    FOREWORD

    This Indian Standard Part 5) was adopted by the Bureau of Indian Standards, after the draft finalized by theLifts and Escalators Sectional Committee had been approved by the Electrotechnical Division Council.A large number of Indian Standards have been published to cover the requirements of different types of lifts aswell as components of lifts. In order to maintain uniformity in inspection of lifts, a need has been felt to preparea standard manual for inspection of lifts and this standard is prepared to meet this need. It is felt that thisstandard shall be of great help to the regulatory staff who are implementing lift rules in their respectivestates/union and to the technical staff of the lift manufacturers and lift maintenance contractors.

    PART 5 INSPECTION MANUAL1 SCOPE1.1 This standard Part 5) applies to electric tractionpassenger/goods lifts erected at any place andintended for use by passengers.1.2 This standard does not apply to:

    a) Service lifts dumbwaiters)b) Hydraulic liftsc) Escalatorsd) Cranes

    1.3 This standard is concerned with inspection of liftsfrom safety point of view and does not coverperfonmmce requirements and corresponding tests.2 TERMINOLOGY2.1 The definitions given in various Indian Standardson lifts are applicable.2.2 Additional DefinitionsInspector Inspector means Inspector of lifts or anyother officer appointed by State/Union Governmentto maintain Lift Act/Rules or any other Actllldesconnected with safety of lifts and framed byState/Union .Government.3 GENERAL REQUIREMENTS3.1 This topic has been further divided into threeparts:

    a) Personal .safetyb) Duties of inspectorsc) Arrangement for inspection

    3.2 Personal Safety3.2.1 Inspectors should know the danger involved ininspection of the lifts, since any accident may notonly disable the person but may prove to be fatal.Inspector should at all times be alert for movingobjects, and when on top of an elevator car formoving counter weights, hoistway, projections suchas beams, adjacent moving cars, cams and otherequipment attached thereto or . mounted in thehoistway. The overhead clearance should always benoted as number of fatal accidents occur due to carsrunning into limited overhead space while inspectionsare made from top of the lift cars. As an added

    precaution the overhead distance available from thetop lauding should be painted on the wall to warn thepersons on top of the car, particularly when theoverhead distance is inadequate.3.2.2 Inspectors should never enter lift pits containingwater. A fatal accident due to electric shock mayoccur under such conditions. When working in thelift pit, the inspector should always note the positionof the car and also keep clear distance fromdescending counterweight in the hoistway of the liftbeing inspected and those in adjoining hoistway.3.2.3 The power supply line disconnect switch shouldbe opened, locked and tagged out when it is desiredto prevent movement of the lift or when inspectingelectrical parts, to ensure that no unauthorized personoperates the switch.3.2.4 Before starting the inspection of a lift, theInspector should first determine that the operatingdevice, emergency stop switch, and any other safetydevices or switches are in proper working order andin the proper position for inspection.3.2.5 When dual or attendant operation is provided,the changeover switch should be in the position foroperation from the car only. Before inspecting a liftin a bank of Group Supervisory Control Lifts,disconnect the lift to be inspected from the groupoperation. When means of communication isprovided in the car, determine that it is Operative.While car operating device is provided on the top,use it to operate the ca r when on top of the carinstead of depending on an Operator in the car.3.3 Duties of InspectorsThe following are the duties of the Inspectors.3.3.1 While inspecting new lift or altered installationof a lift, determine whether lift installation confirmsto the requirements of the relevant Indian Standard orlift regulations and whether the required safetydevices function as required therern.3.3.2 While making initial inspections, or periodicalinspections and tests of existing installations afterthey have been approved for operation by theenforcing authority, determine that the equipment isin a safe operating condition and has not been alteredexcept in conformity to the applicable BIS Code orlift regulations.

    IS 14665 Part 5 :19993.4 Arrangement for InspectionThe .Inspector should request the owner or his agentto make the following arrangements, prior toinspection or test, on receipt of completion reportsfrom the owner for the lift or his agent:

    a)

    Provide a qualified personnel from the liftmanufacturer for initial inspection and fromthe approved lift maintenance contractor forsubsequent periodical inspections to performthe tests specified in 4 and regulations .of theState/Union Government.Provide a qualified person of GovernmentLicensed Electrical Contractor who hascarried out the wiring works such as liftmains Lighting and power), machine roomlighting, ventilation of machine room andany other wiring work connected with liftinstallation and not being the lift wiringwork carried out by lift manufacturer.

    4 GENERAL NOTES ON TESTS4.1 The inspection and tests on lift installations canbe done from the following five places:

    a) From the lift pit Table 1)b) From inside of the lift car Table 2)

    c) From top of the lift car Table 3)d) From the machine room Table 4)e) From each and every landing of the lift

    able 5).4.2 Instruction given at the top of each table shall beread carefully and followed properly before startinginspection.4.3 The points given .in tables are general guidelines.If art Inspector desires to carry out some more test asper provision contained in relevant Indian Standards,he is free to do so.4.4 Before starting inspection from any of theposition mentioned in 4.1 above, a sign boardindicating that the lift is under maintenance andinspection shall be displayed at ground floor landingreferably at all landings if possible).4.5 The actual position of each and every point ofthe table shall be compared with the requirementsand accordingly a remark satisfactory orunsatisfactory shall be written in remark column.4.6 A detailed recommendation on each and everypoint when the remark unsatisfactory has beenwritten in remark column shall be given at the end ofthe Table in the following format:

    Instruction Before Entering the Lift Pit1 Enter the lift pit only if it is dry. For this purpose take the lift car above the bottommost landing. Open the landing gate/door of

    bottommost landing by a special key and check that the moving lift stops on opening the gate/door, thereby ensuring that theelectrical contact of the bouommost landlng is in the safety circuit. Put the pit switch in STOP position and once again checkthat the lift does not operate by closing the bottommost landing gate/door and giving a call. Open the bottommost landing gate/door, put the pit light ON and enter the lift pit.

    2 From safety considerations, it is not recommended to move the lift when inspecting from the lift pit.3 As an additional precaution, keep the landing gate/door open by a small distance say 50 mm) and keep pit switches in STOP

    position.a) The car shall be moved only when directed by the inspecting person.b) The directives of the inspecting person shall be repeated and only on receipt of OK signal from the inspecting person, the

    car shall be moved.c) The car door and landing door if possible) shall be kept open. They shall be closed only when asked by the inspectingperson to start lift.d) These doors shall be opened as soon as the operation of lift is over.
