Behind the smell of the t radit ional lasagna and spaghet t i i s Jose Vega, owner of Stockton’s Italian restaurant Ciao Bella

Jose Vega a nat ive of Michoacán, Mexico arrived to California at the age of fourteen. Once in California he went from working in the fields to working in the food industry. He held different position including busboy, waiter and bartender where he learned the core skills needed to run his restaurant.

But his passion for food and cooking started long before when his mother taught him and his brothers how to make spaghetti. Little did he know that her lesson would allow him to discover his cooking passion.

“As a busboy I will always tell my coworkers, one day I am going to have a restaurant,” remembered Vega. It became a reality when he inaugurated Ciao Bella, almost seven years ago, “seven years of hard work,” he said.

Vega realized that there are a lot of Mexican restaurants already in the area, and with passion decided to cook Italian food. Soon Vega and his brothers started discussing what dishes to include in the menu. “When we cook we add a special Mexican touch,” says Vega.

Mexican and Italian food are not so different, Vega explains. “We use some of the same spices except for basil which is very common in Italian food while the cilantro

is use in Mexican food.” “When someone orders

something from the menu, we make it right in here; we don’t have microwaves in our kitchen,”

Ciao Bella is a family owned restaurant. Vega along his dad, his brother Hector Vega and his sister Mimi help prepare up to fifty gallons of marinara, and sixty gallons of meat sauce every week.

Vega knew that in order to stay in business he had to market to the diversity of the community.

“We try to have something dif ferent every day... we have incorporated Italian, A mer ic a n a nd Mex ic a n food”

Ciao Bella also offers fifteen differnet Mexican traditional dishes such as carnitas, machaca, pozole and chile colorado every weekend.

Two years ago he started salsa dancing lessons every Wednesday follow by live salsa orchestras and cumbia, blues and jazz performances ever weekend.

“ We s t a y h e r e u n t i l midnight sometimes, because we see the people dancing.”

While owning a business is a big responsibility which forces Vega to work up to 100 to 110 hrs a week, it is all worth at the end he says.

Vega is often confused for being Italian. “I always tell them, my Italia [my Italy] is just crossing the border and south from Tijuana,” laughed Vega.

El mantuvo empleos desde limpia mesas, mesero y en la barra donde el aprendió las habilidades básicas y necesarias para el funcionamiento de su propio restaurante.

Pero su pasión por la comida y la cocina comenzó mucho antes cuando a su mama les enseñó a él, y a sus hermanos, a cocinar espagueti. En aquel entonces Vega no se percató que estaba a punto de descubrir su gran pasión por la cocina.

“Cuando limpiaba mesas, siempre les decía a mis compañeros, un día voy a tener mi restaurante,” recordó Vega. Así se convirtió en realidad cuando Vega inauguro Ciao Bella, hace casi siete años, “siete años de arduo trabajo,” el dijo.

Vega se dio cuenta del gran número de restaurantes Mexicanos que existían en el área, y asi fue que el opto por la comida Italiana. Pronto Vega y sus hermanos comenzaron a discutir qué es lo que se debía incluir en su menú. “Cuando cocinamos añadimos un toque Mexicano,” explico Vega.

L a c o m i d a I t a l i a n a y la mexicana no son tan diferentes, explica Vega. “Utilizamos algunas especies similares, excepto el albacar que es muy común en que la comida italiana, mientras que el cilantro se usa en la comida mexicana.”

Ciao Bella es un negocio familiar. Vega a lado de su padre, su hermano Héctor Vega y su hermana “Mimi” prepararan cada semana aproximadamente sesenta galones de salsa de tomate con carne.

Vega sabía que con el fin de mantenerse en el negocio tenía que enfocarse en diversidad de la comunidad.

Delta College is partnering with Higher One, Inc., to bring this “modern” method of finan-cial aid disbursement. Founded in 2000, Higher One works closely with colleges and uni-versities to ensure students receive financial aid refunds quick ly. The MySJDCCard is a Debit MasterCard® that functions like other debit cards attached to a checking account., with same day deposits to the OneAccount, an Federal De-posit Insurance Corporation (FDIC) insured, no monthly fee, no minimum balance checking account administered by Hig-her One. The student always has the option of having the refund electronically disbursed to the checking account of their choice.

