    Chairman Bulova Commits to Demonstrators to Work for Springfield Senior Center

    On Saturday, November 21, 2015, Fairfax County Chairman Sharon Bulova pledged to more thanforty senior demonstrators that she would work on getting permanent facility(ies) for the Burke/WestSpringfield Senior Center Without Walls (BWSSCWoW), particularly with the possibility of an additionto the Pohick Regional Library renovation. She noted that the staff of the Springfield Supervisor

    would be involved in the process.

    The senior demonstrators, led by BWSSCWoW Founding Chairman Corazon S. Foley, informed herof their plans for continued activism for the Springfield Senior Centerto include testifying at thepublic hearings in early 2016. The plan includes a dance demonstration by a group of seniorparticipants to underscore community service provided by the senior center, currently without walls.

    Chairman Bulova encouraged the seniorparticipants to testify at the public hearings onthe budget, particularly if funding were to berequired for the addition to the Pohick Regional

    Library renovation.

    Photos show Chairman Bulova with the seniorsinside the Fairfax County Government Center,and the fitness program presented by thedemonstrators in front of the building, along withplacards, in order to warm themselves during thesegment held out in the cold weather.

    SPRINGFIELD SENIOR TAXPAYERS DESERVE FAIR TREATMENT

    Dear Chairman Sharon Bulova and Fairfax County Taxpayers:

    Chairman Sharon Bulova represents the residents of Springfield District, along with the incumbentwho has been ignoring numerous requests since November 2014 for follow-up meeting on solutions

    to redress the unfairness toward Springfield senior taxpayers and families: other districts have 17permanent senior centers, Springfield District, NONE!     Attached is a photo of the seniors forced to exercise outside in the cold weather because we had noactivity space. Springfield senior taxpayers have also been forced to exercise in hallwayseventhough they pay the same taxes as those in other districts with 17 permanent senior centers.

    The November 3, 2015elections proved the

    incumbent wrong:4,226 voters or 19% ofthe Springfield voterssupported the petitionfor the SpringfieldSenior Center by votingfor my candidacythatwas waged with $1,000 of my own money, no party nor name recognition exploited by the incumbent.

    We have requested a meeting with Chairman Sharon Bulova to follow-up on my testimony ofSeptember 22, 2015 to the full Board of Supervisors requesting permanent facility(ies) for the health

    programs of the Springfield senior taxpayers. In particular, we ask that the renovation of the PohickRegional Library, with the budget of $5 million paid for by taxpayers, include addition for senior fitnessfacility -- similar to what is done in Marylandfor example, the Pikesville Library/Senior Center.     Join November 21 Demonstration for Springfield Senior Center

    I am writing to invite our community to join Springfield senior taxpayers and families in ademonstration on Saturday, November 21, 2015 from 10AM12 Noon at the Fairfax CountyGovernment Center, 12000 Government Center Parkway, Fairfax, VA 22035.

Our affordable senior health programs include line dancing, Hawaiian hula,tai-chi, yoga, self-defense, zumba, walking club, genealogy discussions, book club, mahjong, as wellas social interactions in celebrations of 80+ birthday parties and others.

    Springfield Senior Center Petition Moves Forward with 4,226 Supporters

    On Election Day, November 3, 2015, the petition for permanent facility(ies) by the Burke/WestSpringfield Senior Center (BWSSCWoW) received strong support with 4,226 votes or 18.7% of totalvotes cast by Springfield District voters. Our petition was the major issue of the campaign that Iwaged as an Independent Candidate for Springfield Supervisor and I thank the many voters who

    Corazon S. Foley First Asian American Candidate for Springfield Supervisor

    Dear Lily Chen.

    It was an honor meeting you today at the 6 thAsian American Business Summit & Expo for it gave methe opportunity to thank you personally for the pioneering work of your late father, Jay Chen. The

    Asian Fortune provided much-needed recognition for the contributions of Asian Americanslike theMay 10, 2010 article on me Cora Foley, Lady Fairfax.http://www.asianfortunenews.com/site/article_0610.php?article_id=11Jay Chen was also very helpful when I founded the Fairfax County Asian American History Project(FCAAHP) that documented the contributions, heritage and history of the Asian American community,the largest minority group since 1990 in our Fairfax County hometown.

