED (Graham Hayes/Greg Sharman) (a) That the Local Authority note and accept the Action Register Report ACTION: Council to investigate what upgrades are being done or planned for AAAC’s leased facilities.-ONGOING ACTION: Local Authority would like to invite AAAC to the next Local Authority meeting to discuss what upgrades they’re planning to do on facilities that they lease-ONGOING. ACTION: The Local Authority would like Council to ask the road contractors to put up better signage eg. ‘Warning Excess Dust’ and ‘Detour’ signs. The current Detour signs are very confusing and poorly placed. -ONGOING ACTION: The Local Authority would like to invite the contractor Aldebaran to the next Local Authority meeting to provide the following information:

What works are they actually doing? How long will the works take? When will the works finish?

Key Council Services Achievements and Relevant Issues 1. Animal Management

o Dr Colin’s last visit to Ltyentye Apurte was on the 17,18 & 19th August 2015 o I wished Dr Colin all the best on behalf of the Community and thanked him for all

his effort he had provided to the Community. o Dr Colin’s feed back was all animals where are 5 which are good. o Below are the numbers from Dr Col’s last visit. o 37 were treated with Ivomec and a further 127 were treated with Popantel o 6 Dogs & 3 Cats were Spey, 2 cats was castrated. o 33 Dogs and 0 Cats were Euthanasia o Dog numbers currently sit at 170 up 36 on the previous visits.

2. Cemetery Management

o 1 funeral held in August o 2 Solar Light installed. o New table and bench seating to be installed. o New Shade shelter to be installed. o Civil team have done a great job at the Cemetery.

ISSUE / ACTIONS UPDATE

25/03/2015: AAAC Leased Facilities – Rec Hall and other sporting facilities ACTION: Council to investigate what upgrades are being done or planned for AAAC’s leased facilities. ACTION: Local Authority would like to invite AAAC to the next Local Authority meeting to discuss what upgrades they’re planning to do on facilities that they lease.

Update 15/09/15: AAAC has stated that they would like to see more Local Authority members coming to their meetings rather than coming to our meetings. Are there any members of AAAC on the Local Authority who could share updates? 31/07/15: As AAAC has attended the meeting we are unsure why the action should remain open. 01/06/15: AAAC will attend the Local Authority meeting. 27/04/15 Have invited AAAC to the meeting to discuss the Rec Hall. They may not have a lease over the facility yet.

25/03/2015: Roadwork’s 30/04/2015 Feedback from the Local Authority regarding the roadwork’s: There has been minimal improvement since the last meeting Contractors have removed trees that were planted along side the road (before the community sign) – will the contractor be replacing them? Will they replace the signage that has been knocked over? ACTION: The Local Authority would like Council to ask the road contractors to put up better signage eg. ‘Warning Excess Dust’ and ‘Detour’ signs. The current Detour signs are very confusing and poorly placed. ACTION: The Local Authority would like to invite the contractor Aldebaran to the next Local Authority meeting to provide the following information:

What works are they actually doing?

How long will the works take? When will the works finish?

Recommend to Close Update 14/09/15 Trees Department of Infrastructure has no plan to replace the trees that had been removed due to safety reason. Trees are within the road corridor/ road reserve and clear zone. Signage Department of Infrastructure has issued a defect notice to their contractor and contractor will be on site to reinstate the signage by mid of October. Update 4/08/15 At the time of writing we are awaiting an update from the Department about replacing trees. They would like to know what signs were ripped down and how many and whether they were replaced. Update 01/06/15 We have been in contact with the Department who are managing the contract to let them know that there are still issues with the Contractors. We have not heard about whether the trees will be replaced at this stage. We have invited the Department to speak with the Local Authority but we are unsure whether they will attend at this stage. 27/04/15 The Contractors Aldebaran was contacted on 23 March and again on 27 April regarding the community’s concerns. We have invited them to attend the meeting but are unsure if they will attend at the time of writing. Feedback is sought from the Local Authority as to whether they have seen improvements.

ACTION: Could AAAC updates become a standing item on the agenda.

Recommend to Close Update 15/09/15: AAAC have declined to be on the agenda for every meeting. Since they have regular meetings they would instead like to see someone from the Local Authority attend AAAC meetings to find out what is happening with them.

ACTION: Youth Services- could the Local Authority have more information on what they are expected to deliver-more detailed reporting on their programs

Update 15/09/15:The Youth Services team will attend the Local Authority meeting to discuss concerns with the youth program.

delivery in their area. RECOMMENDATION (a) That the Local Authority note and accept the Community Services Report. Children Services Report TITLE Santa Teresa Children’s Services Report DATE 31/07/15 – 02/09/15 AUTHOR Karen Letsch – Children Services Coordinator Staffing

o Vacancies: 2 x Educator Early Learning - part time (20hrs per week) 1 x Educator outside School Hours Care – part time (20hrs per week) Program Delivery

o No disruption to services this reporting period Average No of Children

o The Early Learning program averaged 10 children each day during this period o The Outside School Hours Care program averaged 12 children each day

Training

o Team Leader is undertaking Diploma in Early Childhood Education and Care o All new staff will be encouraged to undertake a Cert III Early Childhood

Education o Two staff will attend the SNAICC Conference in Perth during September. While

in Perth they will also visit some Early Learning Centres to see how other services organise their programs and programming.

Staffing o All positions are filled.

Service Disruptions o No disruptions in this reporting period.

o School Aged Children returned to family 20 Males & 9 Females o School Aged Children refused Night Patrol transport 8 Males & 0 Females.

Other Patrol Updates of relevance

o Numbers have been low in the winter period, however will pick up in the warmer months

o Community Night Patrol is engaging with the new Police Officers in Santa Teresa.

Youth Services Report TITLE Santa Teresa Community Youth Services Report DATE 1/07/2015 – 31/08/2015 AUTHOR Jules Galliers

Staffing o New Team Leader has commenced working in Santa Teresa at the start of

August. o Currently recruiting for 2 part time positions.

Service Disruptions

o Youth program was disrupted for 5 days this reporting period due to staffing – a total of 8 youth programs were affected.

o No expected disruptions in the next month.

Average No of Youth accessing programs

Children are cooperating by filling each other’s buckets.

Lego construction is popular in the Outside School Hours Care program

o Average number of children (under 12) and youth (12 to 25) coming to club in the evening is 50

Youth programs o Soccer training/games in the afternoons o Club in the evenings until 8.30pm o A big focus on assisting AFL NT with getting young fellas into town on Saturdays

for AUSKICK and Under 15s games o Cooking in the canteen

o Training

o 2 staff continued to work towards the completion of their Certificate II in Sport and Recreation through Charles Darwin University.

Other successful partnerships and strategic matters of importance o Working closely with AFL NT o Will be supporting Incite Arts with the upcoming Mural Project o Working with and supporting MusicNT with Sista Sounds