“We expect to start mailing over 17-thousand cards to our financial aid recipients on De-cember 16,” adds Donn. “We’re excited about this opportunity to provide Delta’s students with faster service and increased choices for receiv ing their financial aid disbursements. In addition, students will have the added convenience of debit card payment services.”

In order to receive the MyS-JDCCard, Donn says it is cri-tical that Delta’s financial aid students verify or update their mailing addresses.

Denise Donn emphasizes, “If students don’t select their preferences before the first disbursements are made on Jan. 18, the process becomes a bit more complicated.”

In addition to the postal/paper cost savings the MyS-JDCCard allows, Delta’s Su-perintendent/President, Dr. Jeff Marsee, sees added student benefits. “Higher One has de-signed the service with web site tools that promote responsible money-management habits. These practices encourage fi-nancial accountability among our students. In this tough economy, there’s no better lesson learned.” Dr. Marsee f inishes, “It’s a sign of the times. Well over one-third of California’s 112 community colleges have transitioned to a similar financial aid disburse-ment program.”

Thuggdork is showcasing his 8th San Joaquin Comedy show. “8th is a charm” is the expectation of Thuggdork as his onstage performances, fol low ing, and comedy scripts have been growing and making a presence in the comedy scene.

San Joaquin based Latino Comedian Reggie Galindo known as Thuggdork has had an ergonomic growth beyond the County, his performance geography include cit ies in South California and Nevada. “I’ve had a good reception in a number of sold-out shows and every show there is a new element,” shared Thuggdork.

While Galindo grew in San Joaquin County, his comedy offers laughs with a mixture of Local topics with a Mexican spice. “La Chancla (the Flip Flop)”, “tattoos”, “Mexican Women” and many, many other topics that allow his audiences to replace their daily routines with laughter.

L e g e n d a r y E n r i q u e Bunbury shared ten stages from coast to coast with alternative rocker Zoé. Both Rock en Español performers toured the US starting in San Francisco and their month long tour culminating on December 1st in Florida.

“It ’s been lit t le over a year, and we came back to a new world,” noted Bunbury in his welcoming remarks as he acknowledged the global economic tensions. Nonetheless, the rocker dust-off some of his older tunes, some going back to his former Heroes del Silencio band. However, he charmed his audience as he highlighted that his new album Licenciado Cantinas will be released on December but “we want you to hear this song first,” shared Bunbury as he premiered “Ódiame.”

Opening act was Zoé who landed a Lat in Grammy award following their MTV Unplugged album Música de Fondo. While Bunbury and Zoe appeared singing Zoe’s “Nada” as a duet at Mexico’s MTV Unplugged, in San Fransisco they sang independently.

The Mexican Heritage Center and Gallery (MHC&G) joined two other arts organizations representing San Joaquin Valley in a showcase titled “Art is the HeART of the Home.” The exhibit was at the Thomasville Furniture Show Room in Dublin, CA during the 15th and 16th of November. “This was a great opportunity to get the Mexican Heritage Center and Gallery’s name out in front of East Bay potential buyers,” shared Joel Reyna Jr. Director at MHC&G.

Six artists from San Joaquin County joined the Livermore Arts Association and the Pleasanton Art League in the show, which was organized to bring original art to the professionally designed rooms. Artists worked side by side Thomasville designers to assemble looks for just about every room in a home.

During the day, Michael Cardenas is a Sr. Engineer/NSTec Gated Imager Lab Supervisor with a High Energy Density Physics Diagnostic Group a unit of the National Security Technologies; a contracted company to the U.S. Department of Energy. However, in the afternoons, he is committed to his family and community.

Cardenas is a mentor at San Joaquin Delta College’s P uente P rog ra m a nd a martial arts instructor. “I teach Eskrima in Manteca,” Cardenas explained that many wonder why would I teach trouble youth martial arts, especially one that emphasizes on weapon-based fighting. “I have learned that if you can overcome a fear you can overcome barriers.”