    Like Jay Chen, I believe in providing a voice for the Asian American community, and in 2015, Idecided to become the first Filipino/Asian American candidate for Springfield Supervisor. In additionto make history for our Fairfax County, I hope to gather vigorous voter support for health programs forseniors and in particular, to redress the unfairness toward Springfield senior taxpayers and families.

    Other districts have 17 permanent senior centers, Springfield District, NONE! It is also important toremember that the longer a senior remains healthy and functional, the less the burden on thechildren, the grandchildren and our Springfield community as a whole.

    I am running as a fiscal conservative who believes in good government with 30 years of public serviceas an Intelligence Analyst with the US State Department; an Independent candidate with NOfundraising, spending $1,000 of my own money on this important community project. The incumbenthas ignored the need of Springfield seniors because he cares mainly about large politicalcontributors: he has raised almost half-a-million dollars and by spring, has spent some $300,000 demonstrating that he is a big spender of other peoples money.

    On Thursday, October 1, 2015 from 9:45AM11:15AM, Corazon Foley, Independent Candidate forSpringfield Supervisor, participated in the 9thAnnual Meet the Candidates Day at South CountyHigh School Dale S. Rumberger Auditorium that was managed by Sara Jeanblanc.

    Corazon Foley called on the 400 students to help her make history and get her elected as the FirstFilipino American and Asian American Springfield Supervisor. She presented to Sara Jeanblanc twoof her books: The Fairfax County Asian American History Project and the Long Ago and Far Away,the WWII Diary of her father-in-law Daniel Foley, Jr. Both books are available in Fairfax CountyPublic Library system.

    Corazon Foley asked for support for her mission of getting a senior center in Springfield Districtframing the issue in terms of the circle of life and that the longer a senior remains functional andhealthy, the less the burden on the children, the grandchildren and the community at large, in thiscase, Springfield District. She stressed that her project is a multigenerational one for the facility sheis seeking will be available for youth health programs as well. She added that the Center for Disease

    Control and Prevention reported that physical inactivity is one of the leading causes of mortality forthe young generationand called on the students to support health programs for seniors and youth.

    Corazon Foley used the occasion to congratulate the young generation of Fairfax County who hasbeen most generous in serving our community. The 2014 Fairfax County Youth Survey reported thatmost Fairfax County students (89.6%) have volunteered to do community service at least once intheir lifetime and half (49.8%) do so, once a month or more often. And as an Independent candidatewith the Green Party (spending $1,000 of her own money on the campaign), Corazon Foley thankedthe students for working to save the planet for 2/3 of our Fairfax County students reported frequentlyconserving electricity.

    on the County and Schools FY2015 Carryover to Amend theAppropriation Level in the FY2016 Revised Budget Plan

    Good Morning. My name is Corazon Sandoval Foley and I am the Founding Chairman of theBurke/West Springfield Senior Center Without Walls (BWSSCWoW), a public-private partnership toprovide health programs for seniors, particularly in the Springfield District that does not have a

    permanent senior center.

    Allow me to stress that my testimony is extremely relevant to your discussion today for the FY2015Carryover includes infrastructure repairs and renovation, notably that of the Pohick Regional Librarythat I will discuss in more detail.

    Thank you to the Board of Supervisors, especially Madame Chairman Sharon Bulova, for allowing methis opportunity to request that you consider in your budget deliberations the need for a working groupto facilitate the provision of needed county facilities for the Burke/West Springfield Senior CenterWithout Walls (BWSSCWoW).

    I should note that I am an Independent candidate with NO fundraising for Springfield Supervisor in theNovember 3, 2015 electionsas part of our public information campaign for more vigorous votersupport to redress the unfairness toward Springfield District senior taxpayers and families: otherdistricts have 17 permanent senior centers, Springfield District , NONE!

    I come before you today because the incumbent has not been willing to assist us in working toreview, enrich and implement our proposed solutions to get needed county facilities in our SpringfieldDistrict. The senior center without walls has been mainly using private facilities from privateorganizations and churches; the public-private concept has envisioned that the county would provideneeded facilities in order to resolve waiting lists and to expand health programs for seniors. Thisissue of county facilities requires timely resolution because possible options have recently opened up

    with the renovation of the Pohick Regional Library that closed on September 5, 2015.

