About the Substation and Transmission Line

Grand Central Substation and 230kV High-Voltage Transmission Line “Gen-tie” Overview

Collector Substation • All three projects will connect into sPower’s Grand Central Substation

via underground 34.5kV medium voltage collection lines, at which point the power will be stepped up to a 230kV high voltage transmission line aka “gen-tie”.

Gen-tie • Will be shared/utilized by the three projects.• Will be located within the east half of the Eleven Mile Corner Road

public right-of-way “EMC Rd ROW”.• 1.25 miles - the approximate length of the portion of the gen-tie that

will be within the EMC Rd ROW.

Interconnection • The gen-tie will enter SRP-owned property and come above ground at

a riser pole and then connect overhead into the Pinal Central Substation.

The gen-tie will leave the Grand Central Substation and be installed via a 3-foot wide trench in duct bank at approximately 3’6” below grade.

The gen-tie will continue traveling north and be located within an area in the EMC Rd ROW that is approximately 15 feet from the edge of pavement, in a trench that is approximately 3 feet wide and 3’6” deep, except at locations where it will cross existing utilities and at splice vault locations. The gen-tie will be installed pursuant to the requirements of the respective third-party utilities, as described on the following pages.

The gen-tie will cross two existing overhead 115kV transmission corridors owned by WAPA pursuant to a License Agreement received from WAPA dated 4/2/2020.

The gen-tie will cross two existing canals managed by San Carlos Irrigation project (“SCIP”) pursuant to two Encroachment Agreements received from SCIP and the Bureau of Indian Affairs dated 2/11/2020.

The gen-tie will also cross under other third-party utilities as follows:

• Arizona Water Company – reviewed our designs and provided a no-conflict letter with a request for IFC drawings when available. The gen-tie will be installed at a greater depth at the perpendicular crossing locations, as required by Arizona Water Company.

• Southwest Gas Company – reviewed our designs and provided a no-conflict letter with a request for IFC drawings when available. The gen-tie will be installed at a greater depth at the perpendicular crossing locations, as required by Southwest Gas Company.

• San Carlos Irrigation & Drainage District – provided clearance guidelines with regards to the perpendicular crossing of their overhead 66kV line with our underground gen-tie.

• Electrical District Number 2 – reviewed our designs and provided comments, which have been incorporated into the drawings. We are currently working on finalizing a crossing permit with ED2. We are also working collaboratively with ED2 to implement best-practice safety standards when working next to the 12.47kV energized line, to include installing rubber blankets on the segments of the energized line that are adjacent to installation areas.

• The gen-tie will leave the EMC Rd ROW once it reaches the Pinal Central Substation and be located pursuant to a private easement from SRP. It will continue underground until it reaches a riser pole within SRP’s property and will then connect overhead into the substation. The “POD” shown below means “Point of Demarcation”, which is also the point of change of ownership between sPower and SRP.


Vaults

• Due to the length of the gen-tie and the weight of the cable, it is necessary to install three splice vaults, each of which are approximately 11’ X 25’.

• There will be 7 fiber splice locations, with two smaller vaults at each location, one for the primary fiber and one for backup fiber, for a total of 14 vaults. Each vault is 7’x2’.