Michael comes from a family of four, with only one sibling —James Cardenas. “My brother is the artistic one of the family,” Michael explained that James is operating the family business following his dad’s death last year. “My dad taught us to work hard and to never give

up.” While Michael wanted to

join the military upon his high school graduation, his enrollment was declined, “following a minor epileptic h e a l t h c o n d i t i o n ,” h e noted that his life change drastically upon the military declining his petition to join. “My dad encouraged me to go to college,” and his recommendation got him to become an engineer. Today Cardenas is part of a team that attempts to create more energy than what it take to do the experiment, “the goal is to remove our fossil fuel dependency,” noted Cardenas.

Cardenas is married and has an adopted daugher. He encourages others to take parenting classes as couples must do when adopting. Additionally, he encourages e v e r y o n e t o b e c o m e engage in being mentors in their communities. “The community is what you make of it… you decide to complaint or simply you make something about it.”

explico que su vida cambió drásticamente después de que el militar no lo aceptó. “Mi papa me empujo a que continuara mis estudios en el colegio,” y su recomendación lo hizo un ingeniero. Hoy, Cárdenas es parte de un equipo que intenta crear más energía que la que toma para hacer los experimentos, “la meta es remover nuestra dependencia en energía fósil,”

una hija adoptiva. El favorece que otros tomen clases para ser padres a como es mandatario cuando se adopta un niño. Recently Mayor Johnston told the media that the city’s “Marshal Plan” to deal with crime was “getting its bones together” and in the “conceptual” phase. She was criticized for her inaction since her May 19, 2011 state of the city speech; in which she first mentioned this plan which is supposed to include law, enforcement, schools, nonprofits, community members, and religious organizations.

What people may not know is that on September 2, 2010, I met with City Manager Deis and Councilman Holman to discuss this Marshal Plan. This was more than 14 months ago. Over 60 murders have occurred since then, not to mention the assaults, rapes, robberies, and car thefts.

During this meeting I was told the same thing, that a committee of community leaders and various agencies who understand the problems and factors that drive crime in Stockton would be established to help create this plan. I volunteered to offer my efforts as well as bring other community stake holders to the table. I never heard of it again until the recent interview of the Mayor, 14 and half months later. I don’t even think the real Marshal Plan to rebuild post WWII Europe took so long to develop.

It’s been argued in regards to City Manager Deis being paid a salary in excess of $260 thousand a year and more than the City Managers of much larger cities that “you get what you pay for”. Are we? Is Susan Eggman doing as much as she can or is she more concerned with being elected to the State Assembly midway through her term? If the solutions on safety section of her campaign website are any indication, it doesn’t suggest much. Is Vice Mayor Kathy Miller as “committed to the comprehensive Stockton Marshal Plan” as her re-election website suggests? I do agree with her that, “residents of Stockton deserve no less”.

14 and a half months later the Mayor says it will finally be revealed, “after the holidays”. How many more will be affected by crime in between that time? How many of us have the luxury of taking a vacation away from the reality that plagues our city?

I think it’s time for Stockton to pull back the curtain at City Hall and reveal that there is no wizard at the end of the yellow brick road.

Lo que las personas no saben es que en el 2do de Septiembre del 2010, yo tuve una junta con el Director de la Ciudad Deis y el Consejero Municipal Holman para dialogar sobre el Plan Lider. Esto paso hace más de 14 meses. Más de 60 asesinatos han ocurrido desde entonces, no mencionando los asaltos, violaciones, robos, y robos de autos.

Durante esta junta se me dijo lo mismo, que el comité de líderes comunitarios y varias otras agencia que entienden los problemas y factores que mueven el crimen en Stockton se establecerían para ayudar en crear este plan. The United States Postal Services (USPS) is obligated by the Constitution to serve all Americans, regardless of geography, through an equal price and quality. The USPS competes for package delivery yet has a legal monopoly on first class mail. This service is supported through usage, services and some taxes (since 2000 and only as reimbursement for some of the Government mailing programs not for operating expenses). And, since 1847 the 1 cent stamp has increased to 44 cents to mail a letter. Yet, come 2012, we will see a $0.01 cent rise in postage which is not too much of a surprise. However, not only are they raising the postage, USPS Officials are considering a closure of the mail processing centers throughout the country including one in Stockton due to USPS loss of $5.1 billion at the end of the 2011 fiscal year.