    We hope that the Board of Supervisors, as a whole, could vote to support our request for a workinggroup to review and implement proposed solutions as follows:

    1. Safer Laminated Wood Flooring for the Conference Rooms in the Renovation of the PohickRegional Library that would be best in terms of safety and health (allergies to dirty rugs) for librarypatrons, including seniors. Rugs have caused falls for seniors.

    2. Safer Laminated Wood Flooring for the Springfield Community Roomand as Chairman Bulovaindicated in a very kind email to me, perhaps for other County facilities as well, maybe Burke Centre,

    Kings Park and other libraries. We look forward to working with the new Library Director on ourproposed solutions in 2016, with the support of the full Board of Supervisors.3. Improve part of the Field House of South Run Park with safer laminated wood flooring, heating/air-conditioning to meet the Fairfax County goal to maximize use of existing facilities, including publicschools, for community recreation.

    4. Review the possibility of an annex to the renovation of Pohick Library for use by library patrons formultipurpose goals, including health programs for seniors. I have attached in this testimony aphotograph of a Maryland project that shows library renovation could include expanded senior centerfacilities.

    I also believe that the Board of Supervisors should review the $5 million budget for the renovation ofPohick Regional Library for the amount appears to be higher than what would be needed for thecurrent plan. If our calculations are correct, then there would be money within the appropriated $5million budget to pay for an annex that could support senior health programs. Our solution wouldimplement a recommendation of the 50+ Community Action Plan that encourages seeking creativerecreation solutions, allowing new facility types (i.e., adult fitness stations) to be explored andprovided.

    5. Review the possibility of leasing a storefront arrangement in the Burke/West Springfield area thatcould serve as a replacement location for the Lorton Senior Center that we understand is losing itslease.

    6. Encourage the incumbent Springfield Supervisor to implement his comment that the healthprograms for seniors could be expanded to include Greenbrier and Mott Center areas.

    Please note that our proposals received support from some 1,000 signatories of our petition but ourrequest for a working group was ignored. Our proposals would continue the remarkable progress ofour innovative concept of the Senior Center Without Walls because we are not asking for a full-fledged senior center building at this time of budgetary constraints. Rather, we are seeking more

    effective use of county spending for infrastructure repairs and renovation particularly of the PohickRegional Library and the South Run Park Field House in our Springfield District. Moreover, ourproposal does not seek hiring of more county staff because we will continue to use volunteers toserve as class monitors just as we have done for eight years. The Burke/West Springfield SeniorCenter Without Walls has been operating at less than 20% of the cost of permanent senior centersbecause of volunteers and donated facilitiesand we plan to continue operating as the most cost-effective senior center in the county.

    Allow me to thank Chairman Bulova and Supervisor Cook for their personal support over the years ofthe Burke/West Springfield Senior Center Without Walls (BWSSCWoW). Chairman Bulova has alsobeen an excellent leader in developing effective working groups to implement solutions, as I had the

    privilege of experiencing with the Fairfax County Asian American History Project. We hope that thefull Board of Supervisors would vote to support creation of an effective working group to review,enrich and implement our proposed solutions to redress the unfairness toward Springfield seniortaxpayers and families: other districts have 17 permanent senior centers, Springfield District, NONE!

Hehas joined me and other constituents in objecting to the 27% pay raise that the Board voted for themselves asrecognition of full-time job performance. But the incumbent has yet to announce that if he were to be re-elected, he would work full-time, as required by the pay increase; or if he would return to the County the$20,000 annual pay raise that he would not deserve as a part-time employee. We voters deserveperformance with integrity from our elected Supervisors.

    I hope that the incumbent will respond to the numerous emails from senior members of the Burke/West

We hope the incumbent would see the errorof his ways when he stated that with regards to our request for the senior center, he thinks not of districts but ofthe countyeven though I pointed out that he was elected to represent our interests in Springfield District.     Above all, the incumbent should live up to his words: One of the most important jobs of the supervisor isconstituent service. We work hard to address and resolve issues and problems for our residents, be theysimple or complex.     Funding a fitness facility addition to Pohick Library renovation

    I am writing to respond to your readersqueries about my proposal for a senior fitness facility addition to the Pohick

    Regional Library renovation that is scheduled to start on September 5, 2015. If elected as Springfield Supervisor on

    November 3, 2015, I pledge to slash the Springfield Supervisor administrative budget of half-a-million dollars annually in

    order to help pay for the addition; this would redress the unfairness toward Springfield senior taxpayers and families.

