As per the Cl.4.3.4 of your MS, the fill material thicknesses over Sabkha are as follows:
1) Fill type 1 thickness = 200mm
2) Fill type 2 thickness = 50mm
In compliance with QCS 2010.
As per Detailed Design Drawing ref:EXW-P023-0101-CE-JPL-DG-11102 Rev D02 dated December 2014, fill material thicknesses over Sabkha are:
1)Fill type 1 thickness = 150mm
2)Fill type 2 thickness = 50mm
It is clear that you prefer to follow QCS 2010 here.

2.0 Scope of Work
“This document is intended to cover the procedures and activities involved in the construction of fill embankments including the top 300mm of Subgrade layers up to formation (grade) level.”
According to QCS 2010, Section 6, Part 3,Cl.3.1.3.5,
Subgrade is the compacted existing ground or fills for 500mm beneath formation.
Here you choose to follow designer’s specifications as per Design Drawings.

The above mentioned sections of the MS
A consistent approach is expected.
Please establish precedence between the Designers’s Specs vs the QCS 2010; and follow accordingly.