“The Postal Service can become profitable again if Congress passes comprehensive legislation to provide us with a more flexible business model so we can respond better to a changing marketplace,” said Postmaster General and CEO Patrick Donahoe. “To return to profitability we must reduce our annual costs by $20 billion by the end of 2015. We continue to take aggressive cost-cutting actions in areas under our control and urgently need Congress to do its part to get us the rest of the way there.”

The proposed restructuring includes closure to Stockton’s Processing Location which would be consolidated with Sacramento. According to Sacramento representatives if approved, they will ask people to bring their mail earlier —their request means an expected delay in first-class delivery.

Currently, First-class delivery will arrive within 1-3 days and 47% get it within a one day window. With the restructuring the first class mail would 2-3 days later for areas close to home and maybe longer with larger distances.

This could negatively affect the Economy. According to ABC report, “From 2008 to 2010, sales revenue in the mailing industry, which includes private mailers and printing companies, grew by 10% to $1.1 trillion and increased jobs by 16 percent… the mailing industry accounts for 7% of US GDP [Gross Domestic Product].”

This could mean your timed mail pieces such as Netflix DVD’s, Magazines, Newspapers, bills and prescriptions will be delayed. Anticipate price increases for mail DVD rental and Magazines. While newspapers already suffer due to an influx of advertising dollars funneling into direct mail sources, Newspapers may need to use their own delivery methods to get the information out to readers in time. No one wants to read old news– Making some delivery destinations difficult.

Although, many coupon and direct mail companies, like Penny Saver do not use first class mail, yet the change in processing center may delay delivery of their bulk mail. Bulk mailing has had an increase in usage, but the profit margin- is marginal. The majority of their profit is with first class mail, prices that are controlled by Congress.

What is the reason for the change? The Post Office says they may bankrupt, placing blame on an increase usage of email. This is where their information becomes shaky. The three busiest years for the USPS was 2005-2007, and the internet has been in existence since the 70’s. It was not until 2008, when the economy ruptured that there was a huge decrease in USPS usage.

Not only did USPS confront a lagging economy, but they were in the midst of a new Congressional law reform for Postal Accountability Enhancement Act (PAEA). Congress enacted the PAEA on December 20, 2006. Kevin R. Kosnar an Analyst in American National Government as part of the Congressional Research Service reported in 2009 that the PAEA made over 150 changes to postal law, ” Some of the more significant alterations are defining the term “postal service”; restricting the USPS’s authority to provide non-postal services; altering the USPS’s budget submission process; requiring the USPS to prefund its future retiree health benefits by establishing the Postal Service Retiree Health Benefits Fund; and replacing the USPS’s regulator, the Postal Rate Commission, with the more powerful Postal Regulatory Commission.”

“To this end, the PAEA requires the USPS to pay more than $5 billion annually from FY2007 and FY2016 to build up a retirement fund from which both USPS employees and USPS retirees will be paid come FY2017.”

“The Postal Service literally won’t survive without legislative and administrative reforms,” said Senator Collins of Maine. “Absent action, it won’t be able to meet its payroll a year from now. The Postal Service is vital to our economy, yet is on the verge of collapse. It is in imminent financial danger. Jobs are at stake. The Postal Service is the linchpin of a $1.1 trillion mailing and mail-related industry that employs approximately 8.7 million Americans in fields as diverse as direct mail, printing, catalog companies, and paper manufacturing.” Senator Collins is proposing a legislation and has made a called for action.

Furthermore, Homeland Security and Governmental Affairs Committee Chairman Joe Lieberman, ID-Conn assisted Senator Collins in revealing legislation to rescue the Post Office.

A strong Postal Service is important for United States national security plan. Postal Service was a huge part in the success of the American Revolutionary War and the Civil War. Internet is not always a dependable source of communication during times of war. February 2010, the United States Joint Forces Command released a study that stated “Enemies in cyberspace will include both states and non-states and will range from the unsophisticated amateur to highly trained professional hackers.” In recent history Egypt’s Government used an internet Kill Switch in the Arab Spring. Although, this was its own government it shows the venerability of Cyber Communication.