    Other districts have 17 permanent senior centers, Springfield District, NONE! My campaign has become necessarybecause the incumbent has refused to assist his senior constituents and has stated publicly that with regards to the

    senior center, he thinks not of Springfield District but of the county, even though I pointed out that he was elected to

    represent the interests of Springfied District voters. I interpreted that to mean that he believes that it is not important

    for Springfield District to have a senior centerand he certainly has not been working to support the petition for activity

    spaces by the Burke/West Springfield Senior Center Without Walls (BWSSCWoW).

    Moreover, my research of the planned renovation of the Pohick Regional Library indicates thatif the incumbent would

    do his work in developing a working group of stakeholders, including senior taxpayers and familieswe could negotiate

    for funding an addition for senior fitness and other events programming within the authorized budget for the Pohick

    Regional Library renovation. The renovation budget for the libraries comes from the $25 million bond referendumapproved by voters on November 6, 2012.

    According to Fairfax Countys Comprehensive Plan, regional libraries are proposed to have 30,000 to 40,000 square feet.

    Pohick Regional Library has room for expansion for it is approximately 25,000 square feet and its budget for renovation

    is $5 million.

    Bidding for the Pohick Library renovation ended on June 30, 2015, with one indicating $3.2million valuation.

    The incumbent has ignored several requests since November 2014 for follow-up meetings by the Burke/West Springfield

    Senior Center Without Walls (BWSSCWoW). As Springfield Supervisor, the incumbent has the obligation as a paid

    employee of taxpayers, to provide constituent serviceincluding follow-up meetings that we have repeatedly requested

    to develop a working group of taxpayers/stakeholders to redress the unfairness toward Springfield senior taxpayers.

    On June 22, 2015, I received an email from the incumbent Springfield Supervisor that BudgetShortfalls Deserve Attention Today complaining that the Boardof Supervisors rejected his request tohave additional meetings on his proposals. His plight should make him more sensitive to our eight-year long disappointment with his repeated rejections of our request for his leadership to redress theunfairness toward Springfield senior taxpayers and families: other districts have 17 permanent senior

    centers, Springfield District, NONE! His insensitivity toward the needs of his Springfield seniorconstituents was underscored when he stated bluntly during our November 13, 2014 meeting that itis not important for Springfield District to have a senior center. The public meeting was taped andcovered by a press representative.

    As a concerned taxpayer, I have complained at 2015 budget meetings that the Board of Supervisorsshould not have voted themselves a 27% pay raise. The incumbent, if re-elected, can return to theCounty treasury the pay raise that was opposed by him and his constituents. Furthermore, I believethere should be more meaningful follow-up action; in particular, the half-a-million dollars annualadministrative budget of the Supervisors should be cut in order to pay for higher priority communityprojects -- like our proposed permanent facility for health programs for Springfield seniors.

    The incumbent should also address the fact that the Board of Supervisors had decided with the payraise that the Supervisors job is a full-time job. So, if the incumbent is not able to work full-time, thenhe probably is not qualified to remain as a Springfield Supervisor. Over the last eight years, theincumbent has been so busy working on his private sector job, his other campaigns and politicalfundraising job, and his family jobthat the Springfield Supervisor job of improving the quality of lifefor Springfield taxpayers, particularly senior taxpayers and families, has not been met satisfactorily.

    I encourage the incumbent to work closely with the Budget Task Force of the School Superintendentwhose leadership I hope he would emulate by organizing the working group of senior stakeholdersthat was proposed by the Burke/West Springfield Senior Center Without Walls (BWSSCWoW) to

    develop the permanent facility(ies) needed for health programs for the Springfield senior taxpayers.We could start with the follow-up meeting that I have requested and the incumbent has repeatedlyignored since November 2014.     Why Run for Springfield Supervisor?

