AbstractMany incidents of fire and explosion in petrochemical and chemical plants in Taiwan
have occurred in recent years. With the aim of effectively reducing such industrial accidents,
this study focused on mechanical equipment integrity and process hazard analysis in process
safety management, created professional training materials, and implemented checklists for
labor inspectors to use in training or self-study. The goal was to enhance the professional
skills of labor inspectors and to effectively help enterprises improve their safety of health
facilities and provide its reference use.
We investigated labor inspectors' needs for the inspection of chemical and
petrochemical plants and surveyed 181 labor inspectors, professionals, and experts. Wefound that 94% of the survey respondents thought that API 570 piping inspection knowledge
was required and 93% thought that API 510 pressure vessel inspection knowledge was
necessary for the performance of labor inspections; 62% thought that an API 570 piping
inspection certificate should be required. These results show that the majority of those
surveyed believed that API 510 and API 570 specifications should be among the basic
knowledge required of those implementing chemical plant inspections. Opinions regarding
API certification were inconsistent.
We completed training materials for mechanical integrity and process hazard analysis
for inspector training. Five different checklists were established for mechanical integrity and
process hazard analysis. The results can strengthen the performance of labor inspection and
help petrochemical and chemical industries to improve occupational safety, prevent safety
incidents from happening, and secure workers' welfare.