“We are asking the Postal Service to make painful choices about internal costs and not simply slash services and raise prices which would only add to its death spiral,” said Collins.

Yahoo News reported that, no private sector business is interested in delivering to every home throughout the country 6 days a week, and the constitution requires USPS delivery- so it is a problem we cannot ignore. And for Stockton, the processing Plant in Stockton is one out of two that cover the entire Northern Central Valley. It could have a devastating effect on an already troublesome economy.

Los Servicios Postales de los Estados Unidos (USPS) es obligada por la Constitución a servir todos los Americanos, sin importar geografía, con una estructura de precio y calidad. USPS compite para acarear paquetería pero legalmente mantiene un monopolio en el correo de primera clase. Este servicio es apoyado en base a los usuarios, servicios y algunos impuestos (desde el 2000 y solo como reembolso por algunos programas de correo de Gobierno no por el costo de operación). Y desde 1847 la estampilla de 1 contaba a aumentado a 44 centavos para enviar una carta. Pero, en la llegada del 2012, veremos un aumento de $0.01 centavo en las estampillas lo cual sorprendentemente no es mucho. Pero, no solo se aumentara el costo, Dirigentes de USPS están considerando el cerrar centros de procesamiento de correos a lo largo de la nación incluyendo la de Stockton a causa de las pérdidas de $5.1 mil millones al cerrar el año fiscal 2011.

The City of Stockton has funding available for home owners who need to make repairs to owner-occupied homes. The city offers two programs the Emergency Repair Program and the Owner-Occupied Housing Repair Loan program which offer financial assistance in the form of loans to low-to-moderate income home owners for essential improvements and repairs. Each program is designed to make needed renovations affordable, while restoring neighborhoods by increasing the attractiveness and value of the property.

The Emergency Repair Program provides limited f u n d s t o r e p a i r c o d e violations that present an immediate danger to the health and safety of the home owner, such as leaky roofs, faulty wiring, hazardous plumbing or heating and air conditioning repairs.

Funding from this loan program can also be used to provide improved access for disabled persons.

The O w ner - O c c upie d H o u s i n g R e p a i r L o a n Program also provides funds to correct code violations for properties. These repairs must include energy efficient products that are Energy Star rated, the use of recycled materials and materials that are developed from renewable resources.

Funds for both of these programs are prov ided through the U.S. Department of Hou si ng a nd Urba n Development. Eligibility requirements and terms and conditions vary based on household size and income.

HOME REPAIR LOANS:City of Stockton offers two programs

La Ciudad de Stockton tiene fondos disponibles para propietarios que necesitan reparar sus hogares — casas donde el propietario vive. La ciudad ofrece dos programas el de Mejoras Emergencias (Emergency Repair Program) y el programa de Préstamos para Vivienda Donde Reside e l P ropie t a r io (O w ner -Occupied Housing Repair Loan Program) cuales ofrecen asistencia financiera en forma de préstamos a propietarios de bajo y medio ingreso para reparos y mejoras esenciales. Cada programa está diseñado para lograr las mejoras, mientras restableces los vecindarios y aumenta lo atractivo y valor de las propiedades.

El Programa de Mejoras de Emergencia provee fondos l i m it ado s pa r a repa r a r violaciones de los códigos de la ciudad que presentan peligros inmediatos a la salud y seguridad del propietario, así como es el caso de techos que gotean, cableado eléctrico malo, plomería peligrosa, o reparación a calefacción y control de aire acondicionado. Los fondos de este programa también pueden ser utilizados para proporcionar mejoras a el acceso de personas incapacitadas.

El Programa de Préstamos p a r a V i v i e n d a D o n d e R e s i d e e l P r o p i e t a r i o también proporciona fondos para corregir violaciones del código de la ciudad en cuestión de propiedades. Estas mejoras deben incluir productos de energía eficiente

que son evaluados Energy Star, el uso de materiales reciclados y materias que son desarrolladas con recursos renovables.