    On May 13, 2015, the press reported that Corazon Foley announced her bid for Springfi eldSupervisor and that I am running as an Independent with NO fundraising. Since this would meanthat my candidacy would probably not succeed since the incumbent has already raised funds over$340,000 to ensure his victory in 2015, many have asked me why I would even consider running. Myanswer: this is the only way that we could mobilize voter support to redress the unfairness towardSpringfield District senior taxpayers and their families. Other districts have 17 permanent seniorcenters while Springfield District, NONE! My goal in this campaign is to improve the quality of life forall Springfield residents, including senior taxpayers and families.

    On November 13, 2014, the Burke/West Springfield Senior Center Without Walls (BWSSCWoW) thatI initiated in 2007 and for which I serve as Founding Chairman met with the incumbent Supervisor torequest his leadership in obtaining a permanent facility for health programs for seniors. In particular,we asked for the addition of a fitness room to the Pohick Regional Library slated to be renovated inSeptember 2015. We believe that this solution would implement a recommendation of the FairfaxCounty 50+ plan: "It also encourages seeking creative recreation solutions, allowing new facility types(i.e., adult fitness stations) to be explored and provided."

    The incumbent said good words like expanding use of existing facilities makes all the sense in theworld to me. However, our numerous requests for follow-up meetings have been ignored. I havebecome convinced that election debates would provide the public hearing on the solutions thatBWSSCWoW has provided to redress the inequitable situation of Springfield senior taxpayers andfamilies. I have pledged that, if elected, I will slash the half-a-million dollars annual administrativebudget for the Springfield Supervisor so that the savings could pay for the Pohick senior fitnessstation. This pledge underscores my position as a fiscal conservative who believes in social justice.

    And that is why this grandmother -- who has been retired since 2007 after 30 years of public servicewith the US State Department and the Intelligence Community -- has decided to run for SpringfieldSupervisor. I should add that I appreciate the public service of the incumbent but it is clear that wehave a policy difference that should be included in the election debates -- in the interest of improvingthe quality of life of Springfield District residents, including senior taxpayers and their families.     I have the honor of informing your readers that on Friday, April 17, 2015, the Fairfax County ElectionsOffice certified my candidacy for Springfield Supervisor in the November 3, 2015 general election.

    My candidacy is a direct result of the disappointment for the 1,000 signatories to our petition for apermanent facility for the Burke/West Springfield Senior Center Without Walls (BWSSCWoW). Thecurrent Supervisor has ignored our numerous requests for follow-up meetings to work on ourproposals presented during our meeting on November 13, 2014. This disappointing situation has leftus only the election option to redress the unfairness toward Springfield Senior Taxpayers and ourfamilies. There are 17 senior centers in Fairfax County; none in Springfield District.

    As the Founding Chairman of BWSSCWoW, I am running as an Independent (with NO fundraising)with the goal of mobilizing support by voters for our petition through election debates about improvingthe quality of life in our Springfield District.

    If elected, I pledge to slash the annual administrative budget of about half-a-million dollars for eachSupervisor (in this case, the Springfield Supervisor) so that the savings will be used to build ourproposed fitness facility for senior health programs -- annex to Pohick Library or renovation of theSouth Run Field House. The facility will be used for senior programs during daytime hours and willbe available to the community, particularly the youth, during the rest of the period.

    My pledge underscores my position as a fiscal conservative who believes in social justice -- amother/grandmother who understands that every family has to establish priorities and make difficultfinancing decisions during lean economic times. In my push for a permanent facility for healthprograms for Springfield seniors and their families, I have identified spending cuts to achieve our

    goal in these times of serious revenue constraints.

    Let me also note that our innovative Burke/West Springfield Senior Center Without Walls(BWSSCWoW) has been the most cost-effective senior center in the County. While each permanentsenior center costs the County some $100,000 annually, BWSSCWoW costs around $10-15,000 infitness instructors fees that are offset in part with payments by senior participants. BWSSCWoWdoes not require any new County hires as our senior volunteers have done the heavy lifting as classmonitors in various locations. I made donations, including my $1,000 award as CommunityChampion, to pay for website and other costs. We plan to continue the cost-effective arrangement ofpublic-private partnership whenever we get the permanent facility that will enable us to expand ourprograms and eliminate waiting lists.
